This is at least the 16th bicycling fatality in Southern California this year, and the eighth in Los Angeles County; it’s also the sixth in the City of Los Angeles.
Update 2: Streetsblog’s Sahra Sulaiman has written a moving — and graphic — description of the final moments of the man known as Woon to his friends, described as a strong an experienced cyclist.
She also reminds us that, thanks to LA’s hit-and-run reward system, there is a $50,000 reward for information leading to the arrest and conviction of his killer.
And in a tragic irony, after several people blocked the intersection where Frazier was killed in an impromptu bike protest the next day, one person suffered minor injuries when a driver deliberately slammed her car into his bike.
And naturally, fled the scene.

For once, the charges — and the conviction — fit the crime.
In an extreme case of heartlessness, she drove over a mile with the victim’s body embedded in the seat next to her. Then parked the car around the block from her house and walked home.
And did all that after her friends warned her she was too drunk to drive, but got behind the wheel anyway.
At least she’s not likely to be driving again for a very long time.
Drunk or otherwise.

Seattle’s new mayor puts the brakes on plans for a promised bike lane on 4th Street, delaying it until at least 2021 over fears of slowing traffic. Because everyone knows people on bikes don’t count as traffic. Right?
Denver’s bikeshare system is adopting a hybrid program to compete with dockless bikeshare, allowing riders to leave bikes in hundreds designated bike corrals, or leave them anywhere for a small additional fee. Something Metro may want to consider as dockless bikes expand through Los Angeles.
Treehugger says you could solve the problem of New York’s salmon cyclists by getting rid of one-way streets. Or at least installing contraflow bike lanes.
A Vancouver Op-Ed says bicycling is often more convenient than driving in major cities. I’ve found that true in Los Angeles, where I could commute from Westwood to DTLA in the same time it took to drive, with far less hassle and aggravation.

Despite the city’s lip service to Vision Zero, it’s clear, to paraphrase Casablanca, that the deaths of a few innocent people don’t amount to a hill of beans in this crazy town.
Now neighboring Councilmember Mitch O’Farrell has joined him, citing a lack of significant, widespread support for the vital safety project.
If that’s going to be the standard, we might as well toss Vision Zero in the scrapheap of Los Angeles history right now. Because we may never get a majority of Angelenos to believe that saving lives trumps saving a few minutes on their commute.
City officials are elected to do the right thing, not the popular thing. And make the difficult choices that they know will prove correct down the road, even if they initially lack “significant, widespread support.”
Like saving lives, for instance.
Instead, O’Farrell became just the latest LA councilmember to back down in the face of organized opposition from angry motoring activists, settling for a number of incremental improvements to the street that may make it a little safer and slightly more pleasant, but likely do nothing to stop speeding drivers from running down more innocent people.
In part, because of attitudes like this from Rachael Luckey, a member of the Rampart Village Neighborhood Council.
A road diet on Temple, Luckey says, would have been too extreme.
“I hate to use the words ‘acceptable loss,’ but we do live in a metropolitan city, and it’s a dangerous world we live in,” she says. “As far as Temple Street is concerned, I don’t know that it is a crisis per-se. If we were seeing 20, 30, 50 people run over, I would be a lot more alarmed.”
A California Highway Patrol collisions database shows that from 2009 to 2017 on the stretch of Temple Street between Beverly and Beaudry, 34 people have been severely injured and five people have died in traffic crashes.
I wonder if she’d still consider it an acceptable loss if one of those victims was a member of her own family.
And once again, LA Mayor Eric Garcetti was too busy running for president to weigh in on one of his own signature programs, exchanging pledged commitment to Vision Zero for zero involvement.
When Vision Zero was first announced in Los Angeles, I questioned whether the city’s leaders had the courage to made the tough choices necessary to save lives, and help make this a healthier, more vibrant and livable city.
The answer, sadly, is no.

The San Gabriel River trail will be closed at Carson Street in Long Beach today for an emergency repair due to water damage. Riders will be detoured to Town Center Drive.
The path should be reopened on Saturday, unless they run into unexpected problems.
If not, take a few minutes to see if you can reconcile what you see with the local police chief’s insistence that the victim, a homeless woman walking her bicycle across the street, darted out of nowhere into the car’s path.
Right.
Then look closely at the interior view, which shows the clearly distracted emergency human driver looking down the whole time, until just before the moment of impact.
The car should have been able to detect the victim; the fact that it didn’t indicates a major flaw in the system. And the woman behind the wheel definitely should have, if she’d been paying the slighted bit of attention.

“Had this individual stayed at scene and rendered aid — or at least called somebody and cooperated — and remained at scene, it would be looked at as a traffic collision,” Lopez said. “The fact that his individual failed to stay at scene and then fled makes us look at it now like a hit-and-run investigation, leading to a manslaughter case.”

This is the eleventh bicycling fatality in Southern California this year, and the fifth in Los Angeles County. It’s also the fourth in the City of Los Angeles since the start of the year.

Long Beach police officers discovered 24-year old San Pedro resident Cole Micek lying on the Terminal Island Freeway at Pier A Way around 3 am last Saturday.
Not everyone is welcoming dockless bikeshare to Los Angeles.
CD12 Councilmember Mictch Englander has introduced a motion that would ban any dockless bikeshare programs in the city, with the exception of pilot projects sponsored by various councilmembers.
The motion calls on the city to develop guidelines for any future dockless programs, as well as penalties for providers who fail to live up to those standards.
This would allow existing programs from LimeBike and Ofo to continue in the port cities and Griffith Park, respectively, but could prohibit the LimeBikes at Cal State Northridge from being taken off campus.
Hopefully Englander and the council can find a way to develop effective regulations without stifling the growth of what could be a very effective way to reduce motor vehicle traffic.

Police in El Monte are asking the public to be on the alert to help find a hit-and-run driver who critically injured a bike rider.
Nina Moskol, chairperson of the Santa Clarita Bicycle Coalition, had this to say afterwards.
The location of this crash is a known bike corridor. The County has proposed bikeways plans to improve this area. The Santa Clarita Valley Bicycle Coalition has been discussing this area at every opportunity with LA County, Cal Trans, and City transportation officials.
To date, we have had no word as to what proposed improvements for safety will be implemented, when, or where exactly. What we do know is that this freeway/County road interchange is complex and under heavy use because of ongoing construction on the I-5 to complete pavement restoration (and possible HOV lanes). We encourage everyone to ride safely and carefully.

Curbed says the new Glendale-Hyperion Bridge will feature protected bike lanes on both sides, which would be a change from the painted bike lanes called for in the original plans, but it would still have just one sidewalk on the north side.
Marin’s anti-bike lane crank columnist ridicules comments of a mode shift on a Bay Area bridge, saying 235 bike crossings a day pale in comparison to 71,000 motor vehicles. He’s got a point, although the question is whether there are any safe connections on either side of the bridge that encourage people to ride across.
Road.cclooks at presumed liability, which is the norm in most of Europe, and whether it would make streets safer for cyclists in the UK. If we ever want to end car culture and the automotive hegemony on our streets, we’ll have to adopt some form of presumed liability, which assumes the operator of the larger vehicle is at fault in any crash, because they have a greater responsibility to avoid a collision due to their greater ability to cause harm.
CNBC has discovered Copenhagen, where officials say traffic would come to a standstill if 15% to 20% of bicyclists switched to motor vehicles. Which suggest that getting 15% to 20% of Angelenos on bikes might get traffic moving again.
A Canberra, Australia newspaper says there’s no reason for the country’s Capital Territory to reconsider its mandatory helmet law, which it calls a proven lifesaver. Even though multiple studies have questioned whether the health benefits of bicycling outweigh the benefits of bike helmet laws, which have depressed bicycling rates in Australia.
And left to die in the street, literally within site of her own home.
The driver, Ricardo Hernandez Sandoval, was arrested less than an hour later after horrified witnesses followed him to his home. He was booked on charges of felony hit and run, felony DUI and vehicular manslaughter.
Now I’ve been informed that he was sentenced on Friday to four years for vehicular manslaughter under the influence, and five years for the fatal hit-and-run, to be served consecutively.
In other words, nine years total, along with fines and restitution.
I’m also told the assistant DA had to wipe tears from his eyes when Gresham’s children gave their witness statements.
It won’t bring Deborah Gresham back. But for once, a fallen SoCal cyclist got justice from the courts.
According to the story, the City of Los Angeles settled with 17 bicyclists last year for a total of $19 million, over four times more than in any previous year.
That’s $19 million that could have gone to fixing the streets before anyone got hurt, rather than waiting until it was too late.
It was those settlements that inspired Councilmember Mitch Englander’s misguided proposal to ban the striping of bike lanes on any streets with less than an A pavement grade, and removing any existing ones from streets with a B or less.
Which would leave few, if any, bike lanes anywhere in Los Angeles.
And only serve to increase the city’s liability when bike riders continue to get injured on streets that used to have bikeways.
The Los Angeles Bicycle Advisory Committee will meet tomorrow night in Hollywood; the BAC is the only official voice for bike riders in the City of LA.

The LACBC has unveiled a new video explaining who they are and what they do as part of their 20th Anniversary Celebration.
A bike rider was hit by a car in Pacific Palisades last Wednesday; no word on how the victim is doing. The driver somehow claimed to be driving just 15 mph in a 45 mph zone at the time of the crash.
Slate says requiring bicyclists to wear sensors so self-driving cars don’t crash into them is cheating, and autonomous vehicles should be able to spot people riding bicycles on their own, without outside help.
Details have been released for this year’s Ride the Rockies bike tour through the Colorado high country; it will cover 418 miles and nearly 26,000 feet of vertical climbing in six days. And it will visit the tiny lakefront town where my mother worked as a waitress when she was just 18.
Seriously? The death of a Kansas cyclist competing in the state time trial in 2015 was the catalyst for a proposed state law prohibiting negligent driving. Except the penalty would be a whopping $45, which isn’t likely to change anyone’s driving habits.
Michigan is doubling the width of a four-foot bike lane and adding other safety improvements, after two women were killed there two years ago. Maybe they could try making improvements like that before someone gets killed. Which goes for Los Angeles, and everywhere else, as well.
The first one suggests that the safety in numbers benefit provided by more people using bikeshare outweighs the benefits of bike helmets.
And the other concludes this way —
The key issue in considering the use of helmets is of course the risk. In recent years, more detailed assessment of risk in personal travel in England has been published [4]. This shows that risk varies considerably more by age than by mode of travel. The range of risks experienced in bicycling are in the same range as faced in walking or driving, except possibly for the most elderly bicyclists.
In conclusion, there is no objective reason to consider even the promotion of helmets for bicycling, in the absence of similar measures for all other road users.

Even though a security camera showed the driver appearing to carefully drive around her body as he left the scene.
And even though a witness claims to have told the driver he’d backed over the victim as she was sweeping the street around her trailer, contradicting the driver’s claims that he didn’t know he’d hit anyone.
So once again, an innocent woman is dead. And no one will ever be held accountable.
While story focused on immigration, J. Patrick Lynch thinks Lopez missed the point.
The real takeaway of this article should have been how easy it is for people to get behind a machine that can easily kill . Whether it be an illegal immigrant, a driver with a suspended license for traffic violations, or someone who’s had their license revoked for multiple DUIs or has even killed someone already, if you want to drive, there’s really little stopping you.
Which is something else that has to change if we’re ever going to reduce traffic fatalities.
Let alone end them.

Work has started on the Main & Spring Forward Complete Streets project in DTLA, including converting the buffered bike lanes on Main and Spring Streets to protected bike lanes. Thanks to 14th District Councilmember José Huizar for having the courage to move forward with the project, despite LA’s recent anti-bike lane hysteria.
The San Diego Association of Governments, aka SANDAG, broke ground the two-mile Rose Creek Bikeway, part of the planned 44-mile Coastal Rail Trail between Oceanside and downtown San Diego.
Nice story. An Arkansas girl born without a hand can ride a bike for the first time after her elementary school classmates designed and built a handlebar attachment using a 3D printer.
Minneapolis MN will get a temporary fat tire bikeshare service for next month’s Super Bowl. Hopefully it will work well enough they’ll make it permanent.
They get it. A Canadian website points out why bike lanes are good for everyone, even drivers and business owners. Which should be required reading for anyone who questions the value of bikeways.
A Victoria, British Columbia chef is taking advantage of new bike lanes by opening a restaurant with a bike-through window. Which is a perfect example of how businesses can take advantage of the opportunity presented by bike-friendly streets, rather than fighting them tooth-and-nail.
Australia’s most notorious driver finally had his license revoked after 11 suspensions in 12 years, not that a little thing like that ever stopped him from driving; he also killed a ten-year old girl who was riding her bike in 2003, while driving at over three times the legal alcohol limit.
Merchants in an Australian town are fighting plans to remove parking on one side of a street to make room for bike lanes, over fears that it will kill their business. Proving once again that anti-bike lane bias is the same all over the world.
Competitive Cycling
Like father like sons. Twenty-three-year old Lithuanian cyclist Raimondas Rumsas Jr was banned for four years for doping, 15 years after his dad received a one-year ban for using EPO at the 2003 Giro d’Italia; sadly, his brother died last year under suspicious circumstances that may have been linked to doping, as well.
When you’re three-time world champ Peter Sagan, you get an audience with the pope. And when you’re the pope, you get a monogrammed bike in the papal colors from Peter Sagan.
He then returned 40 minutes later, and rear-ended two men riding their bikes in the opposite direction.
But despite being arrested two days later on suspicion of three counts of felony hit-and-run, prosecutors concluded they couldn’t prove the charges beyond a reasonable doubt.
So why even try, right?
Which means that a dangerous driver is once again allowed to remain on the roads.
And drivers are once again reminded that the authorities don’t take hit-and-run any more seriously than they do.

CD5 Councilmember Paul Koretz teams with fellow Councilmember Bob Blumenfield to introduce a motion calling for a climate emergency response in spirit of Dr. Martin Luther King’s “fierce urgency of now,” in response to the recent fires and mudslides.
Which means he will undoubtedly reverse his position and approve bike lanes on Westwood Blvd and elsewhere on LA’s Westside, to provide a safe alternative to driving and reduce greenhouse gasses.
However, given that one of their primary requirements is that the chosen city must have a good bicycle network, LA can probably look forward to getting a participation trophy.
No irony here. Mar Vista’s dermatologist, neighborhood council member and self-appointed planner says LA needs to approach planning as engineers, rather than social justice warriors. Except when the engineers at LADOT do exactly that, neighborhood NIMBYs and pass-through drivers reject it because it’s not the kind of social engineering they want.
This is pretty much the definition of NIMBY. Five Encinitas residents are suing the city to block officials from opening a park gate to give kids a safe route to their elementary schools; they complain that it will be used by people who don’t live in their neighborhood to enter the park.
