True Grit: clearing a path for beachfront bicyclists

As you may recall, a couple weeks ago I wrote about the long-standing problem of sand on the Marvin Braude Bike Path along the beach in Santa Monica and Venice.

Then last week, I shared an email that I sent to County Bicycle Coordinator Abu Yusuf, after discovering that the county is responsible for maintaining the bikeway.

Or most of it, any way.

And I promised to let you know when I received a response. Then again, if you’ve ridden the bike path over the last few days, I probably don’t have to tell you what that response was.

To be honest, I didn’t think they were taking me seriously at first.

This is what local cyclists have had to deal with in recent months.

Mr. Yusuf emailed back, explaining that the bike path gets cleared three times a week, and inspected on a regular basis. And their records showed the maintenance was up to date and it was clear of sand.

So I picked up the phone, and said, as politely as possible, maybe you should take another look at those photos.

I explained that I’ve been riding that bike path for nearly 20 years. And this was the first time it had looked more like a sand trap at Riviera than southern California’s most heavily used bikeway — and stayed that way for over two months.

I was prepared for an argument. But his response surprised me.

As late as Monday, the bike path in Santa Monica looked like this.

Yusuf took my complaints seriously — even though they contradicted what he believed — and offered to meet me in Venice to take a first hand look.

Meanwhile, my original email, which had been circulated through the county maintenance department, seemed to be having an effect.

When I rode the bike path last week, it seemed a little cleaner than it had anytime since the storms of last May. Not yet free from sand, but clearly efforts had been made to clean the sand off in a number of places.

Then I rode it again this past Monday. And it showed even more improvement, though it still had a long way to go.

This is how the same section looked on Tuesday.

So Tuesday morning, I rode out to Venice, this time as a representative of the LACBC, to meet with Yusuf and the county’s other Bicycle Coordinator, Kristofor Norberg. I also asked my friend George Wolfberg to join us, since he’s involved in a number of local and regional community groups and bicycle advisory committees.

What we saw surprised us.

Overnight, following the regularly scheduled Tuesday morning maintenance, the bike path had gone from a sea of sand to an actual, ridable bike path. There were still problems, but the cement was cleaner than it had been in months.

It may not be perfect yet, but the bike path hasn't been this clear in months.

Of course, no pathway along the beach will ever be completely free of sand. Daily ocean breezes blow it onto the path, and every beachgoer who tramps across it drags a little sand with them.

But the difference was night and day.

So the first thing we did when Yusuf and Norberg arrived was to say thank you. Then we took them on a little walk to point out some problems that still remained.

They surprised us, too. Instead of the sterotypical SoCal bureaucrats hell bent on defending their department, we found two very polite and friendly men who were clearly committed to solving problems and finding a way to get things done.

In other words, exactly the kind of public servants our city and county so desperately need these days.

We showed them places where a malfunctioning sprinkler system washed out the sand bordering the path, sending it streaming across the bikeway in inch-deep deposits. Along with areas where sand had been allowed to overtake the edges of the path, reducing its usable surface by as much as a foot and a half in places.

We pointed out places where pedestrians walk across the bike path, often without looking — and they showed us where warning signs had been removed or covered with graffiti, and where sweeping equipment had worn off the markings that indicated portions of the path were for bikes only.

And we talked about the problems presented by the odd combination of cyclists, skaters, skateboarders, joggers, pedestrians and Segway jockeys who traverse the path on a daily basis. In fact, we watched as a bike rider nearly had to be restrained after colliding with a skateboarder.

And after a tour that lasted well over an hour, our meeting felt more like four friends working together to solve a problem than a couple of cyclists butting heads against the usual brick wall of local government.

In the end, they committed to follow up with the county maintenance staff to make sure the path stays as clear of sand as possible, and to see what can be done about the problem areas and the streaks of sand the sweepers sometimes leave behind.

They offered to look into additional signage and striping to identify the bike-only portions of the path and warn pedestrians to look out for bikes when they cross the path. They also agreed to ask for bike cops to patrol the path from time to time to try to prevent conflicts before they happen.

And finally, they asked for your help.

On the other hand, he also made it clear that there are limits to what he can do.

For instance, the county has responsibility for everything on the bike path itself — but anything on either side falls under the jurisdiction of other city or state agencies.

And their jurisdiction ends just north of the new Annenberg Community Beach House, where the city takes over.

Which means we face a whole different set of problems to get that section cleaned.

But at least, this is one clear victory for cyclists.

Clearly, we still have work to do; this is where the city maintained portion of the bike path begins.

A meditation on sharrows and door zones

In search of the Great White Sharrow.

Last week, I found out exactly where the door zone is.

Not that I didn’t know before.

Though now I doubt I’ll ever question it again.

Last month I mentioned that I’d ended up riding the now nearly four week-old sharrows on 4th Street the day they first appeared. And found them not quite to my liking, placing me a little further out into the lane than I felt comfortable with.

After reading that, Gary Kavanagh reminded me about the sharrows that had been placed on Hermosa Avenue in Hermosa Beach since I’d last been down that way.

So I set off to check them out, plotting a route that would take me to the Redondo Pier, then back up to check out Santa Monica’s newly extended bike lanes on Arizona Ave and the new sharrows on 14th Street. And figured I might as well visit the site of the soon-to-come sharrows on Abbot Kinney Blvd in Venice while I was at it.

As I rode up Abbot Kinney, I took my usual position just inside the lane and just outside the door zone.

A short line of cars passed safely around me, moving across the yellow line to leave a comfortable margin of three to five feet. All except the last car in the line, which failed to follow the example the others had set — and instead buzzed me less than a foot from my left elbow.

At that exact moment, as a car zoomed by just inches to my left, a driver unlocked his parked car and — without ever gazing behind him — threw open his door, missing me by just inches.

That’s when the real meaning of door zone sank in.

If I’d positioned myself even a few inches to the right, I would have been knocked into the car on my left. And where I would have pinballed from there I have no idea.

And no desire to find out.

But it reconfirmed my own instincts, and provided exactly the experience I needed evaluate the sharrows for myself.

When I made it to Hermosa, I paused to take a couple of quick photos. And watched as the drivers zoomed down the street jockeying for position on a busy beach day — despite what it looks like in the photo below — and convincing me that I would have to struggle to hold my lane position. Sharrows or not.

Yet my experience was exactly the opposite.

The sharrows were positioned dead center in the right lane, just as they’d been on 4th Street. But here they were on a four lane street, rather than two. And as I rode down the center of the lane, drivers either followed patiently behind me, or simply moved into the other lane to go around me.

No one honked. No one pressured me or passed too close. And the only driver who followed closer than I liked went around me once he realized I wasn’t going to get out of his way.

In other words, it was probably the most enjoyable experience I’d ever had taking the lane.

I can’t say I felt that way in Santa Monica.

First up was the bike lane on Arizona, in which I rode safely for exactly one block before being forced into the traffic lane by a city work crew. So I took my place in the lane, riding squarely down the middle and holding my place in a line cars until I could move safely back into the bike lane and leave them in my lurch.

As I was for the light to change, I noticed not everyone in Santa Monica like bikes.

When I got to 14th Street, I turned left and resumed my usual place just outside the door zone. For the first few blocks, the lane was wide enough that cars could pass easily on my left. Once it narrowed, I moved a little further into the lane, yet still far enough to the right that drivers could pass with just a little patience by briefly moving onto the other side of the road.

That ended once the sharrows started.

Just as on Hermosa Avenue, the sharrows were placed directly in the middle of the traffic lane. But here it was on a two lane street, where drivers would be forced to go all the way onto the other side of the road to go around me.

The drivers behind me clearly had no intention of doing that. And I can’t say I blamed them.

So after awhile, I ignored the markings on the asphalt, and moved back to where I felt more comfortable on the right third of the lane — allowing the drivers behind to go around by briefly crossing over the center of the road, much to their relief. And mine.

It was then that I discovered my own personal sharrow comfort level.

On roads with two lanes in each direction, I’m perfectly comfortable in the center of the lane, where anyone who wants to pass can simply take the other lane. I don’t have to worry about impatient drivers behind me, or feel like I’m not sharing the road myself.

Even though I’m quite comfortable riding in the center of the lane for short distances or when I’m moving at or near the speed of traffic, I prefer sharrows placed on the right third of the lane when there’s just one lane in each direction. Like the ones that I’ve used when riding through the UCLA campus the past few years.

This marking either means that a sharrow goes here, or your money went that way.

And judging by the placement markings that recently appeared on the street, exactly where it looks like LADOT is planning to place them on Westholme Ave.

It may not be the placement preferred by everyone.

But it keeps me out of the door zone while putting me in control of the lane — without blocking it completely.

And it’s the one I’m most comfortable with.

True grit: surviving the dangerously sand-covered beachfront bikeway

For months cyclists in Santa Monica and Venice have had to ride over a loose shifting surface of sand.

It is — or rather, should be — the crown jewel of the L.A. area bikeway network.

But the internationally famous 22-mile Marvin Bruade Bike Path, also known as the South Bay, Marina and Santa Monica bike paths, has its problems.

Like the section though Manhattan Beach where cyclists are expected to dismount and walk their bikes when the beach area is busy, or a similar restriction in Redondo Beach that’s enforced 24/7. Or the stretch through Hermosa Beach where bikes are expected to observe an 8 mph speed limit as they wind their way through assorted joggers, skaters and pedestrians.

And don’t get me started on the near impassibility of the bike path at prime times through sections of Venice and Santa Monica due to the total lack of enforcement of the bike-only restrictions — despite the promises made over a year ago to the Time’s Steve Lopez.

In fact, while it’s popular with casual cyclists, many more experienced riders — myself included — largely avoid it on weekends and summer afternoons. Personally, if I don’t get there well before noon, I usually opt for a less scenic but far more ridable alternative on the streets.

Like Yogi Berra once said, “Nobody goes there anymore; it’s too crowded.”

This is what riders have had to deal with near the Venice boardwalk lately.

Lately, though, there’s been another problem, as the storms of the last few months have left a deposit of sand strewn across the bikeway that lingers to this day.

At first, sections of the path, particularly through the winding curves along Venice Beach, were unridable due to several inches of windblown sand piled high atop the concrete. Yet even now, weeks later, sand remains on major portions of the bikeway, presenting a significant safety hazard to anyone using the path.

In many sections, it covers most or all of one side of the path, pushing riders, skaters and pedestrians moving in both directions onto a single side of the bike path, greatly increasing the risk of collisions. In other places, it coats the entire pathway with a thin veneer of loose sand, forcing cyclists to traverse a surface that can shift dangerously beneath them, risking a spill if they take a corner too quickly or misjudge an angle.

I’ve used my first aid kit more in the last few months patching up strangers who’ve wiped out on the sand than I have in the last few years.

A small band of sand can cause a bikes wheels to slide dangerously; many are barely visible.

Even more dangerous are the barely visible wisps of sand that spread across many of the path’s curves, threatening to take down any unsuspecting cyclist who happens to overlook such a seemingly insignificant obstacle as they take in the many sights of Venice.

I find myself breaking well before most curves, taking even relatively clear-looking corners slower than I would have earlier in the year on the off-chance that there may be a fine layer of sand I don’t see. But on a bike path frequented by tourists, not many riders have the local knowledge required to anticipate problems like that.

Loose sand makes traction treacherous, especially for narrow-tired bikes and inexperienced riders.

Which means that, sooner or later, you’re going to end up paying for the injuries suffered by a cyclist who looses control and takes a serious spill, or the pedestrian he or she slides into — assuming you’re not the one it happens to. Because even though the state law absolves local governments of any liability for off-road (Class 1) trails, it also requires adequate warning of known hazards.

And if two months worth of sand piled on the bike path isn’t a known hazard, I don’t know what is.

Of course, a beachfront bike path should imply the presence of sand. But the length and amount of sand, as well as the amount of time it’s been allowed to remain there, goes far beyond any reasonable expectation.

In the past, both the Santa Monica and L.A. sections of the bikeway were swept on a semi-regular basis to keep conditions like this from building up. But this year, budget cutbacks have apparently impacted cleaning operations, making any attempt to clear the path a rarity.

Several cyclists have fallen or crashed into pedestrians attempting to go around this curve.

And on the few occasions when they have tried to clean the sand off, the tool used has been a heavy industrial front loader, rather than the smaller and more efficient Bobcats, sweepers or even hand brooms that have been used in the past.

A front loader may be fine for moving a few tons of sand, but it’s entirely inadequate when it comes to removing the last few layers of sand that can make it difficult, if not impossible, to maintain traction. In fact, it can make the situation worse, as the thin layer of sand a front loader leaves behind is often more dangerous than the thicker layer that was there before.

It’s simply the wrong tool for the job. Like using a pipe wrench to adjust your spokes.

Last week, after riding through Venice, I emailed a city official to say that something had to be done before someone gets seriously hurt. The response I got back said that they were working on it, but having trouble determining exactly what department has jurisdiction for the path.

You’d think that would be an easy question to answer after years of previous maintenance. But maybe that’s the effect of several rounds of staff cutbacks, as the institutional knowledge required to actually run the city is seriously depleted along with its staffing levels.

Evidently, though, they must have figured something out. As I rode back along the path on Wednesday, I passed yet another front loader on the bike path, apparently on its way to another semi-effective attempt to clear the concrete.

I’m not holding my breath.

This weekend marks the busiest time of the year on our local beaches, as tourists and locals alike crowd their way onto a few feet of prime beachfront real estate, competing for space on a thin strand of overly popular concrete.

Will the bike path be ready for them — let alone safe?

I wouldn’t count on it. I also wouldn’t count on it being ready for riding anytime soon afterwards.

Because if they can’t manage to sweep off the sand left behind by a few storms, how are they going to clean up after a few hundred thousand beachgoers?

I confess.

I’ve been known to criticize Santa Monica’s bike-friendly city status once or twice. No, really.

Hard to believe, I know.

But to be fair, I also feel I have an obligation to point out when they do something right.

And today, they did.

One of my biggest complaints about the beachside city — aside from the perpetually tourist and pedestrian clogged Marvin Braude Bike Path — is the frequency with which the bike lanes that helped Santa Monica gain its bike-friendly status from the League of American Bicyclists are blocked for some ridiculously needless reason or another.

Like movie crews who put orange cones in the bike lane to keep anyone from getting close to their trucks, even though they don’t extend far enough out to pose a risk to anyone. Or the utility crews who block bike lanes even though their work area is several feet away.

Which means that cyclists are regularly forced out into the traffic lane, where too often, drivers aren’t willing to concede an inch of their precious roadway.

So today, I was pleasantly surprised as I was riding back up the bike lane on San Vicente Blvd, headed inland from the coast, and saw this:

Amazingly, all the signs have been carefully placed outside the bike lane.

Instead of blocking the bike lane, as most road crews inevitably seem to do — regardless of necessity — this particular crew had clearly taken great pains to keep their signs out of the bikeway. And kept the lane clear for riders working their way uphill.

So, Mr. or Ms. Road Crew Sign Placement Guy or Girl, thank you.

Your efforts didn’t go unnoticed.

And they were appreciated.

Not one sign even partially blocking the bikeway. Seriously.

It’s the holiday season.

When the city takes on a festive glow, and visions of sugar plums dance in countless heads, even if no one seems to know what those are anymore. And stressed out, distracted and/or intoxicated drivers hit the road, with the possible presence of cyclists the furthest thing from their minds.

I have no idea if that had anything to do with the problem I ran into today. I only know I arrived home simultaneously mad as hell and thanking God I was in one piece.

It’s not like I wasn’t prepared.

Experience has taught me that driving gets worse the closer we get to the holidays. In fact, the last Friday before Christmas — tomorrow, in other words, or possibly today by the time you read this — is often just this side of a demolition derby as people stumble out of countless office parties and into their cars.

So I wasn’t too surprised when a driver nearly right-hooked me. Or even when a pedestrian stepped right out in front of me without ever looking up, forcing me into a panic stop that ended with his extremely startled face just inches from mine.

But what I wasn’t prepared for was the bus driver who cut directly in front of me — apparently on purpose — in what seemed from my perspective like a road rage assault. Then again, maybe she was just an incredibly crappy driver.

I first encountered her as I rode through the commercial district on Montana Avenue in the Bicycle Friendly City of Santa Monica, headed east in the bike lane. One of the city’s Big Blue Buses was loading passengers at a bus stop, then pulled out and cut me off as soon as I started to go around it.

It happens.

I wasn’t happy about it, but that’s almost to be expected. I see buses do the same thing to drivers on a daily basis.

Then a few blocks down the road, I moved ahead of the bus while it waited at a red light, since it was clear the driver was going to pull over at a bus stop just past the light. That put me safely out of its path, and I left the bus and its driver far behind me.

Or at least, that’s what I thought.

A few blocks further down the road, I could feel the bus coming up behind me. By that point, though, the bike lane had ended and the road had narrowed down to a single lane in both directions, with parking on each side. I had already taken the lane, since there wasn’t room for a car to pass safely — and certainly not enough for a bus.

I wasn’t too worried about it, though. While I don’t enjoy having a bus on my ass, I was doing over 20 mph in a 25 mph school zone, so it wasn’t like I was holding anyone up.

Evidently, the driver disagreed.

The moment we cleared the center divider, she gunned her engine and cut around me on the left — way too close for my comfort — then immediately cut back in front of me to pull over to the bus stop in front of the elementary school.

At that distance, stopping was not an option; I would have rear-ended the bus, which would not have been pretty at that speed. So I squeezed my brakes and leaned hard to the left, just clearing the rear bumper of the bus and zooming past; if I’d clipped its bumper, I would have been thrown into oncoming traffic, and probably wouldn’t be here to write this.

Again, not exactly a desirable outcome.

About half a block down the road, I thought better of it, though, and turned back to take down the number of the bus — 3830 — and the route number (3). Then I sat back and waited for the bus pass, somehow managing to keep both my words and fingers to myself.

After all, it wasn’t like she hadn’t known I was there. She’d just followed me for about a block, then sped up to go around me — even though it would have been much smarter to simply wait a few seconds and pull over safely behind me.

Somehow, though, I suspect that my safety was the last thing on her mind. Then again, pulling a stunt like that in school zone suggests she wasn’t too concerned about the kids, either.

I’ve already filed a complaint. And been assured by the very pleasant woman who answered the phone that they take things like this very seriously.

We’ll see.

Update to the recent item about Andrew Wooley, the San Diego cyclist wrongly convicted of violating CVC21202 for passing a short line of cars in the right turn lane on the left, even though he was riding faster than the current speed of traffic.

In a surprising turnaround, the San Diego City Attorney’s office issued a formal position clarifying the law and reversing the undeserved conviction. Bike San Diego discusses the lessons learned, and interviews Wooley about the case — including the frightening revelation that the officer involved visited Wooley’s work and filed a complaint with his boss after Wooley had discussed the case with the officer’s supervisor.

The state of cycling in semi-bike friendly Santa Monica

I wouldn’t want to be a traffic planner these days.

Following the recent controversy over LADOT’s super-secret plan to remove the existing bike lanes from Reseda Boulevard — so secret, even they didn’t know about it — comes two perspectives on the fight for a share of asphalt in Santa Monica.

First, fellow bike blogger J. Haygood — whose always entertaining output has been limited lately due to a couple little somethings coming soon to a screen near you — addresses coverage of that city’s attempt at traffic calming on Ocean Park Boulevard.

As part of a pilot project, a portion of the street was narrowed from four lanes to two, with a center turn lane and bike lanes on either side. And as he notes, local motorists responded with all the road-sharing equanimity you might expect.

In other words, they hated it. And demanded a return of their God-given right to zoom down the street and run off the road any unfortunate riders who might happen to be in their way.

Though I did appreciate the person who suggested that pedestrians and cyclists move to Bermuda; as soon as I receive my voucher from the city, I’m out of here.

I just hope my non-cycling wife can join me someday.

And as if that’s not enough to drive a traffic planner over the edge, now those darn cyclists want to revoke Santa Monica’s Bike Friendly Bronze Award.

Alex Thompson — one of the area’s most respected bike activists and proud possessor of a recently minted PhD — takes both that city and the League of American Bicyclists to task for an award many cyclists, including yours truly, consider something less than deserved.

It’s not that Santa Monica isn’t one SoCal’s more pleasant places to ride. Which, unfortunately, isn’t saying much.

I do a lot of my own riding in and through the city. And it’s a breath of fresh air — sometimes literally — after slogging my way through L.A. traffic.

And it’s not that we don’t appreciate their efforts. It’s just that they have a long way to go, as Dr. Alex explains:

Santa Monica has 19 miles of bike routes, but many of those bike routes are placed on some of the nastiest roads in the West LA Metro area.  Lincoln Blvd is a notorious road, and yet three miles of it count towards Santa Monica’s 19 miles of bike route.  Having ridden the 10 and 405 freeways, I can assure you that they are preferable.  In general, a sign denoting “bike route” in the LA Metro Area is most often a sign you should take another street.

Santa Monica has 16 miles of bike lanes, but nearly all of those miles of bike lane are directly in the door zone of oblivious motorists.  The beach bike path is not in the door zone but, as LA Times transit blogger Steve Lopez wrote the day before the award was issued, for utilitarian cycling the path is rendered useless by throngs of tourists walking, rollerblading, skateboarding, and Segways.  The Main St bike lane is probably the world’s foremost producer of right hooks, crammed with streetside parking and motorists turning down side streets.  If you haven’t nearly died on Main St, you probably haven’t ridden it.

The award cites Santa Monica’s efforts to encourage, including a bike valet service and a Bike to Work Day.  However, it fails to note the efforts of the department of discouragement, also known as the Santa Monica Police Department.  Apart for its $3000 monthly outlays to police Critical Mass, which may please the VC community, SMPD has been specifically citing cyclists riding brakeless fixies, despite their compliance with California Vehicle Code.  SMPD is generally loved for their response to emergency calls, but they are nearly universally loathed for their handling of accidents between cyclists and cars, and have recently failed atrociously at dispatching with bike thieves when provided detailed and specific evidence.

Personally, I haven’t ridden the 10 and 405 freeways, or Lincoln Boulevard. But having driven all three, I have to agree that I would much rather ride the freeways if forced to choose.

I can also testify that the beachfront bike path that should be the crown jewel of Santa Monica cycling is virtually impassible in the summer months, due to a complete lack if enforcement of bike only restrictions. And despite the promises made to Robert Downey Jr., uh, I mean Steve Lopez of the Times — I get them confused now — nothing has been done to improve the situation.

So if the award is based on nothing more than the amount of cycling infrastructure in the city, I can understand it. But if they factor in the actual safety and usability of those bike lanes, paths and routes — let alone the other factors Alex mentioned — they clearly have a long way to go.

And I agree that the LAB should figure out a way to make their Bike Friendly City program a more inclusive process, and get feedback from the local cycling community before presenting any award.

Maybe they should come up with a “Nice Effort, But…” award.

Summer’s here and the time is right for riding in the streets*

Last week I was a nice guy; yesterday, I was an asshole.

The difference was that the seasons officially changed, June Gloom finally ended and local schools let out for the summer. And that lead to an exponential increase in the number of people on the Santa Monica and Venice portions of the Marvin Braude bike path — the Class 1 bikeway that runs along the beach from Palos Verdes to Pacific Palisades.

And that means it’s time to ride somewhere else for awhile.

From September to May, it’s one of the most pleasant rides in Los Angeles, offering beautiful views, lots of sunshine and no worries about traffic. Even as late as last week, it was still a pleasant place to ride.

As always, pedestrians ignored the faded No Pedestrian and Bicycles Only markings, and walked wherever they wanted. But for the most part, they were considerate of other users, and vice versa, and there weren’t so many that I couldn’t easily ride around them.

As I rode, I came across a young woman who had just fallen off her bike after hitting a patch of sand.

Fortunately, she wasn’t badly hurt. If she had been, the city could have been liable, because state law requires adequate warning of any hazards along an off-road bike path. And loose sand is a common problem on the bike path, frequently resulting in falls.

She did have a large road rash abrasion on her upper hip, though. So I stopped just long enough to offer an antiseptic wipe and a large bandage from my first aid kit. She and her friends thanked me, and I continued on my way.

Yesterday was a different matter.

The upper section of the path, from Pacific Palisades down to the Santa Monica Pier, was crowded but still ridable. Closer to the pier, though, it was virtually impassible.

Large groups of pedestrians blocked it in both directions, ignoring the yellow line down the middle — as well as the markings indicating they shouldn’t be there in the first place.

Some walked their dogs along the path, allowing the leash stretch across the bikeway, which could have been dangerous to me — and fatal to the dog — if I hadn’t seen it. Skaters swerved across the path, oblivious to the presence of anyone else, let alone the warnings blocked out by the earbuds from their iPods.

And tourists raced by on rental recumbents, gawking at the sights and paying no attention to which side of the path they were on. Or whether anyone else was in their way.

In other words, it was not a pleasant ride.

However, the tipping point came when I noticed three young children, all under the age or four or five, riding their tiny bikes and tricycles with no adult supervision.

Personally, I think anyone who leaves their children alone on a crowded bike path is guilty of child endangerment. But hey, that’s just me.

As you might expect, they were all over the place, swerving from one side to the other with total unpredictability, regardless of whether anyone else was occupying that space.

I watched as other people dodged out of their way, some annoyed, others thinking it was cute. But I’ve seen people seriously injured by little kids like that, including an older man who went over his handlebars when a toddler on training wheels drifted across the center line and crashed into his bike.

So I slowed to a crawl as I passed. And concerned for their safety, as well that of those around them, I called out to them to ride carefully.

For that, I was called an asshole.

The woman who said it was part of a group of pedestrians that clogged the better part of the bike path. And she seemed unaware of the irony, as they literally stood on a No Pedestrian symbol, just feet from a separate pedestrian walkway.

Yet somehow, I was the asshole.

It was over a month ago that Steve Lopez of the Times wrote about Santa Monica’s complete lack of enforcement of its own bikeway restrictions. He quoted city officials promising that steps would soon be taken to correct the problem.

It hasn’t happened yet. And I doubt we’ll see it anytime soon.

Or in my lifetime, for that matter.

And yet, the League of American Bicyclists cited this bike path as one of the prime reasons they recently gave Santa Monica a Bronze Award as a Bicycle Friendly City. And local cyclists consider it just one of many reasons why that award was undeserved and should be revoked.

So I’ll stop riding that part of the bike path for another summer, just like I do around this time every year. And yet another bike to the area’s overcrowded streets until school is back in session and the tourist season is over.

And we can once again use it for its intended purpose.

Don’t get me wrong.

I like riding in Santa Monica. It’s a genuine pleasure to ride in a city that has actual cycling infrastructure, let alone where bike routes actually connect with something and you can plot out a route to just about anywhere you want to go.

Coming from traffic-heavy Los Angeles, it’s a breath of fresh air. Literally.

Still, I was surprised when the League of American Bicyclists named SaMo a bicycle-friendly city. Even if it was just a bronze.

I know the state of cycling pretty well sucks in this country. But either they didn’t consult local riders before they made their award, or the bar is set so low we’ll have to be careful not to trip on it.

Because it takes more than just infrastructure and good intentions to truly be bicycle friendly. Even for a city of less than 90,000 people that offers 16 miles of bike lanes, 19 miles of bike routes and a 3 mile beachfront bikeway.

It takes a genuine commitment to work with cyclists to encourage riding. Not government officials who refuse to meet with them to work out a compromise that would allow Critical Mass to take place without a heavy-handed police crackdown, complete with bogus — and possibly illegal — tickets.

It takes a city where infrastructure doesn’t just exist, but was smartly planned to protect the safety of riders while preserving traffic flow. It also means a commitment to enforcing restrictions on that infrastructure — or to put it another way, keeping cars the hell out of the bike lane.

In fact, Santa Monica could balance their entire city budget by placing a couple of officers on northbound Ocean Avenue. Then just ticket the drivers who blithely cruise down the bike lane for nearly a full city block between Arizona and Wilshire. I usually see at least couple such idiots every time I ride through there — even though I’m the only one using it for its intended purpose.

And don’t get me started on the way the city allows movie crews to place cones blocking the bike lanes, for no other purpose than to keep cyclists from coming within three feet of their precious trucks.

Yeah, that’s worth risking a life for.

Then there’s the city’s crown jewel, which was mentioned prominently in their press release touting the LAB award — three miles of beach-front bikeway, part of the larger Marvin Braude Bike Path.

As the Times’ Steve Lopez pointed out recently, it’s nearly impossible to ride at times due to the sheer number of pedestrians, dogs, skaters and other assorted non-two-wheeled flotsam. A bikeway on which people are often surprised to encounter cyclists, despite the “Bikes Only” and “No Pedestrians” markings every few feet. And despite the presence of a parallel pedestrian walkway mere feet — or in some cases, inches — away.

Because just like with drivers on the street, if the city won’t enforce bikeway restrictions — let alone state laws that prohibit the blocking of any Class 1 bikeway — other users will take it over and claim it as their own.

Of course, it’s not just a problem in Santa Monica. L.A.’s segment of the bikeway along Venice Beach isn’t any better. And evidently, Long Beach — another recent bronze winner — has issues of its own.

Maybe the LAB thinks things like that are acceptable for a bike-friendly city. Or maybe they’re trying to encourage cities that have made a modest start to keep improving until bike-friendliness permeates the entire city culture.

Or maybe they just didn’t ask those of us who know those city streets best.

I live and work in Santa Monica, live car free and ride a bike every day. It’s not that bad here. It’s not that great either, although it beats most anywhere else in Los Angeles. Maybe SM should get a copper rating instead of bronze. Also bike routes should not count for anything. Lincoln Blvd. is a bike route, Lincoln is also one of the worst streets to ride a bike on in L.A. county.

So there I was this morning, doing about 25 as I cruised down Ocean in Santa Monica, just trying to get a quick ride in before the weather turned.

But as I rode, I suddenly started having trouble breathing, as if something was blocking my airway. A quick personal inventory revealed something was stuck on the back of my throat. And being a semi-frequent practitioner of good dental hygiene, I quickly concluded that I must have inhaled something.

I observed that there was only a slight breeze, so using my brilliant powers of deduction, concluded that it probably wasn’t anything blowing in the wind. Not even an answer, with apologies to the formerly young Mr. Dylan — although I have choked on a few of those over the years, now that I think about it.

That left an insect, most likely of the flying variety.

Could have been a ladybug. Might have been a house fly. Or it could have been just about anything with wings, with the possible exception of the sea gulls and pigeons that frequent the area.

Of course, my fear was that it was a bee, since I didn’t get stung during the infamous beachfront bee encounter, and so still have no idea if I’m allergic or not.

So as I struggled to clear my airway, I anticipated a stinging — and I mean that literally — pain in my throat, followed by the inevitable swelling that would leave my airway constricted and unable to breathe. As well as the risk of anaphylaxis, leaving me a spasming heap in the middle of the roadway, and wondering if the paramedics would arrive before I suffered an inglorious death, surrounded by vegetable-carrying tourists from the farmer’s market.

Not that I tend to be overdramatic, or anything.

Fortunately, nothing happened.

Unfortunately, my instinct to swallow proved stronger than my gag reflex, providing me with an early, unplanned lunch. And with it, any possibility of discovering just what it was

And yes, I finished the rest of my ride with my mouth closed.
