Morning Links: Phillip O’Neill memorial ride and walk, cyclist’s rights on PCH, and a new bike video from LACBC

4314394Hard to believe it was a year ago that Phillip O’Neill lost his life riding on a Pasadena street.

O’Neill was on a bike date when he was struck from behind with enough force to throw him into a parked car on the other side of the street.

Fortunately, his companion was unscathed, although I’m told witnessing the collision took a tremendous emotional toll. As did the loss of someone she, and many others, cared about.

The Pasadena Complete Streets Coalition is holding a memorial ride and walk this Sunday to remember Phillip as someone who should still be with us, and who is sadly missed. And to help ensure he will be the last bike rider or pedestrian to be killed in the city.

Let’s hope they succeed.

This Sunday, June 15, we’ll be walking and riding to commemorate the one year anniversary of the death of Phillip O’Neill. Phillip was riding his bicycle on Del Mar on June 15, 2013 when he was struck from behind and killed by a motorist. Phillip was an amazing person who had already accomplished a tremendous amount at a young age. We mourn his loss.

We also gather to pledge to work together make our streets safer for people like Phillip and all the pedestrians and bicyclists in Pasadena. We want Pasadena to be a place where this never happens again.

Usually I try not to link to anything this old.

But everyone who rides PCH through Malibu should carry a copy of this 2009 — or maybe 2010 — letter from former CalTrans District 7 Director Michael Miles, which specifies that cyclists are allowed to ride in the right traffic lane. And that there is no restriction on the number of cyclists who can ride side-by-side in an non-sharable lane.

Then again, maybe every rider everywhere should carry a copy, since too many motorists and law enforcement officers still don’t seem to get it.

Morning Links: LACBC Bikes the Vote in June’s county elections, and anti-bike San Marino NIMBYs attack

Things are starting to get interesting.

As we discussed earlier, the LACBC’s Civic Engagement Committee* crafted questionnaires for the candidates for LA County Supervisor and Sheriff in next month’s primary election.

Now responses have finally come in from some of the leading candidates, including Hilda Solis in the 1st District, and Bobby Shriver and Sheila Kuehl in the 3rd, as well as Jim McDonnell, considered by many to be the front runner for county sheriff.

And they have some intriguing things to say.

Personally, I’ve been leaning towards Kuehl. But I’m starting to seriously question that choice based on her comment — which she repeats twice — that she supports bike lanes as long as they don’t reduce the total number of lanes available to vehicles.

In other words, she’s not in favor road diets.

Even when they reduce speeds and improve safety and livability for everyone. And she seems to be in favor of maintaining the automotive hegemony that has made a shambles of our city and county, and put the lives of their residents at risk.

But other than that, she has some good things to say.

On the other hand, Shriver seems to get that overcapacity encourages high speeds and dangerous driving, and that narrowing lanes and installing bikeways can help tame traffic.

Meanwhile, McDonnell has some good things to say about the role law enforcement can play in making the streets safer and more equitable for people on bikes, and improving relations between the department and county cyclists.

I don’t know yet how I’m going to cast my ballot, whether for these or any of the other candidates who’ve responded to the surveys. But one thing I can guarantee you is that I won’t vote for anyone who didn’t respond.

Because we have a right to know where the candidates stand on the issues that matter to us. And to make an informed decision based on their responses.

Whether or not we happen to agree with them.

*Full disclosure: I chair that committee, and helped write the questions along with LACBC Planning and Policy Director Eric Bruins and some truly outstanding volunteers, including the guy in the next paragraph — and I don’t mean Gil Cedillo.

Writing for Orange 20 Bikes, Rick Risemberg agrees that you should read what the candidates have to say about bikes now, or be sorry later. And uses 1st District City Councilmember Gil Cedillo — who didn’t respond to the LACBC’s questionnaire for last year’s city election — as the poster child for what could happen otherwise.

The LA Times notes Kuehl and Shriver also disagree on the plans for the Subway Not Quite to the Sea as it passes through Beverly Hills and under the high school. And whether that really matters at this point.

Evidently, they have NIMBYs in San Marino, too.

Annonymous opposition has arisen to what had been expected to be a fairly smooth route to adoption of the city’s draft bicycle and pedestrian plan (pdf).

Their objections seem to focus on the plan’s regional connectivity with other local jurisdictions — which could bring dreaded outsiders on bikes! to their fair city. And worse, those dirty, smelly cyclists might “freshen up, shower and change clothes” in their precious parks and schools.

Ooh, scary!

The only thing missing is a reference to Agenda 21. Although I’m sure someone will bring that up at today’s meeting to discuss the plan (pdf).

The bicycling equivalent of a dude ranch is planned for a location near Arizona’s Saguaro National Park.

A 90-year old Arizona driver “thought” he had enough room to pass a trio of bike riders; instead, he hit all three, killing one. Something has to be done now to ensure older motorists are still safe to drive before they kill someone, not after.

International

Former Trinidad and Tobago national team cyclist Roger Smart was killed while driving on the island, the second member of the team killed in a collision in the last two months.

An Irish bike rider on 3,000 kilometer fundraising tour for his sister’s medical expenses says the county’s drivers are going to kill someone, and it might be him.

Drivers in an Aussie state could now face up to two years in jail for endangering cyclists, motorcyclists and “riders of animals.” I assume they mean horses. Or do they have a lot of koala and wallaby jockeys Down Under?

Nice. A 60-kilometer Hiroshima expressway has bike and pedestrian lanes for its full length, even as it connects six separate islands.

 

Finally…

Cambridge, UK cyclists are being targeted by a drive-by egger. And an Aussie writer wraps her story in so much anti-bike bile it’s impossible to take seriously. Which is too bad, because she  actually has a point.

 

LACBC releases latest bike count figures in time for Bike Week

2013-LA-Bike-Count-CoverJust in time for Bike Week, the Los Angeles County Bicycle Coalition has released the results of the city’s latest bike count.

Not that the city itself conducts the count, of course. Even though they should.

Working in conjunction with LA Walks and other groups, more than 400 volunteers conducted the count over a total of six hours at 120 locations throughout the city last September. And the results are intriguing, as the Coalition points out in their press release (pdf), starting with a 7.5% increase in ridership since 2013, driven largely by the addition of 200 miles of new bikeways in the city.

The report also found that:

  • The busiest time for bicycling is the evening commute period, suggesting that most people are riding for transportation.
  • People strongly prefer riding on dedicated facilities like bike paths and bike lanes over streets with no bicycle facilities.
  • Fewer than 1 in 5 bicyclists is female, and female ridership is highest on bike paths and bike lanes, suggesting that the lack of safe and comfortable facilities is causing a gender disparity among bicyclists.
  • Bike lanes improve bicyclist behavior, cutting sidewalk riding in half compared to streets without and reducing wrong-way riding as well.

Interestingly, even though they force riders to share lanes with often unwelcoming drivers, streets where sharrows were installed after earlier counts showed a 132% increase in ridership, though only a 22% increase in ridership compared to similar streets without sharrows.

Meanwhile, bike lanes resulted in an 86% increase in ridership compared to comparable streets. And off-road bike paths showed nearly four times the usage compared to streets with no bike facilities; in fact, a full 25% of the riders counted were on bike paths, despite representing just 8% of the count locations.

Not surprisingly, bicycling was also highest near universities and in low-income communities, which suggests many people may be riding for economic reasons.

Clearly, though, there’s still a lot of work to do.

As Executive Director Jen Klausner puts it in the foreword to the study,

Since the 2010 Bicycle Plan, Los Angeles has expanded its bicycle network at an unprecedented rate, at one point exceeding 100 lane miles in one year. However, most of these miles have consisted of bike lanes “where they fit” and sharrows where bike lanes don’t. The result has been a somewhat fragmented bicycle network primarily designed to avoid impacts to motor vehicle delay rather than designed to meet the needs of people who want to ride a bike. This report makes it clear that where bicycle improvements are made, ridership is up, but that citywide growth is limited by the lack of a connected network of safe bikeways accessible to all Angelenos. 

The report ends with a number of recommendations:

  1. Design streets for people of all ages and abilities
  2. Build a network of protected bikeways, such as the one planned for South Figueroa
  3. Build safe routes to everywhere along Active Streets
  4. Engage communities directly in the design of their streets
  5. Increase age-appropriate opportunities for bicycle safety education
  6. Increase funding for walking, biking and safe routes to schools
  7. Measure results

As noted above, it should be the city’s role to collect the data necessary for effective bicycle planning — not a volunteer effort conducted by a non-profit organization. City planners have been driving blind for far too long; the mayor’s commitment to data-driven accountability must extend to our streets, as well.

Still, the organization should be applauded for taking the responsibility onto their own shoulders. And providing the most detailed look yet at how, where, when and why Angelenos ride their bikes.

Inventor Eric F. has come up with what he describes as a “revolutionary bicycle safety device (US and international patent pending) that will save lives and visibly change the urban landscape.”

He’s looking for volunteers to participate in a focus group at Helen’s Cycles’ Santa Monica location, 2501 Broadway, on Monday, May 5th from 7 – 8 pm.

You can start your Cinco de Mayo celebration a little later. And it’s a good chance to check out the new green bike lanes in front of the shop.

Congratulations to the Los Angeles Bicycle Coalition’s Team LACBC on exceeding their fundraising goal for this year’s California Climate Ride.

But several of the team members are still short of the money they need to raise to participate in the ride.

I can personally vouch for everyone on the list, all of whom deserve to go on the bike adventure of a lifetime. And each of whom deserves your support for all they do to support your right to ride safely and enjoyably in the City and County of Angels.

In fact, I have never known a more committed and hardworking group of staff and volunteers, and as a board member for the past five years, I’m honored for the small part I play in supporting their work. Which is something I don’t say nearly enough.

But I’d like to call your attention to just one of those potential riders, and ask you to help him get from the California Wine Country to Sacramento next month.

Alex Amerri, President of the LACBC Board of Directors, has done an incredible job of guiding the organization through some turbulent times — often at the expense of his own career and personal life.

I’ve watched as he’s often put in more than full-time work in an unpaid, volunteer position. When he leaves the board — which hopefully won’t be anytime soon — he’ll leave the LACBC a far stronger, more stable and successful organization than he found it, positioned for even greater growth and influence in the years to come.

And you can’t ask any more than that of anyone.

However, the time he’s put in solving problems and creating opportunities for the coalition lately has meant he hasn’t had time to raise the funds he needs to participate in the Climate Ride. In fact, he’s less than a third of the way to his $3,500 goal.

So let’s send a boy to camp.

Or rather, a man to ride.

If you’ve got a little extra money laying around, make a donation to a good cause to support sustainability and improve our environment. And do it in the name of someone who truly deserves a few uninterrupted days on his bike.

And if not Alex, then help one of the other team members who do so much to help you.

Note: Alex has no idea I’m writing this. So let’s not tell him. Just let him be surprised when the donations start coming in, with no idea where they’re coming from or why.

Prepare to be outraged.

It’s not unusual to find a story or two that makes a mockery of justice, and reminds us all that cyclists are still second-class citizens on our streets.

But today’s news carried three examples of just how far we have to go. And how self-centered, heartless and cruel some people can be.

First up, a Massachusetts woman is convicted of a reduced charge in a fatal hit-and-run when the judge rules that a second vehicle that hit the victim afterwards could have caused the fatal injuries. Never mind that the trailing vehicle would never have hit the rider in the first place if the hit-and-run driver hadn’t plowed into her and left her lying in the street.

Or there’s this, as Pennsylvania authorities refuse to file charges against a driver who killed a teenage cyclist — even though she was under the influence of cocaine and prescription drugs at the time. Nice to see them taking DUI so seriously.

And in a truly disgusting demonstration of genuine overly entitled, self-absorbed heartlessness, an Ontario — Canada, not California — driver sues the family of the teenage cyclist she killed for the emotional turmoil that taking his life has caused her. Evidently, she’s the real victim here, not the kid who lost his life, the parents who lost a child or the brother who OD’d because he couldn’t deal with the loss.

I never to wish ill on anyone. But I’m sorely tempted to make an exception in her case.

A severely auto-focused Texas jerk letter writer says “You ‘need’ a car for business, shopping and taking your kids to Burger King. You only ‘want’ to ride your bike…” which places “an unreasonable safety burden on drivers of other vehicles.” Right. And maybe if those kids walked or rode to Burger King they might be healthier now, and as adults.

 

International

After a Brit thief steals a $4,200 e-bike, he calls the local dealer for advice on how to charge it. Which turns out to be the same guy he stole it from.

Lance says he’s still the winner of all those Tours de France, regardless of what anyone else says, while former Armstrong lieutenant George Hincapie promises an unvarnished look at pro cycling’s doping era in a new book.

Fight for Westwood bike lanes at LA City Council Tuesday; Times writer tells motorists to get a grip

The Los Angeles County Bicycle Coalition has issued an action alert calling for bike riders to attend tomorrow’s city council session to protest the cancellation of planned bike lanes on Westwood Boulevard.

Please join us for a day of action tomorrow to urge Councilmember Koretz to keep his promise to study bike lanes on Westwood Boulevard. He told us that we would be able to share our thoughts at a public forum, which he then canceled. So, we want to make sure he hears that you support bike lanes on Westwood.

You can show your support in two ways:

1) Join us at City Council at 10 AM tomorrow when we give public comment. You will have two minutes to make your case for bike lanes on Westwood Boulevard. Let us know you’re coming: email alek@la-bike.org with your name and address and we’ll fill out a public comment card for you.

What’s your reason for supporting bike lanes on Westwood Boulevard? Consider these when making comments either at City Council or on the phone:

Safety – A report by Neighborhood Bike Ambassador and Westside South of Santa Monica (WSSM) resident Calla Weimer shows a history of collisions along Westwood in just the six blocks from Santa Monica Blvd to Pico. Westwood Blvd is among the most-traveled streets for bicyclists on the Westside that does not have bike lanes.

Lack of good alternatives – There’s been a lot of talk about alternatives, but when you map them out, they are hillier, indirect, have stop signs nearly every block, or lack ways to cross major boulevards. All of these factors make Westwood Blvd the preferred route for bicyclists.

Bikes are good for business – Study after study shows that bicyclists are a boon for local business. Bicyclists can stop on a whim, park easily, and shop more frequently that those arriving by other means. Routing bike traffic on side streets between major employment and transit hubs is a missed opportunity for small businesses.

Sustainability – Just days after opposing the Westwood bike lanes, Councilmember Koretz attended the launch of the UCLA Grand Challenge, calling for Los Angeles to be carbon-neutral by 2050. Transportation is the single largest contributor to greenhouse gas emissions in Los Angeles, and research clearly demonstrates that alternatives to driving must be convenient for people to use them.

Access to the Expo Line – The Westwood station on the Expo Line will not have public parking, making it all the more important that it is accessible by bike. Over 90% of Metro customers access transit without a car. Metro is currently analyzing corridors for potential station access improvements and bikeshare opportunities, but Westwood will miss out if the bike lanes do not go through.

I can’t make it, since I’ll be sitting in for Damien Newton as guest editor of LA Streetsblog in the morning.

But I urge you to attend, or call or email CM Kortetz’ office if you can’t. Because a decision that gives a greater value to the convenience of a few homeowners over the safety of cyclists should not be allowed to stand.

This is the editorial I’ve been waiting for, as a writer for the Times tells motorists who claim cyclists have it coming to get a grip.

Bravo.

So what is it that drives otherwise rational people to fits of apoplexy when the subject of cycling comes up?

Yes, some cyclists break the rules. Dangerously, at times.

But sit by any major street, and it only takes moments to observe an unending stream of stupid driver tricks. And has been pointed out many times before, even the most reckless cyclist is a danger primarily to him or herself, while reckless drivers are a danger to everyone around them.

Dangerous drivers kill; dangerous cyclists and pedestrians get killed.

The risk is by no means equivalent.

And only a truly sick SOB would ever take pleasure or find justification in the needless death of another human being.

So get a grip. And get over it already.

Speaking of Seth, word is he has a book coming out this week, with a signing this Thursday at 7 pm at Pages: A Book Store, 904 Manhattan Ave in Manhattan Beach — including wine from Victoria Hill Vineyards and beer from Strand Brewing. That alone would make it worth the trip to the South Bay.

Seth is one of my favorite bike writers, veering from wildly inappropriate to outrageously funny to deeply moving. Sometimes in the same post.

Something tells me his book will be on the can’t miss gift list for a lot of bike riders this year. Including mine.

Finally, a cyclist does the right thing by giving up bicycling to take up driving; no really, you should read this one. Unlike the Chinese driver who did the wrong thing, promising to take the cyclist he hit to the hospital before dumping him on the side of the road.

Art and bicycling will collide in Los Angeles this weekend.

And for once, no one will get hurt. Unless maybe you get there too late to get the limited edition poster of your dreams.

This Saturday, ARTCRANK LAX returns to the city, offering original, limited edition bicycle-inspired prints from 32 different artists. Better yet, each signed and numbered poster will be available for purchase for just $40 each.

And yes, I have my eye on a few.

The popular show has been a huge success in cities across the country, from the original show in Minneapolis, to New York, Austin, Portland and San Francisco, as well as London and Paris. This is their second visit to Los Angeles, and it promises to be a huge hit.

Another event you won’t want to miss on Saturday.

The authors of Vancouver Cycle Chic are coming to town to present a workshop on Marketing Bicycle Culture at the New Urbanism Film Festival.

While city officials around the world focus their efforts on bicycle policy and infrastructure, they continue to overlook a critical third prong of increasing ridership: marketing the cycling lifestyle. This gap is currently being filled by advocacy groups and the bicycle industry, who often fall into the trap of dangerizing, politicizing, and overcomplicating the act of citizen cycling. Enter the Cycle Chic Movement, which exploded from the streets of Copenhagen in 2006, inspiring millions around the world to dress for the destination, and choose “style over speed”. Vancouver Cycle Chic – an active member of the Cycle Chic Republic – produced a series of short films to promote the simple and stylish act of getting on a bicycle, in the hope they would also motivate authorities to reconsider how they market bicycle culture to their citizens.

It takes place this Saturday at 5:30 pm at the ACME Theater in Hollywood, 135 N. La Brea Ave.

And don’t forget The Long Bike Back, which screens at 4 pm Saturday at the All Sports Film Festival at the El Portal Theater, 5269 Lankershim Blvd in North Hollywood.

I had planned to attend Metro’s Bicycle Roundtable earlier this week, and report back about the latest developments.

Unfortunately, life got in the way when a last minute client deadline I couldn’t push off kept me from attending.

However, Eric Bruins, Planning and Policy director for the LACBC, took exceptional notes, and graciously agreed to share them with us.

Bikeshare

Metro staff was tasked by the board last month with conducting a business case analysis for bikeshare in LA County.  Metro is investigating two basic options:

Metro as Facilitator

  • Metro would establish a bench of qualified vendors for cities to choose from.  Vendors on the bench would agree to a technology compatibility standard.
  • Cities would issue individual RFPs to vendors on the bench.
  • Metro would provide technical assistance and limited funding.

Metro as Lead

  • Metro would issue an RFP and select a single countywide vendor.
  • Metro would set the business model and have an active role in managing the system deployment.
  • Cities would determine station locations and other infrastructure within their public rights-of-way.  Cities would likely manage redistribution of bikes at the local level.

There will be an update at the December 5th Metro board meeting and the final report and recommendations will be released in January.

Bike Hubs

Metro is developing three initial bike hubs (a.k.a. bikestations/bike centers) at El Monte, Hollywood/Vine, and Culver City.  All will be operating by summer of 2014.  An RFP for operations will be released at the end of the month and a contract awarded in February.  Metro is intending these facilities to be cost-neutral. All bike hubs will feature:

  • Secure access and CCTV monitoring
  • Membership (fee TBD)
  • Self-lock parking for minimum 50 bikes
  • Unattended layout with flexible area allowing for potential tenant to staff and operate

Open Streets Program

Metro board allocated $2 million for CicLAvia-like events around the county, to be competitively awarded to local jurisdictions.  Guidelines are available now.  Application will be released early next year and a workshop held for interested jurisdictions.  Cities are encouraged to partner with a nonprofit/community-based organization.  20% local match required, but can be in-kind.

Education/Encouragement

Metro contractors (LACBC, BikeSGV, Multicultural Communities for Mobility) conducted 88 classes and reached 863 participants for a cost of ~$150,000. Everyone wants to find a way to make these a regular program.

CICLE has conducted 4 of 20 rides they will do over a 26-month period.  Next one is in Northridge in two weeks.

Campaigns

Universal praise for “Every Lane is a Bike Lane.”  Metro can and will do future campaigns.  Next educational messaging will provide tips for putting your bike on the bus with brochures and Transit TV PSAs.  9 bikes are forgotten on buses every day!  Bike theft from buses is an increasing problem.

Rail Car Refurbishment

Metro is doing a midlife refurbishment of its rail cars, offering an opportunity to reconfigure the layout and improve bike accommodation.  This will be a multi-year capital improvement from 2015-2018.  New features may include:

  • Digital displays
  • Separate wheelchair and bike locations in car
  • Bike securements
  • New flooring
  • New train controls
  • Sideways seating for wider aisles & greater standing capacity

Next meeting tentatively scheduled for February 4th @ 5:30 PM.

One quick aside.

If you don’t know Eric, you’re missing out on one of the most dedicated, skilled and hardest-working bike advocates in Los Angeles. Many of the recent victories for bicycling in the city can be traced directly back to his efforts.

The LACBC — and the City of Los Angeles — are lucky to have him.

Finally, I’m told we can expect the city to install permanent street signs along the LA River bike path by the end of this month. I’m waiting for confirmation from my source, but it looks like you may soon be able to know where the heck you are on one of the city’s most popular bikeways.

Today’s post, in which I catch up on all the latest news, including cyclists who come out of nowhere

I can’t even tell you how much stories like this piss me off.

According to the Daily Pilot, a Costa Mesa rider suffered major injuries when she was hit by a car before sunrise Monday morning.

The driver was headed east on Bay Street when he turned right on Newport Blvd and heard a loud noise, then found 44-year old Michelle Lounsbury trapped underneath his car.

In other words, he had no idea she was anywhere around when he made his turn.

Now, it’s always possible that it could have been her fault, at least in part.

She may or may not have been using lights in the early morning darkness. She may or may not have been properly positioned on the roadway, and riding in safe manner. The story doesn’t offer enough information to know what really happened.

On the other hand, if she’s close enough to run over, she should be close enough to see.

Every driver has an obligation to be aware of anyone and everyone else on the roadway. If someone is capable of being seen, it’s the driver’s obligation to see them — especially before making a turn.

Too often, that doesn’t happen.

Too often, someone gets hurt as a result. Or worse.

And too often, police accept “I just didn’t see her” as the universal Get Out of Jail Free card, as the last line of that story may suggest.

Best wishes to Michelle Lounsbury for a full and fast recovery.

I’ve gotten several reports of other serious SoCal bike collisions that have left riders badly injured over the past few days, so far without any follow-up.

In cases like this, no news is usually good news. So let’s hope that continues to be the case.

But some prayers or good thoughts might be in order if you’re so inclined.

After Mayor Garcetti lets LADOT chief Jaime De La Vega go, the Times questions whether NYDOT Commissioner Janette Sadik-Khan might be the right replacement. Word is Chicago’s exceptional DOT Commissioner Gabe Klein is about to become available, as well.

That’s a hint, Mr. Mayor.

Meanwhile, the LACBC’s Executive Director Jen Klausner offers an OpEd in response to a Times opinion piece claiming LA will never be a bike-friendly place. According to Klausner, our streets aren’t safe enough, but we’re getting there.

The Los Angeles Grand Prix will be held at the Velo Sports Center (i.e., the velodrome)  at the StubHub Center in Carson, Friday, November 22, through Sunday, November 24. It’s a UCI event, with UCI points, which means international fastest-of-the-fast fields. It isn’t free, but it’s not expensive either, especially since you can see the whole race, and you actually get a seat. (It beats standing alongside a road for hours just to watch the guys come by once.)

Seriously? A New Hampshire hit-and-run driver ran over and killed her former boyfriend; just a coincidence, right? A Boston cyclist has a dangerously close encounter with a spoiled motorist and her driving dog. Ridership is up for New York’s Citi Bike bike share program, which isn’t the death trap critics had feared, or perhaps, hoped for, in some cases; but no jokes about riding Brooke Shields, please. Delaware no longer says Share the Road.

Canadian pediatricians call for mandatory helmet laws for everyone, perhaps hoping to reduce the rate of cycling, as well as injuries. Is Toronto’s bike-hating mayor a crack-smoking serial drunk driver? If you build it, they really will come; study shows investing in bikeways results in increased journeys while reducing motor trips. The rate of cyclists killed or injured on London streets went up 18% last year. Bristol England prepares to go Dutch. Indian cyclists are getting crushed — sometimes literally — in the nation’s rush to prosperity. An Aussie site asks if the media helps whip up anti-cyclist rage; well, duh.

Finally, how to survive the coming Zombie Apocalypse through bike share, including advice that wearing a helmet makes it harder for zombies to feast on your brain. On the other hand, how you ride your bike could offer prospective employers insight into yours.

Possible justice for Andy Garcia, Frye flips out after getting flipped off, and a big bike drag in HP

Looks like there may be justice for fallen cyclist Andy Garcia.

And the riding companions who were injured with him.

Streetsblog’s Sahra Sulaiman reports that 21-year old Wendy Villegas was arraigned last week for the hit-and-run collision that left Garcia sprawled in the roadway, where he was hit and killed by a second vehicle.

Fortunately, the judge seems to be taking the case very seriously.

Not only is Villegas facing a sentence of between 5 – 7 and 10 – 15 years, but the unnamed judge wanted nothing to do with her lawyer’s complaints that an ankle monitor would cramp his client’s lifestyle.

Not to mention her choice of fashionable footwear.

According to them, the judge told Villegas she will wear the device because she is a danger to society. As such, she is no longer able to drive a vehicle, must obey a curfew, and is obligated to appear in court by 4 p.m. today (Oct. 11) to both pay for the monitor and have it placed around her ankle. Should she choose not to do so, the judge advised, a warrant would be issued for her arrest, she would be placed in custody, and her bail would be revoked.

Villegas was still drunk when she was taken into custody hours after dragging Garcia’s bike several hundred feet beneath her car.

Meanwhile, Sulaiman reports the survivors have been deeply affected by the collision. Mario Lopez suffered fractures to his back and leg, and now requires a walker and back brace to get around, painfully.

And Ule Melgar, the other rider hit by Villegas’ car, suffered severe road rash and leg pain; fortunately for him, his backpack broke his fall.

The other riders in the group have to live with watching their friend killed before their eyes.

As do the occupants of the car that took his life after Villegas left him sprawled in the road.

A memorial carwash will be held this Saturday in Garcia’s memory, and to raise funds for his family.

Ever think there might be a reason why a cyclist might flip off a friendly driver just trying to give a helpful honk?

Evidently, a thought like that has never passed through the head of Chicago Sun Times, Men’s Health and ESPN.com columnist Andy Frye.

In what he (mis)labels as satire, Frye reports a recent incident in which he drove up behind a bike rider who apparently didn’t know he was there. So he “tooted” his horn lightly.

Guess I should have known better. Not that I expected a waive from the cyclist, nor did I expect him to stop and say thank you, but I didn’t expect him to give me the one-finger salute in a long, protracted, five-second long flip-off accompanied by a scornful face.

Suddenly I was the bad guy, and apparently an archetype that embodied everything that is wrong with society, at least in the eyes of this self-proclaimed roadhog radical. I had become “The Man” and perhaps a symbol of an oppressive oil-oligarchy, hellbent on usurping all that is good by bumping this free-spirited city cyclist off the road.

I never knew a single digit could convey so much deep meaning.

And “The Man?” Seriously?

What, is it 1968 all over again?

Meanwhile, I’ve scoured my car horn, but can’t find the light toot setting, let alone the friendly warning button. Call me crazy, but I always thought car horns make the same sound regardless of your intent in honking.

So how, exactly, was the rider supposed to gauge the supposed purpose behind Frye’s honk? Especially when even the most well-intentioned honk sounds loud and angry to anyone not encased in couple tons of relatively soundproofed glass and steel.

Chances are, the rider already knew Frye’s car was there; loud, hulking vehicles are kind of hard to hide, even without looking. And if not, all he managed to do was scare the crap out of the poor guy by hitting his horn behind an unsuspecting rider.

Under the same circumstances, I probably would have flipped him off too. And I guarantee I would have known he was there long before his misguided finger hit the horn.

And he’d know I was there long after.

So for anyone else as clueless as the self-proclaimed bike-riding Frye, never, ever honk at a cyclist. It will almost never be taken well, regardless of what’s hidden in your heart of hearts.

And as Bike Snob so succinctly pointed out, that old cliché of “I own — or ride — a bike too…” is the moral equivalent of “Some of my best friends are (insert ethnicity here)…”

The city is teaming with the LACBC and Wolfpack Hustle to host a bike drag race compete with full support, including barricades, medical emergency response teams and police services. Registration is just $10 — and free for HP residents.

More on Mayor Garcetti’s plan for Great Streets, which doesn’t exactly jibe with proposed plans for a deadly virtual freeway on the Hyperion-Glendale bridge complex. The Times says men downplay the risks of texting and driving; oddly, I see more women texting behind the wheel, myself. Rick Risemberg reports riding in Portland is sort of like having CicLAvia every day. UCLA makes progress on their 2006 bike plan; I’d be happy if the red light on westbound Charles E. Young at the entrance off Sunset Blvd would just recognize my bike. The artist behind those incredible gates on the LA River. Bike Newport Beach introduces a bootleg bike master plan. After losing both his legs in Afghanistan, a San Diego vet rides 160 miles for charity. Thousand Oaks is striping roadways to reduce collision — not accident — rates, thank you. Designed to kill — LA throws out Complete Streets to plan high-speed Hyperion Bridge complex

Call it a big step backward for livability — and survivability — on LA streets.

Despite a state Complete Streets policy to accommodate all road users, plans to rehabilitate the Hyperion-Glendale bridge complex currently calls for a high-speed viaduct focused strictly on moving motor vehicles as quickly as possible, at the expense of all other road users.

Bike lanes included in the current bike plan have been left out. As have safely usable sidewalks. And apparently common sense, as the plans reflect a big step backward to the failed policies of the past, similar to the killer roadways currently found in Orange County and San Diego.

Not exactly what you’d expect from our new progressive mayor, who seemed to get it when completing a questionnaire for the LACBC prior to this year’s election. Or new bike-friendly City Councilmember Mitch O’Farrell, who replaced Garcetti in CD13.

On the other hand, it’s exactly what we might expect from Councilmember Tom LaBonge, who professes his support for bicycling while opposing bike lanes on Lankershim Blvd, and was the driving force behind the removal of the green bike lane on Spring Street in Downtown LA.

With friends like that, we don’t need enemies.

The LA Bureau of Engineering (BOE) and Caltrans are currently studying rehabilitating the Hyperion-Glendale complex of bridges over the 5 Freeway and LA River connecting Silver Lake to Atwater Village. Despite being designated for bike lanes in the 2010 Bicycle Plan, the proposed project does not include these planned lanes. Why? LACBC and LA Walks (and many of you) attended a community workshop last night to find out.

What we discovered is plain old car-centric engineering from start to finish. Caltrans and BOE are designing Hyperion Ave. to freeway standards with a design speed of 55 miles per hour. Based on that design speed, they are pursuing a median crash barrier, banked turns, and supersized car lanes. Those decisions leave no room for bike lanes and just a narrow sidewalk on only one side of the street.  Simply designing the street to normal city street standards would leave enough room for everyone.

Your voice is needed to make Hyperion Ave. safe for all. Subject: No Hyperion Freeway – Build a Safe Viaduct for All

As someone who bikes or walks between Silver Lake and Atwater Village, it is absolutely critical that Hyperion Ave. be made safe for people like me. Everyone’s needs can be met if the project is designed for appropriate speeds through an urban community. Specifically, I would like the project to include:

  • Bike lanes on Hyperion Ave.
  • Wider sidewalks and well-marked crosswalks with wayfinding signs
  • Narrower traffic lanes to provide more space for bicyclists and pedestrians and discourage speeding
  • No crash barrier and banked turns that will make people drive even faster
  • A complete crosswalk on the Atwater end of the viaduct to let people access the sidewalk from both sides of Glendale Blvd. and give bicyclists an alternative through the dangerous merge

There is no reason for this project to not be consistent with the bike plan and Caltrans complete streets policy. The viaduct is currently the greatest barrier to safe bicycle access across the 5 Freeway and the LA River. This project can change that and make all travelers benefit.

A new petition calls on Caltrans to stop chip sealing popular cycling routes, following the disastrous resurfacing of Angeles Crest Highway and Mt. Baldy Road.

The surfacing treatment, which combines a layer of asphalt over gravel or other aggregate material, results in a rough roadway that is, at best, unpleasant to ride. And at worst can create dangerous conditions that make it difficult to maintain control of a bike.

Considering the outcry from bike riders when Caltrans chip sealed PCH north of Cambria earlier this year, it’s nearly incomprehensible that they would use the same technique on some of Southern California’s most popular riding routes.

Which begs the question — is Caltrans merely incompetent and tone-deaf to the needs of cyclists, or is the agency actively trying to discourage riding on these roadways?
