Advice for riding in the rain — just don’t, CicLAvia rolls Sunday rain or shine, and psych exam for confessed Mammone killer

Let’s start with what’s anticipated to be a freakishly heavy winter storm, which is just beginning to pelt Southern California with rain as I write this.

BikeLA, nee LACBC, dug deep into its archives to pull out some good tips for riding in the rain, like making sure you can be seen in low visibility, and avoiding puddles since you have no way of knowing what’s underneath.

Even if it is a lot more fun to coast through them.

But if the storm turns out to be as bad as they’re predicting, with two to four inches of rain at the coast, and more in higher areas, and snow levels down to 2,000 feet, you’re probably better off just sitting this one out.

So unless you absolutely have to ride your bike, just stay safe and leave it at home for a couple days.

Then bring it out for Sunday’s CicLAvia on Sherman Way through Canoga Park,  Winnetka and Reseda in the San Fernando Valley, when the city is supposed to briefly dry out before another series of storms rolls in on Monday.

Speaking of which, BikeLA has canceled this weekend’s planned Griffith Park Mountain Madness Ride due to hazardous weather conditions.

The judge overseeing the murder case against Vanroy Evan Smith has appointed a pair of mental health experts to examine the 39-year old Long Beach man, after his attorney questioned whether Smith is competent to stand trial.

No shit, considering he claims to be both God and Jesus, all rolled into one, and therefore entitled to kill anyone he wants.

Assuming the court rules he’s unable to understand or participate in the case against him for the alleged murder of Dr. Michael Mammone as he rode his bike in Dana Point — which is a pretty safe bet at this point — Smith would be sent to a state mental hospital for treatment.

The case could then resume when and if he’s ever found competent to stand trial.

As heinous as this crime was, Smith is a clearly a victim of our country’s failed mental health system, and should have had treatment for his mental illness long before he became a danger to Mammone, or anyone else.

Unfortunately, though, we can’t put America’s mental health system on trial.

And from all appearances, it will be a long time before Smith ever sees a courtroom for murdering Mammone with his car and knife, if he ever does.

Or before Mammone ever sees justice.

Talk about not getting it. Less than a month after People For Bikes named a fully separated Bloomington, Indiana bike lane the 5th best new bike project in the US, a local mayoral candidate wants to redesign it to make it safer for other road users. Because apparently, bikeways are there to protect buses and emergency vehicles, too. Thanks to Ben Fulton for the heads-up.

No bias here. After a bike rider leaves a sign pleading for vandals to stop slashing bike tires at a Vancouver bikeshare dock, someone responded with their own sign reading “Too bad, so sad. Us motorists want our parking spots back.

But sometimes, it’s the people on two wheels behaving badly.

There’s almost a special place in hell for the lightless, masked bike rider who almost knocked over 89-year old TV legend Joan Collins as she got out of a cab on a street closed to traffic. And probably almost stepped out in front of him.

A columnist for the LA Times takes a ride in a self-driving Waymo robotaxi, and envisions a world where Jevons Paradox — which argues that making something easier or more plentiful induces people to use it more — will lead to even more paralyzing traffic congestion on the city’s streets.

Metro is accepting applications from community-based organization and other nonprofits to redistribute the roughly 5,000 unclaimed bikes left on the transit system to people in need, including resource-challenged communities and people experiencing homelessness. Although from what I’ve seen, some homeless people already have more bikes than the rest of us.

This is who we share the road with. A 39-year old man faces charges for deliberately trying to run over pedestrians at Santa Ana’s MacArthur Intermediate School; fortunately, the attack came after school hours, and he doesn’t appear to have succeeded in hitting anyone.

Bakersfield approves a new traffic calming program, after 80 fatal collisions involving pedestrians or bicyclists in just the last three years.

A Berkeley website examines how a proposed bike lane project fell victim to the city’s culture wars.

San Francisco public radio station KQED takes a deep dive into the nation’s first Critical Mass ride in July, 1997, when thousands of bicyclists took over the streets of San Francisco to demand safer streets, calling it the “night that changed San Francisco cycling forever.” And they have a point; in the quarter century since, the city has gone from near zero to over 463 miles of bike lanes, paths and trails. Sebastopol moves forward with plans to build dangerously unsafe bike lanes on a road that advocates say is too busy, too steep and too narrow, because any changes now would jeopardize the entire road project. Which is certainly worth needlessly killing or maiming a few people down the road, right?

Hawaii could take a different approach to ebike rebates, offering anyone over the age of 16 up to $500 in rebates every year.

New Seattle DOT Director Greg Spotts, until recently LA’s Director of Street Services, ordered a top-to-bottom review of the city’s Vision Zero program to halt a recent trend in the wrong direction. I don’t think they’re going to make it. According to a Colorado public radio station, my bike friendly hometown aims to end traffic deaths and serious injuries by 2023. Although further into the story, it seems the real date is actually ten years off. Which is good, since they already had two people killed riding bikes just last week.

Cleveland bike advocates were in a celebratory mood after a state legislator pulled an amendment that would have banned bikeway projects in the middle of a street in any large city, which would have killed a planned centerline separated bike path.

London bike thieves use an angle grinder to steal a cargo bike from a bike hanger on a public street in broad daylight

The UK’s troubled British Cycling is responding to recent controversies and a dramatic decline in bike sales by scrapping the group’s ambitious goal to increase its current 150,000 membership to a quarter million before next year’s Paris Olympics.

A British woman says she may have “unintentionally” put her hand out to protect herself, even though witnesses say she was heard yelling “get off the [expletive] pavement” before knocking a 77-year old woman off her bike and into the path of an oncoming car, where she was killed.

A new Swiss report says ABS brakes really do improve safety, maneuverability and stability for ebikes and cargo bikes.

Bicycling reports that former Los Angeles-based women’s cycling team LA Sweat will not participate in the new National Cycling League, citing concerns about a lack of transparency from NCL organizers. As usual, read it on Yahoo if the magazine blocks you.

Twenty-three-year old British cyclist Tom Pidcock defended his breathtaking descent filmed in LA’s Tuna Canyon against accusations he was being reckless and putting his racing season at risk. Although it’s no different than what he would do in a race.

Murder victim Dr. Michael Mammone remembered as kind, adventurous; LADOT’s pretty plastic bollards criticized

More on the tragic death of Dr. Michael Mammone.

Mammone was murdered two weeks ago by a man suffering from mental illness, who first ran the emergency room physician down with his car on SoCal’s killer highway as he waited at a Dana Point traffic light on his mountain bike, then got out of his car and stabbed the injured bike rider to death.

Mammone was remembered at a memorial service at the Festival of Arts in Laguna Beach yesterday as someone who devoted his life to helping others, and always seemed calm and collected, even in the face of crisis.

His sister described him as the life of the party, calling him “intelligent, funny, adventurous, curious, easy to be with, loved card games and genuinely cared about everyone.”

Mammone leaves behind his wife and two sons; the couple was about to celebrate their 30 years of marriage with a trip to Italy.

His death was just a needless waste of a precious human life, all because his killer was allowed to fall through the cracks of America’s failed system for treating the mentally ill.

And because Vanroy Evan Smith was allowed to keep driving, despite his apparently untreated paranoid schizophrenia and bipolar disorder.

Man in rental truck mows down eight people on Brooklyn sidewalk, killing one; Dr. Mammone’s wife discusses her loss

Once again, someone in a rental truck has mowed down pedestrians and bike riders in New York.

This time, police chased a fleeing driver in a U-Haul truck as he drove down a Brooklyn sidewalks and bike lanes through six intersections, killing one person and injuring seven others; three of the victims were on bicycles.

And like the killer of Dr. Michael Mammone in Dana Point, the driver suffers from mental illness, with a history of going off his medications, according to his son.

Which sadly seems to be no barrier to operating a motor vehicle.

Police aren’t sure yet if the attacks were deliberate, though it’s hard to imagine otherwise. However, they are confident this was not a terrorist attack.

Just someone once again using a motor vehicle as a weapon, apparently.

Meanwhile, prosecutors in the other case of a driver in a rental truck mowing down innocent people in the Big Apple say confessed terrorist Sayfullo Saipov has to die by lethal injection for the Halloween, 2017 attack on a Manhattan bike path, because he’s too dangerous to keep in prison.

After blaring accusations that Vanroy Evan Smith made comments about white privilege when he stabbed Dr. Michael Mammone to death, the New York Post discusses his interview with the Orange County Register. And can only manage to mention Smith’s denial of racial comments in passing near the end of the story.

Which isn’t exactly a correction. Let alone a retraction.

But sometimes, its the people on two wheels behaving badly.

No bias here. A Santa Barbara letter writer says it’s not true that the State Street Promenade is safer now that cars have been banned, complaining about the risk to pedestrians posed by irresponsible bike riders, and that “No amount of new bike paths will improve public safety if cyclists ride irresponsibly.” While she has a point about irresponsible people, regardless of how they travel, she’s apparently confused about the relative risks posed by bicycles and motor vehicles. 

No bias here, either. A Republican councilwoman in Queens responds to a park bike crash by saying bike riders should be required to be licensed and carry insurance, after a “bike racer named Kevin” bailed without providing his contact information when he hit a woman on a bikeshare bike. A reminder that hit-and-run is hit-and-run, whether you’re on a bike or in a car. Although that whole registration and insurance thing hasn’t worked that well to rein in bad driver behavior, either.

The Washington Post says the death of 12-year-old Molly Steinsapir in Pacific Palisades as she rode with a friend on a borrowed Rad Power ebike calls attention to the safety of ebikes, and ebike brakes in particular, and “whether the wildly popular bicycles are safe for young people to ride.”

 

State

A Santa Ana news site recommends registering your bicycle for free with Bike Index, after Irvine cops bust a bike thief — and have to let him go with a ticket because the bike was worth less than the $950 threshold for grand theft.

Encinitas appears to be getting serious about improving bike and pedestrian safety, approving an implementation plan for the city’s active transportation plan; roughly three-quarters of the 86 miles of bikeways contained in the active transportation plan remain to be built.

Police are looking for a hit-and-run driver who ran down a 71-year old man from behind as he stood in a South San Francisco bike lane after getting off his bike.

SFist reports on the brazen dooring attacks on Friday’s East Bay Bike Party that left two people seriously injured, as well as other attacks in Bay Area cities on Thursday and Saturday; Streetsblog calls the attackers sociopaths, not incorrectly.

Giro is recalling bike helmets made before this year because the straps may “disengage” during use. Which sounds like a bad thing.

For the second day in a row, someone riding a bicycle has been killed in a collision in my platinum-level Bicycle Friendly Colorado hometown. And once again, police blame the victim for allegedly blowing through a traffic signal.

Life is cheap in Texas, where an Austin municipal bus driver walked with seven years probation for killing a former TV station employee as he rode his bicycle on the University of Texas campus, while she was allegedly stoned on prescription drugs.

The official explanation for a bike crash involving an Illinois college student doesn’t pass the smell test, as the local MTD insists the bike rider somehow swerved into the side of a bus as it passed him safely outside the bike lane he was riding in.

There’s a special place in hell for the Michigan hit-and-run driver who fled on foot after killing a six-year old boy riding his bicycle.

New York advocates complain the city has failed to live up to promises to upgrade bicycling infrastructure in high-risk areas of Brooklyn.

Vanroy Evan Smith admits random killing of bike-riding doctor, claims to be God; San Fernando Bike Path takes shape

The reason behind Dr. Michael Mammone’s murder may have been the worst one on all.

Because apparently, there was no reason.

The Orange County Register conducted a jailhouse interview with the accused killer of the respected Laguna Beach ER doctor, who was run down from behind in a violent collision as he waited at a PCH red light in Dana Point on February 1st, then repeatedly stabbed by the driver after he exited the car.

The paper talked Friday with Vanroy Evan Smith, who’s being held on $1 million bond after being charged with murder in Mammone’s death.

Smith confessed to the killing in the chilling interview, relating that he apparently picked Mammone at random as he drove around looking for a victim, after buying the machete allegedly used in the attack at a gun shop earlier that day.

Yet he expects to be set free, because he is “entitled to commit murder because he is both God and Jesus Christ.”

Oh. Okay then.

In a rambling, hourlong interview with a Southern California News Group reporter, Vanroy Evan Smith cited end-of-world scriptures from the Bible’s Book of Revelation and said that if the public knew he was the Messiah and the “king of kings,” they would think differently about him and his crime.

“I have killed,” Smith, 39, said during the interview at Orange County’s Intake Release Center in Santa Ana. “If they knew who I was, they would let me walk out of here. They would fulfill all my desires.”

Nope. Nothing crazy there.

Yet Smith, who was diagnosed with paranoid schizophrenia and bipolar disorder following a 2020 episode, denied being mentally ill.

And despite his diagnosis, he was allowed to continue driving a multi-ton vehicle that can be weaponized on a whim, even through he wouldn’t be allowed to purchase or carry a gun.

Smith also denied using racial slurs or uttering comments about white privilege, despite sometimes racist reports that continue to circulate on conservative media sites.

He chose Mammone as his victim, in part, because he would not kill a woman.

According to the paper, Smith awoke that day fully expecting to kill someone before the day was over, “adding that he has long been plagued by troubling ‘communications’ from others and conflict because of his mixed-race heritage.”

After purchasing the knife, Smith recounted that he began driving around and felt compelled to run over Mammone and stab him. “It was my right,” he said, rubbing his hand against his eyes while adding that he feels no remorse for the killing. “He was in the crosswalk and presented himself.”

Smith cited the story of the Last Supper in Gospel of Luke as justification for purchasing the knife.

35 Then Jesus asked them, “When I sent you without purse, bag or sandals, did you lack anything?”“Nothing,” they answered.

36 He said to them, “But now if you have a purse, take it, and also a bag; and if you don’t have a sword, sell your cloak and buy one.

37 It is written: ‘And he was numbered with the transgressors’ ; and I tell you that this must be fulfilled in me. Yes, what is written about me is reaching its fulfillment.”

He also said he had a BB gun he intended as a distraction, confirming some reports that he had a gun, though not that he used it.

Smith told the Register he had no regrets about the killing.

Smith, meanwhile, said he has found peace after 10 days in jail, placing at bay some of his demons typically exacerbated by heavy drinking, marijuana use and consorting with prostitutes.

He said he hopes to eventually meet with Mammone’s family. “I didn’t want to cause anyone pain,” he said.

No, he just wanted to kill someone. Because in his mind, he was God, and apparently, that’s what gods do.

I can think of nothing more chilling than a driver who decides to deliberately kill another human being, for no more reason than the person was there, exposed and vulnerable.

And he just, you know, felt like it.

But sometimes, its the people on two wheels behaving badly.

Advocates for the blind complained about riders on a London bikeway repeatedly ignoring pedestrians in a crosswalk. Even though none of the people crossing appeared to be visually impaired.

Seven years after a woman in the UK was killed by a man riding an illegal bicycle, a British government minister suggested more people would have to die before the country would do anything making the laws tougher.

Accused Dana Point killer mentally ill; LAPD’s version of Van Nuys bike rider shooting, and CicLAvia unveils April route

Now it makes a little more sense.

As if anything so random and violent could ever make sense.

The Daily Pilot is reporting that Vanroy Evan Smith was diagnosed with a mental disorder over two years before he allegedly murdered Dr. Michael Mammone — attacking first with his car, then finishing the job with a knife.

According to a child custody petition filed by Smith’s ex-wife, he was diagnosed with paranoid schizophrenia and bi-polar disorder following a meltdown in December, 2020.

Yet Smith was allowed to retain his driver’s license despite his illness.

Dr. Mammone apparently paid the price for that when Smith ran down his bike from behind, in what looks to be a deliberate, high-speed crash on PCH in Dana Point. He then got out of his car and repeatedly stabbed Mammone, who died hours later in the same emergency room where he sometimes worked.

Federal law would have prevented Smith from owning a gun with his illness. Yet he was somehow allowed to own and operate a motor vehicle, which became a deadly weapon in his hands.

Now the question is whether he will be found competent to stand trial, which will likely determine whether he gets treatment for his illness. Or spends the rest of his life in jail.

Or, hopefully, both.

Not surprisingly, the LAPD paints a different picture from what we got yesterday about the police shooting of a man riding a bicycle in LA’s Van Nuys neighborhood.

According to a press release from the department, the victim was wanted on an outstanding warrant for murder, and was also a suspect in an assault with a deadly weapon, when officers spotted him riding his bike Tuesday afternoon.

The officers drove alongside the victim, ordering him to stop, when he somehow “made contact with the patrol car’s passenger side mirror,” which caused him to get off his bicycle and flee on foot.

In other words, he fled after they hit him with the car’s mirror.

One of the officers pursued him on foot, at which point the man allegedly pulled a ghost gun out of his pants and pointed it at the officer, who fired, striking him.

He was treated at a hospital, and released into police custody, suggesting his wounds were not serious.

That’s the official version, anyway.

Whether we ever learn more depends on whether the patrol car and bodycam video is released.

Unproven “white privilege” claim in Dr. Michael Mammone murder, and 13 years for meth-fueled death of Laura Shinn

Fox News is repeating unproven claims the Dana Point killer muttered “white privilege” while fatally stabbing Dr. Michael Mammone last Wednesday.

The network had apparently removed references to the statement from their earlier stories, but resumed claims Tuesday that 39-year old Vanroy Evan Smith had made the racist comments after brutally running Mammone down from behind as he waited at a red light on his mountain bike, then getting out of his car and stabbing the Laguna Beach emergency physician to death.

Fox based their story on a report from a Chicago ABC affiliate, which cited a “neighbor” who declined to be interviewed on camera, but who claimed to have heard the comment after running outside, following what sounded like a gunshot.

However, there is no mention of the allegation in the story from Los Angeles-based ABC affiliate KABC-7.

The Orange County DA’s office also said they were unaware of the allegations. And those closer to the incident, such as the witnesses who disarmed Smith following the stabbing, have apparently said nothing to support the allegations of racial bias in the attack.

Thirty-nine-year old Adam David Milavetz was sentenced to a well-earned 13 years behind bars for the meth-fueled death of noted architect Laura Shinn as she rode her bike to work in San Diego’s Balboa Park in 2021.

Milavetz was sentenced to spend three years in county jail for an assortment of misdemeanor counts, including drug possession charges. He will then be transferred to state prison to serve another ten years for manslaughter and other felonies.

He pled guilty to running Shinn down from behind while she was riding in the painted bike lanes on Pershing Drive.

After the crash, witnesses saw Milavetz run across the street to toss a bag over a fence, which was later determined to contain several smaller bags of meth. Police also found meth, fentanyl and hypodermic needles in his car following his arrest.

Pershing Drive was slated to receive a two-way protected bike lane and pedestrian pathway before Shinn’s death; the project is expected to finally be completed in 2024.

Just a tad too late to save Shinn’s life.

And if that doesn’t piss you off, it sure as hell does me.

The free event will be held in conjunction with the Culver City Arts District Night Market.

A Santa Barbara writer complains about bicyclists “hurtling” along the State Street promenade, claiming it’s only a matter of time before someone hits “one or more unsuspecting people out for a leisurely stroll.” Never mind that a green bike lane had to be removed from the street because people wouldn’t stop walking in it. 

A Victoria, British Columbia columnist says it seems like open season on bicyclists, as drivers go out of their way to make riding more difficult. And dangerous.

No bias here, either. London’s Telegraph insists injuries have surged on a new protected bike lane, based on just three — yes, three — bicycling injuries. Which is 300% more than before, when no one rode there.

Streets Are For Everyone’s Damian Kevitt recaps the recent die-in at Los Angeles City Hall.

Urbanize says a decade-old Complete Streets proposal for South LA’s Broadway-Manchester corridor is still alive and kicking; the $46 million makeover would include a four-mile Class IV cycle track, pedestrian and bicyclist amenities, and hundreds of new trees. Both streets are on the city’s High Injury Network for the sadly neglected Vision Zero program.

Longtime LA-area civic leader Rick Cole calls for making Pasadena a 15-minute city by bringing back the streetcar.

Tiny South El Monte will invest a $1.6 million state grant in implementing Safe Routes to Schools, with pedestrian improvements planned for 23 sites across the city; however, it doesn’t seem to include plans for any bike infrastructure.

The Los Angeles Business Journal looks at Swiss ebike maker Thömus SA’s new Santa Monica HQ and flagship retail boutique on Montana Ave. And no, I still haven’t heard from them.

In an apparent attempt to increase deaths and injuries among bike riders and pedestrians, while fanning the flames of the climate crisis, a San Diego state legislator has introduced a bill to legalize cruising everywhere in the state, and prevent police from enforcing local ordinances banning the practice.

A Los Olives bike rider suffered major injuries when they were struck by a driver Monday afternoon; the fire department notes the victim was wearing a helmet, which may or may not have had anything to do with the outcome.

 

National

Ebike sales have slowed for the first time in five years, as prices have climbed 25% since the start of the pandemic.

An outdoor site recommends five national parks for beginning bike riders.

Burglars targeted a Portland bike shop for the fourth time in less than a year.

A Bellingham, Washington writer makes the case for lowering the state’s DUI blood alcohol limit to .05.

There’s a special place in hell for whoever stole a Denver woman’s bike after she had ridden across four continents and 35 countries, while raising thousands of dollars for charities along the way.

A pair of bills in the Virginia legislature would allow bike riders to legally proceed on leading pedestrian intervals, as well as legalizing the Idaho Stop for stop signs and traffic signals.

Atlanta is receiving $30 million in federal funds to improve access and safety for bike riders and pedestrians, which will be matched with $10 million in funding approved by local voters.

New data shows London’s congestion pricing plan has been an unqualified success; the plan — which has outlasted two mayors, six prime ministers and one queen — has resulted in a nearly 50% drop in motor vehicle traffic since 2002.

Interesting idea. A London-based startup plans to retrofit existing freestanding bike racks with heavy-duty chains that lock and unlock with a smartphone app. Although the question would be who is responsible if your bike gets stolen anyway.

They get it. The UK’s Department for Transport says plans to boost bicycling and walking must take women’s safety into account.

France’s bicycling federation calls for urgent action to improve safety after bicycling injuries and fatalities jumped 30% last year over 2019; they blamed much of the increase on “increasingly aggressive” drivers, particularly in rural areas.

A new Dutch study shows that people who buy ebikes more than double the amount they ride — and the results are the same when people are provided one as part of a trial program.

Dana Point murder victim ID’d as OC ER doc, why an OC ghost bike needs to stay, and $800 million for safe streets

Let’s start with a quick update on the horrific events in Dana Point Wednesday afternoon.

The victim of the incident has been identified as 58-year old Michael John Mammone, an emergency physician with Providence Mission Hospital in Laguna Beach.

Mammone was reportedly stopped in the bike lane at the red light on PCH at Crown Valley Parkway, when a Lexus driven by 39-year old Long Beach resident Vanroy Evan Smith slammed into him from behind.

Smith then got out of his car and stabbed Mammone as he lay on the ground; Mammone died at a nearby hospital approximately three hours later.

After stabbing Mammone at least once in the back, Smith pulled out a gun and began shooting, apparently at random. Adding to the bizarre nature of the incident, there are reports that the weapon may have been a BB gun.

So far, investigators have found no link between Smith and Mammone, suggesting that it may have been a road rage attack, or possibly a case of mistaken identity.

Or it may have been completely random, which is even more frightening.

Yesterday, longtime Orange County bike advocate Bill Sellin included me in his email response to someone asking about an Irvine ghost bike.

I found his response so moving and insightful, I asked for his permission to share it with you here.

I know it was placed shortly after the killing of Barbora Kabatova, 26 years old (July 11 2020) by her close friend(s).

I offered, but did not help place it, and I understand it is actually one of Barbora’s own bicycles.

I do not know what Caltrans policy is, but I would be happy to see it in kept in place until Caltrans applies their own ‘Complete Streets’ best practices to call out the Jeffrey Class II bikeway where it is merged across by their freeway entrance, or better yet removes the free-right acceleration lane across the bikeway and makes a 90° intersection to ’square off’ this old style dangerous condition.

Since that fatality nothing has been done to deal with this hazardous condition, where the bike lane turns into a shoulder of the entrance, and even a pedestrian or sidewalk cyclist can be killed by high speed accelerating motorists.

Not even an on-demand warning light for those trying to use the crosswalk, much less a curb bulb-out.

Irvine has not reduced posted or actual speeds on Jeffrey either.

Every time I ride past it I think of Barbora and her death. It’s a good reminder. I am grateful that Caltrans has not removed it for the last 2 1/2 years.

Your resident is correct – it has been out there, motionless, day and night, rain or shine, silent, for over 2 years.

If it were her friend or daughter killed, she might understand it’s value.

If there was a ghost bike located at the site of the other 16 Orange County cyclist who died in 2020, and the 7 in 2021, the 19 in 2022 and 2 already in 2023, the motorists and traffic engineers might take greater steps to slow down and make our roads safer.

We can only hope.

After so much bad news, we have a little good news to share.

The US Department of Transportation announced the first $800 million of the five year, $5 billion — yes, with a B — Safe Streets and Roads for All Program that was established in the new federal budget.

Fast Company reports that’s just a down payment, with another $1.1 billion to be released later this spring.

California is set to receive $133 million of that, including six large “transformative” projects which will receive a combined $100 million, three of which are in Southern California.

  • Los Angeles County will receive $21 million for Florence-Firestone for All, a Vision Zero plan along corridors with high collision rates.
  • The City of Los Angeles will get $9 million for the La Brea Avenue Complete Streets Project. Or maybe only sort of complete, since it doesn’t include any bicycling infrastructure or improvements.
  • And as we mentioned yesterday, Wildomar is set to receive $2 million for the Sedco Blvd Improvements.

Somehow I missed the announcement that California Assembly Transportation Chair Laura Friedman is running to replace Adam Schiff in the United States House of Representatives 30th District, as Schiff runs for Diane Feinstein’s US Senate seat.

While we’ll miss her strong advocacy in Sacramento for active transportation, she’ll offer an even stronger voice in DC.

Apparently, justice delayed isn’t always justice denied. A Las Vegas driver was arrested for DUI ten months after he killed a bike rider while driving 80 mph in a 45 mph zone; he wasn’t arrested at the scene after passing field sobriety tests, but a blood test showed THC, oxycodone and oxymorphone.

Bad enough when Denver drivers run down bike riders, but they don’t have to kill their ghost bikes, too.

A professional driver played the universal Get Out of Jail Free card, claiming he killed a Welsh bike rider because the sun was in his eyes; however, it didn’t work this time, because he was found guilty anyway.

Three people, a man and two women, have been arrested in the death of a father and his teenage son who were killed when they were struck by a hit-and-run driver while riding their bikes in the UK last month; another man was arrested when the abandoned car was discovered shorty after the crash. At least one man faces a possible murder charge.

Bicyclists in Cyprus called for the immediate repeal of a new mandatory bike helmet law just hours after it went into effect, as critics called it a step backwards that will make safety worse, not better.

Update: OC Dr. Michael John Mammone murdered in Dana Point collision and stabbing; killer arrested at the scene

This time there’s no question.

It’s murder.

Multiple sources are reporting that a mountain bike rider has died after being run down by a driver, who then got out and stabbed the victim before being restrained by witnesses.

The victim was riding in the bike lane on northbound PCH when he was rundown from behind by the driver of a white Lexus while approaching Crown Valley Parkway around 3 pm Wednesday.

The force of the impact tossed the victim into the intersection. The driver made a U-turn, got out out of his car, then stabbed the victim as they lay injured on the ground.

The victim, who hasn’t been identified, was rushed to a nearby hospital, and died around 5:52 pm.

The driver was arrested at the scene.

Police are unsure if the driver knew the victim, but suspect the initial impact was a deliberate act.

The stabbing definitely was.

There’s no word yet on the charges, but the driver should face a felony murder count.

This is at least the seventh bicycling fatality in Southern California this year, and the second that I’m aware of in Orange County.

It’s also the first one that’s clearly intentional.

Update: Security cam video clearly captured the collision, showing the driver appear to run a red light to slam into the victim.

The stabbing doesn’t appear to be visible, but be forewarned the crash is very graphic. You may want to think twice before clicking on the link.

Update 2: Gut-wrenching doesn’t begin to describe this very public murder. 

The Orange County Sheriff’s Department has identified the victim as 58-year old Michael John Mammone, an emergency physician with Providence Mission Hospital in Laguna Beach — likely the same hospital where he spent the last moments of his life, as doctors worked feverishly to save him. 

His killer was named as 39-year old Vanroy Evan Smith. 

According the sheriff’s department, there’s no answer yet as to why Smith murdered Mammone in the middle of a busy Orange County intersection. 

At this time, there is no known connection between the suspect and the victim. Investigators will work to determine what led to this incident. This incident is being investigated by the Orange County Sheriff’s Department Homicide Detail.

The Laguna Beach Independent reports the knife was recovered at the scene. 

A news story from Fox11 indicates Smith stabbed Mammone at least once in the back, then pulled out a gun and fired several shots before he was disarmed by witnesses; no word on whether anyone was struck by the bullets or if the weapon was recovered.

The station also posted photos of Mammone’s killer, somehow obtained from a Long Beach law firm

The report from Fox11 also included this statement from the hospital where Mammone worked:

The hospital released the following statement saying, “We are stunned by this devastating tragedy. The entire Mission Hospital family is grieving over the loss of an incredible physician and friend. We will honor Dr. Mammone’s dedication to our community and passion for medicine by continuing to provide exceptional care.”

Update 3: As expected, the Orange County District Attorney’s office has charged Smith with murder, along with a felony enhancement of the personal use of a knife.

He faces a maximum sentence of 25 years to life, plus one year. Which apparently means if he dies in prison, they’ll keep him propped up in his cell for another year.

Smith pled not guilty to the charges, also as expected; he’s currently being held on $1 million bail.

However, there’s no mention of a gun in the DA’s press release, which calls into question reports on Fox News that he fired multiple rounds after the stabbing.

The DA added this statement in the press release:

“An innocent man is dead because he took a bike ride to enjoy a beautiful California day along the beach and he was hit with a car and stabbed to death by someone he apparently never met,” said Orange County District Attorney Todd Spitzer. “The murder of a complete stranger in broad daylight for what appears to be absolutely no reason is the stuff of nightmares. This unspeakable act of violence will forever haunt those who were forced to witness it and it will forever haunt all of those who loved Dr. Mammone.”

Meanwhile, a comment from MamieMTB clarified that Mammone was likely taken to the trauma center at Mission Hospital in Laguna Beach.

LAist compares the incident to the infamous Mandeville Canyon case, in which road raging Dr. Christopher Thompson was convicted of brake-checking three bicyclists, seriously injuring two.

However, we should be careful at this point, because there is nothing yet to indicate this was a case of road rage, even though that is one of the most likely explanations.

There could have been some yet-unknown connection between the two, or it could have been a completely random incident.
