Morning Links: Redondo’s bike speed limit may be illegal, and SF Critical Mass rider pleads out in assault case

It seems Cycling in the South Bay’s Seth Davidson is no fan of bike lanes.

But what he hates even more is stupidly illegal regulations.

Like the one on the relatively new protected bike lanes in Redondo Beach, which, like on the Strand in Hermosa Beach, restrict bicyclists to a measly eight mph speed limit.

Except, as someone on his site pointed out, it would appear to be in violation state laws. So hold on to that one in case you get nailed by a radar-toting South Bay cop for going nine in an eight mile per hour zone.

A memorial service will be held at 10 am this Saturday at St. Andrew’s Presbyterian Church, 600 St. Andrews Road in Newport Beach, just blocks from where he was killed.

Morning Links: A little pre-turkey safety advice, wishing Seth a speedy return, and British Lords go bike batty

Today is the busiest travel day of the year, and not just in the skies. Starting this afternoon, the streets will be filled with crazed drivers trying to fight their way out of town, or rushing to get the last of their pre-holiday errands out of the way.

So be careful out there.

That doesn’t mean stay home, or bundle yourself in your car and leave your bike behind.

It does mean use extra caution and ride defensively, positioning yourself to be seen yet still assuming that no one will, and preparing yourself to react when some driver does exactly the wrong thing at exactly the wrong time.

Because chances are, someone will.

And that goes double for Black Friday.

Let’s take a quick peer at Great Britain’s peerage.

England’s Lord Sugar is a big supporter of dedicated cycle paths, except when they happen to inconvenience him. And is given a high-end Union Jack Pinarello racing bike co-engineered by Jaguar to smooth out the bumps in the road, lest they bruise the noble bum.

Meanwhile, another Lord — who happens to be the UK’s Under Secretary of State for Transport — says with a straight face that cyclists pose a greater danger to commuters than cars and trucks; bike scribe and historian Carlton Reid points out he’s just slightly off base.

LA County has approved a redevelopment of Marina del Rey’s Pier 44 along Admiralty Way, including improvements to the Marina bike path; 18% of the project’s parking spaces will be reserved for bicycles.

A section of Orange County’s Quail Hill Trail has been renamed in honor of Irvine bike advocate Juanita Moe.

An OC bike activist says it’s time to get rolling on safe streets in the aftermath of the county’s recent Active Transportation Forum at UC Irvine.

As long as Caltrans has to replace a couple of Carpinteria overpasses, they plan to widen them to include bike lanes and sidewalks in both directions.

A writer for Wired says San Francisco’s new raised bike lanes won’t keep bicyclists safe, and says what we really need is something like the largely ridiculed British plan to build elevated limited access bikeways over train lines. Never mind that it would force riders into industrial areas, and prevent them from having access to the local market, or anything else anyone would actually want to ride to. But other than that, it’s brilliant, right?

A Chico bike thief gets six months for stealing a bait bike.

 

National

A new bill in Congress would allow bikeshare commuters to use a pre-tax transit benefit to pay for their memberships and user fees.

A Minnesota county plans to install rumble strips on county roads that have significant bike and pedestrian traffic, even though they’re opposed by cyclists and have been removed elsewhere in the state.

Cleveland will be getting a second bikeshare program, provided by the company behind Santa Monica’s Breeze bikeshare, just in time for next year’s Republican National Convention.

A New York councilmember calls for an Idaho stop law in the city, saying it doesn’t make sense to treat vehicles and bikes the same way; needless to say, the Post calls it “extreme,” saying it would allow riders to blow through red lights. They’re right, if coming to a full stop at red lights and proceeding only when it’s safe can be called blowing through.

For a change, New York neighborhood groups say a proposed street overhaul isn’t bold enough, and actually call for the removal of a traffic lane to make room for bike lanes and other improvements.

Redesigning New York’s streets to provide dedicated space for bikes has resulted in a remarkable 72% decrease in the risk of serious cycling injuries.

 

International

A women’s cycling website profiles ten inspiring women who are doing awesome things for the development of women’s cycling.

A new backpack includes what may be the world’s largest bicycle taillight.

Former British cycling champ Chris Boardman says the UK’s cycling revolution won’t take off without proper funding. Which goes for this country, as well.

A road raging Brit driver gets a year behind bars for pushing a 74-year old man off his bike, resulting in a broken leg, because he couldn’t tell a wave to go around from an obscene gesture.

Pro cyclist Guillaume Bonnafond wears a facemask to ride one of cycling’s most famous climbs to call attention to the problems of Chronic Pulmonary Lung Disorder (COPD).

No irony here. A prominent Kiwi architect who designs bikeways somehow avoids prison for dragging a cyclist under his Porsche; he claimed he thought he hit a traffic cone and kept going in an attempt to dislodge it. Because the best way to get anything out from under an expensive sports car is to drag it beneath the undercarriage, rather than stop to see what the hell you hit, right?

A trio of Nepalese cyclists have reached Myanmar on a world tour to promote HIV/AIDS awareness.

Over half of Singaporeans say they’re willing to share foot paths and road space with bicyclists.

 

Finally…

Once again, repeat after me: If you’re carrying meth on your bike, put a damn light on it — and don’t tell the cops to meet you at a someone’s apartment when they try to stop you.

Morning Links: Gov. Brown approves bike rider traffic school, too much Seth, and Peter Flax pens two must reads

Big news from Sacramento, as a bill allowing traffic schools for bike riders survives Jerry Brown’s veto pen.

The bill allows local jurisdictions to create diversion programs for traffic violations committed by non-motorists, such as bicyclists and pedestrians. Which means you could pay your penance with a few hours of class instead of a large fee.

But the real benefit is that it will provide a way to educate bike riders who may not be clear on the law, such as salmon cyclists who believe they’re riding the right way by facing traffic.

I’m told by police officers that many cops have been reluctant to ticket bike riders because they don’t think the relatively minor infractions are worth the large fees.

Of course, there are exceptions.

So you might be more likely to get a ticket when you roll that stop. But you could actually learn something from it.

That last link came courtesy of Cycling in the South Bay’s Seth Davidson, who’s been on a roll lately.

And I don’t mean with his new titanium pulley wheels.

He tells the story of accompanying a bike rider to court for a bogus ticket for riding inside the traffic lane, which is legal anywhere there is not a marked bike lane.

Anything right of the limit line is not considered part of the roadway, and you aren’t legally required to ride there, though you can ride on the shoulder or in the parking lane if you choose.

The single exception is that you are legally required to ride in a bike lane where one exists, though you’re allowed to exit it to avoid obstacles such as debris and parked cars, to pass another rider or pedestrian, or to make a left turn.

These kind of must-use laws should be repealed, as they have been in some more enlightened states; it should be up to the rider to decide where he or she feels safest, without second guessing from a cop who may not understand the many safety choices riders are forced to make.

Getting back to Seth, he finds the law on his side when he’s assaulted by a teenage ham and mustard-throwing car passenger, for a change.

He also pens a post dripping in sarcasm about a call to the courthouse on November 18th for the arraignment of a driver who aimed his car at a cyclist just for the hell of it.

And he’s hosting his own awards show at the Strand Brewing Company in Torrance next month, which should be a hell of a good time. If I win anything, I’ll expect someone to step up and speak about the plight of Native Americans on my behalf.

Seriously, Seth writes one of the best blogs on bicycling, here or anywhere else. Put it in your reading list, and make a point of checking in now and then, if not daily.

And I’m not just saying that to return the favor.

Mad Men producer Tom Smuts rode to the Emmys from his home in Santa Monica for the second time, accompanied by an entourage of actors and fellow producers, along with bike advocates and former pro cyclists, to send a clear message about everyday bicycling for anyone paying attention.

Peter Flax of the Hollywood Reporter went along for the ride.

Now if we can just get some of the many bicycling actors to join Ed Begley Jr in riding to next year’s Oscars.

Which shouldn’t be too surprising for someone with his background.

Once again, CD1 Councilmember Gil Cedillo has blood on his hands.

A pedestrian was critically injured in a hit-and-run while trying to cross North Figueroa in a marked crosswalk Friday evening, in an area that would have undergone a road diet a couple year ago. Not just to install bike lanes, but to slow traffic and improve safety.

Instead, Cedillo arbitrarily cancelled the fully funded and paint-ready project for reasons known only to him. And personally guaranteed the street would remain one of the most dangerous in Los Angeles.

Nice work, councilman.

The Christian Science Monitor writes about the return of the world championships to the US, although a restaurant owner says the races are bad for business. And mixing the races with Civil War imagery? Probably not the best idea.

US women scored first and second in the under-23 junior women’s individual time trials at the world championships, while a Danish rider won the men’s title; the top American man finished 10th. WaPo looks at two young men competing in the U23 road races this week who could be the next superstars of American cycling.

American great Kristin Armstrong will attempt to cement her comeback from her latest retirement in today’s time trial; a podium spot would guarantee her a place on the US team for the Rio Olympics. But New Zealand’s top women’s time trial rider is out with a broken collarbone that refused to heal in time.

On the men’s side, a fully recovered Taylor Phinney could drive the US team to greater success than anyone expected. He talks about what it meant to win the team time trial on Sunday.

This is what the racers competing in the world championships might be riding if there were no rules limiting bicycle design. Thanks to Michael Eisenberg for the heads-up.

Not even a closed-off race course is safe from intoxicated drivers, as a Richmond driver with a long list of traffic offenses led police on a brief high-speed chase after somehow driving onto the worlds course; not surprisingly, police say he was under the influence of some unspecified substance.

And if the doping era is really over, why do people keep getting caught? And yes, women and mountain bikers do it, too.

Don’t argue with a man who nearly runs you over while looking for his cat, or you might both be charged with disorderly conduct after he whacks you with his cane. We may have to deal with angry LA drivers, but at least we don’t have to worry about kangaroos.

And if you’re going to pull up in your car and demand money from a bike rider, make sure he’s not a plain clothes cop first.

I’m not one to toot my own horn. Especially since the only horn I know how to play is a tuba, and the neighbors would have a serious problem with that.

As would the Corgi, I’m sure.

Fortunately, Cycling in the South Bay’s Seth Davidson has done it for me, with a piece I intend to have engraved in full on my tombstone.

Which will require either incredibly small type, or a shitload or marble.

Although I’d take the stats showing bike riders are at fault in most collisions with a big grain of salt, since determination of fault depends on the training and, too often, windshield biases of the investigators.

Few, if any, California police officers receive adequate training in investigating the unique properties of bicycle collisions, which differ greatly from motor vehicles. And not nearly enough officers have a working understanding of the actual rights and responsibilities of bike riders.

And a Bulgarian tourist decides to ride his bike into London from Heathrow on a major highway, causing much consternation since it evidently never occurred to anyone to try riding from the airport, let alone offer directions on how to do so.

Morning Links: LA sheriff’s agree PCH cyclists belong in the lane; women could race in 2015 Pro Challenge

Don’t tell Seth Davidson.

But he’s rapidly turning into one of Southern California leading bike advocates.

After meeting with the police chief of Santa Paula on Friday, along with the LACBC’s Eric Bruins, in the aftermath of the recent anti-bike You Tube fiasco, the author of Cycling in the South Bay followed up with Sunday’s Sheriff’s Department ride-along on PCH.

Along with members of Big Orange Cycling, Davidson organized a demonstration of why large groups of cyclists belong in the traffic lane, riding abreast, rather than hugging the curb or weaving in and out of the lane while riding single-file.

In a result that should surprise no one, with the possible exception of most motorists and many law enforcement personnel, the deputies agreed that riding abreast in the lane was far safer than the other alternatives, and posed fewer problems for the drivers around them.

Which means that riders on PCH can expect fewer unfair and unfounded tickets for violating the requirement in CVC 21202 to ride as far to the right as practicable, which doesn’t apply on non-sharable lanes.

And the deputies agreed that the right lane of PCH is too narrow for a bike to safely share with a motor vehicle. Especially once the new three-foot passing law goes into effect in September.

As he points out, this is less a victory than a step in the right direction.

But it’s a damn big step.

And we all owe Seth, and the other riders involved, a round of thanks for fighting for our rights and helping them take it.

Now that Kazakhstan-based Astana rider Vincenzo Nibali has won it, the Central Asian country wants to host the Tour de France. After a fan lost his helmet cam while filming stage three of the Tour, Europcar rider Kevin Reza films himself finishing the stage, then returns it to the owner. A team founded by Jock Boyer, the first American TdF rider, hopes to be the first all-African team to compete in the race. Jens Voigt looks back on the last of his 17 Tours.

And following the successful Le Course women’s race at the Tour de France, the USA Pro Challenge may consider letting women race next year.

Believe it or not, there’s yet another local election on the horizon.

And like last year’s race for LA mayor and city council, this one could have a long-lasting effect on your ability to ride safely and comfortably in the County of Angels.

As well as whether you’ll get a ticket for things like taking the lane or riding two or more abreast.

Two of LA County’s longtime supervisors are termed out, and the battle is on to replace them. District 1’s Gloria Molina and Zev Yaroslavsky in District 3 are both leaving office this year. And while they’ve both been bike supporters, this election provides an opportunity to ensure that we vote in bicycle friendly candidates to replace them.

Because whoever replaces them will play a big role in ensuring the roll-out of the new county bike plan, as well as ensuring bikes are considered in county spending and any new laws that get passed.

Like adopting a bicyclist anti-harassment ordinance on a countywide basis, for instance.

Perhaps even more important to your daily ride, at least in the short term, the county is also electing a new sheriff who will determine how laws affecting bicycling are interpreted by sheriff’s deputies patrolling the streets. And how seriously crimes affecting cyclists — from bike theft to hit-and-run — will be taken in the county and cities patrolled by the department, including West Hollywood and Malibu.

Working with the Los Angeles County Bicycle Coalition’s Planning and Policy Director Eric Bruins, the LACBC’s Civic Engagement Committee has developed a list of questions for the candidates in all three races to measure their support for cycling, and how they would address the issues facing bicyclists once they’re elected.
