Morning Links: CABO opposes protected bikeway bill; Brit driver kills 5-year old, then says shit happens

Once again, CABO — the California Association of Bicycling Organizations, not to be confused with the California Bicycle Coalition — has come out in opposition to a measure that would benefit the overwhelming majority of bike riders in the state.

AB 1193 would legalize protected bike lanes, which are currently considered experimental under California law, creating a fourth class of bikeways in the state to go along with Class 1 off-road bike paths, Class 2 bike lanes, and Class 3 bike routes.

The bill, sponsored by the CBC, would require Caltrans to work with local jurisdictions to establish minimum safety requirements for protected, or separated, bike lanes, rather than rely on Caltrans’ antiquated rules that have severely limited innovation and safety.

I have no doubt CABO is sincere in their opposition, which appears to be based on maintaining the overly conservative Caltrans standards they helped create.

But their opposition stands in the way of encouraging more people to get on their bikes, and improving safety for all road users. And gives needless support to those in the legislature who oppose bicycling and bike infrastructure in general.

Instead of opposing a very good and necessary bill, they should find a way to support it. Or at the very least, stay neutral.

Or they will continue to find themselves out of step with most riders, and further marginalized in a state where the CBC has become the voice of mainstream bicycling.

Breaking news: Laguna Beach bike rider dies following last night’s collision

Bad news from Laguna Beach.

According to the Laguna Beach Independent, 55-year old John Greg Colvin has died of the injuries he suffered when he was hit while riding on the Coast Highway Tuesday night.

The Orange County Register had reported last night that a then-unidenfied rider was critically injured when he was hit by a car on Coast Highway near Emerald Bay in Laguna Beach around 7 pm.

The Independent places the time of the collision at 6:56 pm, when the northbound bicycle was rear-ended while traveling in the right lane.

Colvin was taken to Western Medical Center in Santa Ana, where he later died.

Apparently, there’s some confusion over whether the 19-year old Prius driver fled the scene. The Register says he stopped nearby; however, the Independent says a witness followed him to El Morro Elementary School, where he was detained by police.

Google Maps places the school a full mile north of the collision site.

Drivers are required to remain at the scene and render aid in the event of a collision. Even though driving to another location a mile away would appear to be a clear violation of the law, the driver was not arrested or cited.

This is the 45th bicycling fatality in Southern California this year, and the 10th in Orange County; that compares to just three in the county this time last year.

Update: A press release from Laguna Beach-based EventMover Inc. announced the hiring of John Colvin in 2012; LinkedIn identifies him as a member of the Irvine Chamber of Commerce. However, without the middle name, there’s no assurance it’s the same person.

Morning Links: Cyclist critically injured in Laguna Beach; lawsuit filed against LA County, LASD in Milt Olin case

Late breaking news as this goes online.

According to the Orange County Register, a 55-year old bike rider was critically injured when he was hit by a car on Coast Highway near Emerald Bay in Laguna Beach around 7 pm Tuesday. Despite initial reports that the driver had fled the scene, he actually stopped a short distance away and waited for authorities.

No word yet on how the collision occurred; a satellite view of the street shows a wide parking lane or shoulder, but no bike lanes.

The victim, who has not been publicly identified, was taken to Western Medical Center in Santa Ana.

Let’s keep our fingers crossed for a full and fast recovery.

The only real question is why they waited so long.

Not surprisingly, the family of fallen cyclist and former Napster executive Milt Olin has filed a lawsuit against LA County, the LA Sheriff’s Department, and the deputy behind the wheel when he was run down from behind while riding in a Mulholland bike lane last December.

According to the LA Daily News,

The family “suffered a profound loss, a loss of a wonderful husband and father, and actually a wonderful human being, as all his friends will tell you,” attorney Bruce A. Broillet, who is representing the family, said Tuesday. “We believe the sheriff (deputy) was operating his vehicle negligently, inappropriately and this never should have happened. We will be seeking to hold the county, the sheriff (deputy) and the Sheriff’s Department accountable for the death of Milton Olin.”

The claim seeks an unspecified amount in damages for loss of love, care, protection, moral support and financial support, among other things. It also seeks more than $30,000 in damages for medical, burial and funeral expenses.

Meanwhile, the DA’s office is still reviewing the Sheriff’s Department’s self-described unbiased investigation of their own officer nearly a month after the results of the five-month investigation were turned over to them.

No word on what conclusions they reached, if any, or when or if the DA will announce whether charges will be filed.

Or whether it was an official or unofficial departmental policy that resulted in Olin’s death, as many suspect.

Morning Links: Career criminal arrested in fatal San Bernardino County hit-and-run

Turns out the driver arrested in the April hit-and-run death of San Bernardino County bicyclist Troy Davids has a long criminal and traffic record.

Twenty-six-year old Casey Andrew Coltrain was already on probation for driving under the influence of drugs when he allegedly crossed onto the wrong side of the road, ran a red light and hit Davids as he rode his bike in a crosswalk on his way home from work.

In addition, Coltrain has prior convictions for misdemeanor reckless driving and drug-related charges, as well as speeding, failure to stop at a stop sign and not using a seat belt. Not to mention multiple convictions for burglary, possessing an illegal dagger and receiving stolen property; he was already in jail on his latest burglary and probation violation charges when he was arrested for the hit and run.

He faces second-degree murder and felony hit-and-run charges in the death.

It will be interesting to see if the DA tries to use this as a possible 3rd Strike.

The Eastside’s Ovarian Psychos teams with Rio Contreras to host a three-part bike mechanics class for women and those who identify as women on consecutive Thursdays, starting June 12th from 6 to 9 pm, 1214 East 1st Street.

The Santa Monica Festival takes place on Saturday, June 14th, featuring a Bike Zone and Exhibition and a free Bike Rodeo; 11 am to 6 pm at Clover Park, 2600 Ocean Park.

Saturday, June 14th marks the first Tour de Downey bicycle ride, followed by the second annual Make Music Downey concert. The $25, 35-mile ride to Long Beach and back departs from Downey City Hall, 11111 Brookshire Ave, at 7 am; there’s also a free six-mile Community Ride departing at 9 am.

A memorial ride and walk will be held on Sunday, June 15th to commemorate the one year anniversary of the death of Pasadena bike rider Phillip O’Neill. Santa Monica’s Cynergy Cycles is hosting a meet and greet for the BikeMS ride, featuring Phil Keoghan, host of The Amazing Race, on Tuesday, June 24th from 7 to 9 pm, 2300 Santa Monica Blvd.

Sunday, June 29th marks the free Downey Kid’s Bike Festival from 10 am to 2 pm at

The Los Angeles Bicycle Advisory Committee, the city’s only official voice for bicyclists, meets on the first Tuesday of every even-numbered month; the next meeting takes place at 7 pm on Tuesday, August 5th at Pan Pacific Park, 7600 Beverly Blvd.

The California Coast Classic Bicycle Tour rolls from San Francisco to Los Angeles September 13th through 20th to benefit the Arthritis Foundation; participation is limited to the first 300 to register.

The year’s second CicLAvia takes place on Sunday, October 5th with a new variation on the classic Heart of LA route through Downtown LA, from Echo Park to East LA.

Paso Robles hosts a Wine and Roses Bike Ride on Saturday, October 11th; the event is limited to the first 350 riders to sign up.

Downtown Garden Grove is scheduled to go car-free on Sunday, October 12th with the city’s first open streets event.

The Los Angeles edition of the CF Cycle for Life rolls through the hills of Calabasas on Sunday, November 2, with rides of 25, 65 and 100 miles to raise funds for the Cystic Fibrosis Foundation. The ride departs from Pedaler’s Fork, 23504 Calabasas Rd.

Calbike is hosting the inaugural California by Bike Surf ’N Turf Tour. The multi-stage ride travels from Santa Barbara to San Diego, starting on Halloween and ending November 5th; registration is now open.

The first winter — or late fall, anyway — CicLAvia is also the first to roll through historic South LA on Sunday, December 7th, from the cultural center of the Southside in Leimert Park to the birthplace of West Coast Jazz on Central Avenue.

Now that’s taking hit-and-run seriously for a change.

Former substance abuse counselor Sherri Lynn Wilkins, who fell off the wagon and killed a pedestrian while driving under the influence — hitting him so hard she literally knocked him out of his boxers, and drove two miles with his body lodged in her windshield — was sentenced to 55 years to life.

Maybe if the heartless cowards who killed Andy Garcia and maimed Damian Kevitt, just to name a few in a shamefully long list, faced sentences like that, we might finally put an end to this horrible epidemic.

San Bernardino authorities report an arrest has been made in the April hit-and-run death of Eastdale bike rider Troy Davids. More details when they’re released.

KCRW covers the debate over the Fig4All bike lanes on North Figueroa, while a writer for KCET complains about the city’s incomplete streets exemplified by North Fig and Westwood Blvd, where Councilmembers Cedillo and Koretz have blocked bike lanes despite professing support for them.

Meanwhile Streetsblog looks ahead to the meeting that took place last night, and questions the motivations of CM Cedillo.

CedilloBallotBy all reports, the meeting was a total waste of time as Cedillo spent over an hour introducing his staff and patting himself on the back, while failing to take comments from the public on either side of the debate. Many people got bored and walked out long before the meeting was over.

Instead, attendees were asked to fill out a form indicating their preferences — the results of which will be compiled by the office of the same councilmember accused of trying to block the project.

19-year old bike rider killed in South LA hit-and-run

Yet another teenage cyclist has been murdered by a heartless hit-and-run driver.

Late last night, news broke that a South LA pedestrian had been seriously injured by a driver who fled the scene. By this morning, it was clear that the victim, identified as by the LA Times as 19-year old Oscar Toledo Jr., had been riding a bike when he was run down.

KNBC-4 places the collision around 9:40 pm at the intersection of South Normandie Ave and West 47th Street. Toledo was reportedly crossing Normandie on 47th when he was hit by a car traveling south on Normandie; no word on which direction he was riding. However, the Times story says he was making a left, apparently onto Normandie.

The driver fled the scene, evidently without slowing or stopping.

Toledo was transported to a local hospital in critical condition; KNBC reports he died there while the Times says he passed away in the ambulance.

Police are looking for a red Toyota Corolla or burgundy Pontiac, which suggests there may have been at least two witnesses to the crash. KNBC reports police will be looking to see if  collision may have been captured on surveillance video from local businesses.

KABC-7 quotes an LAPD detective, who says the vehicle may have front end damage constant with striking a bike.

“The young man was 19 years old, leaves behind a caring family, his mother, his brother. It’s very important that if witnesses have any information to come forward so we can solve this crime,” said Render.

Anyone with information is urges to call the LAPD at 877/LAPD-24-7.

This is the 44th bicycling fatality in Southern California this year, which compares with 32 this time last year. It’s also the 18th cycling death in LA County, and the fifth in the City of LA; three of those five deaths have been hit-and-runs.

Update: KTLA-5 reports Toledo had recently become a father; now a child will grow up never knowing his dad. A ghost bike will be installed at the location Friday evening.

My deepest sympathy and prayers for Oscar Toledo Jr. and all his loved ones.

Writing for Flying Pigeon, Rick Risemberg accuses Councilmember Gil Cedillo of lying — again — in his opposition to bike lanes on North Figueroa.

Which is just the tip of the iceberg when it comes to the resentment many riders and NELA community members seem to feel over the Councilman’s apparent attempts to tip the scales in opposition to the planned North Fig road diet and bike lanes.

And all for reasons known only to Cedillo, who has yet to take a public stand on the issue despite the obvious efforts of his office to torpedo the already approved, funded and shovel-ready project designed to improve safety and livability for everyone along the corridor.

It’s scheduled to come to a head tonight as yet another public hearing will be held to consider the matter.

The project enjoyed overwhelming public support at the last meeting on the subject, even though Cedillo and his staff refused to let most supporters be heard in a bizarre attempt at balancing those in favor and against the project. Which only served to amplify the voices of the minority opposition far beyond the limited support they actually had.

Anyone who lives, works or rides in the area is urged to attend. And wear green to show which side you stand with, even if they try to muzzle supporters once again.
