Rancho Palos Verdes extends its usual unwelcome mat for bicyclists to e-bike riders, with new restrictions and fines to make you feel as unwanted as possible.

Of course, the Daily Breeze feels compelled to hide the story behind their paywall for subscribers only, so they evidently don’t want you to know about it.

However, this excerpt from the article suggests that they intend to ban ebikes entirely from city streets and sidewalks; the last part is legal, the first not so much.

Expanded e-bike restrictions

The city council recently expanded the ordinance to ban e-bikes on city streets and sidewalks, while allowing them on bicycle paths.

California state law allows bicycles on any street where cars are allowed, and ebikes are allowed under state law. So unless they’re planning to ban cars from city streets, they can’t ban ebikes, either.

But it could mean going to court to fight a ticket and convince a judge if you want to challenge it.

A worker on a Camarillo landscaping crew was arrested for looting an ebike Friday in the wake of the Mountain Fire.

After a homeowner parked his ebike in his driveway to check on his property, he returned to find the bike missing. He confronted a landscaping crew working in the area, and one of the men admitted to taking the bike, and gave it back to him.

The homeowner reported the incident to the police the next day, resulting in Ramon Avila Pacheco being booked on suspicion of looting in an evacuation order area.

Apparently, returning the ebike had no effect on the charge.

It’s now 327 days since the California ebike incentive program’s latest failure to launch, which was promised no later than fall 2023. And a full 41 months since it was approved by the legislature and signed into law — and counting.

The war on cars may be a myth, but the war on bikes just keeps on going.   

Seriously? The Marin County Supervisors are backing what the local newspaper calls a “bike-lane experiment,” which amounts to ripping out the bike lane on the Richmond-San Rafael bridge four days a week, on a trial basis. Although it’s questionable whether they could do it without a CEQA review on anything but a trial basis. 

That’s more like it. Thousands of people on bicycles jammed the streets to protest the removal of Toronto bike lanes, which were ordered taken out by the anti-bike provincial government. Maybe someday, we’ll be able to get a turnout like that here in Los Angeles. Click through if the video below appears truncated on your screen, like it is on mine.

Ill-advised bike ban on Palos Verdes Drive South as ground shifts, and more on drunken Texas hit-and-run mayhem

No one ever accused Rancho Palos Verdes of displaying common sense.

As we mentioned last month, the wealthy enclave felt a need to address dangerous road conditions on Palos Verdes Drive South, caused by shifting of the bluff underlying it.

So naturally, they responded to the slick, cracking and crumbling roadway by banning all two-wheeled vehicles, primarily bicycles and motorcycles.

Never mind that it’s the people in the bigass cars, pickups and SUVs who cause the most damage. Or that’s it’s in direct violation with state law, which allows bicycles and motorcycles on any public roadway where motor vehicles are allowed, with the single exception of banning bicycles from some limited access highways that have alternate routes.

Oops.

While a bicycle can get its tires caught in cracks in the roadway, bike riders also have a greater ability to avoid obstacles than people in motor vehicles, which are much harder to stop or turn.

And it’s not the people on bicycles who risk causing further damage through their sheer weight.

Unfortunately, however, the only way to beat the new rule is to break it, get a ticket and fight it in court, which is a long, complicated and expensive process. And would probably require a good lawyer to make your case for you.

Let’s just hope the sheriff’s department, which is charged with policing the Palos Verdes Peninsula, has enough sense not to enforce it.

But based on previous experience with the LA County Sheriff’s limited grounding in bike law, I wouldn’t count on it.

The seemingly road-raging Texas driver who was caught on video plowing into two bicyclists from behind on Monday, apparently on purpose, was captured when he was chased down by witnesses.

Thirty-one-year old Benjamin Hylander taken into custody on multiple charges including driving while intoxicated and aggravated assault with a deadly weapon.

He had a roadside BAC, or blood alcohol content, of .25 — over three times the legal limit.

Hylander reportedly insisted he had to talk to the victims to apologize after he was stopped. But he can be clearly seen driving over one of the victims to get away, as the man lay face down in the roadway following the initial impact.

Which doesn’t exactly bespeak regret for his actions.

Remarkably, neither victim was seriously injured.

A Thai website relates how a 71-year old amputee fatally stabbed a drunken 45-year old man who had repeatedly harassed him while the older man played chess with friends — yet they described the murder as a case of “cycling rage” just because of how the killer got back home afterwards.

But sometimes, it’s the people on two wheels behaving badly.

A bike-riding vandal is accused of deliberately smashing the driver’s side mirrors on a dozen cars in Torrance as he rode by Monday night, for no apparent reason.

Fox News offers video of a crazed, road-raging New York man who threw his bikeshare bike in front of an SUV after arguing with the driver, before the other person drove over the bike’s front wheel and apparently went on with his day; the bicyclist calmly rode off after giving the SUV driver and other honking motorists the bird. Although there’s no mention of what the poor, tormented driver may have done to induce such anger — or that merely driving over the bicycle is a crime. 

A British bike rider has been fined the equivalent of $280 for blowing through a red light while a mother was pushing her child in a stroller, forcing them them to stop mid-step to avoid a crash — rising to a well-deserved $500 including court costs and fees. Seriously, it’s one thing to go through a light when there’s no one around. But don’t be an ass when others have the right-of-way.

Santa Monic bike riders rode throughout the beachfront town to celebrate the Juneteenth holiday on Wednesday, in a ride sponsored by the Santa Monica Black Empowerment Association.

Add e-scooters to the list of things you’ll have to dodge on the beachfront bike path in Long Beach.

 

State

Add Costa Mesa to the ever-growing list of Orange County communities trying to crack down on ebikes.

No surprise here. After Palm Springs bicyclist Bond Shields penned a “Bicycling Manifesto” for the city — composed of common sense safety reforms — he passed it on to the city manager and a councilmember; only the latter promised to do anything, passing it on to the city’s Sustainability Commission, where it apparently died a quick, quiet death.

San Francisco’s transportation authority has voted to remove the contentious Valencia Street centerline bike lane, although work won’t begin on a curbside replacement until next year; some of the newly empowered local merchants don’t like the new bike lane plan, either.

A British man has completed his third bike ride around the world — or his 11th if you count motorcycles. Which makes you wonder how he’s had time for anything else. 

The nonprofit European Cyclists’ Federation honored the European Union; Ghent, Belgium; Bologna, Italy; Lyon, France; and Quelimane, Mozambique; for their efforts to support and encourage bicycling at their annual Velo-City conference.

More than 1,800 bicycles have been delivered to war-torn Ukrainian communities through the #BikesForUkraine initiative.

Beverly Hills is backsliding on their new found commitment to bike safety and Complete Streets.

The gilded city will rip out its only protected bike lane, on South Roxbury Drive next to Roxbury Park, because some drivers found the new parking configuration confusing and thought it reduced visibility when backing out of parking spaces.

Even though the city doesn’t seem to have done any actual studies to see whether it improved safety during the three years it was in place with no documented safety issues.

The planter-protected bike lane will be replaced with sharrows — even though protected bike lanes have been proven to improve safety for all road users, while sharrows have been shown to make things worse.

And never mind that the arrow in the sharrows symbol is just there to help drivers improve their aim.

Speaking of gilded cities, Jim Lyle forwards news that Rancho Palos Verdes is considering banning bicycles and motorcycles from Palos Verdes Drive South, due to the same shifting ground that forced the closure of the famed Wayfarer’s Chapel.

However, that could put the city in conflict with state law unless cars are also banned from the street, since since state law requires bicycles to be permitted anywhere motor vehicles are allowed, with the exception of limited access highways in urban areas.

On the other hand, the suggestion to voluntarily avoid the area is probably a good idea until the ground stops literally shifting beneath your wheels.

The City of Rancho Palos Verdes would like to inform the Bike Community that the City will be considering prohibiting bicycles and motorcycles on Palos Verdes Drive South (PVDS) and an agenda item is planned to go before the RPV City Council on June 18, 2024.

  • City staff and consultants are seeing rapid and substantial rates of movement (6 to 9 inches per week, depending on location) in and around the vicinity of the landslide area along Palos Verdes Drive South.
  • Despite the warning signs in place, we are seeing injuries.
  • Out of an abundance of caution, we are asking the City Council to consider prohibiting bicycles and motorcycles on PVDS.
  • We are requesting the Bike Community to voluntarily consider alternate routes.

Police are looking for a con man who stole a Huntington Beach man’s electric bike, as well as victimizing several other people with similar scams.

The man poses as a prospective buyer for expensive ebikes advertised on on Facebook Marketplace and other online platforms, and shows up with cash in hand for a test ride.

But only after leaving with the bike do the victims discover the envelope full of money he left behind as a deposit is just counterfeit prop money for intended for film shoots, and marked “For motion picture purposes only” in small fine print.

In this case, the Huntington Beach victim was scammed out of $4,200.

There’s no word on how many other people have been conned, or the value to the bikes he’s stolen. However, after reporting the crime, the victim heard from several other people claiming they had also been victimized in similar scams, including in Redondo Beach and Escondido.

So watch out if you’re selling an ebike — or any other high-end bike — through an online marketplace.

El Paso police blame the victim, saying a 76-year old man died ten days after striking a car on his bike when the 22-year old driver pulled out in front of him while exiting a parking lot; needless to say, there’s no mention of a charges or even a ticket for carelessly killing an elderly man.

A British borough is spending the equivalent of nearly $51,000 to install closed circuit TV cams to deter anti-social behavior by riders on a new bike path.

Streetsblog reports protected bike lanes — or what passes for them in Los Angeles — are finally coming to Hollywood Blvd this summer. However, they won’t offer any protection for tourists strolling along the crowded boulevard, other than a few flimsy plastic bollards and whatever cars may be parked alongside it.

The Los Angeles Times highlights six “must-see stops” along the beachfront Marvin Braude Bike Trail. Never mind that the bike path would extend to Malibu by now, instead of stopping at Will Rogers State Beach, except for a misguided campaign to halt the extension over the optics of spending millions to build it. 

Culver City is moving forward with plans for a three-mile concrete bike lane on Overland Ave, along with new safety and streetscape improvements, extending from Venice Blvd through Fox Hills.

Malibu locals can get a free T-shirt calling for speed cams on deadly PCH, complete with an acronym calling for drivers to slow the fuck down, at the Tracy Park Gallery this evening.

As we noted yesterday, the California legislature has rejected Governor Newsom’s call to gut the state’s Active Transportation Program; Streetsblog’s Melanie Curry explains just how awful the cuts would be. Not to mention the draconian cuts also shows the lack of actual climate bona fides for our ostensibly “climate champion” governor.

Goleta opened a new community garden, playground and extended multi-purpose path through a local park.

A woman in San Mateo County was convicted of second-degree murder and other charges for the drunken crash that killed a 60-year old bicyclist in 2022; 33-year old Samantha Mei Hartwell qualified for the murder count thanks to her previous DUI convictions.

A blog post examines the science of why we give up, as it relates to a failed century ride.

An op-ed in a Boulder, Colorado paper suggests that instead of conducting a road diet to improve safety, bike riders should just ride on quieter neighborhood streets. Never mind that the purpose of a road diet is to tame a dangerous roadway, and the bike lanes are usually a tool to do that. And no one would suggest that drivers should be forced to take a slower, circuitous route filled with stop signs just to get where they’re going.

A New York man was killed riding his bike home from his job as a Manhattan dishwasher, after the city delayed installation of a protected bike lane last fall that might have saved him.

Now you, too, can ride up Glasgow, Scotland’s 650-foot long Montrose Street hill, with it’s “infamous” 14% gradient featured in last year’s World Championships.

Derby, England’s iconic bespoke bike brand Mercian Cycles is entering voluntary liquidation and shutting down operations after 78 years; Leigh Timmis rode one of their bikes on his seven-year, 44,000-mile ride around the world.

After spending the last decade focused on building “bicycle superhighways” for commuters, London’s transportation department is launching a series of leisurely bike routes of up to ten miles for weekend riding.

National Geographic recommends the 15-day, 535-mile bicycle-and-train Slovenia Green Gourmet Route, providing a fresh two-wheeled perspective on the country’s food, history and culture.

A pair of German sisters are now three years and over 6,200 miles into a bike tour of Africa, after they initially set out for Portugal and just kept going.

Over 5,000 elementary school kids in Kitakyushu, Japan have received an official-looking bicycle license after taking a course in bike safety and passing a simple test, although the license doesn’t seem to be required or provide any added benefits. Thanks to Megan Lynch for the link.

Belgium’s “Spy in the Peloton” offers an insider’s look at motor doping inspections at the recently completed Giro, which was the fastest in the race’s storied 115-year history.

The Tour de Suisse will honor fallen pro cyclist Gino Mäder at this year’s race, a year after he was killed in a high-speed crash during last year’s tour.

Former pro Peter Sagan failed to qualify for Slovakia’s mountain bike team for the upcoming Paris Olympics, after his training was derailed by a heart condition earlier this year, ending his illustrious career with a whimper instead of a bang.

Hahn moves to study safety after Woods crash, sheriff calls it oopsie, and parking matters more than bike rider’s death

It only took the near death of a celebrity.

LA County Supervisor Janice Hahn is finally pushing for much needed safety improvements on Hawthorne Blvd, where golf legend Tiger Woods was seriously injured in a high speed end-over-end collision.

Hahn directed the county Department of Public Works to review safety on the stretch of roadway where the crash occurred, which residents described as a scene of frequent crashes.

However, no one ordered a similar review when a 32-year old homeless man, identified as Jonathan Valbuena, was killed in a hit-and-run a few miles north on the same deadly corridor.

And no one ordered immediate action despite the corridor’s inclusion on the equivalent of the High Injury Network under the county’s Vision Zero plan, which doesn’t seem to have made any more progress than LA City’s seemingly forgotten plan.

Then again, none of the six people who were killed or seriously injured over a five-year period in that deadly section of the street were famous.

Which, sadly, seems to make all the difference.

That’s not to say the dangerous downhill street where Woods crashed doesn’t need to be fixed.

But maybe we could do something where the rich and famous don’t live and drive, too.

On a related note, LA County Sheriff Alex Villanueva has given Tiger Woods a pass on the crash, saying his wreck was just an oopsie.

Apparently, Woods was traveling without a driver to film a low-budget documentary show for Discovery when he crashed.

San Diego business owners complain about the loss of 22 parking spaces to create a temporary separated bike lane where a bike rider was killed last year.

Even though they’ll get them back when it’s converted to a protected bike lane later this year.

Yet there’s not a single mention of 65-year-old Dan Sweeney, who died nearly two months after a hit-and-run directly in front of their restaurants. Or that the driver left him in the street to die after getting out of his van and moving Sweeney’s bike out of the way.

Almost as if they don’t even care.

Nor, apparently, did anyone seem to care that the driver, 29-year old Mauricio Armando Flores, now faces up to four years behind bars after pleading guilty to leaving Sweeney bleeding in the street after running him down from behind.

He’ll face sentencing next month.

Update: Bike rider killed by moving truck in Rancho Palos Verdes

Word is just coming in that someone has been killed while riding a bicycle in Rancho Palos Verdes.

Very few details are available at this time.

However, KNBC-4 reports the victim was struck by a moving truck on Vallon Drive near Hawthorne Boulevard around 2:50 pm this afternoon; presumably they mean a truck for a moving company, rather than one in motion.

According to the station, sheriff’s deputies believe the truck, which KCBS-2 identifies as a big rig, was making a right turn off an undisclosed side street when it struck the rider.

The victim was pronounced dead at the scene. No other information is available at this time.

A satellite view shows Vallon as a narrow, winding residential road; Via la Cresta is the only cross street that enters it, just above Hawthorne, though Vallon connects with Marne Drive just below Hawthorne.

This is the 24th bicycling fatality in Southern California this year, and the 6th in Los Angeles County.

Update: The Daily Breeze confirms the collision occurred at Vallon and Via la Cresta.

Update 2: KNBC-4 changes the location once again, writing that the collision took place at Hawthorne and Vallon.

According to a sheriff’s spokesperson, the victim was riding down the hill on Hawthorne at a high rate of speed, estimated at 45 mph. The driver of a Mayflower truck turned right onto Hawthorne in front of the cyclist, who was unable to stop at that speed.

The driver continued on, reportedly having no idea the rider had collided with his truck. 

However, if the rider was really going that fast, he would have hit with a significant amount of force, making it seem odd that the driver failed to notice. 

Regardless, sheriff’s deputies concluded that the driver didn’t break the law, and everything he did was “legal at the time.”

Update 3: In their report from the scene, which I was unable to view last night, KNBC-4 reports the truck was stopped at the red light headed west on Hawthorne, and made a wide turn onto Vallon when the light turned green.

The victim, who still hasn’t been publicly identified, apparently rounded a blind curve on westbound Hawthorne while descending at a high rate of speed; unable to stop, he slammed into the side or rear of the truck. 

The driver continued on, dragging the bicycle roughly 200 feet up Vallon before finally coming to a stop. 

There’s no way to know if the victim would have had a chance if the driver had stopped after the initial collision.

Update 4: The victim has been identified as 29-year old Redondo Beach resident Pissanuk Jonathan Tansavatdi. Thanks to Martin Blount for the heads-up. 

Meanwhile, Blount forwards a video showing the descent on Hawthorne Blvd. The intersection at Vallon comes into view at the 1:30 mark, with the riders passing through at 49 mph, giving credence to the police theory that Tansavatdi may have hit the truck at 45 mph.

Update 5: I’ve heard from a relative of Tansavatdi, who described him as sunny, cheerful, handsome, talented engineer, and a friend to many.

Road raging driver mows down cyclist in Palos Verdes

The bike is dead. Fortunately, its rider isn’t.

The Daily Breeze is reporting that a road raging driver deliberately ran down a bicyclist before slamming into a series of cars.

According to the paper, Palos Verdes Estates resident Doug Castile was riding on Via Pacheco around 6:30 pm when he was Jerry Browned by a driver who sideswiped him, then backed up and hit him again when he complained.

Castile said he yelled, “Hey, you just hit me!” The driver of the black car then put it in reverse, backed up behind the bicyclist, pulled forward and pushed the bicyclist into the plants.

“The guy put it in reverse again, backed up, and ran over my bike,” Castile said. “At that point, my feet are clipped in the pedals on my bike. I unclipped my feet and jumped off the bike into the plants and he’s running over my bicycle back and forth.”

The driver, who wasn’t identified in the story, reacted bizarrely when Castile reached reached into his pocket for his cell phone.

“He says, ‘What are you reaching for, a gun?’ It just was so odd to hear that statement. I took my hand out of my pocket. I thought this guy is capable of anything,” Castile said.

At that point, the driver sped off, slamming into an unknown number of parked and moving vehicle before his car finally became disabled on Ganado Drive and Sheriff’s deputies made an arrest.

Castile was able to escape with scrapes, while his $3,000 to $4,000 bike was destroyed.

The paper says police were unsure whether the driver was suffering from a mental condition or committed a deliberate assault.

Unfortunately, anyone can buy a car and get a license, regardless of mental or emotional stability. And in the wrong hands, it can become a weapon.

As we have seen too many times before.

Update: The Daily Breeze identifies the driver as 65-year old William Thomas Kelly of Torrance. He’s being held on $30,000 bond on suspicion of assault with a deadly weapon; hopefully, more charges — and a much higher bail — will follow soon. 

It’s also worth noting that deputies found Kelly unconscious in his car after it rammed the gates to an FAA facility, which could lead to federal charges. According to the paper, officer’s smelled alcohol on his breath when he was taken into custody — which could make this the fourth time he’s charged with DUI since 1991.

And yet he was still allowed behind the wheel to threaten the lives and safety of others.
