Talking back to L.A. Weekly, Newport Beach decides it’s safe enough, a London look at U.S. car culture

A cyclist, bike activist and long-time volunteer responds to the recent L.A. Weekly article about Stephen Box and the rise of bike activism in the city, complaining that more than just straight, white males were instrumental in building the bike community, including himself.

He makes a very valid point.

It doesn’t detract in the slightest from the amazing efforts of CD4 candidate Stephen Box and the others mentioned in the story to note that the LACBC and other groups, such as C.I.C.L.E., Midnight Ridazz and Bikeside and other groups, have done a lot to make this city safer and more inviting for cyclists of all types. As well as the efforts of countless individuals of every possible description, working together and on their own, to advance the cause of cycling in Los Angeles.

Singling out any one person or group, however deserving, ignores the efforts of everyone else who has done what they can to make this a better place to ride.

And we wouldn’t be where we are today without all of them.

Newport Beach, home of yet another cycling fatality this week, plans to shut down the city’s Bike Safety Committee at the end of this year.

Evidently, the recent crackdown on dangerous riders and drivers has solved all their safety problems, and local cyclists can now ride the city’s streets without worry. Even though Amine Britel was the fourth cyclist killed in the city in just the last two years. And even though he was killed just days after the first weekend of the crackdown.

Or maybe they expect to solve any remaining problems during the second weekend this Saturday and Sunday — despite the fact that this seemingly wealthy seaside city can’t afford to buy a single Share the Road sign. Let alone one that says Bikes May Use Full Lane.

Because, you know, they still have to pay for that new $131 million City Hall.

Meanwhile, Danae Miller, the driver arrested for killing Britel, never had enough points charged against it to have her license suspended, despite receiving somewhere between 15 and 17 tickets in the last five years, depending on who’s doing the counting.

And a writer for the Examiner questions whether the law should be changed to keep people like her off the road.

If that’s what it takes, I’m all in favor.

London’s Guardian offers an overseas look at America’s car culture — and trust me, it’s not pretty. However, there may be hope:

Before Communist China became partner with Capitalist America in a new world order of union-free sweatshops, Americans used to laugh at all the bicycles on Chinese streets. Now, as the Chinese become more car-dependent, as their cities become more clogged and polluted, many Americans are rediscovering the pleasures, healthiness and sanity of bicycling or walking. Suddenly, a street full of bikes seems positively idyllic. In a country, and empire, in a downward spiral, this will be one of the few changes for the better.

Riding and walking through one’s community at a more human pace, one will also regain one’s sense of belonging. One will also discover that one has two legs, arms and a set of lungs. Sprung from the steel prison of the automobile, Americans will be glad to see other faces and limbs. They will realise that they actually have neighbours.

Call it the art of bike maintenance, as C.I.C.L.E. and Bikerowave team with the Santa Monica Museum of Art at 2525 Michigan Avenue in Santa Monica, for a tour of the museum, bike maintenance workshop and a mini-ride through the neighborhood on Saturday. The free event requires preregistration and will be cancelled in the event of rain. Note: The workshop has been rescheduled for 1:30 pm due to this weekend’s storm.

Mr. Bicycle Fixation, Rick Risemberg, invites cyclists to join him for a birthday ride on Sunday, Feb. 27th; riders meet at Sabor y Cultura at Hollywood and Gramercy at 10:30 am.

Also on Sunday, 4th District City Council  candidate Stephen Box partners with Flying Pigeon LA to provide free bike repair and service at the Hollywood Farmers Market, 1600 Ivar Avenue in Hollywood.

The long and difficult path to a new bike plan should come to a completion when the L.A. City Council takes it up for final consideration at 10 am on Tuesday, March 1st at Downtown City Hall, 200 North Spring Street.

The 2nd meeting of the Bike Plan Implementation Team (BPIT) takes place from 2 pm to 3:30 pm on Tuesday, March 1st following the council meeting in room 721 of the Downtown City Hall, 200 North Spring Street.

Make a full bike day of it by helping plan CicLAvia’s advance to the Eastside with a meeting at 5:30 pm on Tuesday, March 1st on extending the route into Boyle Heights, Roosevelt High School cafeteria, 456 South Mathews Street, Los Angeles.

Celebrate the presumed victory of the bike plan with a rally and press conference in front of City Hall from 9:30 am to 10 am on Wednesday the 2nd.

Streetsblog LA somehow managed to survive the terrible twos. So come out and celebrate its third birthday at Downtown’s Spring Street Bar, 626 S. Spring Street, beginning at 5 pm on Friday, March 4th; RSVP and help spread the word on Facebook.

GOOD is hosting a fundraising party for CicLAvia from 2 to 7 pm on March 5th, at Atwater Crossing, 3229 Casitas Ave in Los Angeles; tickets range from $20 to $500. As part of the fundraiser, leading L.A. bike activist and Creek Freak Joe Linton will lead a very short, family friendly ride starting at 1:30 pm.

The third LACBC Sunday Funday ride will roll 62 miles through the North San Gabriel Valley on Sunday, March 6th. Lead by board member Alex Amerri, the fast-paced ride for advanced cyclists will explore the area’s architectural and historical highlights; riders assemble at 8:30 am at Parking Lot K at the Rose Bowl, 1001 Rose Bowl Drive in Pasadena, with the ride starting at 9 am.

Flying Pigeon and the Bike Oven host the free Spoke(n) Art Ride on the 2nd Saturday of every month; the next ride will take place on March 12th, starting 6:30 pm at 3714 N. Figueroa St. in Highland Park.

Flying Pigeon’s Get Sum Dim Sum ride takes place on the third Sunday of each month; the next ride will be Sunday, March 20 from 10 am to 1 pm, starting at 3714 N. Figueroa St. in Highland Park.

The Santa Clarita Century is scheduled to roll on Saturday, April 2nd with rides ranging from a family ride to a full century.

The next three CicLAvias will take place on April 10th, July 10th and October 9th; if you missed the first one, don’t make the same mistake again.

The Antelope Valley Conservancy sponsors the 16th Annual Antelope Valley Ride on Saturday, May 7th with rides of 20, 30 and 60 miles; check-in begins at 7 am at George Lane Park, 5520 West Avenue L-8 in Quartz Hill.

L.A.’s 17th annual Bike Week takes place May 16th through the 20th, with an emphasis on bike safety education, and events throughout the city. This year’s Blessing of the Bicycles will take place as part of Bike Week on 8 to 9:30 am on May 17th at Downtown’s Good Samaritan Hospital, 616 S. Witmer Street. And Metro is looking for Bike Buddies to guide inexperienced cyclists on Bike to Work Day; heads-up courtesy of the marathon-training danceralamode.

The San Diego Century ride takes place on Saturday, May 21st with rides of 37, 66 or 103 miles, starting in Encinitas, along with free admission to an expo featuring sports, local cuisine and live music.

France’s third-largest city makes great strides in welcoming bikes. After Alberto Contador walks on doping charges, Austrian Michael Knopf is banned for four years for supplying other cyclists with banned substances. Kiwi correspondent the Trickster points us to the tragic death a biking bricklayer killed by falling bricks during Tuesday’s earthquake; Olympic bronze medalist Sam Bewley is auctioning a signed jersey from New Zealand’s winning pursuit team to benefit earthquake victims. Newport Beach cyclist was world-class triathlete, killer driver had 16 tickets; bike plan goes to council March 1

Authorities released the name of the cyclist killed by an alleged drunk driver in Newport Beach Monday evening.

Forty-one year old Amine Britel, a local businessman and world-class triathlete originally from Morocco, was pronounced dead at the scene. His killer, Danae Marie Miller, was released on bond Tuesday morning, on a charge of gross vehicular manslaughter while intoxicated — and was on the road despite receiving 16 traffic tickets over the last six years, including six tickets for speeding or driving too fast for conditions in a three-year period.

Miller has apparently been playing Russian Roulette with her car for years, while the courts failed to do anything to stop her. Now one life is ended and another shattered, all because a woman who probably shouldn’t be allowed behind the wheel got behind one after drinking.

Word comes from the LACBC that the draft bike plan is scheduled for final approval by the City Council on Tuesday, March 1st. A press conference will be held at City Hall at 9:30 am Wednesday to celebrate its anticipated passage.

The controversy over New York’s Prospect Park West bike lanes just won’t go away, as a cyclist and university professor sides with the opposition, and video shows an ambulance bypassing traffic by using the bike lane.

And the crackdown on scofflaw cyclists continues as NYPD officers allegedly beat a teenage cyclist on camera, then throw him in jail for 24-hours for riding on the sidewalk; according to police, the ass-kicking was justified.

Now you can ask strangers to rate your ride. London’s new Olympic velodrome is officially open. British cycling champ Victoria Pendleton plans a series of women-only bike rides. Plans are underway to change the bike lanes near Blackfriars Bridge to speed traffic and make cycling less safe. A Manchester bike cop is the victim of a hit-and-run; the driver got out and looked at the victim before fleeing the scene. A Brit cyclist threatens an offending driver with a meat cleaver. Malaysian track cyclist Azizulhasni Awang is expected to make a speedy recovery after finishing a World Cup race with a massive wood splinter through his leg. Now you can produce clean drinking water while you ride; I produce a lot of water when I ride, but you wouldn’t want to drink it.

Finally, a fascinating Seoul study shows how cyclists make the transition from leisure riders to bike commuters. Married, married and lower income people are more likely to make the switch; oddly, so are people who live in high-rise buildings. And it concludes that governments should invest in separated bike lanes.

Orange County claims yet another biking victim

Just days after a police crackdown on cyclists and drivers intended to reduce Orange County’s one-a-month rate of cycling deaths, another cyclist has been killed on the county’s streets.

According to Corona del Mar Today, a cyclist described only as a middle-aged man was hit and killed on San Joaquin Hills Road east of Spyglass Hill Road in Newport Beach around 6 pm Monday. The unidentified 22-year old suspected drunk driver was booked on suspicion of gross vehicular manslaughter while intoxicate, with bail set at $100,000. An earlier report placed the time of the collision at 5:59 pm; the rider was pronounced dead at the scene.

More details as they become available.

But here’s the thing.

Despite protestations from some quarters, bad bicyclist behavior does not cause most bicycling deaths. Bad driving does.

Even a cursory examination of cyclists killed in Orange County recently suggests that the problem isn’t cyclists running stop signs, riding two abreast or even flipping off drivers, as obnoxious as that may be.

They died at the hands of drunk, high or careless drivers. Simply put, no crackdown on rider behavior would have done a damn thing to save the lives of Michael Nine, Donald Murphy or Alan Earl Miller.

Or nine-year-old Nicholas Vela, who was killed as he rode in a crosswalk in front of a monster truck, whose driver couldn’t see him because the truck was jacked up so high.

Nor did this rider, whoever he may turn out to be, apparently do anything to cause his own death, other than take to the streets at the same time a drunk was behind the wheel. And apparently, there is no shortage of those behind the Orange Curtain.

Orange County clearly has serious problems.

But they’re not going to solve them by targeting the victims.

Update: The driver has been identified as Danae Marie Miller of Newport Coast; no word yet on the victim.

Bike plan moves forward, police crackdown in OC, Box and bikes profiled in LA Weekly

First the big news, as the joint Transportation and Planning and Land Use Management votes to move forward with the draft bike plan, with a five year plan for implementation.

While that’s great news for city cyclists, it also means no for now to the proposed South Venice Beach bike path extension.

The debate was dominated by discussion over whether to allow bikes on city trails currently used by hikers and equestrians — something that safely occurs around the world, yet according to the local horse crowd, would lead to inevitable disaster here in L.A.

While there’s an obvious need for people to use trails safely and courteously, and observe the rights of other users, public parks and trails belong to everyone and shouldn’t be set aside for any single group. Or exclude any single group of users.

The committee voted to have the Planning Department negotiate language between both types of riders; however, anything that doesn’t find a way to accommodate all users would be a failure.

Meanwhile, the plan will now go to the full committee for final approval before going to the Mayor for his signature; all indications are Villaraigosa will sign off on the plan.

New York cyclists have been justifiably up in arms the last few weeks over the NYPD’s efforts to crack down on lawbreaking cyclists, while ignoring more dangerous violations by drivers.

Now a similar move is underway here as the Newport Beach, Huntington Beach, Laguna Beach and Costa Mesa police departments are banding together to conduct a “specialized Bicycle Safety Enforcement Operation” on the 19th and 24th of this month.

Despite the title, the press release promises officers will address traffic violations by cyclists and other vehicle operators that could “lead to bicycle vs. vehicle collisions, injuries and fatalities.”

The goal of the program is to educate the public about the safe and lawful use of bicycles, as well as the safe and lawful use of vehicles that share the roadway with bicycles. Prevention is a key component of the program, which centers on the traffic laws that can prevent bicycle riders from becoming injured to killed due to illegal use or reckless behavior by bicyclists and vehicles. In addition, the Police Departments involved may be required to enforce obvious violations to the City’s Municipal Code to maintain safe operations.

I don’t have any problem with enforcing traffic violations by cyclists; frankly, I’ve seen some cyclists who should be ticketed, if not thrown into leg irons. However, I would expect — and all cyclists have every right to expect — that unlike the situation in New York, the crackdown will address violations by drivers as well as cyclists.

And it should take into account which violators pose the greater risk to others.

Neon Tommy Editor-at-Large Hillel Aron offers an in-depth profile of CD4 City Council Candidate Stephen Box and the history of L.A. bike activism in this week’s L.A. Weekly.

As the article notes, it’s almost impossible to unseat a sitting council member in L.A.; even the most unpopular usually cruise to victory over seemingly more worthy opponents once special interest money starts pouring in. Despite that, there’s a growing sense that Box may have a real shot at forcing incumbent Tom LaBonge into a runoff next month.

LaBonge has long supported cycling, though not always in the way cyclists would prefer; if he were smart, he’d move to strengthen his support of bicycling to undercut Box’s strongest base of support. Instead, he seems to be focused on shoring up support from the anti-bike crowd, as many cyclists see him, rightly or wrongly, as an obstacle in the way of many bicycling issues.

And it’s hard to take the other candidate in the race, Tomas O’Grady, seriously when he ignores questions from the city’s leading newspaper.

You have your own chance to evaluate the candidates tonight when the Silver Lake Neighborhood Council hosts a candidate’s forum at Silver Lake Community Church, 2930 Hyperion Ave. Or you can meet Stephen Box at an open house from 2 to 4 pm this Sunday at 3311 Lowry Road in Los Angeles.

Box has also received an endorsement from MobileFoodNews; not to surprising since LaBonge has been seen as an opponent of L.A.’s popular food trucks.

One other note — the writer of the Weekly article gave me every opportunity to attack other bicycle advocates and advocacy groups; I chose not to do that. It’s my firm belief than anyone working to support cycling in Los Angles deserves my support and gratitude, whether or not I happen agree with them. I’m saddened that not everyone feels the same way.

The newly unveiled draft plans for South Figueroa range from good to wow, though Josef Bray-Ali says they could use some polishing; then again, there are more important things than signing in for a meeting. L.A. will soon get its first bike corral in Highland Park. Rick Risemberg, who appears to be everywhere these days, writes about taking part in last weekend’s LA Brewery Ride with Flying Pigeon. Cool Claremont bike racks. Long Beach replaces a mandatory bike licensing law with voluntary registration through the National Bike Registry.

A popular retired Bakersfield educator died of a heart attack while riding with friends. A three-year old Visalia girl is killed when she’s backed over by a neighbor’s pickup while riding on the sidewalk. San Francisco police have refused to take reports or issue citations for collisions involving cyclists unless an ambulance is called; so not matter what a driver does, if they don’t seriously injure a rider, they walk. Shameful. Matt Ruscigno rides from San Louis Obispo to L.A. in a single day — while sick. This year’s Amgen Tour of California won’t tour California exclusively.

J. Edgar Hoover on a bike, sort of. It’s not the same as an Idaho Stop Law, but Oregon considers lowering the fines for cyclists who roll through stop signs. Somehow I missed this; Dr. Matthew Burke, the orthopedic surgeon, U.S. Army Major and Iraq war vet critically injured by aggressive driver while on a group ride last October, passed away over the weekend after 4 months in a coma; the driver is charged with reckless homicide.

Yet another London cyclist is killed by a large truck, this time a 28-year old art curator. More bikes than cars expected to cross London’s bridges during morning rush hour in 2011. Irish physicians urge the passage of a mandatory helmet law, even though you’re over six times more likely to die walking on the sidewalk. Europe already has the kind of airport bike lanes John McCain wants to kill. Looks like rising star Taylor Phinney will compete in the Tour of Oman after all. South African cyclist Michael Dean Pepper is banned for three years for a failed drug test; sometimes I think we should just ban everyone for two years and start over.

Well, that’s one more problem we don’t face in L.A. — a South African cyclist survives after using his bike to fight off a leopard attack; evidence suggests that the animal had just escaped from a snare and was fighting for its life, as well.

Izquieta pleads guilty in OC drugged hit-and-run death; Jay Slater elected chair of BAC

Riverside resident Patricia Ann Izquieta has pleaded guilty in the 2009 death of cyclist Donald Murphy in Newport Beach.

According to KPCC 89.3 – which describes Izquieta as “drug-addled” at the time of the collision — she changed her initial not-guilty plea to admit to charges of felony hit-and-run with death or permanent injury, felony manslaughter while intoxicated and misdemeanor driving without a valid license.

And for that, she is expected to receive a whopping three years in prison — despite being under the influence of several prescription medications at the time of the collision.

On the other hand, Murphy, who spent much of his spare time working with recovering addicts in halfway houses, received the death penalty for the crime of riding a bike on a public street.

Don’t get me wrong. I’m glad there was a conviction in this case, and that justice was done.

But sometimes justice stinks.

In a surprising move, Jay Slater is elected Chair of the city’s Bicycle Advisory Committee by a one-vote margin after calling for better outreach to LADOT, the mayor and City Council committee heads; former Chair Glenn Bailey is unanimously elected Vice Chair.

Glenn has done a great job as Chair over the last few years, raising the profile of the BAC and helping restore it to it’s legitimate place as the leading voice for cyclists in L.A. government. Regardless of last night’s vote, he deserves the thanks of the city’s cyclists for a job well done; if you’ve noticed improvement in how we’re treated on the streets and in City Hall, he deserves a lot of the credit.

And congratulations to Jay Slater, who is well-respected in L.A. cycling circles and well-connected to city leadership. Here’s hoping he can build on Glenn’s work and take the BAC to the next level.

I know, like and respect both men. If they can work well together as leaders of the BAC, it should be an unstoppable combination.

A Bahamian cyclist is murdered as witnesses report seeing a driver chase and intentionally run him down. No European-style strict liability for English cyclists; more on that topic soon. The BBC notes the rise of bike helmet cams; here’s a quick overview of some of the leading options. Town Mouse reports on the new Cycling Embassy of Great Britain after failing to get her Boris Bike account to work. Northern Ireland’s Assembly votes to reduce the rate of cycling in the province by requiring mandatory helmet use for all riders. In Copenhagen, parents are afraid to let their children ride because of speeding cyclists. Storming the beaches of Normandy by bike. The number one reason New Zealand is so shit for cyclists — the author’s words, not mine; personally, I think the #1 reason more people don’t ride is because we’re usually treated like #2. Ghost bikes may soon haunt Kiwi drivers; I’m a big supporter of ghost bikes, but what if we just didn’t kill any cyclists so they wouldn’t be necessary?

Finally, Cyclelicious points us towards this story about a new Jakarta bicycle track; maybe it’s just a bad translation, but I really, really like their promise to “sterilize the special track from other road users.” I don’t know what kind of disinfectant they use, but I want some.

Or I could just ride on the other side of the road. As long as it’s not this one.

Cop tells seniors not to ride in the street — then tickets them for riding on the sidewalk

Sometimes, it seems like you can’t ride anywhere.

According to the Orange County Register, four OC senior citizens were stopped by a police officer for riding on the sidewalk — just moments after the same officer warned them not to ride in the street.

As they rode along a restaurant-filled section of PCH, the four riders passed a motorcycle cop as he finished writing a ticket, and made a comment about the busy street. The officer responded by saying he wouldn’t ride there, so they took to the sidewalk — legally, as shown by a sign indicating that the sidewalk was a designated bike route.

So imagine their surprise when the same officer roared up a few blocks later, lights and siren blaring, and — incorrectly — told them that riding on the sidewalk is against the law in California. He specifically pointed to CA Code 12.56.30 (A) NBMC, which doesn’t seem to exist in the Vehicle Code.

In fact, the only California Code I could find by that number is one that assigns responsibility for the unauthorized release of hazardous materials.

Maybe he just scared the crap out of them.

Oddly, only two of the cyclists were cited by the officer, while the other two — who apparently committed the same infraction — were let go.

As it turns out, the cyclists were technically in violation of the law because riding on the sidewalk is allowed next to PCH before Riverside Ave, but banned immediately after crossing the street — even though there’s no sign indicating that the bike route ends or that riders must leave the sidewalk.

Amazingly, Lt. Bill Harford of the Newport Beach Police Department defends the officer.

“The officer did cite them appropriately, and they need to go through the process,” Hartford said. “They’ll have their day in court — that’s the purpose of it. It’s up to the judge to look at the circumstances and make a decision.”

It seems far more likely that the department owes them an apology, and should do everything in their power to get the tickets dismissed. They should also work with the city to get proper signage installed instructing riders to leave the sidewalk once the bike route ends.

And a little common sense wouldn’t hurt. Because the police can observe the letter of the law.

And still be very, very wrong.

Update: I may have been overly harsh in my criticism of the officer who wrote the ticket. TC points out in the comments below that the code he cited is part of the Newport Beach municipal code, rather than state law. We don’t have the actual ticket for reference, so there’s no way to know if the officer actually said it was a violation of state law, or if the riders misunderstood him or inferred he was referring to state law.

As a result, I’ve toned down some of my comments, and apologize for my earlier criticism that the officer involved was ignorant of the law.

However, I still believe that a warning would have been appropriate under the circumstances. Most cyclists aren’t familiar enough with local ordinances to know where they can and can’t ride on the sidewalk, and it’s virtually impossible for cyclists to know when they’ve moved from one area where it’s allowed to another where it’s banned without adequate signage, particularly after having just passed a sign saying it was legal.

Meanwhile, LADOT Bike Blog continues its excellent examination of local sidewalk riding ordinances; maybe they’ll go south of the Orange Curtain and take a look at those wacky folks in Newport Beach.

And Gary points out that if Santa Monica wants to ban bikes from the sidewalk, they should defend cyclists who ride in the street.

A British law firm wants to increase the understanding between cyclists and truck drivers; how’s this for an understanding — just don’t kill us, okay?

Cyclist killed in Newport Beach; a full slate of biking events

Forty-three year old Michael William Nine of Santa Ana — some reports indicate he was 47 — was killed in a collision at the intersection of Spyglass Hill Road and Harbor Ridge Drive in Newport Beach Thursday morning.

According to authorities, the collision occurred at 7:47 am as Nine was riding with a group of cyclists headed north on Spyglass Hill. He was traveling at about 30 mph at the head of the group when something caused him to lose control of his bike and slide across the road, where he collided head-on with a southbound truck; he was pronounced dead at Hoag Medical Center.

Some reports indicate that he may have lost control after he swerved to avoid a gardener’s truck, however, other witnesses contradict that version of events. The other riders in the group didn’t see what happened because their view of the collision blocked by a bend in the road.

It was the third fatal bicycling collision in the area in less than a year, which is about three too many.

Prayers and condolences to his family and loved ones.

Mike Nine an avid cyclist out of Tustin was killed Thursday morning during a training ride in Newport Beach.

He crashed into the back of a stake truck as he tried to avoid the vehicle which was traveling the wrong way on the road and in the path of a group of riders.

The OC news channels have incorrectly reported that the cyclist lost control of his bike causing him to go into oncoming traffic and striking the truck. The news channels have cited that the Newport Police have been unable to determine the reason the cyclist lost control of his bike.

As 1 of the 10 witnesses of this event, I think it is important to set the record straight. Mike did not lose control of his bike and go into oncoming traffic. The truck was going the wrong up a narrow road. This caused the crash. The truck driver’s negligence set this tragedy in motion.

Mark Cavendish of HTC-Columbia won his third stage of this year’s Tour de France on Thursday, as teammate Mark Renshaw was kicked out of the Tour for head-butting a rival rider in a bit of argy-bargy that was caught on video during the final sprint.

Got to admit, though, Andy Schleck looks good in yellow. David Millar barely survives one of his worst days ever on a bike in stage nine, while Team RadioShack gets it’s first Tour win in stage 10. And Bicycling says if Lance isn’t going to win this year’s Tour, he should become the first American to claim the last place Lanterne Rouge.
