Los Angeles continues to rediscover — or maybe just discover, as in for the first time — that there’s life south of the 10 Freeway.

After years of not-so-benign neglect of the city’s Southside, it’s become a focus of LA’s Vision Zero efforts.

And now LADOT has submitted plans four road diets and bike lanes on four major north-south streets in South LA.

Maybe the law’s different in Colorado.

A lawyer answers the question of who’s at fault when a driver pulls out of a driveway and hits a bike rider on the sidewalk, saying the rider could share some of the blame for a) riding on the sidewalk, and b) riding against traffic.

Except here in California, it’s legal to ride on the sidewalk in many cities, though seldom advised. And sidewalks are bi-directional; bicyclists aren’t required to ride with traffic anymore than people are expected to walk that way.

Morning Links: Pablove Across America ride, campaign histrionics in CD1, and a worldwide rash of assaults on cyclists

I normally don’t repost press releases.

I usually don’t finish reading them, for that matter. Let alone share them on here. But I’m making an exception this time, to give you a chance to ride the Left Coast for a good cause.

Pablove Across America (PAA) is a pro-plus experience with a world-class support crew and the energy of 50 cyclists riding for a cause. Cyclists will have the opportunity to ride down the beautiful California Coast, from the San Francisco Bay Area to Los Angeles. This race was started a few years ago when Jeff Castelaz and Jo Ann Thrailkill lost their six year old son to a rare form of cancer. In order to cope with the pain Jeff rode his bike from Florida to LA and it started in 2009. When friends and family heard of this news a family friend set up a fund and began collecting donations for his ride and for the family. Before they knew it there had over $250K in their account and from there this ride turned into an annual fundraising event to celebrate the life of Pablo and the Pablove Foundation was created to raise money for pediatric cancer.

The Pablove Foundation helps kids with cancer live a love-filled life today, and a cancer-free life tomorrow. Pablove’s mission is to invest in under-funded, cutting-edge pediatric cancer research and improve the lives of children living with cancer through the arts.

The event takes place October 1-7 and is unlike the others – you can see all the 5-star details below. If riders want to participate in just one day of the race (either the sendoff in SF or arrival in LA) they can also do that.  And when riders arrive in LA there will be a special party for them at Trancas Country Mart — just north of Zuma/Malibu. The party will include a live musical performance (big name to be confirmed soon) with great food and drinks for all. Locals can also attend to participate in the festivities and welcome in the riders.

Riders are asked to raise at least $7,500 to receive a professional-grade experience, including:

  • Pro-race support to roll behind the peloton and perform daily maintenance on your bike
  • Soigneur services to keep your body in good working order through massage
  • Nutritious meals and on-bike food and drink
  • A double-occupancy hotel room (upgrades to single rooms available for $100/night, dependent on availability)

KPCC looks at Monday’s “raucous” debate between CD1 candidates Joe Bray-Ali and incumbent Gil Cedillo, which was lowlighted by a racist call for the LA-born Bray-Ali to “go back to India;” the LA Weekly calls it the all-time craziest debate in LA.

Meanwhile, Bray-Ali apologized for a nine-year old YouTube video in which he repeats a George Lopez joke about Mexicans; needless to say, it was sent to reporters by the Cedillo campaign, who’ve clearly done their opposition research.

Bray-Ali will host a campaign block party tonight.

And with all the histrionics in CD1, it’s easy to forget there’s another runoff going on in CD7, between bike-friendly Monica Rodriguez and even more bike-friendly Karo Torossian, who will both participate in a debate a week from Saturday.

Unfortunately, today’s common theme is violent attacks on bike riders.

A San Francisco cyclist was attacked by two men who attempted to knock him off his bike, then punched him and stole his bag when he managed to stay upright.

A New York man suffered a broken arm and jaw after he was knocked off his bike and jumped by a road raging driver and his passengers, because he wouldn’t get the hell out of their way so they could go around a double-parked car; no arrests have been made, even though police got their license number from two separate sources.

Four Brooklyn gang members will serve life in prison for fatally stabbing a man after he refused to hand over his bicycle and backpack.

Two British teens were arrested for attacking a man with a machete as he rode his bicycle home from his girlfriend’s house.

Another British rider was saved by a passerby after being attacked by four men armed with golf clubs and a crowbar.

A Yugoslav Ironman competitor was knocked off his bike and robbed by a gang in South Africa, less than a month after similar attacks on two other riders.

Then there’s the road raging driver who pulled his car over to harass a group a cyclists, then provoked an altercation with a second group and apparently pepper sprayed them — then was stupid enough to post the video on Facebook. I don’t know where this occurred, but this appears to be damn good evidence of felony assault; regardless of who attacked whom, he pulled his car over in order to provoke a confrontation. Then there are the bike riders behaving badly.

A 73-year old Bay Area driver was reportedly punched by three different bicyclists, and his classic Camaro damaged, after he allegedly bumped a rider participating in the East Bay Bike Party Monday night.

A Brit bicyclist reached in to snatch the keys from a driver’s car and rode off after a roadway argument.

Seriously, just don’t. As tempting as the last one may be sometimes.

The LA Times Travel section went heavy on the bikes this week, following up on yesterday’s story on charity bike rides in the West.

The paper asked “bicycling enthusiasts” for their favorite rides, which ranged from LA’s Ballona Creek north to Washington, and east to the Mississippi. But somehow managed to place Iowa’s RAGBRAI in Missouri.

They suggest trying a pedal-assist ebike to get a bigger charge out of your trip — no pun intended, I’m sure — and follow up with ten questions to answer before you set out on a bike trip.

And last but not least, they offer a short timeline of the 200-year history of the bicycle, noting that the first recumbents were met with derision.

An attitude that continues today in some circles.

Finally…

A police station probably isn’t the best place to hide after getting off your bike and snatching a woman’s cell phone. Just a suggestion: If you’re going to ride your bike in the Applebee’s parking lot, leave your gun, heroin and prescription drugs at home.

And if you’re going to drop out of a bike race, try not to get picked up by the police for riding on a highway.

These are the same bike lanes former Councilmember Tom LaBonge blocked while he was in office; now that he’s gone, maybe we can finally make the street a little safer for everyone.

The road diet should slow traffic, while giving people on bicycles a safer and more comfortable piece of the roadway. Sullivan calls it a very welcome change on a street he regularly rides as part of his commute.

My understanding is that these plans were in the works long before Knopp’s death. But it’s good to see a dangerous road made a little safer.

The 22-year old driver who killed Cal Poly Pomona student Ivan Aguilar four years ago is now speaking to high school students about the dangers of distracted driving, his probationary penance for what he calls the worst day of his life.

Gonzalo Aranguiz Salazar says the appearances mandated as part of his five-year probation have allowed him to help heal himself.

I sincerely hope he’s able to peace, and live with the knowledge that he needlessly destroyed an innocent life.

But I’m far more concerned that Aguilar’s loved ones are able to come to terms with his loss, and the fact that his killer wasn’t sentenced to a single day behind bars.

Very sad news, as Peter Flax reports the husband of fallen OC cyclist Deborah Gresham — the subject of his moving piece on the creation of a ghost bike — has died unexpectedly, leaving their four kids without a mother or father.

Let’s hope there’s someone to take them in and comfort them. Because that’s just too much tragedy for any child to bear.

Morning Links: Bike-friendly council candidates still in running, and DSS poster makes biking look dangerous

It looks like three of the four remaining city council candidates could be good for bicycling.

And you can guess who the other one is.

Monica Rodriguez and Karo Torossian will be in a runoff for the CD7 council seat. Rodriguez was one of the three candidates who got the nod from Bike the Vote LA before this month’s primary election. I’m told Torossian would have received strong consideration if he had gotten his response in before the deadline.

Meanwhile, the results in CD1 are expected to be certified today, with long-time bike and community advocate Joe Bray-Ali taking on the extremely bike unfriendly Gil Cedillo. As you’ll recall, it was Cedillo who singlehandedly blocked the desperately needed road diet on North Figueroa, and attempted to have all the proposed bike lanes in CD1 removed from the Mobility Plan, earning him the moniker “Roadkill Gil” from some in the district.

The Times sums it up nicely, calling Bray-Ali’s forcing the runoff a victory for a new vision of a sustainable LA.

Although it’s not a victory yet.

Think of it as the game going into overtime. Both candidate start out on even footing, and who wins will depend on what happens in the coming weeks.

It will take the support of the entire bicycling community, and everyone who wants a better LA, to overcome the massive amounts of special interest money that will inevitably flow in from outside the district to help keep a career politician in office.

Streetblog’s Joe Linton takes the L.A. County Department of Social Services to task for making bicycling look dangerous.

The ad depicts a fallen spandex cyclist. The text reads “When life gets rough.” The ad falls into the alltoocommon grim bicycling-equals-danger trope which shames cyclists and reinforces misperceptions about cycling safety.

To be honest, it really doesn’t bother me.

Given the unpaved surface, I read the image in the ad as a face plant by a mountain biker, which is just part of the sport.

Toronto advocates say doorings have increased nearly 60% in the city since 2014, arguing that the city isn’t doing enough to protect bicyclists.

Berlin approves plans for 13 new bike superhighways, with two beginning construction this year. Meanwhile, current plans call for exactly 13 fewer bike highways here in Los Angeles, super or otherwise.

Morning Links: LA elections: Still hope in CD1, while Koretz re-elected in CD5; living with the pain of killing a cyclist

Disappointing news in yesterday’s LA city elections, with 100% of precincts in.

Anti-bike incumbent Gil Cedillo appears to have eked out a victory in CD1, setting the stage at least five and a half more years of deadly streets as the city switches to holding its elections at the same time as state and national votes.

Although a runoff with Joe Bray-Ali is still possible, as Cedillo topped the minimum 50% threshold by just 198 votes; Bray-Ali issued a statement saying he isn’t conceding until all the votes are counted.

And in CD5, current councilmember Paul Koretz won a final term with nearly two-thirds of the vote over bike-friendly challenger Jesse Creed.

In the end, Creed and Bray-Ali struggled to overcome the power of LA incumbency, where office holders running for re-election almost never lose — thanks in large part to the city’s gerrymandered districts and the massive amount of out-of-district special interest money that inevitably pours in to benefit sitting councilmembers.

Not that those special interests would dream of expecting a return on their investment or anything.

The news was better in CD7, where Bike the Vote LA-endorsed Monica Rodriguez was leading, and will enter a runoff with Karo Torossian if the totals hold.

As expected, the other current officeholders steamrolled to victory over their token opposition in all the other races.

So if nothing changes, it looks like nothing changes.

A few districts with bike-friendly councilmembers such as Joe Buscaino, Jose Huizar and Mike Bonin will continue to get safer and more complete streets, while Cedillo and Koretz will continue to block much needed improvements.

And our city will suffer for it.

But at least we can end on a brighter note, as anti-growth Measure S went down to defeat, handing AIDS Healthcare Foundation’s Michael Weinstein his third loss in three tries at ballot propositions in four months; attempts to regulate drug prices and require condoms for porn shoots statewide lost last November.

And Measure H passed with the necessary two-thirds majority, as the city and county finally appear to be getting serious about working together to end the crisis of homelessness.

A Massachusetts woman writes about what it’s like to live with the knowledge she killed a cyclist 20 years earlier.

I wasn’t found at fault in my crash; I wasn’t speeding, distracted or impaired on the night I rounded a highway curve and a bicyclist crossed in front of my car, too close for me to avoid. But I will always see him staring wide-eyed at me as he flew into and over my windshield. I will never forget his body at roadside, utterly motionless.

If you remember nothing else I write, I hope you’ll remember this: You do not want to be me. No destination, no text, no drink, no glance away from the road is worth knowing that you have killed another human being. You don’t want to feel you’d give anything not to have been on that road at that time. You don’t want to believe that anything you accomplish in life is offset by the death of another person. You don’t want any happiness you experience to remind you of the happiness denied the person you hit, her family, his friends. You don’t want to struggle to go on living, convinced you don’t deserve to exist, wishing you hadn’t been born.

She still says the collision could have been avoided if only the victim had lights on his bike. But notes that drivers have to change their attitudes to prevent similar tragedies.

Her own friend was killed riding a bike two years ago.

In an update on yesterday’s story, it turns out a Brit bus rider could tell it was a bicyclist fucking in the bushes because he still had his helmet on; his more traditionally attired partner was wearing a coat, at least. Or maybe it was just a couple with a weird bike helmet fetish.

As we noted last week, the City of Los Angeles has finally released its Vision Zero Action Plan, explaining in detail how it plans to reduce traffic deaths by 20% this year, and eliminate them entirely by 2025 — just eight years away.

Comments to the plan continue to roll in.

Today, Vision Zero Alliance member Bobby Peppey is sharing a letter he wrote in response to the plan.

There is a serious problem with LADOT’s Vision Zero Action Plan (VZAP) that wasn’t mentioned in LACBC’s excellent letter.

The lack of mention of lowering speed limits from the deadly 35/45mph to safer speed limits of 25/15 mph on Los Angeles HIN or other City streets in the VZAP.

Safer, slower top speed limits have been instituted by New York City, Seattle, Boston and in other North American cities.

Yes there is the California Speed Trap law and its 85 percentile rule that  supposedly forces City’s to raise limits as Joe Linton mentions in his article last spring. There are exceptions in the law to this rule that are manifest on all of the HIN streets that can easily be implemented to lower the speed limits on these streets.

On page 15 is the only mention of lowering speed limits in the plan, “A speed-limit reduction may be more appropriate on streets where children walk to school.” In my experience children walk on all sorts of streets and not only to get to school.

There is some amorphous language on page 36 as follows, “Vision Zero for Los Angeles will pursue local, state, and federal legislation that strengthens traffic safety policy…”, but the VZAP doesn’t go on to then state what policy changes will be pursued by the City.

More ominous in VZAP are the BENCHMARKS on page 37. The second row concerns finishing speed surveys conducted by LADOT but does not state what the results of these surveys will be.

In Joe Linton’s June 9th article in StreetsblogLA concerning the City Council Transportation Committee meeting of June 8th, he states that “LADOT General Manager Reynolds stressed that speed surveys and resultant speed limit increases are needed.”

Earlier at the same meeting Ms. Reynolds stated “IF WE COULD GET EVERYBODY IN THE CITY TO SLOW DOWN TO A SAFE SPEED, WE COULD SAVE HUNDREDS OF LIVES EVERY YEAR.” This quote is verbatim from the printed minutes of the meeting.

We live in a City (second largest in the US) that is now facing down the full brunt of the power of an arch-conservative unified federal government on the issue of immigrants rights, one of the most significant human rights battles of this century for our Country.

That the City of Los Angeles is not willing to deal with the same vigor towards Caltrans, and the State of California’s terribly inequitable Speed Trap Law; when our City is suffering from an epidemic of Kills and Serious Injury (KSI) of persons who walk, ride a bike or use transit on its sidewalks, crosswalks and streets is stunning.

KCBS-2 reports that relatives of Agustin Rodriguez, the bike rider killed in a hit-and-run in Whittier Monday morning, call on the driver to turn herself in while describing her as a monster who murdered the father of three.

Considering that she dragged him the length of two football fields, they’re probably right. Anything less than a murder charge would be an abject failure of justice.

This is why people continue to die on our streets. An Orange County man was arrested for DUI on Sunday after crashing into a utility box in Placentia and attempting to run away.

Police quickly discovered that the driver, 52-year-old Derek Stacy Haskayne, was already on probation for a previous felony DUI conviction.

In fact, he’s had eight DUI convictions since 2011.

Read that again. Eight DUI convictions — not just arrests — in the last six years. And yet he somehow still manages to remain behind the wheel, placing every other human being on the roads at risk.

We can talk all we want about Vision Zero. But as long as people like this are allowed own, buy, rent or borrow a motor vehicle of any kind, innocent people will continue to die.

The route was announced for this year’s edition of the Amgen Tour of California, as well as the separate but unequal four-stage Breakaway from Heart Disease women’s race. The last three stages will be set in SoCal, including a Mt. Streetsblog says the politically connected driver was twice charged with DUI in high school, but had the charges dismissed. This is why people continue to die on our streets; too often there are no consequences for dangerous behavior, even when someone gets hurt — or worse. Especially if they can afford a good lawyer.

A Minnesota TV station looks at the intersection of bicycling and President Trump, who hasn’t been on one since he was a kid. Which probably explains a lot.

Not surprisingly, bike riders aren’t reacting well to a Minnesota legislator’s proposal to require bicyclists to pay a $5 fee and pass a road safety course before they’re allowed to use the state’s bike lanes. Which would just push riders into the traffic lanes, defeating the whole purpose.
