LA moves to ban pretext stops — again, ghost tires installed at 99 Ranch Market, and pickup a weapon of mass destruction in Florida

Los Angeles is banning pretext stops.

Again.

Several years after a fight with the police commission led to actions that would supposedly prevent cops from stopping drivers, bicyclists and pedestrians on some flimsy pretext to conduct what would otherwise be an illegal search, the city is doing it again.

Sort of.

The City Council voted unanimously to ask the Police Commission to pretty please take action to stop LAPD officers from doing what they already weren’t supposed to be doing.

Here’s how the Los Angeles Times put it.

The Los Angeles City Council on Wednesday voted in favor of new restrictions on so-called “pretextual” traffic stops, signaling a growing impatience with the Police Commission’s failure to rein in a controversial LAPD tactic that critics say enables racial discrimination.

The vote requests that the department’s all-civilian watchdog adopt new guidelines similar to San Francisco, which bars police officers from pulling people over for broken taillights and other minor equipment violations unless there is a safety threat.

It has long been a problem with bicyclists, particularly bike riders who were the wrong color or in the wrong neighborhood.

Call it biking while Black or brown.

Roll a stop after almost coming to a complete halt, or fail to signal a lane change, and a flashing roof rack could light up behind you. And next thing you know, you’re standing on the side of the road in handcuffs as a cop rifles through your clothes and belongings.

That’s what led the city to eliminate the bike licensing requirement all the way back in 2009, because officers would too often pull people of color over on the pretext of checking for a bike license. If they didn’t find one — which was usually the case, since most people didn’t even know they were supposed to have one — and you could be humiliated at best, arrested at worst.

It was biased policing at its most heinous, particularly in the Rampart district.

The city council cancelled the requirement as a result. But advocates found themselves before the Police Commission a few years later, fighting for a promised reduction in pretext stops by making officers justify and record the stops on their body cams.

You can tell how successful that was, since the city council had to come hat in hand to ask the commission to do for real this time.

The problem is, in a bizarre quirk of the city charter, neither the council nor mayor has direct authority over the police. The Police Commission makes the rules on an independent basis, sort of like the Federal Reserve and other federal commissions in the pre-Trump era.

So the City Council is asking them, once again, to please ban the practice once and for all.

We’ll see how well that works out.

As long as we’re rolling video, KCBS-2 covered Saturday’s ghost tire installation at the 99 Ranch Market in Westwood.

Three people were killed inside the store when a 92-year old woman hit a bike rider while apparently turning left onto Westwood, then continued on the wrong side of the road until plowing into and through the market.

Yet amid all the other questions over how to prevent something like this from happening again, no one seems to be asking whether a 92-year old woman belonged behind the wheel in the first place.

Until we start asking ourselves the hard questions and taking the difficult steps to address them, it’s not a question of whether this will happen again.

But when. And where.

Once again, a motor vehicle has become a weapon of mass destruction, after a truck driver plowed head-on into a Deland, Florida group ride.

The immediate aftermath of the crash was visible on a home security cam, showing the swerving pickup driver nearly collide with another vehicle moments after slamming into the riders.

Eight riders were struck, with three transported to a hospital in serious condition, while a fourth was taken with non-life-threatening injuries.

According to the West Volusia Beacon,

The cycling group was estimated at 14 riders. FHP said the bicyclists struck were a 38-year-old male from DeLand, a 37-year-old male from DeLand, a 41-year-old male from Lake Mary, a 29-year-old male from DeLand, a 42-year-old male from DeLand, a 49-year-old male from DeLand, and a 33-year-old male from DeBary. No names were provided.

No word on the condition of the other four victims, or any information about the eighth victim. One rider described getting three staples in the back of his head, as well as suffering pain and bruising in his lower back and hip.

Most of the riders were customers of a Deland bike and surf shop, while one of the most seriously injured was reported to be the store manager.

The driver of the 11-year old pickup remained at the scene, and faces a fine of $65 to $300, and a whole 3 points on his driver’s license for failing to remain in his lane.

Chances are, he’s going to be drastically uninsured for the damages and injuries he caused.

Analysis from a law group concludes, as you’d expect, that male bicyclists are more likely to be killed than female riders in most states.

But surprisingly, that statistic is reversed in 13 states, where more victims are women than men.

According to Cycling West,

In Idaho, women were 60 percent more likely to die in cycling crashes. Montana showed a gap of about 47 percent, and Utah 18 percent. The contrast with neighboring states is striking: in Colorado and Nevada, men were 170 percent and 160 percent more likely to be killed, respectively. In smaller states, however, limited data may make firm conclusions difficult.

States with higher female fatality rates span both rural and urban areas. Only Florida and California reported more female cycling deaths than Arizona, which ranked second nationally in per-capita deaths among women. Arizona also ranked third for male cyclist fatalities.

I don’t know what you can conclude from that, except maybe more women ride in those states. Otherwise, I don’t have a clue.

The war on cars may be a myth, but the war on bikes just keeps on going.

No bias here. A West Hollywood property owner suing the city over the Fountain Avenue Streetscape Project, alleging the city failed to conduct an environmental impact assessment — even though state law exempts bike lanes from CEQA review.

No bias here, either. New York’s most consistently anti-bike columnist complains that plans to redesign iconic Park Avenue are a “convoluted mess,” arguing that a proposed lane reduction would add to Midtown gridlock, and that “like most recent traffic-pattern disruptions, the Park Avenue scheme is a Trojan horse for bike lanes.”

But sometimes, it’s the people on two wheels behaving badly.

Um, okay. British actor Benedict Cumberbatch was accused of a road-raging meltdown when he confronted a bicyclist who had chased him for blocks, accusing him of repeatedly breaking the law on his cargo bike, with Cumberbatch arguing that the other man sas “verbally abusing” him, before calmly charming bystanders and posing for selfies. Yeah, sounds like he was really out of control, all right.

This is who we share the road with. The suspect who plowed through a group of Los Angeles County Sheriff’s Department trainees, killing one man and injuring more than two dozen people, will go to trail after backing out of a plea deal.

The LAPD is looking for the hit-and-run driver who killed a 65-year old man near Figueroa Street and 75th Street in South Los Angeles, after the Chicago Cubs fan had come to the city to see the Dodger’s-Cubs series with family members last month; as always, there’s a standing $50,000 reward for any fatal hit-and-run in the city of Los Angeles.

Streetsblog examines the new three-mile continuous bike lane on Colima Road, providing what will eventually be a five-mile scenic route from the edge of Whittier to Fullerton Rd.

Amazon has finally done the right thing, sort of, by removing “ebikes” with advertised speeds over 40 mph from their website in California. Never mind that anything that can go over 28 mph is already in violation of California law, and they likely only did it to reduce their legal liability. So bikes that only violate the law by 12 mph or less, carry on. 

This is who we share the road with, part three. A 13-year old Santa Ana boy was killed in Garden Grove when the electric motorcycle he was riding hit the center divider, sending him flying; he was on the bike even though you have to be at least 16 year old and have a motorcycle license to legally ride one. But at least the police and press made clear he was on an e-motorcycle, rather than an ebike, this time.

A commenter on Pink Bike wants to know what dogs are doing on bike parks, after a pooch nearly took him out on a jump. Damn good question, actually, though it’s not clear if the dog is a stray or someone’s pet. 

A Xavier University history professor has published a new book devoted to riding through the history of Dayton, Ohio, titled Bicycling Through Dayton — Twenty-One Historical Tours.

She gets it. A New York writer says once you notice a dangerous ebike rider zooming by, you see them everywhere — but “What fades into the background are the dozens of completely unremarkable, friendly cyclists in between.” Well said. 

A New York State website recounts the journey of two friends, who biked nearly 450 miles through the Adirondacks from Montreal down to Brooklyn last September.

A 27-year old woman pled guilty to the hit-and-run death of a man riding a bicycle in London’s Hackney neighborhood, who was riding while on a hands-free call with his parents at the time of the crash; the woman, who was high on “hippy crack,” aka nitrous oxide, and doing 50 in a 20 mph zone, will be sentenced to something below the 12 years she would have faced had she gone to trial.

Road.cc offers an excerpt from British adventure cyclist and former world bicycle speed record holder Guy Martin’s new book, All The Medals Have Been Handed Outrecounting a near-death experience in Turkey’s road-tunnel system as he attempted to ride from Istanbul, Turkey to Baku, Azerbaijan.

Competitive Cycling

Aussie cyclist Jay Vine crashed out of the second stage of the Giro d’Italia on Saturday, suffering a broken elbow and a concussion, with several riders going down when one rider lost traction on a slippery descent, and Vine crashed into a barrier with a sickening thud; Adam Yates and Derek Gee-West were also caught up in the major crash that caused the race to be briefly neutralized.

Spain’s Paula Blasi won the women’s La Vuelta Femenina on the final climb of the final stage, dropping previous leader Anna van der Breggen to finish second on the stage and take the overall GC win.

Former WorldTour pro Michael Woods embraces the “organized chaos of Spanish gravel racing.”

There’s a special place in hell for whoever decapitated a bronze statue of legendary cyclist Eddy Merckx in the Brussels, Belgium neighborhood where he grew up.

Update: Ghost Tire installation at Westwood’s 99 Ranch Market, new Venice Metro Bike dock, and Rio velodrome burns again

Update: This event has been rescheduled for May 9th. 

Hard to believe it’s been over two months since an elderly driver smashed through Westwood’s 99 Ranch Market.

The driver, a 92-year old woman, was apparently attempting to make a left turn when she hit a bike rider, then continued down the bike lane on the wrong side of Westwood for a full block before slamming into the market.

Three people — 28-year old Zih Dao, 42-year old Deris Renoj, and 52-year old Leonel Mateo — died at the scene, while six others were injured, two critically.

Surprisingly, the bike rider escaped with only minor injuries.

Not surprising, given the circumstances, the woman’s driving privileges were suspended at the scene.

This tragedy once again raised the inevitable question of how old is too old to drive. And how can were identify drivers who can no longer operate their vehicles safely before something like this happens, rather than responding after it’s too late.

Streets Are For Everyone will host a Ghost Tire Memorial, similar to a ghost bike, but for other victims of traffic violence, at the site of the crash tomorrow to commemorate the people who were killed.

SAFE will be hosting a Press Conference and Ghost Tire Memorial on April 11, 2026 to honor the victims of the mass traffic fatality at 99 Ranch Market and call on our local government to take immediate action to prevent tragedies like this…

Metro Bike has opened a new bikeshare dock right on the sand in Venice Beach. So all you have to do is check out a bike somewhere, ride it to the beach, then just dock it and walk away.

Something tells me this is going to be the busiest bikeshare dock in the city. Never mind the opportunity to admire all the native art.

The roof to the velodrome built for the 2016 Rio de Janeiro Olympics burned in a dramatic fire early Wednesday morning. Bizarrely, it was the third time the roof had burned since 2017; the first two fires were blamed on faulty lighting.

Maybe it’s just be me, but they might want to consider using a somewhat less flammable material for the roof next time.

Houston bicyclists say a street is significantly less safe after a “safety project” pushed by the city’s mayor, which replaced barrier-protected bike lanes connecting a pair of bayous with a sign reading Bike Land Ends.

Meanwhile, a Houston teenager discovers that you can find a lot of things while riding your bike — like a woman’s body in a lake.

Chicago residents demanded safer streets and the capture of the hit-and-run driver who killed an 18-year old delivery rider after blowing through a red light, and injured two other people in a motor vehicle, before literally running away from the crash scene.

Sad news from Vermont, where longtime bike journalist, and former International Mountain Bicycling Association and BikesBelong/PeopleForBikes chief executive Tim Blumenthal has passed away after a two-year battle with cancer; he was 70 years old. I was flattered when Blumenthal reached out to me personally shortly after PeopleForBikes founded, that the head of the nation’s largest bike advocacy organization would even think a small-time bike blogger like me was worth his time.

Streetsblog got its hands on internal Boston city government polling documents showing broad support for transit and bicycle projects, even if that means removing parking spaces.

New York Mayor Mamdani will team with the city’s Department of Transportation to give out free bike lights and helmets throughout the city to promote safe bicycling. That compares favorably with Los Angeles, where officials seem to be doing their best to prevent it.

Bike riders in Richmond, Virginia raised six grand to buy their own volunteer driven — or rather, bicycle towed — bike lane sweeper, after they got tired of maintenance problems and other issues preventing the city from doing the job.

Once again, a bike theft victim spotted his bicycle for sale on Facebook, this time in a Florida city, where the thief was met by cops when he arranged a meeting with what he thought was a potential buyer for the $1,200 ebike. That’s the right way to handle it, even though the cops aren’t always so willing to get involved. 

 

International

A London bike advocate says bicycling in the city is safer than ever, but still has a long way to go to before people stop being nervous when they ride; the city’s mayor promises that new traffic lights will make a big difference.

Once again, a motor vehicle was a weapon of mass destruction, this time in Spain, where a driver plowed into a group of six bicyclists on the popular Costa Brava scenic route, seriously injuring three Irish tourists in their late 50s; another rider was treated at scene for minor injuries.

A British man is planning to ride up Japan’s iconic Mount Fuji later this year to mark three years of sobriety, after taking up bicycling to avoid alcohol; last year he rode up Mt. Vesuvius. Even if riding up an active volcano brings his actual sobriety into question. 

 

Competitive Cycling

Cyclist offers a preview of Sunday’s Paris-Roubaix, aka the Hell of the North; meanwhile, the Visma-Lease a Bike team was up in arms after UCI banned them from using self-inflating tire tech just two days before the race, leaving them scrambling for a replacement.

Emily Ehrlich of Virginia’s Blue Ridge TWENTY28 cycling team won the women’s time trial on stage 1 of the Redlands Classic by an astounding 36 seconds, while Project Echelon Racing’s Eric Brunner won the men’s race, with just a slim nine-second margin separating the top four finishers.

Virginia’s Blue Ridge TWENTY28 won again in stage two of the Redlands Classic, as local native Ella Sabo led a one-two finish of the women’s race ahead of teammate Olivia Cummins, while Skylar Schneider of L39ION of Los Angeles finished third.

Meanwhile, the leaders remained tightly bunched on the men’s side of the Redlands Classic, as Canel’s–Java’s Sebastian Mata outsprinted Olinka’s Carlos Garcia and Luke Elphingstone of Project Echelon.

Forget doping. New Zealand cyclist Kiaan Watts accepted a 25-day ban for punching another rider in the head during last month’s one-day Salverda Bouw Ster van Zwolle in the Netherlands; he was also fined the equivalent of $253 and had 25 UCI points deducted. Which means he’ll have to work that much harder to get enough points for a free Jumbo Jack.

 

Finally…

That feeling when your brake cable is the literal definition of “hanging by a thread.” Who needs a bicycle-shaped object when you can get an object-shaped bicycle (seriously, you try it first, I’ll just stay here and watch).

And who needs Jordans when you can get your own BMX-themed Nike Airs?

Two quick reminders.

The WeHo City Council is scheduled to consider the city’s first Vision Zero Action Plan at tonight’s 6 pm council meeting, in the council chambers at the new West Hollywood City Hall, 625 N. San Vicente Boulevard. It’s Item 5C on the Council agenda.

And if you haven’t already, sign the petition demanding a public meeting with LA Mayor Karen Bass to listen to the dangers we face just walking and biking on the streets of LA, and city’s ongoing failure to build the safer, more livable transportation system they promised.

That’s more like it.

A Riverside man was sentenced to 26 to life behind bars for intentionally killing a man walking a bicycle in 2021.

Thirty-three-year old Sergio Reynaldo Gutierrez was driving his pickup when he saw 46-year old Benedicto Solanga walking his bike with a friend on the other side of the road, and flipped the men off.

Then he made a U-turn, came back and intentionally drove into Solanga, running him down from behind.

Solana died three days later.

Riverside police arrested Gutierrez three weeks later, after he had run a red light to shake witnesses who attempted to follow him after the crash.

He was convicted in September of first-degree murder with a sentence-enhancing allegation of using a deadly weapon in the commission of a felony.

No motive was ever given for the attack.

Bike riders in Santa Monica were ruled at fault in 26 of the city’s 72 crashes resulting in death or serious injury since 2010, while drivers were at fault in 31; the remaining 15 investigators were unable to assess blame.

That works out to 36% and 43%, respectively, which a local paper somehow thinks is almost even.

And let’s not forget that blame is usually assigned by cops suffering from a windshield bias and a lack of training in bike law and investigating bicycle crashes.

However, the good news is that crashes involving bike riders has dropped by more than half — 52% — since the city began building a safe bike network over a decade ago.

Streets Are For Everyone, aka SAFE, placed another ghost tire memorial yesterday, this time for a 15-year old boy killed by a driver while walking home from school in October.

This is from the press release for the event, which arrived too late for advance notice.

On 27 October 2023, 15-year-old Felipe Manuel Infante-Avalos (affectionately known as Pipé) was crossing the road at 110th and Main St in the crosswalk, on his way home from school, when he was hit by 34-year-old Arturo Mercado Garcia. Pipé was hospitalized and died from his injuries on 8 November 2023. Arturo, who fled from the scene of the collision, was later caught and arrested and is awaiting trial. Per the judge for the case, evidence was found that Arturo was watching TikTok videos while driving.

Pipé, who was autistic, was sweet and gentle and his family loved him dearly. He loved school and was part of the ROTC. He loved playing with his siblings and going on their many family outings.

Pipé’s death is part of a worsening public health crisis on the roads of Los Angeles that has been skyrocketing since 2020. Per LAPD reports (as of 9 December 2023) the total number of traffic fatalities is higher than this time last year by 7% at 307 lives lost. Keeping in mind that the 312 fatalities in 2022 were the highest in well over 20 years. What’s worse is the number of pedestrian fatalities is up by 11% (162 lives lost) compared to this time last year, the number of hit-and-run fatalities is up by 26%, and the number of DUI-related fatalities is up by 32%.

A Ghost Tire Memorial will be placed to remember Pipé by the non-profit Streets Are For Everyone. Pipé’s parents, friends, and family along with other community members affected by traffic violence will be present.

Over 30 family members and friends, many of whom have flown in from out of town, are expected to attend. Adriana, Pipe’s mother, will be demanding that Arturo Mercado Garcia be given the maximum penalties allowable by law for killing her son. She’ll also be calling for the Mayor of Los Angeles to do more to protect the lives of our communities.

The Ghost Tire Memorial was inspired by the Ghost Bike: a bicycle roadside memorial placed where a cyclist has been killed or severely injured by the driver of a motor vehicle. Ghost Tires are tires painted white and placed on the side of a road with the name and date of the person killed. Ghost Tires were created by the road safety advocacy organization Streets Are For Everyone, sometimes called by its acronym, SAFE.

You can do your part by signing the petition to demand a public forum with the mayor to hear our complaints about the dangers Pipé and the rest of us face just walking and biking in Los Angeles.

Unbelievable.

Life is cheap in Hilo, Hawaii, where a 70-year old man faces a maximum of a 15 years behind bars for negligent homicide and hit-and-run — even though prosecutors say he intentionally killed a woman riding a recumbent bike because she was “going too slow all the time.”

The judge ordered him to undergo a mental health exam, which is probably a good idea under the circumstances.

They should also give one to the prosecutors who undercharged what should have been a murder case.

Fallen standup comic Kenny DeForest continued to make an impact after his death riding an ebike near Brooklyn’s Prospect Park, donating seven of his organs to five people, to give them a second chance at life.

DeForest died a week after he reportedly rode his ebike into a parked car, suffering serious head injuries.

That could have happened for a number of reasons, from distraction to excess speed resulting from the ebike, or being crowded out by a driver’s too-close pass.

The war on cars may be a myth, but the war on bikes just keeps on going.

No bias here. The Port of San Diego is now banning all ebikes, e-scooters, hoverboards and most pedicabs, even though non-electric versions of all of the above are still allowed.

Someone has been deliberately sabotaging a London bike lane for over a year, repeatedly spreading drawing pins in an apparent attempt to puncture riders’ tires. While it may sound like a harmless prank, a sudden flat could lead to serious injury, as well as needless expense and inconvenience. 

Police in Birmingham, England insist they’re really trying to arrest the people responsible for violent robbery attacks on bike riders, after coming under fire for merely advising a crime victim to ride somewhere else.

But sometimes, its the people on two wheels behaving badly.

A kindhearted cop in my bike-friendly Colorado hometown worked with a local used bike shop to give a 13-year old boy a new bike after his was stolen in a burglary.

Police in Golden, Colorado are looking for two people who ran away from their abandoned car after running down three people riding bicycles, and injuring two of the victims — one seriously. No word on whether the crash may have been intentional.

A Texas bicyclist is able to fight the insurance company and win after he got right hooked, in part because he had front and rear bike cams.

This is who we share the road with. A Texas hit-and-run driver slammed into a pedestrian, then drove 38 miles to a Jack in the Box with the victim’s dead body in his car, after he went through the driver’s windshield; the man claimed he though he hit an animal. Sure, let’s go with that.

There’s a special place in hell for whoever stole a three-wheeled bike an Indianapolis mom bought for her autistic son for Christmas, before she could even give it to him.

Speaking of a special place in hell, that’s where whoever threatened a 13-year old New York girl with physical harm and stole her bike in a strong-arm robbery belongs.

The Washington Post looks at the effort in Congress to belatedly honor Black cycling legend Major Taylor, 124 years after he became world champion.

A Florida man shot a neighbor in the leg with a shotgun after the victim strayed onto his property looking for his stolen bicycle; the man said he shot him because he tried to break into his RV — even though police found the shotgun shell 150 yards away.

Three men responsible for robbing a number of South African bike riders have been arrested; the gang is accused of stealing their bikes and belongings, and fatally stabbing one man.

Interesting idea. Singapore hopes to promote bicycling by creating a “bike village” under a viaduct next to a transit station, in an area already popular with bicyclists, where they can shop for bicycle gear, grab a bite or meetup for rides.

This is why elections matter. The new Transport Minister for the newly conservative government in New Zealand has slammed the brakes on dozens of bike, pedestrian and public transit projects across the country.

Which means you can count on a higher than usual percentage of drunks and otherwise intoxicated people on the roads.

A 33-year old Riverside man is going on trial for murder with a deadly weapon enhancement, for the alleged road rage killing of a man riding a bicycle.

Sergio Reynaldo Gutierrez reportedly made a U-turn to reverse direction and run down 46-year old Benedicto Solanga from behind following an apparent traffic-related dispute between the two men.

Gutierrez was arrested three weeks after the July, 2021 vehicular assault, and continues to be held on $1 million bond.

LA’s second ghost tire memorial was installed yesterday to honor the three Uber passengers killed in a high speed crash in South Los Angeles.

The victims, including two sisters, were riding in the back seat of the Uber when 31-year old Gregory Black slammed into them while racing through red lights at up to 100 mph.

Black, described as a known gang member with an extensive rap sheet, was charged with three counts of vehicular manslaughter, and held on $4 million bond.

So much for the myth that bail is based strictly on the suspect’s ability to pay. And not a reflection of how seriously prosecutors take the crime.

Black was already serving a five-year probation following his release from prison for attempted murder.

Meanwhile, a 17-year old Las Vegas boy faces a murder charge for intentionally killing a bike-riding man, after video posted online indicated the fatal hit-and-run two weeks ago wasn’t an accident.

The teen was allegedly driving a stolen car and already fleeing an earlier hit-and-run.

Metro unveiled the LA County transit agency’s new Active Transportation Strategic Plan on Tuesday.

According to Southern California Newsgroup’s Steve Scauzillo, the plan will “create a chain of paths, regional bikeways and pedestrian crossings to connect passengers who are walking, rolling or bicycling to and from the transit agency’s train lines, bus stops and depots.”

Metro, during a virtual public meeting Tuesday afternoon, Aug. 29, outlined three areas for improvement, identifying 602 “first and last mile” areas located near transit, 81 pedestrian districts and 1,433 miles of regional bikeways.

Just completing the list of regional bikeways, which would connect to existing ones, would cost about $36 billion, which is four times the entire LA Metro annual budget.

The plan has a focus on equity, improving service and safety first in areas where fewer people own cars, including including mostly Black and Latino neighborhoods.

But as we’ve seen with the City of Los Angeles, it’s one thing to make a plan, and another to implement it, as ActiveSGV’s special programs director Wesley Reutimann pointed out.

He said Metro should redirect budget dollars from highways toward completing bikeways and walkways. But getting the OK from cities and landowners can gum up the works. Metro is also asking cities to help fund the projects or apply for grant dollars. This can delay or nix projects altogether, he said.

“Long story short: Metro did a plan (in 2016) and most of it was never implemented. It just feels like this plan update is window dressing,” Reutimann said.

Even a fraction of what the agency wastes on highway engorgements could go a long way towards actually implementing this plan.

Let’s hope someone over there figures out how to do that.

This will be great if it actually happens.

And that’s a big if.

A pair of Los Angeles City Council motions call for streamlining operations between LADOT, LA Street Services, the Bureau of Engineering, and the Bureau of Street Lighting, as well as developing a five-year infrastructure spending plan for the city.

Correction, they both call for a pair of studies on how to do it.

Which is what the Los Angeles city government does best — study problems, rather than actually solve them.

And as we saw with the city council alternative to the Healthy Streets LA initiative, those 60 day deadlines can easily slip to a full year, if ever.

So this will be great if it actually happens. But we’ve been here too many times before.

Let’s hope someone holds the city’s feet to the fire and makes it happen this time.

A Denver TV station provides more information on the crash that severely injured professional ultra endurance bicyclist Jay Petervary as he was attempting to set a new record for the Great Divide Mountain Bike Route.

Investigators concluded Petervary was riding on a mountain highway in central Colorado when he was rear-ended by a 16-year old driver, who may have been speeding, while attempting to pass on a “straight on a wide, open road with no trees or obstructions.”

Petervary says he landed about 20 yards from his bike, skidding face first on the roadway.

He is now focusing on his recovery while his wife organizes his transport back home to Idaho, his future care and the legal repercussions. Donations are still being accepted for the Be Good Foundation. As of Thursday morning, he had raised about $9,500 of the $20,000 goal.

Petervary has a lengthy history with long-distance racing. The sponsored athlete has competed for 25 years, exploring new routes and races. But he also loves providing experiences and opportunities for others, he wrote on his website. He has adopted the mantra “Ride Forward” in not only his athletic endeavors, but in his business, relationships, friendships and more.

“It also meant to not have regrets or get bogged down in the past but also reflect and learn to move forward more fluidly,” he wrote online.

While we’re catching up on crashes, an Arizona TV station talks with the Flagstaff bicyclist who was sideswiped by the driver of a passing RV, taking out around a dozen riders on a group ride like so many bowling pins.

Saturday, Wallace was biking on Lake Mary Road with a local cycling group, “Team Pay and Take” when he was hit in the head by an RV’s side mirror. His helmet came off, and he then crashed into multiple cyclists behind him, causing a pileup. “I mean, these people are like family,” Wallace said. “You know you ride with them every week. My partner was on the ride as well and she crashed right behind me. So your first thought is just like is everyone OK?”

Wallace said the person driving the RV stopped and cooperated with police, but this is an important reminder to share the road as it’s state law to give cyclists at least 3 feet of space. “I think it’s just a sad point that when we get behind the wheel of a car, we don’t see our fellow humans out there as someone who has someone to go home to after the ride,” Wallace said.

No word yet on whether the driver will faces charges; at last report, he was only ticketed for an unsafe pass.

No bias here. The editor of WeHoVille continues his campaign against bike lanes in the city, citing the removal of the MOVE Culver City project as a warning for West Hollywood, while mischaracterizing the highly successful project that was removed by Culver City’s newly conservative council.

Residents of León, Guanajuato, Mexico protested plans for a new bike lane, arguing that “about 8 cyclists pass the whole morning,” while official stats say over 65 times that many people ride it every day. Never mind that many more would probably ride there if they felt safer.

Far from abandoning bike lanes, Culver City is proposing mostly 2.5-mile protected bike lanes for lower Overland Ave below Venice Blvd.

Pasadena will hold a ribbon-cutting ceremony a week from tomorrow for a new 1.5-mile-long, two-way protected bike lane on Union Street between Arroyo Parkway and Hill Ave; the project, which includes a 1/3-mile bicycle boulevard, is the first of its kind in the city.

Claremont residents debate whether to protect kids on their way to and from school with safety improvements including a curb-protected bike lane, but what’s the life of a little kid when it might inconvenience older bike riders or someone ordering pizza? Thanks to Erik Griswold for the link.

The CHP has introduced a free, learn-at-your-own-pace online ebike safety class, as required by a new bill signed into law by Governor Newsom last year; the bill was authored by Encinitas Assemblymember Tasha Boerner, who is behind the current effort to require licenses to ride ebikes — and who snatched the state’s latest effort to pass a Stop As Yield law from the jaws of victory.

San Francisco Streetsblog’s Roger Ruddick calls on the city’s transportation agency to tow drivers who park in bike lanes, after talking the staff at a bagel shop into refusing to serve a driver who parked in a protected bike lane in front of the shop. Note to traffic engineers and planners — if someone can park in it, it’s not protected.

A new study provides some of the data we’ve been missing on pediatric ebike usage, showing that while riders of regular bikes under the age of 18 were more likely to suffer injuries, ebike riders were 2.4 times more likely to suffer severe injuries requiring hospitalization.
