Morning Links: Completing deadly Rosemead Blvd; Times seeks video of police shooting in Gardena bike theft

Two hit-and-run drivers killed Heriberto Ruiz last weekend.

But maybe a dangerous roadway should share the blame.

According to BikeSGV, Rosemead Blvd in the Wittier Narrows area where Ruiz was killed is dangerous by design, with speeds often exceeding the posted 50 mph limit. Never mind cars zooming off the Highway 60 offramp, which he was trying to cross when he lost his life.

A bill before the state legislature would turn control of a 2.6 mile segment of the boulevard over to the county, the first step in a possible badly needed Complete Street makeover.

Let’s hope this tragedy is enough to get much needed changes made.

Good for them.

The LA Times has filed suit to get the dashboard video showing Gardena Police repeatedly shooting unarmed Ricardo Diaz Zeferino — the brother of the bike theft victim they had been called to help, not kill.

Zeferino was simply trying to tell the officers they had detained the wrong men when they opened fire after he dropped his baseball cap, allegedly because they thought he was trying to remove something from his waistband.

Yet somehow, the DA’s office ruled the shooting was justified. I guess “unarmed” just doesn’t mean what it used to.

Maybe this will let us all find out what really happened. And explain why an innocent man was shot to death by the people sent to help him — literally at the drop of a hat.

And why the DA doesn’t seem to care.

Calbike says good things are happening for bike riders in the state legislature, including bills that would increase funding for active transportation, and allow riders to attend bike traffic schools to reduce traffic tickets.

That didn’t take long.

Just hours after Bradley Wiggins set a new hour record, he’s accused of cheating by using a non-regulation bike and getting outside assistance from British Cycling. Evidently to confirm the public’s opinion that all cyclists cheat, all the time.

Wiggins will reportedly shift his focus to track events in the 2016 Olympics. Then again, even dogs can ride a tactical race.

But did anyone check their bikes for signs of mechanical doping?

A Cleveland man gets released from jail once he sobered up after being busted for being drunk and sans pants in public — and promptly steals a kid’s bike on his way out.

And an Arizona teenager is busted at the border with $1,600 worth of dope in his bike tires.

But seriously, how was the ride?

 

Morning Links: Hit-and-run driver gets limp slap on wrist, bike riders under attack, and Ride of Silence rolls tonight

Four times virtually nothing is still virtually nothing.

After a hit-and-run victim pled for a stiffer sentence for the man who ran her down, got out of his car to apologize, then got back and fled the scene — leaving her lying helpless in the street with a broken hip — the judge increased his sentence from 10 days of community service to a whopping 40 days, along with two years probation.

And not one day in jail.

Even though a hit-and-run resulting in serious injury is supposed to be prosecuted as a felony, with up to one year in jail.

Instead, Spencer Lofranco was allowed to plead down to a misdemeanor, and walk out of court without even a sore wrist.

He was ordered to pay $161,000 in restitution. But as we’ve seen from other cases, it’s unlikely his victim will ever see more than a fraction of that, if anything.

Just one more example of the courts and prosecutors failing to take traffic crime seriously.

And why drivers continue to leave their victims on the side of the road, making LA the country’s hit-and-run capital.

There’s a tragic common theme to today’s news.

Word of a Colorado cyclist fatally shot while riding near my hometown — and on a roadway I’ve ridden more than once — has made waves around the world. In an unusual move, the FBI is joining in the investigation, suggesting that this may be more than a random shooting.

A Savannah teenager was shot and wounded while riding his bike on April 1st; the shooter who targeted him early Tuesday was more successful.

A Tampa bicyclist suffered non-life threatening injuries in a drive-by shooting.

A Salinas man was shot and killed by unknown assailants while riding his bike Saturday night.

And right here in Los Angeles, a woman was shot in the arm while riding in South LA early Tuesday morning; she was able to make it back home before being taken to a hospital, where she’s in stable condition.

Meanwhile, a man riding to work on an Anchorage bike path was attacked by three teenagers who hit him in the face with a tree branch, resulting in skull fractures, a broken nose and orbital socket, and cuts to his face; a 15-year old boy was arrested in the case.

The only significant difference from the other attacks was the choice of weapon.

KCET looks at the city council’s attempt to rush through approval of Option 1 for the Glendale-Hyperion Bridge, which would preserve all traffic lanes while putting a sidewalk on just one side.

Both candidates in Tuesday’s CD4 election prefer the third option, which would remove a traffic lane to allow sidewalks and bike lanes on both sides. (Breaking news — it looks like David Ryu won with 53% of the vote; less than 21,000 Angelenos even bothered to cast a ballot.)

Streetsblog’s national edition correctly notes LA’s Great Streets will be nothing more than talk if Mayor Garcetti won’t stand up for good design.

So far the city has successfully managed to avoid any of the tough choices necessary for the safe, livable city we’ve been promised.

CalPoly students call for greater bike and pedestrian safety, as school administrators hide behind semantics.

An administration spokesperson says the idea that school streets are not safe is a “pretty vague statement,” and that Kellogg Drive on campus is up to code for all city and state standards.

Which is a long way from being safe.

Boyonabike notes that instead of improving safety and promoting alternative means of transportation, the college is spending $41 million on a new parking garage.

A writer for the Daily Bruin says it’s time for UCLA officials to demand bike lanes on Westwood Blvd so students and faculty can get to campus safely. And politely points out the hypocrisy — my word —of Councilmember Paul Koretz opposing bike lanes while calling for the need to confront climate change.

Turns out the new portion of the Expo Line bike path is on track to open along with the rail line next year.

The Downtown News calls on the LAPD to go after bike chop shops and the ringleaders behind them to stop the rash of bike thefts in DLTA. The DA also has to start taking the crime seriously, finding a way to prosecute thieves instead of bargaining the charges away.

A mountain biker had to be airlifted from the Angeles National Forest after suffering critical injuries when he fell 50 feet off a trail.

The Times looks at the steady growth of bicycling in Long Beach, where 40 miles of off-road bike paths, and bikeways on 10% of the city streets, has lead to a 30% increase in bicycling since 2008.

In something that would have been unthinkable just a few years ago, the Federal government issues guidelines for separated bike lanes.

Drivers are more distracted than ever; one in 10 admits to video chatting behind the wheel. Although in most cases, drivers don’t want to hit us any more than we want to get hit by them.

Spokane is offering a new bike registry.

In yet another example of keeping dangerous drivers on the road until they kill someone, the upstate New York woman charged with the texting hit-and-run that critically injured a teen bike rider has faced two previous DUI charges, as well as four charges of driving without a license and seven other infractions.

No bias here, as a PA website says an 8-year old boy crashed into the side of an ambulance; never mind that it’s just possible the ambulance might have cut him off.

Mashable lists the world’s seven best bike routes, including one in our relative back yard.

Who was that that masked man? A heroic London bike rider jumps into a river to save the life of another rider who had fallen in, then rides away without giving his name.

London’s Royal Parks continues to stand in the way of the city’s planned cycle superhighways.

UK police single out cyclists for riding irresponsibly, ignoring the lawbreakers in the big, dangerous machines. And it’s not the bike riders who are stringing fishing line across bike paths at head level to garrote unsuspecting people.

There’s a special place in hell for someone who’d steal a Brit bicyclist’s bike just minutes after he was hit by a car.

Finally…

Somehow, I don’t think a campaign that says, in effect, “Come to the darkside, wear a bike helmet” is an effective safety message. Police Down Under won’t respond to a hit-and-run involving a cyclist if no one bothers to call them.

And in the UK, ducks get their own lanes, which the Royal Parks service doesn’t seem to object to.

 

Weekend Links: Bike the Vote endorses Ramsay, bike protest at Malibu City Hall, and rough week for LA cyclists

Too much news, good and bad, for one weekend.

Bike the Vote LA has officially come out in favor of Carolyn Ramsay in the May 19th election for LA’s Council District 4, which they describe as crucial for LA cyclists.

And as someone who lives in the district, so do I. Bike-friendly improvements can’t come soon enough to an area where there are far too few safe and comfortable options for cyclists.

Riders are invited to join Bike the Vote LA to canvass for Ramsay on Saturday.

LA’s Mobility Plan 2035 goes before the Planning Commission on May 29th at the Van Nuys City Hall. The plan incorporates the 2010 bike plan, which has been gutted in some areas by a handful of city councilmembers, despite being unanimously approved the council in 2011.

Evidently, unanimous votes don’t mean what they used to. Maybe they had their fingers crossed.

You might want to consider showing up to tell the Planning Commission how you feel about that.

If you ride PCH or the Malibu Hills, you owe it to yourself to protest the illegal mistreatment of cyclists by the motorists on the highway, as well as by members of the LA County Sheriff’s Department.

Join Cycling in the South Bay’s Seth Davidson at Malibu City Hall at 9 am on Saturday, May 9th, or meet him at Will Rogers State Park to ride into the city as a group. And hopefully not get any tickets for not riding in the non-existent bike lane along the way.

This has been an ongoing problem in the area, as bike riders work with the department to ensure fair enforcement, only to see new officers transferred in who don’t understand the basics of bike law, so the process starts all over again.

And it’s time it stopped.

It’s been a rough week for LA cyclists.

According to a Facebook account, two bike riders training for the AIDS/Lifecycle Ride were mugged and robbed at gunpoint by three men on the LA River bike path Wednesday night.

One of the riders was eventually able to get away, but the other lost his bike and cell phone to the thieves.

Unfortunately, the account doesn’t say where it happened on the bike path. So be alert out there, especially at night. Thanks to Matt Ruscigno for the heads-up.

Then there’s this case, where a cyclist definitely didn’t get a three-foot passing margin.

In another Facebook account, a rider describes being passed by a vehicle so closely that the trailer it was pulling actually brushed his foot, scraping the side of his shoe — despite the fact that he was riding at the speed limit in a no passing zone.

Needless to say, the driver refused to take any responsibility, instead blaming his victim for being on the road. Or maybe the planet. Thanks to Mike Kim for the link.

A Santa Ana cyclist is in critical condition after he was right hooked by a large truck when he came off a sidewalk into the street, and was caught under the rear wheels of the truck. He was dragged about 200 feet before the truck came to a stop.

As usual, the driver was not cited.

If you’re trying to sell a stolen bike, try to make sure your coffee-drinking potential customers aren’t off-duty cops. An Indian cyclist credits his survival in a hit-and-run in part to his knee and elbow pads, while a badly injured Brit rider thanks his badly mangled helmet.

Your next bike could be made of carbon fiber, ash and mahogany, though that wooden saddle looks a tad harsh. And you may never have to look up while you ride again; although personally, I’d be more impressed if it showed what’s behind me, instead. Thanks to Ed Ryder for the tip.

One last note. I’ve been told about a possible bicycling fatality in Granada Hills on Wednesday, but haven’t been able to get confirmation; both the CHP and the LAPD’s Valley Traffic Division say they aren’t aware of anything. 

Let’s hope this one’s just a false alarm.

Morning Links: LAPD cop charged in beating of bike rider, Biking While Black in FL, and Facebook bike drama

An LAPD officer has been charged with assault in the October beating of a South LA bike rider.

Twenty-two-year old Clinton Alford, Jr. fled from officers when they tried to stop him because he allegedly matched the description of a robbery suspect.

According to Alford, he ran when someone grabbed the back of his bike because the officers failed to identify themselves, and he only became aware of who they were when he was being held down and handcuffed with his hands behind his back.

After all, why would anyone look back to see who was chasing him as he fled for his life?

It was while he was face down trying to surrender that LAPD officer Richard Garcia allegedly kicked him in the head, repeatedly, in an attack that was captured on a nearby security camera. Police say they have no intention of releasing the video, despite the demands of Alford’s lawyer for it to be made public.

According to KTLA-5, he was kicked so hard he lost a filling from his teeth; other officers at the scene called the attack horrific, describing it as like someone kicking a field goal, with Alford’s head as the ball.

Garcia has entered a not guilty plea. He faces up to three years in jail if he’s convicted.

The LA Times reports three other officers and a sergeant have been relieved of duty and assigned to their homes while the investigation continues.

All charges against Alford, for possession and resisting arrest, have been dropped.

Shameful.

Fifty years after Selma, people are still ticketed for Bicycling While Black, as eight out of ten of the 2,504 bike tickets written in Tampa FL in the last three years — more than Jacksonville, Miami, St. Petersburg and Orlando combined — went to African American residents.

Seriously, it’s long past time this country put this kind of crap behind us. No one should face fear for riding a bike, especially not from police.

Meanwhile, Streetsblog’s Damien Newton offers an update on the current status of hit-and-run, saying we’ve made progress, but there’s still a lot of work to do.

Major Facebook drama, as an apparent cyclist fires back after Burbank racer Troy Templin posted a photo of a BMW that he says nearly ran him over because, as he claims the driver said, “you were in my way.”

Someone identifying himself as Peter Richardson professed to tell his version of what really happened, claiming Templin “committed multiple acts of violence” simply because the woman honked to let him know she was there, and he had to be run off by a security guard when he wouldn’t let her exit the car. He even includes stills from a security camera to support his claims.

However, the view in the photos is so distant it could show anyone, and it’s impossible to tell from them what may or may not be happening.

And as a commenter to Richardson’s post points out, the photos on his Facebook page were lifted from other websites, raising questions as to whether he actually exists, or if the persona was created simply to go after Templin in retaliation for the photo.

It is curious that his timeline only goes back to April 15th, two weeks after the original photo was posted online.

An El Monte bike rider was critically injured in a frightening attack earlier this month.

Security camera footage shows the April 6th assault, as five men beat and stabbed the 36-year old South El Monte man for a full 45 seconds before getting back in their car; one of the men can’t resist the temptation to turn back for one last kick.

Most disturbingly, there appears to be no reason for the attack.

Police report the victim, who remains hospitalized, was an innocent bystander who was simply riding his bike on Elliot Ave at 12:15 am when a car passed him in the opposite direction, and one of the passengers shouted at him. The driver then made a U-turn, following the rider before stopping alongside his bike to confront him.

He tried to run away, but his attackers caught up and repeatedly hit, kicked and stabbed him.

Anyone with information is urged to call the El Monte Police watch commander at 626/580-2109.

As expected, the proposal to offer standing rewards in hit-and-run cases passed the LA City Council on Wednesday.

Witnesses providing information that leads to a conviction in a hit-and-run case will now be eligible for rewards ranging from $1,000 for a property damage collision up to $50,000 for a hit-and-run resulting in death.

However, as with the city’s anti-harassment ordinance, the new law only applies with the Los Angeles city limits.

So if a driver leaves you lying broken and bleeding on the street in Beverly Hills, East LA or Compton, or anywhere else outside the LA city limits, you’re on your own.

If you’ve ever wondered why I think most sharrows aren’t worth the paint they’re made from, Michael Schinderling, aka Mykee Steen, provides graphic proof.

The video was taken on Fountain and Avenues in Hollywood and Los Feliz, which is my new bicycling territory. And clearly demonstrates the lack of comfortable riding routes in the area.

Schinderling notes that Hollywood Councilmember that ‪Mitch O’Farrell told him that the sharrows were low-flow and safe, and that bike lanes are unnecessary.

Right.

Actually, I think the real purpose of those arrows with a bike symbol on such busy streets is just to help drivers improve their aim.

The three-year old Kings County boy who was seriously injured when the bike trailer he was riding in was rear-ended by a driver doing at least 50 mph has died; no word on the condition of his father, who was riding the bike.

A 54-year old Pleasanton cyclist died while riding just weeks before he was due to retire; friends who were planning a retirement party will now be attending his memorial.

And a Humboldt County bridge has been renamed as a memorial for a cyclist who was killed in a February collision.

Morning Links: Palmdale man killed defending his bike; LA cyclist rides to hospital after being stabbed by driver

This is why you don’t try to save your bike from robbers.

The Daily News reports that a bike rider, who has not been publicly identified, was shot and killed outside a Palmdale restaurant Tuesday night. KNBC-4 identifies the location as in front of Sky Burgers.

The 41-year old victim reportedly tried to stop four men from stealing his bike outside the restaurant on the 1800 block of E. Palmdale Blvd around 9:40 pm. He was assaulted by all four, described by witnesses as gang bangers, before one pulled out a gun and shot him multiple times.

Seriously, if you see someone trying to steal your bike, don’t attempt to stop them. Let them take it, and call the police; it’s their job to deal with it.

No matter how much your bike cost, your life is worth more.

My deepest sympathy and prayers for the victim and his loved ones. Let’s hope the police catch these assholes.

Seriously, WTF is wrong with some people?

LAist reports that a man was stabbed in the neck after he asked an SUV driver to turn off his lights — evidently because it was disturbing his meal in the parking lot of a Mid-City Carl’s Jr.

The driver is seen on security video getting out of his vehicle and approaching the man, who tried to back off before attempting to defend himself. The driver then pulled out a knife and stabbed him, after which he calmly got back in his car and drove off with a woman passenger, who evidently did nothing to stop the assault despite briefly getting out of the car.

The victim got on his bike and rode to a nearby hospital for treatment; the website says he was okay, despite his wounds.

Police are looking for a suspect. Then again, if the driver had just used his car instead of a knife, he probably could have driven home without a ticket.

If anyone ever tries to tell you bike riders aren’t tough, show them this.

Once again, Long Beach is giving you a brief window to experience your own mini-ciclovia, as the city opens up the Toyota Grand Prix of Long Beach race course to cyclists, skaters, runners and walkers from 11:30 am to 1 pm next Tuesday.

It would have been nice if they’d mentioned the date on their website, though.

Proposed legislation would require any car sold or leased in California to have a temporary license plate before it’s driven off the lot — just like many, if not most other states require — which would allow it to be identified in the case of hit and run or other crimes.

You can sign a petition to support the bill here; as it says, there is no reasonable reason for opposition.

Sometimes there’s justice after all.

Even if it takes awhile.

When a bike rider gets shot, it’s almost always gang involved in some way. The 2011 death of San Diego cyclist Jordan Hickey was the exception.

The developmentally disabled man was just minutes from his home while riding back after visiting his girlfriend when he was gunned down for no reason.

Or more precisely, just for the hell of it.

Two men were allegedly driving around just looking for someone to kill when they spotted Hickey on his bike, and one leaned out of the car window to fire the fatal blast from a shotgun.

On Wednesday, the driver, Juan Ignacio Gomez, was convicted of first-degree murder and conspiracy to commit murder; he faces life in prison without the possibility of parole.

Humberto Emanuel Galvez, the accused shooter, faces a possible death sentence when he goes on trial in May.

Which is exactly what he’s accused of sentencing Hickey to, without a trial.

Well, I wanted to live in a more exciting neighborhood.

Friday night, the sirens on the streets and news helicopters hovering above Hollywood signaled something big was up; as it turned out, LA real estate investor Kameron Segal was shot while sitting in his Rolls Royce, just blocks from out new apartment.

Fortunately, he’s expected to survive.

To make matters more interesting, the shooter was riding a bike, described variously as a 10-speed or racing bike.

Evidently, no one involved has ever heard of a road bike.

Or maybe seen a bike in the last 30 years.

Maybe bike lanes on North Figueroa aren’t dead after all.

According to the LACBC, discussions with Councilmember Gil Cedillo’s office have yielded a number of safety improvement options for a five block stretch of the roadway — including a possible road diet and bike lanes.

Of course, a five-block bike lane unconnected to a longer bikeway, let alone a network of lanes, won’t do anyone much good.

But at least it’s a step in the right direction, and it opens the possibility for further improvements.

That is, assuming the councilmember is sincere in working with bike riders, after giving cyclists the cold shoulder after taking office and accusing bike advocates of bullying in an open council session.

And leaving them feeling jerked around — if not stabbed in the back — during the process of needlessly examining, then killing, what was already a fully approved, funded and shovel-ready project.

Meanwhile, it looks like bike lanes on Santa Monica Blvd survive for another day.

After a vocal turnout by bike riders at Tuesday’s city council session in the Biking Black Hole, the proposed Beverly Hills Greenway appears to have gained traction (pdf, scroll down).

As usual, local advocacy website Better Bike offers the most complete recap of the day’s events, as well as reviewing local coverage of the story — including a highly biased piece from the Beverly Hills Courier that should have been printed on yellow stock.

Allyson Vought forwards word of a bike rider who was assaulted by a pedestrian on the San Gabriel River bike path in Seal Beach earlier this month.

The man reportedly stepped into the pathway and punched the cyclist in the face hard enough to knock him off his bike, then proceeded to pummel him severely before casually walking away. The victim was discovered by another rider crawling up the rocky embankment leading to the river, bleeding from the face, head, arms and legs.

Disturbingly, police never showed up in response to the 911 call, even though riders followed the attacker for over 20 minutes.

The Baltimore Sun reports she was charged with manslaughter, hit-and-run and DUI, after blowing nearly three times the legal limit. As of Friday, she was in custody, being held on $2.5 million bond.

Meanwhile, a local letter writer says shock does not excuse the moral depravity of refusing to stop after hitting someone. Well put.

LA’s long promised bike share system could actually come to DTLA next year, with the first test stations opening as early as October of this year.

Santa Monica police are expanding patrols looking for violations that threaten the safety of cyclists, regardless of whether they’re committed by drivers or bike riders.

Morning Links: Dangerous SaMo corner, LA Calbike board members, East LA man killed in bike dispute

I count on my readers to keep us appraised dangerous situations.

Especially now when health issues continue to keep me off my bike.

For instance, Santa Monica cyclist Bill Jordan writes about a dangerous intersection after seeing a cyclist down Wednesday morning.

Wanted to make you aware of a bike car collision that occurred this morning at the bottom of the 23rd street hill behind the Santa Monica Airport where it intersects Dewey St. Two cars were stopped with multiple police officers on the scene and a crumpled bike in between the two cars.

Samo MapI’m quite familiar with the intersection, as I bike commute 1-2 days per week past it in both directions, and I can safely say it’s the spot I’m most concerned about on every ride. It’s also easily solvable with a little adjustments to traffic flow. As you can see in this crude graphic, evening rush hour traffic backs up 23rd St. (highlighted in red), typically all the way to Ocean Park Blvd.

This encourages people to use the comparatively empty 21st St, and then cut across Dewey, Navy, Marine, or even the alleyway between Navy and Dewey (highlighted in yellow). This would be fine, except drivers rarely remember to check the unimpeded southbound bike lane on 23rd before turning out into the stopped traffic. Since it’s a 3% decline, I often find myself riding the brakes to avoid running broadside into a car that didn’t realize there was more than one lane of traffic they were turning across. It is not surprising at all that the Strava Segment for that downhill section is called “Ocean Park – Rose Kamikaze.”

As for why the traffic backs up, you don’t have to go far to find the solution. The intersection at Rose Avenue and Walgrove has a light that is timed for the morning rush, when a number of people are coming west on Rose Avenue and turning north on Walgrove/23rd. However, that traffic doesn’t exist in the evening, but of course the lights follow the same pattern. This leads to lots of red light time for cars heading southbound on 23rd/Walgove, and creates the three quarter mile backup that encourages the unsafe neighborhood cut-throughs. Obviously with the morning collision the backup wasn’t the problem here, but it does show how unsafe the bike lane there is. Would love to know who could help fix this issue.

Any other suggestions for who he should talk to?

Update: I’ve just gotten word that the cyclist involved in this collision was popular LA rider Nate Loyal, who came out on the losing side of a collision with an SUV.

I’m told he was rushed to the hospital with a broken tibia, tibia and collarbone — but thankfully, no head injury. He’s scheduled for surgery today, but expected to be okay.

Just heartbreaking. A 76-year old East LA man suffering from dementia was beaten to death last August in a dispute over a bicycle, which did not belong to him.

His killer, identified only as a Hispanic man with a trimmed mustache and beard — which he probably shaved off if he’s seen the news — rode away on the bike.
