Governor Jerry Brown signed legislation prohibiting drivers from holding and operating mobile phones for almost any reason, including changing a play list or using a GPS.

However, in a sign of just how seriously the state doesn’t take distracted driving, the fine for the first violation is a measly $20, rising to a whole $50 for subsequent violations.

Even though distracted driving is every bit as deadly as drunk driving.

And people will continue to die until we treat it that way.

Seattle votes to lower speed limits on city streets, from 25/30 mph to 20/25 mph as part of the city’s Vision Zero plan.

Which is exactly what LA has to do if there’s any hope of reducing, let alone eliminating, traffic fatalities by 2025.

Yet here in the City of Angels, the case is complicated by streets with near-highway speeds as a result of the deadly 85% rule, which sets speed limits at the average speed of 85% of drivers on any given street.

In other words, the best way to make sure the speed limit goes up is to keep your foot firmly planted on the gas pedal. Which is kind of like putting bank robbers in charge of bank security.

Never mind that speed limits are unenforceable by radar guns on roughly 75% of the city’s streets, thanks to the city’s failure to conduct the required speed surveys.

And never mind that decades of flawed traffic planning has left Los Angeles with countless streets engineered to carry traffic at speeds far beyond the posted limits, and too many drivers more than happy to take advantage of that.

Angelenos have gotten used to driving that extra 10 to 15 mph above the speed limit, even on streets with posted limits of 45 mph or more.

We could see open rebellion and riots in the streets if the police started cracking down on speeders — or at least a number of recall threats and angry letters to the Times. Let alone if city officials found a way around the 85% law to lower limits to life-sparing levels.

But it has to be done.

Because until we do, Vision Zero will be nothing more than a couple of words.

Maybe the national obsession with scary clowns is just a tad out of control.

Consider this report from Portland, Tennessee about the arrest of pranksters posing as clowns.

State and local police urge residents to call in all unusual behaviors to the nearest law enforcement agency. The warning comes in light of several incidences in Tennessee and beyond involving people disguised as clowns who have threatened and scared people and children…

Portland (TN) police received another call Tuesday morning reporting a clown was riding a bicycle near Highways 109 and 52. The report was false and police found a person riding a bike wearing a safety vest with flashing lights to warn traffic, Heavner said.

Metro officially approves $4.14 million for 17 open streets events in LA County over the next two years.

The Grove and Americana at Brand developer Rick Caruso promises new crosswalks and bike lanes at his latest project at San Vicente and La Cienega — if it gets built. Let’s hope he plans to install much needed bike lanes on La Cienega, and fixes that dangerous and confusing three-way intersection at La Cienega, San Vicente and Burton Way that’s almost impossible to ride through safely.

LA’s own Pure Cycles offers some great tips on how to bike to campus. Although maybe their next photo shoot could use a little more diversity.

Bike SGV is the latest advocacy group to endorse Measure M to improve transportation option in LA County, including dedicated funding for active transportation.

Evidently, Caltrans efforts to transform itself into a modern Complete Streets transportation agency hasn’t filtered down to the local level yet.

Sad news from Santa Barbara, as an 88-year old man was killed when a driver took his eyes off the road, and drifted into the bike lane where he was riding. Cars are big, dangerous machines; there’s never any excuse for not paying attention behind the wheel. And as this tragedy shows, the consequences for even a moment’s inattention can be deadly.

San Francisco has a plan to reclaim streets from automobiles.

It’s Car-Free Month in Davis, as the city and UC Davis partner to offer events, prizes and giveaways designed to encourage residents and students to bike, walk, or use transit or car-share. Although the latter wouldn’t seem to do much to reduce the number of cars on the road.

One detail was left out in previous stories about the limp slap on the wrist given Rachel Hill in the Moorpark distracted driving deaths of cyclist Maciek Malish and motorcyclist Jesse Cushman last year.

In addition to 300 days in county jail and three years probation, Hill had her driver’s license permanently revoked, according to the Moorpark Acorn.

Not suspended. Revoked.

The paper says she can apply for a new license at some point down the road. Which suggests that permanently doesn’t really mean permanently.

Still, that’s a stiffer penalty than most killer drivers receive.

And something that should be required following any traffic fatality where the driver is found at fault. Particularly if he or she flees the scene.

This is the cost of traffic violence.

Cycling in the South Bay relates the horrifying tale of the aftermath of a drunk driving collision, and a cyclist’s shattered ankle that refuses to heal.

And the Daily Bruin offers an update on UCLA triathlete Nako Nakatsuka, two and a half years after she was seriously injured in a collision, then seriously screwed by the legal system when she was forced to pay for damages to the car that hit her, as well as her own medical expenses.

You should always get a good lawyer to review your case if you’re injured in a wreck; there shouldn’t be any cost to you unless you receive a settlement.

Evidently, you don’t want to get hit by a car when riding while mixed-race in Hagerstown, Maryland.

A 15-year old girl was handcuffed, pepper sprayed and arrested for the crime of refusing transport to a hospital after she was struck by a car while riding her bike.

Even though there’s no law requiring collision victims to accept medical treatment against their will.

And instead of being transported to the hospital, she was taken to the police station, where she was charged with disorderly conduct, two counts of second degree assault, possession of marijuana and failure to obey a traffic device.

Although her attorney describes the amount of marijuana found in her backpack as “a flake.”

Then to cap matters, police later said she wasn’t booked for refusing treatment, but because she failed to provide proof of insurance.

For a 15-year old. On a bicycle.

Police officials claim they used “appropriate force” in pepper spraying the five-foot tall, 105 pound girl, saying it was the minimal amount needed to gain her cooperation; meanwhile, the town’s mayor crashed a press conference with the girl, turning it into a shouting match with her lawyer.

UCLA’s Daily Bruin writes about the city council’s vote to remove the bike lanes planned for Westwood Blvd from the Mobility Plan, and move them to Gayley instead.

Meanwhile, Westwood Village is looking for community members to help revise the area’s specific plan. Which would be a perfect opportunity to suggest making the village more bike and pedestrian friendly.

Streetsblog strongly endorses Measure M to impose a half-cent sales tax to fund a wide rage of road, transit and active transportation projects. Just for the record, it has my support, as well.

Fourth District Councilmember David Ryu calls on the city to eliminate human-operated vehicles from LA streets by 2035.

There will be a free bike valet at Sunday’s Abbott Kinney Festival, where $25 in purchases will enter you in a drawing for a Linus Roadster Classic bike. Biking there makes a lot of sense, given the large crowds, heavy traffic and extreme parking shortage at the annual event.

Deputies with the West Hollywood Sheriff’s Station are looking for the owners of several bicycles they recovered from a homeless encampment, some of which have been partially dismounted and repainted.

Uber is teaming with the San Francisco Bicycle Coalition to provide bicycle safety training for their drivers; the SFBC prepared four videos instructing them how to drive around bicyclists.

Oregon is less than nine miles, though several years, from completing what will eventually be a 73-mile bikeway along the Columbia River Gorge.

Colorado authorities are looking for a hit-and-run bicyclist who injured an 86-year old man on a walking trail where bikes are banned; the rider stopped to ask if the man was okay, then took off when he answered no. Bike collisions are no different from car crashes; you are legally required to stay at the scene and exchange information, on or offroad.

An Ohio woman accuses the local police of failing to properly investigate the collision that killed her husband as he rode his bicycle with a friend; even though the driver had two prior convictions for driving under the influence and had admitted to drinking the night before, police claimed they had no probable cause to test for drugs or alcohol. If killing someone isn’t probable cause, what the hell is?

The co-defensive coordinator for the Ohio State University football team hit a bike rider as he was driving near the campus Thursday morning.

When a Brit cyclist wrote the head of a company complaining about repeated harassment by one of its drivers, he was stunned to receive a response blaming him for his own stupidity and suggesting that he use the non-existent bike lanes.

An Aussie study concludes requiring helmets for motor vehicle occupants could save 17 times as many people as a bike helmet mandate.

Yet another shot has been fired in the contentious helmet wars.

An Australian meta-analysis study finds that bike helmets reduce the risk of suffering a head injury by 50%, a serious head injury 69%, and the risk of a fatal head injury by 65%, without increasing the risk of neck injuries.

However, it seems like quite a stretch to suggest that other studies, which have not found helmets as effective, or that suggest they could cause neck or diffuse axonal brain injuries, are “crazy” junk science.

Or that there is some undefined “silent majority” that wants helmet laws, and only a “small and vocal minority group” oppose them.

And lets not forget that, effective or not, bike helmets should be considered a last resort when all else fails. It’s far better to avoid crashes than to count on your helmet to save you.

I’ve received an unconfirmed report that a mountain biker had his bike stolen at knifepoint on the popular Fullerton Loop in the City of Fullerton on Monday evening, on the bridge where the train tracks and the trail cross under Harbor Boulevard.

Whether or not that turns out to be accurate, it’s a reminder to always be aware of your surroundings, and to take extra caution when riding through dark areas or when out of public view.

Marvin Davis sends word of the upcoming 2016 Revolution Bike Fest at Orange County’s Irvine Lake November 4th through 6th.

The event is being held at Irvine Lake in the OC. There are several excellent rail accessible bicycle routes that lead to the bike fest. The Serrano Creek trail provides a dirt path through Lake Forest to MTB trails in Whiting Ranch, the Aliso trail provides both paved and dirt trails and there is also a mostly dirt route from San Juan Capistrano. The AMTRAK/MetroLink stations in both Irvine and San Juan Capistrano and also the MetroLink station in Laguna Niguel provide pretty good access to these routes. AMTRAK Pacific Surfliner requires advance reservation (impossible to get on weekends) for bicycles and allows only 6 bikes per train. No reservation required for MetroLink and no specified limit to number of bikes. Or for the more vigorous, just roll from home.

LADOT released their 2015-16 annual report, including discussions of bikeshare and Vision Zero; the report cites 1,190 miles of bikeways on the city’s 7,500 miles of streets. Life is cheap in Ventura County.

The Ventura County Star reports 27-year old Rachael Hill was sentenced to 300 days in jail for killing bicyclist Maciek Malish and motorcyclist Jesse Cushman just outside of Moorpark last year while “distracted by a portable electronic device.”

Probably texting, in other words.

Hill received an unwarranted gift when the Ventura County DA inexplicably filed the case as misdemeanors, rather than the felony charges recommended by CHP investigators.

She’ll begin her sentence November 4th, and will most likely serve just a fraction of that time before she’s released from county jail.

On the other hand, we should probably be grateful she got any time at all.

Meanwhile, Hill sentenced both men to death, and their families to a lifetime without them.
