Weekend Links: Rider down at 7th and Grand; driver charged with killing James Rapley in Temescal Canyon DUI

A bike rider was hit by a car at 7th and Grand in Downtown LA Friday morning.

Unfortunately, no word on the condition or identity of the victim, but I’m told he was conscious and in a lot of pain.

That bike appears to be trashed, though.

Just got word late Friday that Mohammed Kadri has been charged with a felony count of vehicular manslaughter while intoxicated in the death of cyclist James Rapley on Temescal Canyon late last year.

As you may recall, Rapley was riding on a rented bike during an extended layover at LAX while flying back home to Australia for the holidays, when Kadri’s car drifted into the bike lane and hit him from behind.

Kadri was allegedly drunk — or possibly still drunk — at 9:15 am on a Sunday morning, and reportedly told a bystander he had been texting.

On a related note, it’s my goal is to turn the uphill bike lane on Temescal into the city’s first parking–protected bike lane. It may not have saved Rapley at that early weekend hour, but could help keep future cyclists from the same fate.

You’ve got to be kidding.

A 20-year old Wisconsin man hit a newspaper deliveryman on a three-wheeled bike, and drove home with the victim embedded in his windshield. The rider, who did not appear to be seriously injured, unlocked the passenger door and started walking down the street before a witness called police.

And yes, you’ve got to see the photo on that link.

Then it happened again, when an allegedly drunken New Jersey driver was stopped by police with a man stuck in the windshield, after driving 1.5 miles from the scene of the hit-and-run. The 61-year old victim had to be cut out of the windshield by firefighters, and was taken to the hospital in critical condition.

No surprise that two of the three drug charges filed against Clinton Alford, Jr — the bike rider allegedly beaten and kicked by LAPD officers last month — have been dropped, with the third likely to follow, since police had no probable cause to stop and search, let alone beat, him. I’ll never understand why there’s not more outrage over this case.

I count on my readers to keep us appraised dangerous situations.

Especially now when health issues continue to keep me off my bike.

For instance, Santa Monica cyclist Bill Jordan writes about a dangerous intersection after seeing a cyclist down Wednesday morning.

Wanted to make you aware of a bike car collision that occurred this morning at the bottom of the 23rd street hill behind the Santa Monica Airport where it intersects Dewey St. Two cars were stopped with multiple police officers on the scene and a crumpled bike in between the two cars.

Samo MapI’m quite familiar with the intersection, as I bike commute 1-2 days per week past it in both directions, and I can safely say it’s the spot I’m most concerned about on every ride. It’s also easily solvable with a little adjustments to traffic flow. As you can see in this crude graphic, evening rush hour traffic backs up 23rd St. (highlighted in red), typically all the way to Ocean Park Blvd.

This encourages people to use the comparatively empty 21st St, and then cut across Dewey, Navy, Marine, or even the alleyway between Navy and Dewey (highlighted in yellow). This would be fine, except drivers rarely remember to check the unimpeded southbound bike lane on 23rd before turning out into the stopped traffic. Since it’s a 3% decline, I often find myself riding the brakes to avoid running broadside into a car that didn’t realize there was more than one lane of traffic they were turning across. It is not surprising at all that the Strava Segment for that downhill section is called “Ocean Park – Rose Kamikaze.”

As for why the traffic backs up, you don’t have to go far to find the solution. The intersection at Rose Avenue and Walgrove has a light that is timed for the morning rush, when a number of people are coming west on Rose Avenue and turning north on Walgrove/23rd. However, that traffic doesn’t exist in the evening, but of course the lights follow the same pattern. This leads to lots of red light time for cars heading southbound on 23rd/Walgove, and creates the three quarter mile backup that encourages the unsafe neighborhood cut-throughs. Obviously with the morning collision the backup wasn’t the problem here, but it does show how unsafe the bike lane there is. Would love to know who could help fix this issue.

I’ve forwarded his email to Cynthia Rose of LACBC neighborhood chapter Santa Monica Spoke.

Any other suggestions for who he should talk to?

Update: I’ve just gotten word that the cyclist involved in this collision was popular LA rider Nate Loyal, who came out on the losing side of a collision with an SUV.

I’m told he was rushed to the hospital with a broken tibia, tibia and collarbone — but thankfully, no head injury. He’s scheduled for surgery today, but expected to be okay.

Just heartbreaking. A 76-year old East LA man suffering from dementia was beaten to death last August in a dispute over a bicycle, which did not belong to him.

His killer, identified only as a Hispanic man with a trimmed mustache and beard — which he probably shaved off if he’s seen the news — rode away on the bike.

A Seattle website asks whether a bike rack has been circumcised; looks like it to me. So much for the common argument that no one rides in winter weather.

And fair is fair: A Chicago columnist is incensed that dog owners must carry proof of a license when their dogs go out to poop, but cyclists don’t need one — to ride, not poop. But maybe bike-hating writers should have one to write crap like this.

 

76-year old Yucaipa bike rider killed in traffic collision

Evidently, it takes awhile for news to filter out of the Inland Empire.

Word is just coming out that a 76-year old bike rider was killed in a collision in Yucaipa on Sunday, when he reportedly turned in front of an oncoming car.

According to the San Bernardino Sun, Yucaipa resident Julian Rodriguez was riding his bike on the right shoulder of 7th Street south of Parkside Lane around 3:30 pm when he suddenly turned left in front of a car driven by a 56-year old driver, also from Yucaipa.

No reason is given for why he would have turned without warning, or why he didn’t look for oncoming traffic before turning.

There’s also no word on whether that alleged turn was observed by anyone other than the driver who hit him.

Despite the report, a street view shows no shoulder on 7th Street. It’s possible Rodriguez may have had to turn to go around a parked car or a pothole. Or that the driver drifted to the right, or didn’t see him until it was too late.

Without an independent witness, there’s no way of knowing what really happened.

The paper also reports that Rodriguez wasn’t wearing a helmet, but doesn’t say whether  he suffered a head injury or how fast the car was going; it’s entirely possible that a helmet wouldn’t have made any difference.

This is the 77th bicycling fatality in Southern California this year, and the 9th in San Bernardino County.

My deepest sympathy and prayers for Julian Rodriguez and all his loved ones.

Let’s start with a quick blast from the past.

It came up in conversation on Tuesday, when the subject turned to the needless divisions between bike riders based on what we ride or wear.

This is how I addressed the topic a couple years ago, in a post called The terrible tyranny of two-wheel tribal wear.

The bottom line is, clothes don’t make the bike rider.

It doesn’t matter who you are, how you ride, what you ride, where you ride, or what you wear. Especially not what you wear.

The only thing that really matters that you ride.

The rest is just details.

It’s not a bad piece, if I say so myself. And maybe worth a second look if you’ve got a few extra minutes.

It came too late to make the news, but word is the Santa Monica city council voted to go forward with a 500-bicycle bike share program, making it the first in the LA area.

And hats off to the Santa Monica Police Department, which will fairly target violations that can lead to bike and pedestrian collisions this Friday.

They deserve congratulations, because unlike previous safety efforts that unfairly focused on bicyclists or pedestrians, this one will look equally at violations by drivers, bicyclists and pedestrians.

And yes, as we all know, motor vehicles pose the greatest risk.

But police are required to enforce the law equally, rather than targeting one group while ignoring the rest.

Nice to see they get it.

Or at least it would have been safe if the driver hadn’t been violating the state’s three-foot passing law.

Palm Beach officials seriously think Share the Road signs will make bicycling safer. There’s a first for everything.

A Toronto writer goes into histrionics over the supposed wasted space of bike lanes in the winter when no sensible person would ride a bike; clearly, these people would beg to differ.

London Cyclist offers advice on riding safely around potholes — something every LA bike rider should know, considering the decrepit quality of our deteriorating streets.

Morning Links: Road raging Malibu driver assaults cyclist, and the Times looks at the politics of LA road diets

A PCH cyclist is in serious condition after being attacked by a road raging driver.

According to the Malibu Times, the victim got into an argument with a pickup driver as he rode west on the coast highway between Busch Drive and Morning View Drive. After the rider moved on in the right hand lane, the unnamed driver sped past him, then stopped, got out of his truck and pushed him off his bike into the left lane.

Fortunately, it was either a rare moment when there was no traffic on the highway, or oncoming drivers were able to stop in time to avoid him. Even so, the victim still suffered serious injuries and lacerations.

The paper quotes a sheriff’s deputy as saying the dispute was over “use of the shoulder lane,” though he doesn’t clarify whether the driver wanted to use it or, more likely, incorrectly thought the cyclist belonged there.

Although you’d think someone with the rank of lieutenant would know that the shoulder of PCH — or any roadway — is not a lane, since it’s not legally part of the roadway.

Not surprisingly, the driver, who wasn’t publicly named, was arrested for felony assault.

Although it should be attempted murder if there was any traffic coming at the time.

The LA Times examines the politics of road diets, and correctly suggests that biking and walking will be issues in next year’s city council elections. At least if we have anything to say about it.

It would have been nice, though, if they’d mentioned that the primary purpose of most road diets is to improve traffic safety for all road users; better livability is just a bonus.

And as John Lloyd pointed out, despite the way the Times piece characterizes it, CicLAvia is more about opening streets for people than closing them off to cars.

Also on Sunday, the Eastside Bike Club and GoBici are hosting an introductory ride for beginning mountain bikers.

The LA Planning Commission is scheduled to consider the city’s updated Mobility Plan on Thursday the 20th at City Hall.

More on the new proposal to place bike lanes on Westwood Blvd — without removing a single parking space or traffic lane.

UCLA’s Daily Bruin says CD5 Councilmember Paul Koretz is considering the plan, which may be overstating matters; all we know for certain is that he has been asked to consider it after ruthlessly killing the previous plan.

Meanwhile, the acting Dean of the UCLA School of Nursing and the Vice Chancellor of Health Services write in HuffPo that Westwood should be a Great Street — with bike lanes, thank you.

I Am Traffic tries to define bicycling courtesy in a very lengthy piece.

While I’m a firm believer in traffic courtesy, I have to disagree with the section on passing on the right. It’s usually safer to stop at the front of the intersection where you can be seen from any direction, rather than wait in line with traffic where you’re hidden from cars coming in other directions.

And in my book, safety trumps being nice every time.

And an Aussie paper says Katy Perry keeps fit riding to concert venues in her tour Down Under; evidently, her high-energy performance just doesn’t burn enough calories to stay in shape. Or maybe she and her crew just, you know, enjoy riding bikes.

El Segundo police are looking for a hit-and-run driver who hit a bike rider.

According to the Daily Breeze, a dark haired, 20-something Asian woman was behind the wheel of a black BMW that fled the scene after running down the rider at Maple Ave and Center Street on October 29th.

Although how they can tell she had a thin build seated inside a car is beyond me.

A source tells me the speed limit in the area is just 25 mph; no word on how fast the driver was going. And no word on the rider’s condition.

The British transport agency compares benefit-to-cost ratios for various means of transit, and finds bike are off the charts.

Road and rail projects are considered high benefit when they offer a benefit-to-cost ratio of just 2:1, while the country’s new cycling plans offer a ratio of 5.5:1 — and some are as high as 35:1.

I’d like to see a similar study here, where the results would undoubtedly be the same.

Evidently, God likes bikes, as a nine-year old says the Almighty told him to ride across the country; he must have said something to the boy’s parents too, since they went along with the plan.

And the devil may be in the details, but he won’t be chasing competitors in the Tour de France anymore.

 

E-bike rider killed in North Hollywood dooring; 10th LA bicycling fatality

Dooring is one of the most common kinds of bicycling collisions, but it is rarely fatal.

Unfortunately, that’s not always the case, as the Daily News reports that an e-bike rider died yesterday as a result of being doored in North Hollywood.

According to the paper, the cyclist, identified only as an man apparently in his 50s, crashed into a car door on westbound Vanowen approaching Longridge Ave around 10 am Tuesday. A passenger in the parked car opened a driver’s side door into the path of the rider, who fell after crashing into it; he was pronounced dead at the scene.

The passenger remained at the scene and tried to help the victim.

It’s important to note that CVC 22517 requires any person opening a car door to wait until it is safe to do so without inferring with moving traffic. As a result, the person opening the door is almost always at fault in a dooring, whether it’s the driver of a passenger.

This is the 76th bicycling fatality in Southern California this year, which compares with the same number this time last year. It’s also the 29th cycling death in LA County since the first of the year, and the 10th in the City of Los Angeles.

My deepest sympathy and prayers for the victim and his loved ones.

Morning Links: New plan for Westwood Blvd removes nothing; Redondo Beach officials tear down that wall

Somehow, I missed this last week.

The Los Angeles County Bicycle Coalition reports on a new plan by transportation planner Ryan Snyder for bike lanes on Westwood Blvd. The Remove Nothing Plan would do exactly that, focusing on narrowing traffic lanes to make room for bike lanes and sharrows without removing a single traffic lane or parking spot.

It looks like a great idea.

While I’m not a big fan of sharrows, the green-backed variety should get attention from the too often distracted and otherwise unaccommodating motorists that ply that busy street, and help keep riders from having to fight for a modicum of space like they do now. And sharrows are only used in the section that’s too narrow to accommodate bike lanes given the restriction to remove nothing.

Although whether that will be enough to win the approval of the wealthy homeowners who got CD5 Councilmember Paul Koretz to break his word and shoot down the last plan remains to be seen.

Meanwhile, I’m told Koretz called on LADOT to find an alternative route for cyclists that doesn’t involve Westwood at a recent meeting of the Transportation Committee  — neglecting to consider that every other alternative has already been considered and rejected.

Unless maybe he wants to put a bike lane on the shoulder of the 405.

In a move reminiscent of Ronald Reagan’s famous plea to Mr. Gorbachev, Redondo Beach officials tear down the wall separating Redondo from Hermosa Beach to make room for a two-way cycle track on Harbor Drive.

Plans also call for sharrows on northbound Harbor that will connect with the existing sharrows on Hermosa Ave, so riders won’t be forced to ride on the wrong side if they’re not planning to take the Strand through Hermosa Beach, where bikes are limited to 10 mph.

Pasadena’s city council votes to end the outdated, auto-centric Level of Service standard for measuring traffic efficiency, which emphasizes moving cars over people. Which, oddly, is exactly what often happens.

Santa Monica considers its own 500-bike bike share system. And that’s exactly what I’ve been afraid of; if each city in the LA metro area develops their own bike share, we’ll end up with a mismatched and incompatible series of networks that won’t allow users to ride from one city to another.

The 10th annual Tour de Foothills rolls in Claremont this Saturday, with rides ranging from 33 to 100 miles.

California’s High Speed Rail Authority reaches out to Calbike for suggestions on how to integrate bikes into the planned rail system.

Morning Links: LA cyclist killed in Arizona; Santa Ana hit-and-run driver has long record and suspended license

Let’s start with the bad news.

LA cyclist Jesse A. Simon was killed while riding in Arizona last Thursday.

The driver who hit Simon to police he attempted to swerve at the last second when the 65-year old rider entered the roadway — apparently from the shoulder of the highway — but still clipped him with the pickup’s mirror.

Of course, in real life, that usually means the driver wasn’t paying attention and didn’t see the cyclist until it was too late, and simply didn’t react in time. Unfortunately, unless another witness is found, police will only have the driver’s statement to go by, since the victim is unable to give his side of the story.

I’m told Simon worked for LA Metro, though I don’t know what position he held with the county transit agency.

An earlier version of the story said he was riding through Arizona as part of a national bike tour; however, that has since been removed for some reason.

Police make an arrest in the hit-and-run deaths of three trick-or-treating teenage girls who were killed in Santa Ana Halloween night.

Thirty-one year old Jaquin Ramone Bell was arrested on Sunday, and booked on felony hit-and-run causing death; he also had two outstanding warrants for domestic violence charges.

Unbelievably, Bell had pleaded guilty to misdemeanor charges of child abuse and endangerment, DUI and hit-and-run with property damage for an August 1st collision in Anaheim. And was sentenced to a whopping 10 days in jail and three years probation on the child abuse count, and eight days — eight — for the traffic charges.

We should all thank the judge who set him loose to kill someone the next time.

Granted, he was driving on a suspended license when he killed the three girls. Although clearly that didn’t stop him.

Then again, that’s probably to be expected since he had violated probation seven times before.

And we can only guess whether he was drunk behind the wheel on Halloween, despite a three-month court ordered substance abuse program. Fleeing the scene gave him plenty of time to sober up before he was busted two days later.

If he had been drinking or using drugs, that is.

And did I mention that he had his own teenage children in the car with him when he fled the scene like the heartless coward he allegedly is, leaving three innocent children to die in the street?

Nice parenting lesson there, dude.

If you’re not disgusted, maybe you should be. Because once again, our courts failed to take traffic crime seriously, despite being given every possible warning that the suspect couldn’t be trusted.

But once again, they gave him yet another second chance.

And once again, an innocent victim died as a result. Or three, in this case.

Yes, they should charge the jerk with three counts of felony murder, lock him up and drop the key in the deepest pits of hell.

But maybe the people who let him off the hook over and over should do some of that time with him.

Meanwhile, Santa Ana officials vow to slow speeds and improve pedestrian safety, which is sadly lacking in the city.
