Carlsbad GOP candidate gets proposed ebike bill all wrong, sexist anti-bike bias, and the high cost of traffic violence

No bias here.

A Republican candidate for the California Assembly from Carlsbad takes aim at a proposal to provide a tax rebate for part of the purchase price on a new ebike.

The proposal, AB 117, is supported by current Assembley Member Tasha Boerner Horvath, whom she hopes to unseat.

At a price-point anywhere from $1,500 to $4,000, they are a noteworthy investment, but should the government be subsidizing these purchases without accountability? Absolutely not. Yet Assemblymember Tasha Boerner Horvath wants to spend unlimited amounts of money to do just that.

Maybe someone should tell her about the massive rebates the state already gives to people who buy electric cars.

But rudeness, rather than money, seems to be her chief objection.

Worse, many of us have witnessed near collisions between e-bikes or e-scooters and vehicles. Personally, I have been almost struck while crossing the street in a crosswalk, and many people have observed near-catastrophes on a daily basis.

So, from her point of view, we should make it harder to buy ebikes, because someone almost struck her while riding one.

Because apparently, no one on a regular bicycle — or a scooter, skateboard, roller skates or running shoes — would ever do such a dastardly deed.

And she’s evidently never experienced the way rude, aggressive and/or inattentive drivers treat people in crosswalks, either.

But the most frightening part, from her bizarre perspective, is that the bill would provide up to $10 million in state tax rebates. Never mind that California currently has an $85 billion — yes billion, with a b — tax surplus.

Which, by my English major math calculations, works out to less than 0.012% of that surplus.

Now the state government wants to fund incentives for purchasing electric bicycles — atop significant out-of-control spending already happening at the state level.

Think I’m kidding? One of Boerner Horvath’s latest bills — Assembly Bill 177 — states that the purpose of her newest taxpayer-funded program is to “fund…incentives for purchasing electric bicycles” under the guise of an “air quality improvement program.”

But wait, there’s more!

Despite Horvath’s empty virtue signaling to the environmentalists, the government should not be incentivizing us to purchase electric bicycles when they are already affordable and available. That’s the job of Lime, Bird, and other companies in the San Diego region. Plus, those companies are held accountable by the cities in which they operate — not by nameless bureaucrats in Sacramento.

Maybe $1,500 to $4,000 — or a lot more, actually — is affordable to her. But it’s a major stretch for many of the constituents she hopes to represent.

And she apparently has no idea what Lime, Bird and other e-scooter providers actually do.

Or what bikeshare is, for that matter.

Then she trots out the usual bike hater screeds.

This legislation is a disaster in the making. Beyond the notion that this isn’t the role of government, there are no safety precautions, no spending limits, and no licensing requirements. Above all, there is no accountability to determine the efficacy of the program or its reduction in air pollution.

So, she wants to license ebike riders. Or maybe all bike riders.

Never mind that California already regulates ebikes into three distinct classes, with increasing levels of safety restrictions and requirements.

And did we mention that $10 million spending limit?

As for reducing air pollution, she’s got a point. Everyone knows the paltry electricity consumed by a little ebike, and its burrito eating rider, would create far more emissions than your average massive gas-guzzling SUV.

Right?

Let’s hope that, contrary to her wishes, AB 117 does see the light of day.

On the other hand, Cycling Savvy discusses ebike etiquette so you won’t be one of those few ebike-riding jerks justifiably complains about.

As opposed to the overwhelming majority who aren’t.

You owe it to yourself to take a few minutes to read this hard-hitting op-ed from a New Zealand environmental sociologist and bike rider.

When white men start using a bike, I often think they experience a sort of status shock. They see what marginalisation feels like: the dehumanisation, the fear, the threat of violence. If you ride a bike and you belong to another group who already lives with this threat, there is a familiarity to it all…

Being a cyclist often reminds me of being a woman. If someone hurts me it’s my fault because I didn’t wear the right thing, I didn’t defer to them and “know my place”, and I didn’t just smile and put up with their abuse. Power imbalances foster bullying.

So, avoid them if you can, the dehumanising stereotypes. All the comparisons to vermin this past fortnight on conservative radio and social media – cockroaches, rats, lice, etc –  have been way out of line. Even the fixation with lycra. It’s something male sports cyclists usually wear. The obsession with men wearing tight revealing clothing in public so often veers into an obviously homophobic place. Just don’t.

Seriously, read the whole thing.

Because it probably matters more than you think.

This is the cost of traffic violence.

Bystanders had to lift a pickup off an 11-year old boy, after an alleged drunk driver ran the kid down while he was riding in a crosswalk, then continued on dragging the boy underneath his truck for a “considerable distance,” leaving him with life-threatening injuries.

One of the top dog handlers missed out on this year’s Westminster Dog Show after his van was rear-ended in Laramie, Wyoming while driving ten canine competitors cross-country to the show; he ended up in the hospital, but fortunately, the dogs were uninjured. Which goes to show how much safer cars could be if everyone inside just rode in the human equivalent of a dog crate.

Speaking of Wyoming — Wyoming, Delaware in this case — a 74-year old man was killed in a collision when he was run down by a driver while mowing his lawn when a driver lost control of her SUV, pinning him underneath.  Naturally, no charges have been filed yet, because it was just an oopsie.

A Canadian woman complains that the drunken hit-and-run driver who fatally rear-ended her 27-year old son as he rode his bicycle could be out of prison in just one and a half years, despite a BAC over twice the legal limit after an admitted 13 drinks that day prior to getting behind the wheel — leaving a hole in her family that can never be filled.

In another form of violence due to motor vehicles, the grave of Robert Meacham, who rose from slavery to Florida state senator and helped establish the state’s public school system, is likely buried unmarked and unremembered under a Tampa parking lot, along with the bodies of hundreds of other Black people.

Vancouver bike riders shed their clothes for the city’s first post-pandemic edition of the World Naked Bike Ride. And in New Orleans, tooAt least, we can hope it’s post-pandemic, despite rising overseas variants and a high level of unvaxxed people in the US and Canada.

They kinda get it. An editorial in Toronto’s Globe & Mail unexpectedly emerged from behind the paper’s paywall, asking — and attempting to answer — what if cities were designed for the safety of people, instead of the convenience of cars. Although cities could go way beyond Vision Zero, and consider designing them for the convenience of people, as well. 

An Oxford, England writer complains that the way the media reports on crashes involving bike riders, including use of the word accident, just fuels the conflict between bicyclists and motorists.

A heartbroken English mother called on parents to pay more attention to their bike-riding children, after her 12-year old son was killed by a driver the first time he rode his bike on the streets, while being watched by her estranged husband.

Bike racing returned to Tulsa, Oklahoma for the first time since the pandemic reared its ugly head, only to face near total domination from our hometown L39ion of Los Angles, which took all three men’s podium spots and the top two women’s spots at the Tulsa Arts District Crit. And swept the top spot on all three individual race titles and omniums on Sunday.

Congratulations to Colorado’s Riley Amos, who became the first American man to win a U23 World Cup mountain bike race.

Cycling Weekly writes that new unions for both men’s and women’s pro cyclists could be about to change the shape of top level bike racing.

 

Finally…

Your next bikepacking campsite could be a portable treehouse trailer towed behind your bike. And probably not the best idea to ride a children’s bike along the crowded train platform you’re supposed to be guarding.

Morning Links: Santa Monica Blvd green lane, bicyclist survives fatal PCH crash, and keep your hands to yourself

Green bike lanes are finally making an appearance on the south side of Santa Monica Blvd in the former Biking Black Hole of Beverly Hills.

Which is trying to reform while turning itself into the Scooter Black Hole.

Given how unlikely it was just a few years ago, this is a huge step forward, even if the lane does seem very cramped, offering just enough space for a single rider, with no room to pass without swerving out into traffic.

And the narrow bike lane means unless you hug the gutter, all those buses on Santa Monica Blvd will buzz by your elbow at far less than the required three foot passing distance.

I’m not sure this will bring many more riders out, but the green paint may make those who already ride Santa Monica Blvd feel more comfortable.

A bike rider was collateral damage in yet another fatal crash on SoCal’s killer highway in Malibu on Friday.

The driver of a minivan jumped the center divider on PCH near Trancas Canyon Road and struck a pickup head-on, demolishing both vehicles.

Sadly, both drivers were killed; a passenger in one of the vehicles was slightly injured.

The bicyclist, who was not seriously injured, was struck by a wheel that flew off in the violent crash as he rode in the painted bike lane.

Needless to say, authorities suspect speed and alcohol were factors in the crash.

Another reminder that the deadly road most be tamed. And we’re all at risk until it us.

Former pro and current author, fondo meister and YouTube star Phil Gaimon kicked over a hornet’s nest with this tweet over the weekend.

While most women agreed with him, some argued that they appreciate the help, especially from someone they know. And many men argued that they were just trying to help. Or something.

So instead of mansplaining, we get manpushing.

But there’s an easy solution to the problem. Just ask first. If a woman — or a man, for that matter — wants your help they’ll tell you.

And if they don’t, just nod politely and go on your way.

The same thing goes for offering advice.

Always ask for permission before you start spouting cycling tips; the other person may not want them, or may be following another program.

Although personally, I prefer to be a well, not a fountain. Most people will usually ask advice if they really want it.

Heartwarming story from Dayton OH, where someone left a pair of Target gift cards attached to a new bike helmet and riding gloves in a Target store, along with this message —

The note read, “Hi! Please enjoy this small, random act of kindness in honor of my father-in-law, Jeff-an avid cyclist, a lover of the outdoors, and an all-around awesome dude. The only thing that I ask is that you always wear a helmet when riding your bike, and that you send any spare good vibes and healing thoughts out his way to the Pacific Northwest.”

The woman who found it said she felt like it was meant for her, since she’d just started bicycling again after several years.

Let’s hope this sort of thing catches on.

Southern California athletes are gearing up for the 10th Annual Gay Games, which started in Paris on Saturday, with events ranging from cycling and track and field, to dance sports and table tennis.

Bakersfield applies for funding for three safety projects, including a proposed six-mile, $8.2 million bike path along the Friant-Kern Canal.

A San Jose columnist says the road up the East Bay’s Mt. Diablo is too narrow and winding for full-size buses, after video shows a bike rider nearly hit head-on as a bus rounds a blind curve on the wrong side of the road.

Plans to expand San Francisco’s Ford GoBike docked bikeshare across the city are on hold, as city supervisors complain about process, and residents say they’d rather have the parking spaces.

Oakland is planning major safety improvements to five intersections around the Lake Merit BART station, including protected intersections.

An Aspen, Colorado woman says if dirt bikes aren’t allowed to use the roads, bicycles shouldn’t either. So there. Note to world: Bike riders are expected to obey traffic signals and crosswalks, even if some don’t.

A Boulder CO newspaper profiles Spencer Powlison, the 34-year old mountain biker who plans to compete in the Leadville 100 on 1983 Stumpjumper that’s older than he is.

Kansas City gets its first parking protected bike lane.

A colorful Des Moines IA lane reduction and parking protected bike lanes have reduced collisions by 2%, while dropping injury collisions a whopping 58%. And contradicting claims by anti-road diet forces everywhere, it has shaved 30 seconds off response times by the fire department.

Oklahoma City’s weekly Donut Ride has been going strong since the mid-1970s, still led by the same, now 90-year old ‘bent rider.

Plans to build five miles of mountain bike trails in a Minnesota park could be on hold after the discovery of an endangered bumblebee.

Instead of just talking about homeless people, Detroit bicyclists are holding a ride to call attention to the problem and raise funds for a homeless recovery service.

This is why you don’t confront bike thieves yourself. A Cleveland man is in critical condition, and a woman injured, after they were both shot when they confronted two teens they accused of stealing their children’s bicycles. If you think you’ve found your stolen bike, call the police and let them deal with it; no bike is worth your life.

No bias here. The notoriously anti-bike owner of a Vancouver driving school says bike commuters are law-abiding, while daytime riders are a bunch of irresponsible scofflaws.

No bias here, either. A Vancouver mayoral candidate promises to rip out the city’s hugely successful bike lanes if she gets elected, and sic half the city’s parking enforcement officers on lawless bike riders and pedestrians.

No bias here, either. An Ottawa, Canada columnist says that instead of building bikeways, the city should crack down on bike riders and require riders be licensed, carry insurance and have license plates, to name a few on his long list of demands that he says would make bicyclists disappear. Which he thinks would be a good thing.

There’s a first. After an English driver buzzed a bicyclist, he stopped a little further down the road, got out and apologized. And the rider got the whole thing on video.

A Belgian bicyclist rode 7,500 miles from Lyon, France to Guangzhou, China on a solar powered ebike to win the first edition of a race intended to promote renewable energy.

A French mayor is warning about the dangers of illegally modified ebikes that can travel up to 30 mph, twice the country’s legal speed limit for ebikes.

Now that’s a bike ride. An annual night bicycle parade in Moscow drew an estimated 20,000 riders to call for better bike infrastructure, twice as many as last year.

Australia’s version of AAA says the country’s road safety strategy is failing and bicyclists are most at risk, as bicycling fatalities rise a frightening 80% in the past year.

He gets it. An Australian professor — and former UCSD prof — says it’s time to consider the needs of people above cars.

 

Competitive Cycling

A writer for VeloNews says Mexican cycling is failing at developing homegrown talent.

An elite Texas cyclist was airlifted to a Colton medical center after he was seriously injured after hitting a rock in the Tour de Big Bear; fortunately, he’ll be okay, though he’ll have to tend to an arm injury and some broken ribs.

Popular young Team Sky cyclist Egan Bernal suffered serious facial injuries in a crash with several other riders in Spain’s Clasica San Sebastian; he was later diagnosed with a nasal fracture and maxillary injury. Movistar’s Mikel Landa went to the hospital with a back injury as a result of the same crash.

The new six-part Amazon TV series Eat. Race. Win. follows Australia’s Orica-Scot team and the chefs who feed them as they compete in the Tour de France. The cyclists, that is, not the chefs.

Evidently, winning the Tour isn’t enough for newly famous Geraint Thomas, who wants to take on Eminem in an epic rap battle.

 

Finally…

If you want to see the pope, leave your car at home — but take your bike. We have to worry about crashing into cars parked in bike lanes; Colorado bike riders try to avoid crashing into mountain goats.

And you shoulda been in Bangalore in the ’70s and ’80, when bicycling was bliss.

One more bike-related event this week, as election day finally rolls around tomorrow in CD1 and CD7.

The Daily News says bike lanes in Pacoima and Sunland are off to a bumpy start, and have become an issue in the CD7 election.

In one last interview, KCRW talks with CD1 challenger Joe Bray-Ali about his online comments, unpaid back taxes and why LA voters should trust him.

Despite the controversy over the last few weeks, my personal feeling is that Bray-Ali is still a better choice than the incumbent Gil Cedillo, who has proven himself to be unresponsive and out of touch with his district, and inexplicably committed to keeping the streets of CD1 dangerous.

But only you can make that choice for yourself.

So vote your conscience.

This is what life looks like from inside the peloton at the women’s Amgen Tour of California.

 

Saturday’s third stage was won by Tustin’s Coryn Rivera in a group sprint. Rivera did well in Sunday’s time trial, which ended in a one second victory in the overall standings.

Meanwhile, women from Pakistan and Afghanistan are competing in Pakistan’s second annual Women’s Cycling Championship, in a far more challenging environment where women are actively discouraged from riding, let alone racing, bicycles.

The LA Times looks forward to the Amgen Tour of California, suggesting defending national time trial champ Taylor Phinney should feel right at home since he trains in Southern California half the year. Sunday’s opening stage was a good day for Germany’s Marcel Kittel.

American Tejay van Garderen is relaxing into a different way of riding in his first Giro. Sunday’s stage was marred by yet another crash with a race vehicle; VeloNews calls it chaos and questions the sportsmanship of not stopping the peloton when race favorites go down.

No need for pros to give a racing fan a souvenir from the Giro when they can just take it themselves.

Great news from Australia, as South African cyclist Keagan Girdlestone is competing in his first race after nearly dying when he crashed through the rear window of a team support vehicle while racing in Italy.

On a sadly related subject, several British riders were injured in a local race when they smashed into the side of an ambulance on a fast descent, with one rider going through the van’s window.

The long-discussed bike, pedestrian and equestrian bridge across the LA River in Atwater is finally nearing approval this month, despite a $16.1 million price tag. Hopefully, separate spans for horses and humans will keep the horse riders from trying to get bicyclists banned, unlike another bridge in the area.

Pasadena police plan to celebrate Bike Week by ticketing anyone who breaks traffic laws that can put pedestrians or bicyclists at risk today — including bike riders who fail to observe the laws that apply to motorists. Because the best way to discourage bike commuting is to ticket people just trying it out.

No, that wasn’t a bomb on the campus of Biola University in La Mirada. Just a bike tire exploding in a recycling bin.

 

State

The CHP celebrates Bike Month by telling drivers to obey the three-foot passing law, and telling bicyclists that drivers don’t run stop signs.

The San Diego Union-Tribune says it’s ludicrous for city projections to call for eighteen percent of people who live within half a mile of transit station to commute by bike by 2035. Even though that’s a very limited subset of the population, and just calls for an increase of roughly one percent a year, which should be doable if the city follows through on its ambitious plans to improve infrastructure.

Coronado considers a proposal to cut bicycle fines in half, from $100 to $50. But doesn’t say what the fines are for.

The Press-Enterprise recalls when the legendary Annie Londenderry rode through Riverside on her 1894 bicycle journey around the world.

Horrible news from Santa Paula, where a man was seen riding off on his bicycle after beating a man who was sleeping on a park bench and setting him on fire.

A former traffic safety engineer says Paso Robles needs to stop painting bike lanes in residential neighborhoods, because he thinks they’re too wide and will make property values go down. Never mind that narrowing traffic lanes slows drivers — which he should know — and bike lanes usually make property values go the other way.

Sad news from the Bay Area, where a Hayward man was killed riding his bike in nearby Sunol when a pickup driver rear-ended him on a road with no shoulder; the driver played the universal Get Out of Jail Free Card by claiming the sun was in her eyes and she just didn’t see him.

Bicycling talks with 24-year old Amanda Corker, who set a new year record with more than 86,000 miles in a single year, averaging 236.8 miles a day.

A writer for the Wall Street Journal demonstrates that a little knowledge is a dangerous thing, celebrating the walkability of the city, while lamenting the safety improvements that help keep that possible, because it makes her cab rides take longer.
