A similar Bike Forum back when Antonio Villaraigosa was mayor of Los Angeles resulted in real change on the streets, as well as in how we were treated by the LAPD. All of which lasted right up until Eric Garcetti became mayor.

So after ten years of being ignored, we need to make the mayor hear us. Because as important as her efforts are to house the homeless, they’re not the only ones in danger on our streets.

Today’s must-read comes, as it so often does, from Streetsblog’s Joe Linton.

Linton offers a recap of projects Metro and Los Angeles just didn’t get around to last year, which range from the resident-designed Complete Streets makeover of Colorado Blvd through Eagle Rock — which was delayed by a NIMBY lawsuit that was just tossed by the judge — to the failure to break ground on extending the LA River bike path through Vernon and DTLA.

Which means the latter could miss Garcetti’s promise to have it ready for the 2028 LA Olympics.

But he’s in India now, serving as US ambassador, so no one in city government or at Metro really gives a damn what he promised anymore.

In addition, Linton writes about the LA City Council’s failure to follow through on a motion to halt harmful road widening in the city, which passed the council with unanimous support early last year.

Then…nothing. City staff were supposed to write the text of the new law, and bring it back to the council within 60 days.

We’re still waiting.

Or they may not be, since Mike Bonin, the author of the motion, left the City Council to focus on his family in the face of withering abuse.

Maybe they’re hoping they can just sweep it under the rug and forget all about it, which seems to happen all too often these days.

Case in point, the City Council’s version of the Healthy Streets Los Angeles ballot measure, which they promised would be even better than the original created by LA transportation PAC Streets For All.

As Linton explains,

For a year, nothing happened on Safe Streets. (In fact, several city departments did the opposite, going on the offensive to undermine the legitimacy of the city’s own Mobility Plan.)

In August 2023, city staff posted a weakened, problematic draft ordinance (read Streets for All’s critique). The council never scheduled any public hearing which could have received public input and maybe fixed problems, thus strengthening the draft ordinance.

What seemed like the council’s urgent attempt to advance equity and safer streets turned out to be vaporware at best – or deception designed to split advocates at worst.

Now it’s 2024. In just two months, L.A. City voters will decide Measure HLA in the March 5 election. City departments are continuing their push to undermine Measure HLA, the Mobility Plan, and walking, bicycling, and transit in general (see for example Little Tokyo above).

Despite those efforts, Measure HLA continues to gain momentum, picking up endorsements, raising funds, and recruiting volunteers. Get involved via the campaign website.

There seems to be a lot of that kind of chicanery on Linton’s list, as city and Metro staff seem determined to slow walk and undermine desperately needed projects at every turn.

Not to mention a “pernicious double standard.”

The above list points to a pernicious double standard at Metro (one that SBLA has pointed out before). When it comes to freeway expansion, Metro staff and board are quick to insist that “we have to do this because it’s what the voters approved.” When it comes to transit (operations and capital), BRT, bike paths, etc., Metro is fine with delays, years of meetings, and scaling back and canceling projects – whether the voters like it or not.

If only Metro would act with the same urgency on equitable healthy modes – as it does for highway widening – but don’t hold your breath.

If I held my breath waiting for LA and Metro to act, I would have died of asphyxiation years ago.

And I’m not about to start now.

The war on cars may be a myth, but the war on bikes just keeps on going.

No bias here. A San Antonio, Texas TV station says police are looking for a bicyclist with a knife who stabbed an acquaintance after a squabble. Not, say, a knifesman or stabber who rides a bicycle.

No bias here, either. A British bike rider appears to speed up to avoid getting right hooked by a large truck turning across a protected bike lane. So people naturally blame the guy on two wheels, accusing him of “racing” the truck.

The CHP and LA County Sheriff’s Department are finally targeting speeding drivers on deadly PCH, where four Pepperdine students were recently killed by a driver doing up to 105 mph on the highway that serves as Malibu’s Main Street.

Santa Monica police will conduct another Bike & Pedestrian Safety Enforcement Operation today, ticketing any violation that could endanger bike riders or pedestrians — even if it’s a bike rider or pedestrian who commits it. The usual protocol applies, ride to the letter of the law today until you pass the city limit sign so you’re not the one who gets ticketed. 

 

State

Orange County’s “Ebike Lady” volunteers her time to teach new ebike-owning kids how to stay safe on the roads.

Bakersfield news media are still talking about the bike rideout that devolved into hooliganism last month, even though it’s been over a month. Apparently, they don’t get much excitement up there. 

Evidently, business owners and drivers aren’t the only ones who hate San Francisco’s new Valencia Street centerline bike lane, with bike ridership dropping — not rising — 50% since it was installed last April.

The Sacramento DA reportedly told the victim’s family that the kid who fatally shot a ten-year old boy with his father’s stolen gun last week won’t face any charges, saying the sole criminal responsibility lies with the father, who was prohibited from owning a gun as a convicted felon; his son reportedly shot the other boy after becoming angry over losing a bike race.

New graphene-based battery cells promise to end lithium-ion ebike battery fires.

A new study from Spin says improving bike networks could be the best way to keep e-scooter riders off sidewalks.

Spokane, Washington is considering a proposal to buy a “transformative” half-million dollar snow plow to clear protected bike lanes this winter.

Colorado has suspended applications for its ebike rebate program after running out of money due to unexpectedly high demand. Meanwhile, California’s seemingly moribund ebike incentive program still hasn’t paid out a dime, despite receiving an additional $18 million in funding.

Ohio bike lawyer Steve Magas, co-author of the classic book Bicycling and the Law, offers a neighboring state’s legal perspective on the Illinois Supreme Court’s bizarre ruling that bicyclists are merely permitted guests on most roadways. Meanwhile, a writer for a legal site blames Chance the Rapper.

A Nashville writer calls the city’s new mayor a “trusted advocate for the cycling community, yearning for safer, more accessible streets.” Although any Angeleno bicyclist suffering from hard-won cynicism might tell them to believe budgets, not promises. 

A Charleston, West Virginia columnist calls on the city to make the streets safer, over two years after he went over his handlebars trying to avoid a right hook.

Florida’s Delray Beach unveils a new bike and pedestrian plan including over 52 miles of new bike lanes, although the hefty $100 million price tag suggests much of it may be wishful thinking.

No surprise here, as Florida once again leads the nation in bicycling deaths and injuries, with an average of 18 bicyclists injured in crashes every day.

 

International

Momentum says the “humble” bicycle offers the perfect way to overcome sedentary lifestyles and desk-bound routines to improve health as we start the new year.

Cycling Weekly says Strava data shows a 55% increase in gravel cycling over the past year, because “people aren’t as snooty or uptight,” according to one gravel convert.

Scotland has finally gotten around to banning the common British practice of parking on the sidewalk, though Edinburgh is one of the first cities to announce plans to actually enforce it.

He gets it. A Pudsey, England letter writer tells motorists to “See other road users as human beings — mothers, fathers, daughters, sons — not as obstacles.”

British bike riders bemoan flooded bikeways, and the country’s lack of response.

A divisional commissioner in Lahore, Pakistan called a special meeting to promote “cycling culture,” promising it would create business opportunities as well as a healthy urban environment.

 

Competitive Cycling

F1 Alpha Romeo driver Valtteri Bottas says he’s serious about gravel racing, after twice standing on the podium at Steamboat Springs, Colorado’s world-class SBT GRVL race, and creating one of his own.

Matthew van der Poel was fined 250 euros — the equivalent of $274 — for spitting at a group of unruly gravel fans he said were tossing beer and urine at him every time he rounded last weekend’s gravel course. Although to be fair, sometimes it’s hard to tell the difference between the two.

Designed to kill — modern high-profile, blunt-front cars 25% deadlier; and ghost tires installed on LA’s killer highway

It’s not just pickups and SUVs.

While the risk of high-profile vehicles is well documented, a new study from the Insurance Institute for Highway Safety shows even flat-front, mediumheight vehicles present a higher risk of pedestrian fatalities compared with similarly-sized cars with low or sloped front ends.

And guess what the current automotive style trend is.

According to the study, vehicles measuring just 30 to 40 inches from the street to the top of the hood posed a 25% greater risk of pedestrian deaths. And presumably, the same or greater risk to people on bicycles.

According to Streetsblog,

Of course, advocates have long known that high and mighty SUVs and pickup trucks are a significant factor in the 80-percent increase in pedestrian deaths on U.S. roads over the last 14 years. High front ends are associated with higher risk of deadly head and thorax injuries, and studies show vulnerable road users are more likely to be thrown under the wheels of an SUV and sustain even more extensive injuries, rather than being being pushed onto the hood or the roof.

The new study reveals, though, that even cars that Americans think of as “medium sized” aren’t necessarily safe, either. Nearly 35 percent of U.S. vehicles are now designed with a blunt — and significantly more deadly — front end, the study authors said, citing a recent re-design of the Ford Mustang…

“Over the past 30 years, the average U.S. passenger vehicle has gotten about four inches wider, 10 inches longer, eight inches taller and 1,000 pounds heavier,” the Insurance Institute added. “Many vehicles are more than 40 inches tall at the leading edge of the hood.”

And they wonder why traffic deaths have been going up every year.

As long as federal regulations continue to allow the seemingly endless motor vehicle size creep — and allow car makers to literally design their vehicles to kill anyone not safely ensconced in a couple tons of glass and steel — that’s not going to change.

Sometimes, though, traffic violence has less to do with the size and shape of the vehicle than the design of the roadway.

And the actions of the driver.

Like on PCH in Malibu, where a driver traveling in excess of 100 mph killed four Pepperdine University students just standing on the side of the roadway, as they made their way to a fraternity party.

Yesterday afternoon, traffic safety nonprofit Streets Are For Everyone, aka SAFE, installed four white ghost tires where they lost their lives.

Or rather, where they were brutally murdered.

The memorials are similar to ghost bikes, to remember those who have been killed by speeding drivers.

But sharing responsibility with their alleged killer are the officials who have done little or nothing to correct the single deadliest surface street in LA County.

Here’s how SAFE put it in their press release.

Any single loss of a loved one and community member due to a preventable traffic collision is tragic. The loss of four in one incident is horrific, but these preventable collisions are made worse by the fact that the short stretch of PCH that travels through residential and business areas of Malibu has been known for decades as a dangerous road with vehicles regularly doing 60-80 MPH and sometimes well over 100.

Since 2010 there have been 58 fatalities (including the four young women just killed) and about 2500 individuals injured. The single largest factor in these crashes is reckless speeding. (Source LA County Sheriff’s Dept and TIMS) For decades the community of Malibu, including various family members of those who have been killed and city officials, has asked Caltrans (the government agency responsible for PCH) to slow down PCH and re-engineer it. Little has been done.

In 2015 the California Office of Traffic Safety commissioned a study of PCH through Pacific Palisades and Malibu called the PCH Pedestrian Safety Project. In that report, there were 130 improvements recommended for the section of PCH in Malibu, including reducing the speed limit of PCH through the most densely populated areas. In the eight years since that report, Caltrans has implemented 6 of the recommendations (the City of Malibu has implemented additional recommendations with Caltrans approval) and none of the most effective recommendations have been accomplished. There is still a 45 MPH speed limit – too fast for the road conditions through Malibu. Drivers still often drive 60+ MPH through this built-up, high-pedestrian area, because there are few stop lights, and traffic calming measures are lacking.

“It’s been eight years since the 2015 safety recommendations were issued. Caltrans has done virtually nothing since then to reduce unsafe driving on PCH in Malibu. EIGHT YEARS! What else has Caltrans been doing over that time that is more important than stopping people being killed at this rate on such a short stretch of road?” – Barry Stewart (Father of Peyton Stewart, killed along with her three friends by a speeding driver on PCH.)

The question is how many more people will have to die before someone, anyone, finally does something to fix the problem.

Because the modest tinkering around the edges that passes for safety improvements on LA’s killer highway clearly haven’t done anything to save lives.

And if the deaths of four innocent young women isn’t enough to convince state, county and local officials to do something, I don’t know what will.

Speaking of which, the annual World Day of Remembrance for Road Traffic Victims is this Sunday.

Maybe someday, carmakers will finally try to design their vehicles to make fewer victims to remember, and traffic engineers and elected officials will build roads that don’t contribute to the problem.

Which is what Vision Zero is all about.

A former Baltimore city council president decried a recent road diet and bike lanes, saying “There are elitist, fanatical people who believe they want to improve the world by getting rid of cars and the way they do it is by narrowing every street that they can, even if it has a negative effect on the city.” Never mind that lane reductions and bike lanes have been repeatedly shown to improve safety for everyone, and often improve traffic flow while increasing sales for local businesses. But sure, just keep hating on people working to make positive changes on our streets. Schmuck. 

No bias here, either. After police ignored a sideswipe hit-and-run by a motor scooter rider that knocked a London man famed for bicycling with his cat off his bike, telling him only that he should wear a helmet, the victim has received thousands of abusive messages on social media — going so far as telling him to kill himself — and been reported to the SPCA for animal abuse.

Yes, please. CD5 Councilmember Katy Yaroslavsky talked with UCLA’s Daily Bruin student newspaper about her goals for Westwood, including more bus and bike lanes to build more livable communities.

Alhambra’s newly revealed active transportation plan calls for more than 50 miles of new bike lanes, as well as several new pedestrian priority zones. Let’s just hope they follow through. Because, as we’ve learned the hard way here in Los Angeles, a mobility plan is only as good as the city’s commitment to it. 

Santa Monica cops will be conducting another bicycle and pedestrian safety operation today, ticketing anyone committing a traffic violation that could put bike riders or pedestrians at risk. So if you haven’t left for your ride yet, ride to the letter of the law until you cross the city limits, so you’re not the one who gets ticketed.

Streetsblog’s Melanie Curry examines the new Calbike survey showing most respondents are afraid to walk or bike on roadways controlled by Caltrans, four years after Governor Newsom vetoed a bill that would have mandated Complete Streets because, in his words, “Caltrans was already doing that.” Apparently not.

The new owner of the 50-year old Leucadia Cyclery is fighting to stay in business, after the owners of the building refused to extend the lease due to “water leaks, electrical problems and its overall vulnerability as high-risk unreinforced masonry.”

It’s been a rough few days in Kern County, where a man riding a bicycle was killed by a driver in Bakersfield yesterday afternoon, while a 21-year old woman was arrested for the hit-and-run that killed a bike-riding woman in Wasco on Sunday.

In better Kern County news, a new bike lane is slated to open in Tehachapi this month.

San Francisco state Assemblymember Phil Ting writes about securing more than $2 million for bicycling programs in the city, including $1.2 million for safety improvements to Arguello Blvd between Golden Gate Park and the Presidio, where champion cyclist Ethan Boyes was killed earlier this year. Maybe someday, a Los Angeles-area legislator will secure funding to fix the site where someone, anyone, was killed on our streets.

 

National

Seattle is nearing completion on a $40 million curb-protected bike lane connecting the Capitol Hill neighborhood with downtown, although design compromises — like rerouting it onto a sidewalk and around light post to avoid inconveniencing drivers — could reduce its effectiveness.

Advocates in my bike-friendly Colorado hometown are working to turn the site of the former college football stadium where I used to smuggle rum inside my tuba on game days into a massive 60 to 80 acre world class bike park. I mean, the statute of limitations for that is over, right?

About damn time. A new Chicago ordinance requires the city to study any fatal crashes to determine the cause, and report all fatal crashes to the public. Now let’s get them to do something like that here. Thanks to Bike Lane Uprising® for the heads-up. 

No bias here. After a 16-year old Chicago boy was killed in a collision while riding his bike, the only mention that the truck that hit him even had a driver was a brief note that the driver was uninjured.

That’s more like it. A 27-year old Michigan man will spend between 3.6 and 15 years behind bars, less four days for time served, for the drunken hit-and-run that killed a 30-year old man riding a bicycle; he was nearly three times the legal alcohol limit when he fled the scene, dragging the victim nearly a mile and a half under his van.

Officials in New York called on retailers and food delivery companies to do more to halt the proliferation of dangerous ebike and e-scooter batteries, after three people were killed in a fire blamed on a lithium ion scooter battery.

A coalition of safe streets and immigrant rights advocates are pushing back against a New York City proposal that would require registration and licensing for ebikes, arguing that it would be dangerous and expensive, and wouldn’t make the streets any safer.

Both sides have rested in the trial of Mandy Benn, the alleged drugged driver charged with killing two men, and injuring three other people participating in a three day, 300-mile Michigan Make-A-Wish fundraising ride earlier this year.

Benn hit the victims head-on while attempting an ill-fated pass of a UPS truck, then said the crash scene “almost looks real,” while showing signs of intoxication.

The defense blamed her bizarre behavior on a concussion, rather than the two painkillers and an anti-anxiety drug in her system at the time of the crash.

Calbike is responding the the recent spate of anti-ebike laws by calling out the inherent anti-bike bias.

The statewide bike advocacy org is urging SoCal cities to reverse discriminatory bicycle regulations, even as more communities are calling for stricter regulation of electric bicycles, threatening the rapidly expanding ebike boom.

Nice to see the group take a stand and get in the fight.

Bicycling recommends places around the US to do a little gravel grinding, asking of it’s just them, or if this gravel biking thing is really catching on. As usual, read it on Yahoo if the magazine blocks you. 

A Seattle public radio station introduces listeners to the guerrilla gardener of the city’s 520 bike path, who spends his spare time keeping the pathway safe and clear because the local government isn’t doing it.

A Salt Lake City op-ed says the area’s the state-of-the-art wide, green bike lanes look nice but put bike riders on dangerous streets, with the writer calling for physically separated pathways instead. Hint: If it isn’t completely protected, it ain’t state-of-the-art.  

Wisconsin Republicans are responding to a photo suggesting a child may have participated in Madison’s edition of the World Naked Bike Ride by introducing a pair of bills banning public nudity, as well as another banning children from any event featuring nudity.

He gets it. A longtime London and New York bike commuter says between problems like cars parked in bike lanes and a lack of secure bike parking, it’s no wonder people don’t want to bike to work.

New York has a box truck problem, after a 56-year old man riding a bicycle was killed by a truck driver in Brooklyn yesterday, and a man riding a moped was killed in a collision with a truck driver on the Upper East Side less than seven hours earlier.

New York’s 26 bicycling deaths this year is the most since the city adopted Vision Zero nearly ten years ago.

A Lancaster, Pennsylvania man faces multiple felony counts for the hit-and-run crash that killed a man riding his bicycle to his family’s farm to tend to their animals last month; the victim’s brother discovered his body and what was left of his bike in a cornfield when he went searching for him. Whistleblower demoted in Caltrans scandal, CD12 CM John Lee faces ethics charges, and LA Bike Fest this Saturday

Maybe things haven’t changed at Caltrans after all.

As we mentioned a few weeks back, Jeanie Ward-Waller, deputy director of planning and modal programs at state highway agency, was unceremoniously transferred from her position last month.

In other words, demoted.

The reason, according to a new report from Politico, is that she stood up against a plan to circumvent environmental rules on Sacramento-area road construction projects, announcing her intention to file a whistleblower complaint.

Caltrans’ chief deputy director, Michael Keever, notified Ward-Waller on Sept. 14 that she would be terminated from her role Oct. 4 and placed on administrative leave until then. In a letter seen by POLITICO, he offered her the option of returning to her previous role at the agency or one administrative level above that.

The former policy director for the California Bicycle Coalition, aka Calbike, had worked at the agency since 2017. She was promoted to her most recent position three years ago by former Caltrans Director Toks Omishakin, who is now serving as state Secretary of Transportation.

Apparently, even that was not enough to protect her when she spoke out against the agency circumventing its own rules, as well as state climate regulations.

Ward-Waller said in an interview — her first since her termination — that she had objected to two construction projects on Highway 80 because, she said, Caltrans’ state and federal permits improperly understated their environmental impacts…

Ward-Waller alleged that Caltrans improperly described the first project as “pavement rehabilitation” when it will actually widen the road to accommodate new lanes. Because of that, she said, it’s illegally using state funds that are intended only for road maintenance, not widening.

She also said the projects should have been considered as one and that by “piecemealing” them into two, Caltrans was able to streamline permitting for the first project, avoiding a full evaluation of alternatives under the California Environmental Quality Act and the National Environmental Policy Act.

Ironically, the news broke just one day before California Clean Air Day.

Maybe it’s time for Caltrans to clear the air about their own failure to live up to their clean air goals. And stop punishing high-ranking employees for standing up to them over it.

About damn time.

Anyone who has been paying attention knows there has been a cloud hanging over CD12 Councilmember John Lee ever since his role in the Mitch Englander bribery scandal came to light.

Now the Los Angeles Ethic Committee is accusing him of failing to disclose gifts he received in excess of the allowed limits in 2016 and 2017, when he was the top aide to the disgraced and now convicted former councilmember.

He also stands accused of misusing his city position, and aiding and abetting his old boss in misusing his council seat.

The only question is what took so long. Okay, that’s the second question.

The first is why he never faced criminal charges for his role in the bribery scandal; smart money says he turned on Englander, and earned a free pass by working with the FBI to provide key evidence in the case.

According to the LA Times,

The accusations arise from Lee’s time as chief of staff to Englander, who pleaded guilty in 2020 to lying to federal investigators when he was caught in a pay-to-play corruption investigation. Lee, referred to as City Staffer B in the federal indictment, was on the now-infamous trip to Las Vegas when Englander received an envelope with $10,000 in a casino bathroom. The trip, we learned from the Ethics Commission’s accusation, was to celebrate Lee’s pending move from City Hall to the private sector.

On that trip, according to the accusation, a developer and a businessperson put Lee up in a hotel suite, gave him $1,000 in casino chips (which, Lee told investigators, he lost playing baccarat), wined and dined him, and spent $34,000 on bottle service at a nightclub. The value of the trip far exceeded the $470 gift limit for city officials.

Lee did not include the trip or gifts on his disclosure forms when he left city service that month. After the FBI contacted Englander around Sept. 1, 2017, as part of its investigation, Englander sent two $422 checks to the businessperson, one from himself, the other from Lee, for “Vegas expenses.” The checks were backdated to Aug. 4 to make it appear that Englander and Lee had reimbursed the businessperson before the FBI inquiry, according to the accusation.

Unfortunately, the most the Ethics Committee can do is issue a fine, which will amount to a relative slap on the wrist, no matter the amount.

And it’s unlikely Lee will have the integrity to step down, regardless of whether that’s the right thing to do after skating on criminal charges.

I can’t speak for you, but after five councilmembers convicted, charged or implicated in corruption scandals over the last few years, I’m beginning to lose faith in our city leaders.

Okay, that’s a lie.

I lost faith in them a long damn time ago.

Maybe we just need to show up with a cargo bike full of unmarked bills to finally get some action on safer streets around here.

The war on cars may be a myth, but the war on bikes just keeps on going.

Statistics are a dangerous thing in the wrong hands. No, even if 75% of people killed while riding bicycles weren’t wearing a helmet, that doesn’t mean 75% of bicycling fatalities were due to not wearing one. And even that stat is highly debatable.

But sometimes, it’s the people on two wheels behaving badly.

A 24-year old Los Angeles man was busted for riding a bicycle while under the influence. And yes, that’s a thing in California.

Police in New York are still looking for a hit-and-run bicyclist who slammed into a 59-year old woman last month, while riding salmon in a bike lane on a bikeshare ebike; the victim remains in a coma two weeks later.

Several women have complained of being frightened and harassed by male bicyclists in London’s Richmond Park, who mistakenly assume they aren’t permitted to drive on streets that are otherwise closed to motorists. Seriously, don’t do that. No matter how right you may think you are.

The aforementioned LA Times asks if Los Angeles could follow San Francisco’s lead in banning right turns on red lights, which could go a long way towards preventing crashes with bike riders and pedestrians.

The former Biking Black Hole of Beverly Hills continues its surprising bike-friendly turnaround, announcing plans to install bike lanes on Beverly Blvd between Santa Monica Blvd and Doheny Drive.

Pasadena public school students will be walking to class today to mark National Walk and Roll to School Day, as well as the state’s Clean Air Day. Which probably isn’t what they’ll be breathing as they walk to school along the Rose City’s busy streets.

A Los Angeles man has been booked on charges of assault with a deadly weapon and felony assault for knocking a woman off her ebike and strangling her on Santa Monica’s Main Street after yelling incoherently, for no apparent reason.

 

State

A Leucadia woman is calling for a law mandating helmets for ebike riders, after her 69-year old husband suffered a fractured skull when he hit a curb and went over his handlebars just two blocks from their home; he remains in a coma weeks after the crash. Although to be fair, the same thing could happen hitting a curb on a regular bike. 

Solano Beach is just the latest SoCal city to adopt an ordinance cracking down on scofflaw ebike riders, though it sounds like all they’re doing is recommitting to enforcing existing regulations, while creating a diversion program for ticketed bicyclists.

This is who we share the road with. A San Francisco woman is in critical condition after she was struck by a hit-and-run driver while crossing the street and tossed into the path of a driverless cab, which came to a complete stop on top of her leg, pinning her underneath.

Sacramento is planning to slow traffic by installing a number of speed bumps throughout the city, in an effort to improve safety on the city’s deadly streets.

 

National

A 73-year old Wisconsin man faces charges for driving under the influence after hitting a nine-year old boy riding a bike with his two brothers; the boy faces a long road to recovery after waking up in the hospital, and asking if he was dreaming. A crowdfunding campaign to help pay his medical expenses has raised nearly half of the modest $9,000 goal. Drinking may be a disease, but getting behind the wheel afterwards is a choice — a very bad one.

Chicago hit-and-run victims call for better protection for bike riders on the city’s streets.

Tragic news from Florida, where a high school senior was killed by a 78-year old school bus driver just as he was arriving at school on his bike, and was left crossed by the driver as she pulled into the school parking lot; a crowdfunding campaign for the victim’s family has raised over $19,000 of the $20,000 goal. Once again raising the question of how old is too old to drive — especially a vehicle that large and full of children. 

 

International

This is how Vision Zero is supposed to work. After a bike rider was killed in a right hook by the driver of a cement truck, officials announced the intersection in downtown Hamilton, Ontario will undergo a review to improve safety. You can probably count on one hand the number of times that’s happened after any crash in Los Angeles. And have enough fingers left over to let them know what you think about it.

A Manchester, England city councilor is feeling the heat after a bike rider was injured by a stoned driver on the same section of roadway where two other bicyclists were killed last year, after he was responsible for having a protected bike lane ripped out in 2021.

An English man credits the doctors who were riding behind him with saving his life when he suffered a heart attack during a charity ride.

Leading British cyclists fire back over the Conservative government’s plan to restore automotive hegemony to the country’s poor, put-upon motorists, arguing that everyone should feel safe enough to choose walking or biking, and that every person on a bike frees up space for people who actually need to drive.

Good idea. Instead of just installing ghost bikes at the site of fatal crashes, advocates in the UK left a half dozen on the steps of the county hall to represent the six people killed on county roads so far this year — and to make sure officials and the press actually saw them.

Belgian bicyclists may soon be able to take the motorcycle license exam on their ebikes.

Thirty-nine-year old Frenchman François Pervis failed in his attempt to become the fastest person on two wheels last month, when he fell 3.1 mph short of the 89.39 mph record for the fastest human-powered vehicle; his previous attempt last year nearly left him paralyzed after crashing at 80 mph.

It looks like the nascent National Cycling League will survive for a second season after signing a number of cyclists to contracts, including L39ion of Los Angeles rider Tyler Williams, who will ride for the Miami Nights. Apparently, pro sports have officially run out of good team names.

14-year old bike rider injured by hit-and-run car thieves, and pistol packing, gun-shooting Culver City bike rider

I’m feeling pretty sick tonight, so I’m posting this without editing. My apologies in advance for any mistakes.

The LAPD is looking for four men who stole a Kia, and left a teenage bike rider severely injured when they lost control and slammed into him as he rode his bike.

The 14-year old boy was riding north on Main Street near Adams Blvd when the car headed in the opposite fishtailed direction fishtailed and knocked him off his bike around 7:30 pm on Tuesday, May 16th.

The victim suffered a broken knee and arm, with bruises and road rash all over his body.

A crowdfunding campaign to help pay his medical expenses has raised over $11,000 of the $30,000 goal. If you’ve got any extra cash lying around, this would be a good one to give to.

As always, there is a standing $25,000 reward for any hit-and-run resulting in serious injury in the City of Los Angeles.

Let’s hope that’s enough to get someone to turn them in.

Police in Culver City are looking for a bike-riding man who bizarrely rode down an alley firing a gun into the air, for no apparent reason.

The incident occurred around 5 pm last Wednesday in the Lindberg Park area.

Fortunately, no one was injured.

The suspect is described as a man wearing a red sweatshirt and shorts, with a dark baseball cap and tattoos on his hand, riding a black bike.

Heartbreaking news from the Tour de Suisse, aka the Tour of Switzerland, where 26-year old Swiss cyclist Gino Mäder died after going off the road on a high-speed descent.

Mäder was found lying unconscious in water at the bottom of a ravine. He was rushed to a hospital, but succumbed to his injuries.

His Bahrain Victorious team withdrew from the race in the wake of Mäder’s death, while news of his death brought condolences from throughout the bike racing world.

American cyclist Magnus Sheffield was discharged from the hospital after three days for his injuries suffered in the same crash.

Twenty-two-year old Danish cyclist Mattias Skjelmose dedicated his victory in the tour to Mäder.

A Boston-area letter writer says a West Roxbury group is fighting plans for new bike lanes using fear mongering over lost parking spaces, small businesses suffering, and interfering with emergency response — even though it would remove just two parking spaces, and preserve five of the six existing lanes.

In a terrifying incident, road-raging Welsh retiree threatened to kill a bicyclist at a busy intersection before physically assaulting him, then driving his car at the victim, telling him “You will die on this road today!” And even after he was arrested, demanded the cops give him the victim’s name so he could have a hit put out on him.

A 19-year old English driver faces charges for allegedly intentionally running down a pair of teenaged boys walking along a roadway, before a passenger in his car took one victim’s bicycle, and tossed it in the trunk before driving off.

But sometimes, it’s the people on two wheels behaving badly.

The CHP issued a warning after a group of teen bike riders took their latest rideout onto the northbound lanes of Interstate 580 in Hayward, California on Monday.

Houston’s mayor says violent incidents won’t be tolerated after a group of people on bikes swarmed a driver’s car, kicking a scratching it, and bashing in the windshield with a bike chain.

Sacramento County advocacy group Bicycle Advocates for Rancho Cordova held a Juneteenth celebration Sunday offering free dinner, kid’s books and bike repairs.

Heartbreaking story from Ecuador, where an alleged drunk driver is being held without bail for killing a 71-year old man and his two teenaged grandsons as they waited at a bike trailhead for their rental bikes to be delivered.

The Euskaltel-Euskadi and Baloise-Trek Lions cycling teams had to pull out of the final stages of the Tour of Slovenia and Baloise Belgium Tour, respectively, after bike thieves stole the teams’ bikes and wheels.

A BBC radio podcast will explore what really happened to Italian cycling great Marco Pantani, asking if the mafia would really kill such a high-profile cyclist.

Former Tour de France, Vuelta and Giro champ Alberto Contador suffered a bloodied face when another rider crashed in front of him during China’s Desafío Beijing by La Vuelta; he was in the country to encourage people to ride bikes.

A British elite bike race demonstrated the problem of competing on an open course when it had to be cancelled just 18 miles into the planned 125-mile course when a drunk driver plowed into a family car while traveling at 100 mph; remarkably, no one was injured. The driver was so drunk he couldn’t even stand up after the crash.

South African pro cyclist Nic Dlamini is still waiting for justice, over three years after five national park rangers broke his arm for allegedly failing to pay the entrance fee.

 

Finally…

Forget a tandem, and get a Buddy Bike instead. If you’re going to celebrate your race victory arm in arm, maybe wait until you actually win.

And when you’re riding your bike with a broken meth pipe and a week-old baby raccoon in your backpack, put a damn light on it, already.

Bass ignores mobility plan in State of City, MOVE removal violates CEQA, and LA Engineering greenwashes LOS climate fire

This doesn’t bode well.

Los Angeles Mayor Karen Bass gave her first State of the City address yesterday, with a focus on the city’s efforts to build housing and end homelessness, as well as increasing the size of the LAPD, LAFD and 911 services to improve safety.

What Bass did not mention was traffic safety, Vision Zero, the mobility plan, bikes, pedestrians, transit or alternative transportation.

We’ll see where her priorities lie when she releases her first city budget this morning, and whether any of that will be given the funding they need.

But right now, it looks like we’re going to be an afterthought.

Carter Rubin of the Natural Resources Defense Council, aka NRDC, makes a compelling argument in favor of the very successful MOVE Culver City Complete Streets project.

And keeping it right where it is.

The project is under fire from the newly auto-centric conservative majority on the Culver City council, which wants to rip it out so cars can once again go zoom, zoom without having to make room for anyone else.

Here’s just a part of what Rubin has to say.

recent analysis of the corridor shows MOVE Culer City has delivered substantial benefits with few tradeoffs.

  • A 52% increase in bus ridership
  • A 32% increase in cycling activity
  • A 18% increase in pedestrian activity
  • Only a 2 minute increase in average peak period travel time for people in cars

Hard-won progress deserves defending. So this week, the Natural Resources Defense Council (NRDC) sent a letter to the City Council expressing our support for the MOVE Culver City initiative. In doing so, we joined over 20 other organizations that advocate for sustainable, safe, healthy and equitable transportation.

He also notes that removing the project could violate state environmental laws, as well as federal civil rights requirements.

In our letter, we make the case that any action by the city to increase the number of lane-miles available for mixed-flow vehicle traffic would require analysis, disclosure, and mitigation of potential environmental impacts pursuant to the California Environmental Quality Act (CEQA). The City must comply with CEQA before making any final decision on a project that changes conditions on the ground today.

Full removal of MOVE Culver City would entail adding approximately 2.6 lane miles of vehicular lanes to principal arterial highways, which is likely to significantly increase vehicle miles traveled, according to the state’s official CEQA guidance. That increase in VMT would contribute to additional greenhouse gas emissions impacts, as well as criteria air pollution, including ozone, carbon monoxide, nitrogen dioxide, sulfur dioxide, and PM10 and PM2.5, from tailpipe exhaust and brake, tire, and roadway wear.

Further, we note that the City is required by Title VI of the Civil Rights Act to analyze changes to transit service that might disproportionately affect people of color, immigrants and other protected communities who ride transit.

The Los Angeles Bureau of Engineering is proposing widening a one-mile section of Alameda Street in Wilmington near the Port of Los Angeles, increasing the street to three lanes in each direction to boost automotive throughput and the largely discredited Level of Service.

The war on cars may be a myth, but the war on bikes just keeps on rolling.

No bias here. Officials in a Massachusetts town are up in arms after state officials begin work to remove a traffic lane and install bike lanes on a local bridge, insisting no one told them about the plans; one city councilmember actually insists there’s not enough bike traffic on the bridge to justify a bike lane, apparently forgetting that most people don’t enjoy risking their lives in traffic with safe infrastructure.

No bias here, either. A British Columbia letter writer complains that a “boondoggle” bike lane “smacks of ‘fiscal irresponsibility’ and ‘catering to cycling interests’ over the concerns of taxpayers,” apparently forgetting that people who ride bikes pay taxes, too.

Russell Finsterwald and Heather Jackson claimed victory in the men’s and women’s elite categories in San Diego’s Belgian Waffle Ride, while the race retired the number 12 in honor of 2022 winner Moriah “Mo” Wilson, who was murdered in Austin, Texas last year.

It was another stage win for L39ION of Los Angeles cyclist Skylar Schneider, who won her second in a row to conclude the women’s Tour of Redlands, while Blue Ridge Twenty24’s Emily Ehrlich claimed the overall victory in the GC.

L39ion of Los Angeles founders Justin and Cory Williams announced the launch of their third co-ed, multi-racial city-based cycling team in Austin, Texas, following the launch of another team in Miami. They may be single-handedly — okay, double handedly — doing more to ensure the survival, growth and spread of cycling in this country than anyone else.

Taking LA Planning to task for “vacuous” self-congratulatory report, and bike rider seriously injured in South LA hit-and-run

Let’s start today with a must read piece from Streetsblog’s Joe Linton.

In it, Linton takes the Los Angeles Planning Department to task — deservedly — for producing what he calls “an astonishingly vacuous report” that’s ostensibly a status report on implementation of the city’s mobility plan.

Yet one that he says ignores all the multimodal facilities included in Planning Department’s own plan.

Almost as if they are, in reality, the LA Lack of Planning Dept.

According to Linton,

In 2015, the city approved the Mobility Plan, with hundreds of miles of new bus and bike lanes, pedestrian improvements, and a Vision Zero policy to end L.A. City traffic deaths by 2035. Safe streets advocates loved it. Reactionaries hated the plan so much they sued to block it.

Then the city largely ignored the plan. Bus speeds slowedBikeway implementation tanked. Approved bus and bike networks, supposedly slated to be completed in around 20 years, languished. Seven years after plan approval, only three percent of planned bus/bike facilities had been implemented

Yet the Planning Department somehow gives itself an undeserved pat on the back, claiming to have accomplished 76% of the mobility plan’s Action Programs.

While that may sound like they’re making real progress, those Action Programs have nothing to do with putting paint on the street. Let alone the long-promised barriers and networks that might actually provide some protection and connections for people on bicycles.

Instead, Linton describes them this way.

“…a sort of obscure plan appendix that lists 173 tasks assigned to various city departments. The Action Plan includes things like: roadway safety outreach, wayfinding, analysis of unpermitted mountain biking in city parks, and periodic updates of LADOT’s Manual of Policies and Procedures.”

He ties their massive success in rearranging the massive pile of papers on their collective desks back to last year’s fiasco with the city council’s non-approval of the Healthy Streets LA initiative — which does nothing more than require the city to live up to its commitments, and build out the mobility plan they already passed when streets in the plan get resurfaced.

That’s it.

But evidently, that’s just a bridge and resurfaced roadway too far for the city.

He describes how the city council, led by now-disgraced racist Council President Nury Martinez, voted to adopt their own ordinance mirroring Healthy Streets LA.

One that wouldn’t contain the requirement to build out the mobility plan, but would, in actuality, leave it up to the council to decide whether or not to actually fulfill their obligations.

And you can probably guess how that would go, if you’ve been paying attention so far.

Last August, the council made it sound like the ordinance would happen right away. Then-president Martinez stated that city staff would “report back on my motion within the next few weeks.” Councilmember Nithya Raman spoke of the council “match[ing] the urgency that I hear from all of you [safe streets advocates] today.”

Then very little happened. The city continued to repave streets, nearly always ignoring the Mobility Plan. Councilmembers continued to block approved bus and bike facilities. More than seven months later, city departments have not shared any draft ordinance.

During that time, city departments, including DCP and Transportation (LADOT), went on the offensive to undermine the Mobility Plan and Healthy Streets L.A., asserting that approved bus lanes and bikeways are not actually a plan, but just “aspirational… guidance.”

Now where have we heard that before?

That’s exactly what the city’s bicycling community heard from an LADOT official within weeks of the 2010 bike plan’s passage, which was later subsumed into the city’s mobility plan.

We were told, while still celebrating our hard-fought victory, that the whole damn thing was merely “aspirational.”

Something the city has more than lived up to by living down to their extremely limited aspirations.

As Linton mentions above, we’re still waiting for that draft ordinance mirroring Healthy Streets LA to come back for a reading, let alone a vote, a full eight months — not weeks — after it was promised.

There was hope after the last election that the city’s new progressive councilmembers would light a fire under our sleepy governing body, and we might actually see some action on our streets.

But it seems just the opposite has happened. And the council has managed to douse whatever fire they might have had.

As I said, it’s a must read. So what are you waiting for?

Someone riding a bicycle was seriously injured in a hit-and-run near Adams Boulevard and Trinity Street in South Los Angeles early Thursday morning.

No description was available for the suspect or their vehicle. Or for the victim, apparently.

As always, there is a standing $25,000 reward for any hit-and-run resulting in serious injuries in the City of Los Angeles. Although there’s not a lot to go on this time.

A new survey shows the relationship between California drivers and bicyclists is among the worst in the country, with four out of ten bike riders rating it less than harmonious.

The only real shock is that it’s that low.

But there may be hope, according to The Thousand Oaks Acorn.

The survey found that 75% of drivers empathize with cyclists’ frustrations, such as being overtaken too closely, while 81% of cyclists said they understood the challenges that drivers must deal with while navigating busy local streets.

So there’s that, anyway.

San Francisco Streetsblog says a proposal for bike lanes on a commuter route and tourist attraction between Sausalito and San Francisco is already seeing a bikelash.

After a British bicyclist is understandably outraged and profane when a van driver cuts him off in the country’s left-handed equivalent of a high-speed right hook, the driver threatens a defamation case when he gets review bombed. As if you can somehow be defamed over something you actually did.

But sometimes it’s the people on two wheels behaving badly.

An Edinburgh columnist applauds anyone who has the courage to ride a bike on the city streets, but begs bike-riding men to cover their butt cracks. Or “bahookie” in the local parlance, apparently.

Local 

The LA County Sheriff’s deputies who lost their jobs for fatally shooting 18-year-old Andres Guardado in the back as he ran away have now been charged with abducting a skateboarder, and threatening to dump him in gang territory, then injuring him crashing into a parked car while trying to run down a group of teenage bike riders with their patrol car.

No bias here. A WeHo paper says the city wants to take away your “right” to make a right turn on a red light, while saying the maneuver is a factor in just 1% of crashes. Which means it’s responsible for around 400 deaths every year, which probably matters to the victim’s families, even if it doesn’t matter to them. And I don’t recall right on red being included in the Bill of Rights, but maybe I missed that day. 

The Source says take Metro to Sunday’s CicLAvia, with three train stations within 1.5 miles of the route.

Streetsblog says a bill authorizing speed cams is up for a hearing in the state legislature for the umpteenth time; it should have no problem in Laura Friedman’s Transportation Committee, but could face opposition before the Appropriations Committee, where good traffic safety bills go to die.

A San Diego TV station reports city council members responded to a recent hit-and-run by continuing to discuss the city’s Vision Zero Plan “to eliminate but also prevent traffic collisions, bicycle and pedestrian injuries and deaths,” which seems to be the same thing. Although I would be overjoyed just to hear Vision Zero discussed in the Los Angeles council chambers.

There’s a special place in hell for whoever stole the ghost bike honoring 58-year old Nelson Esteban, who was killed by a driver while riding in Palm Springs last month.

Half Moon Bay has banned ebikes from the city’s section of the Bay Area’s Coastal Trail, citing congestion and speeding. Just wait until someone tells them about the cars on the local streets and highways.

The San Jose Mercury News’ Mr. Roadshow explains why bicyclists don’t pay for the roads the same way drivers do. But then the paper hides it behind a paywall as “premium” content, reflecting a basic misunderstanding of how the internet works. Although you can read it for free if you’re willing to accept their daily emails.

Early rock and roll cover artist Pat Boone is one of us, riding his bike, playing tennis and golf, and lifting weights to keep fit at 88 years old.

In a very bizarre case from Reno, a hit-and-run driver in a stolen truck collapsed and died as he tried to flee on foot, after a second crash as the bike rider he hit in the first one was chasing him.

Seventeen-year old junior national-level mountain biker Cayel Holmgren is in the ICU with a severe traumatic brain injury after he was knocked off his bike by hikers illegally using a bike-only Colorado trail; doctors say it will be up to two years before he can get back on a mountain bike.

I want to be like him when I grow up. A 91-year old Lewiston, Maine man still rides his bike ten to twenty miles every day.

Atlanta bike computer and tech company Wahoo Fitness appears to be on the financial ropes, after its credit rating dropped for failing to meet its debt service obligations.

German prosecutors conclude that protestors didn’t cause a bicyclist’s death by delaying paramedics with a road block last Halloween.

Sad news from Italy, where two-time world mountain bike champ Dario Acquaroli died while riding his bike Easter Sunday; he was found unconscious on the ground near Bergamo in northern Italy. He was just 48.

Bad news from San Jose, where police are investigating a hit-and-run that left a woman riding a bicycle with life-threatening injuries.

Protest calls for safer streets, more on death of masters track cycling champ, and not guilty plea in San Pedro hit-and-run

Dozens of people turned out on Saturday to demand safer streets and justice for Josh Mora, who lost his right knee when he was run down by a motorcyclist as he was walking in a Boyle Heights crosswalk March 30th.

According to KCBS-2,

Mora’s injury is far from the first to happen on the one-mile stretch of Whittier Boulevard between South Boyle Avenue and South Lorena Street. According to the Transportation Injury Mapping System, between 2013 and 2022 there were 225 crashes resulting in injury or death.

“Enough is enough,” said Damian Kevitt, the founder of the non-profit organization Streets are for Everyone. “People need to slow down.”

Kevitt went on to add that local residents have been pleading for safety improvements at the crosswalk for years, including safety cameras and other security devices.

Meanwhile, San Francisco’s KRON-4 reports there were calls to pass AB-645, which would legalize speed cams around schools and dangerous streets.

Like in Boyle Heights, where the traffic fatality rate is 53 percent higher than the overall city, with more traffic deaths than any other L.A. neighborhood over the past five years.

More on the needless killing of masters cycling champ and world record holder Ethan Boyes in San Francisco. Boyes was hit head-on by a speeding driver who swerved onto the wrong side of the road in the Presidio National Park last week.

CNN reports Boyes was a 10-time national champion and held the world record in the 1,000-meter time trial for the men’s 35-39 age group at the time of his death.

San Francisco police are working with federal prosecutors on the investigation, since Boyes was killed in a national park.

The war on cars may be a myth, but the war on bikes just keeps on rolling.

No bias here. A London website reports that bicycling trip segments have tripled in the city over the past 20 years — but then goes on to question whether concerns about road safety, “though perfectly right and proper,” have taken undue precedence, and been overly influenced by campaigners and “misplaced public opinion.”

No bias here, either. London’s Daily Mail tries to stir up controversy by sharing photos of 19 bike riders rolling through a floating bus stop as passengers are getting on or off. Buried in the story is the fact it took place over five hours at multiple locations, along with the fact that the bus stops are new and it will take everyone time to adjust to them.

An Edinburgh, Scotland bike rider is justifiably angry after police refuse to do anything about a dangerously close pass by a bus driver, because “everyone was in their own lanes.”

But sometimes it’s the people on two wheels behaving badly.

When a Zimbabwe man applies for a job as a postman, the only requirement is knowing how to ride a bicycle, which he’s never done. So he says he does anyway; needless to say, it does not go well.

A Sydney, Australia bicyclist “went berserk” and repeatedly smashed the window of a packed bus, leaving it shattered, as one person commented the city is becoming totally lawless “like San Francisco.” No word on what set him off like that, but we can all probably guess. Let’s start with an update on Sunday’s Newport Beach crash that appeared to leave a bike rider seriously injured.

The crash, which occurred on on the west side of Newport Coast Drive just south of San Joaquin Hills Rd, resulted in an hours long road closure as police investigated.

Yesterday I heard from a lawyer for the victim’s family, who shared that he survived the impact, but remains very seriously injured and unable to communicate.

As a result, they are desperate for any information to understand what happened to their loved one.

My take is the path is just too crowded as it is, particularly on weekends and summer afternoons and evenings, and adding commercial activity would just make a bad situation worse.
