New bill requires speed governors on new California cars, LAPD Chief blames traffic victims, and LA bike deaths jump 41%

San Francisco state Senator Scott Weiner introduced two bills to improve traffic safety, including requiring speed governors on all new cars, and side guards on trucks.

Here’s how Calbike, which sponsored the bills, explains them.

Senator Scott Wiener (D-San Francisco) introduced the Speeding and Fatality Emergency Reduction on California Streets (SAFER California Streets) Package, Senate Bills 960 & 961, a first-in-the-nation effort to make California roads safe and accessible to all users. Senate Bill 961 requires changes to vehicles directly, including a first-in-the-nation requirement that all new vehicles sold in California install speed governors, smart devices that automatically limit the vehicle’s speed to 10 miles above the legal limit. SB 961 also requires side underride guards on trucks, to reduce the risk of cars and bikes being pulled underneath the truck during a crash.

Senate Bill 960 requires that Caltrans, the state transportation agency, make physical improvements like new crosswalks and curb extensions on state-owned surface streets to better accommodate pedestrians, cyclists, the disability community, and transit users.

These changes are a head-on attempt to tackle vehicle fatalities, which are surging across the U.S.—and especially in California—amid a rise in reckless driving since the onset of the pandemic. A recent report from TRIP, a national transportation research group, found that traffic fatalities in California have increased by 22% from 2019 to 2022, compared to 19% for the U.S. overall. In 2022, 4,400 Californians died in car crashes.

The speed governing requirement is probably unlikely to pass in its present form, as it will undoubted face stiff opposition from organizations defending California drivers’ God-given right to speed.

But it could be one of the biggest steps the state could take to ensure drivers follow speed laws, and save lives.

Sort of, anyway. Since it would still let them speed by the same 10 mph over the limit that most California drivers do now, anyway.

Outgoing LAPD Chief Michael Moore caused an uproar by blaming the victims for the city’s climbing traffic deaths, placing responsibility on pedestrians for crossing streets outside of crosswalks, and bicyclists for riding on streets without bike lanes and not wearing reflective gear.

Not on, say, drivers for speeding or driving distracted or under the influence, or just generally not managing to avoid hitting other people. Or on his own officers for failing to enforce traffic laws.

Schmuck.

His misguided criticisms hardly explain LA’s rapid jump in bicycling deaths, since bike riders seem no less likely to use bike lanes or wear hi-viz and reflective gear than they were just three years ago.

Meanwhile, Streets Are For Everyone, aka SAFE, is looking for volunteers to promote Saturday’s die-in at LA City Hall at tomorrow’s Critical Mass Ride.

SAFE is holding a Protest for safe streets on Saturday, January 27th, on the steps of City Hall in order to demand LA City leaders do something effective about safety in our roads. Our goal is to have at least 330 people in attendance to represent each life lost to traffic violence in 2023.

We will be at the LA Critical Mass ride on Friday, January 26th, to let the cycling community know about the protest and enlist their help. We need volunteers to join us and make our protest as big and loud as possible!

An Arizona tow truck driver got 17 years behind bars for plowing into a group bike ride, killing one woman and injuring five other people, despite playing the universal Get Out Of Jail Free card by claiming the sun was in his eyes. Although part of that sentence is for the kiddie porn cops found on his phone.

A 19-year old New Mexico man got a little more than seven years for the drunken hit-and-run that killed a 63-year old man riding a bicycle, after prosecutors dropped an additional seven years from his sentence in a plea deal.

And the Florida drawbridge operator who walked with seven years probation for failing to check if anyone was on the bridge before opening it, killing a woman walking her bike across it at the time, could be headed for nine years behind bars after failing a urine test required as a condition of her probation.

Sad news from Livermore, where a 58-year old man died when he went over his handlebars after apparently suffering a mechanical problem with his bike.

San Francisco celebrity chef, restaurateur and philanthropist Chris Cosentino is one of us, riding his bike to help manage his mental health.

The City by the Bay is proposing a $9 million settlement after an infamous roadway bump resulting from a botched water pipe repair left a bike rider with life altering injuries; four other people have sued for under a million each for injuries suffered hitting the bump with their bikes. Which raises the obvious question of why not just fix the damn thing after the first person got hurt?

Oregon truckers are complaining that road diets and buffered bike lanes are making traffic lanes too narrow for their bigass trucks. Which is a better argument for making the trucks smaller than reducing bike lane buffers.

Separated bike lanes in Austin, Texas are paved with terra-cotta, making them more resistant to wear, and red instead of the usual green.

Streetsblog criticizes New York Mayor Eric Adams for once again failing to even mention bus or bike lanes in his annual State of the City address, in contrast to his vocal support as a candidate. But he does feel the need to regulate ebikes, proposing a new Department of Sustainable Delivery to regulate micro-mobility.

A tech site says Europe’s bike industry is hitting bumps as the bicycling craze cools. Although other recent reports have suggested the opposite.

In a bizarre case, a British woman took her own life after learning her estranged husband had been riding a bicycle with another woman. Which hardly counts as infidelity, unless maybe they were sharing the same bike seat.

Travel site Lonely Planet explains how to plan a family bike trip around France’s Lake Annecy.

A 41-year old Sydney, Australia man says people make fun of him because he never learned to drive, but he’s better off riding a bike and taking transit when necessary. And so’s the planet.

Let’s start with Saturday’s die-in at Los Angeles City Hall to protest our ever-rising rates of traffic violence.

As I mentioned last week, I have another commitment that morning I can’t get out of, so I won’t be able to make it this year. But if you have the morning free, I urge you to attend, and add your voice and body to demand safer streets in the City of Angeles.

2023 was a rough year for Los Angeles. 330 victims died from traffic violence in the city, marking a 9% increase over 2022 and a 14% increase since 2021. This is the highest number of traffic fatalities in over 20 years. In addition to that disheartening number, there were increases in injuries and fatalities across multiple categories, including:

  • 176 pedestrians killed in 2023 – a 15% increase since 2022 and a 35% increase since 2021.
  • 24 cyclists killed in 2023 – a 20% increase since 2022 and a 41% increase since 2021.
  • 29 people killed in DUI-related car crashes in 2023 – a 32% increase since 2022 and a 38% increase since 2021. 
  • 105 people killed in hit-and-run crashes in 2023 – a 30% increase since 2022 and a 38% increase since 2021.

The surge in these statistics can be attributed to various factors, including:

  • Faster, quieter, and larger vehicles are killing more pedestrians. 
  • There is a sharp increase in the use of alcohol, marijuana, and other drugs (both legal and illegal) while driving. 
  • Distracted driving in various forms – cell phones being one of the largest sources but also an increase in the prevalence of smart “infotainment” systems in cars. (Instead of using tactile touch for basic functions like adjusting the radio station or temperature, drivers often fiddle with screens, diverting their attention from the road.)
  • A decrease in the enforcement of driving laws for various reasons (worth its own article) results in more people driving recklessly, knowing they are less likely to get caught.

While there is no single solution to all these issues, the fact remains that too many of our elected officials continue to ignore this worsening public health crisis.  

Join us for a crucial call to action as we unite in this collective effort. Real change only occurs when we amplify our voices and make them resoundingly heard.

Unfortunately, as bad as those numbers are, they don’t tell the whole story.

According to Crosstown, the actual number of deaths due to traffic violence in Los Angeles last year was 337, as fatalities rose for the third year in a row, climbing 7.3% over 2022.

And the 24 bicyclists killed in the city last year is one more than I was aware of.

It’s also a reminder that Los Angeles is the hit-and-run capital of California, which is the hit-and-run capital of the US.

So maybe reconsider signing that petition, if you haven’t already.

A British woman believes riding a bicycle can change the direction of young people’s lives, after her husband, BAFTA-winning film director and Cat 1 racer Jonathan Gales, was killed by an alleged wrong-way drunk driver while crossing the street on a work trip in Los Angeles in 2022.

 

State

If you only found a front wheel when you went to unlock your lime green Diamondback recently, Irvine cops could have your bike.

Thanks to Robert Leone for forwarding the latest construction update on San Diego’s Pershing Bikeway project, which appears to be nearing completion.

A 46-year-old Simi Valley woman was arrested for the hit-and-run that seriously injured a second Simi Valley woman as she walked her bike across a street on January 4th of this year.

A 20-year old Bakersfield man walked with just eight hours of community service after pleading no contest to resisting arrest during a during a bike takeover involving hundreds of bicyclists.

Sad news from Visalia, where a 17-year old girl was killed by a driver while riding salmon on a local street.

A Fresno columnist warns bike riders and pedestrians that your life is only worth a slap on the wrist if a driver runs you down. Which is sadly the same wherever you are in California. 

 

National

Even CNN is asking whether it’s time to get rid of right-on-red.

A writer for Medium celebrates the history and diversity of bicycles. But apparently has no idea what they look like, since all the photos illustrating the story are of motorcycles. 

New York tells bike riders to “Slow your roll, respect the stroll,” in a public service campaign to respect the safety of pedestrians. And here I thought that referred to rolling your eyes at the campaign. Seriously, they couldn’t have given any of the city’s 1,200 ad agencies a crack at it first?

Gothamist looks back on the tenth anniversary of New York’s Vision Zero, and says “the program was indisputably a success — at least in areas where it won the support of elected officials.”

A Wyoming man climbs atop a bicycle mounted on top of an endangered grain elevator, sending a message to “ride the day like a bull.”

 

International

Black Grape singer Shaun Ryder is one of us, telling The Guardian that he’d “be out on my bike right now” if he wasn’t busy talking to them. And no, I’ve never heard of him, either.

Clip-on ebike drive-maker Skarper claims they’ve “condensed an entire ebike into the palm of your hand.” Assuming you have a really, really big hand, anyway.

New government stats show that seven out of ten people in England never ride a bicycle, as safer roads are seen as key to growing participation, not more bike lanes.

A British coroner says a 41-year old driver was “selfish beyond comprehension” when he killed a 15-year old boy riding a bike, while rushing to meet a woman from a dating app after downing three beers and two glasses of wine.

An Irish cop is finally back on the job, after he was suspended for three years for giving an unclaimed bicycle to an isolated elderly man early in the pandemic. For which he should have gotten a commendation, instead.

Competitive Cycling

Welshman Stevie Williams won the general classification title at the Tour Down Under, clinching the final stage in decided fashion by winning a five-rider sprint.

Sad news from the UK, where “cycling legend” Mick Ives has died after a series of heart attacks; the former Moulton draftsman won 81 British Championship Titles and 8 World Masters Cycling Titles, including the World Cup Time Trial Champion at age 65; he was 84.

The Sun looks at the salaries of the highest paid cyclists in the pro peloton. Never mind that the average riders don’t make nearly that much.

 

Finally…

If the bike won’t fit in the cab, just leave it sticking out the open door. Nothing like a little python hunting on your ebike.

Two quick reminders.

The WeHo City Council is scheduled to consider the city’s first Vision Zero Action Plan at tonight’s 6 pm council meeting, in the council chambers at the new West Hollywood City Hall, 625 N. San Vicente Boulevard. It’s Item 5C on the Council agenda.

And if you haven’t already, sign the petition demanding a public meeting with LA Mayor Karen Bass to listen to the dangers we face just walking and biking on the streets of LA, and city’s ongoing failure to build the safer, more livable transportation system they promised.

That’s more like it.

A Riverside man was sentenced to 26 to life behind bars for intentionally killing a man walking a bicycle in 2021.

Thirty-three-year old Sergio Reynaldo Gutierrez was driving his pickup when he saw 46-year old Benedicto Solanga walking his bike with a friend on the other side of the road, and flipped the men off.

Then he made a U-turn, came back and intentionally drove into Solanga, running him down from behind.

Solana died three days later.

Riverside police arrested Gutierrez three weeks later, after he had run a red light to shake witnesses who attempted to follow him after the crash.

He was convicted in September of first-degree murder with a sentence-enhancing allegation of using a deadly weapon in the commission of a felony.

No motive was ever given for the attack.

Bike riders in Santa Monica were ruled at fault in 26 of the city’s 72 crashes resulting in death or serious injury since 2010, while drivers were at fault in 31; the remaining 15 investigators were unable to assess blame.

That works out to 36% and 43%, respectively, which a local paper somehow thinks is almost even.

And let’s not forget that blame is usually assigned by cops suffering from a windshield bias and a lack of training in bike law and investigating bicycle crashes.

However, the good news is that crashes involving bike riders has dropped by more than half — 52% — since the city began building a safe bike network over a decade ago.

Streets Are For Everyone, aka SAFE, placed another ghost tire memorial yesterday, this time for a 15-year old boy killed by a driver while walking home from school in October.

This is from the press release for the event, which arrived too late for advance notice.

On 27 October 2023, 15-year-old Felipe Manuel Infante-Avalos (affectionately known as Pipé) was crossing the road at 110th and Main St in the crosswalk, on his way home from school, when he was hit by 34-year-old Arturo Mercado Garcia. Pipé was hospitalized and died from his injuries on 8 November 2023. Arturo, who fled from the scene of the collision, was later caught and arrested and is awaiting trial. Per the judge for the case, evidence was found that Arturo was watching TikTok videos while driving.

Pipé, who was autistic, was sweet and gentle and his family loved him dearly. He loved school and was part of the ROTC. He loved playing with his siblings and going on their many family outings.

Pipé’s death is part of a worsening public health crisis on the roads of Los Angeles that has been skyrocketing since 2020. Per LAPD reports (as of 9 December 2023) the total number of traffic fatalities is higher than this time last year by 7% at 307 lives lost. Keeping in mind that the 312 fatalities in 2022 were the highest in well over 20 years. What’s worse is the number of pedestrian fatalities is up by 11% (162 lives lost) compared to this time last year, the number of hit-and-run fatalities is up by 26%, and the number of DUI-related fatalities is up by 32%.

A Ghost Tire Memorial will be placed to remember Pipé by the non-profit Streets Are For Everyone. Pipé’s parents, friends, and family along with other community members affected by traffic violence will be present.

Over 30 family members and friends, many of whom have flown in from out of town, are expected to attend. Adriana, Pipe’s mother, will be demanding that Arturo Mercado Garcia be given the maximum penalties allowable by law for killing her son. She’ll also be calling for the Mayor of Los Angeles to do more to protect the lives of our communities.

The Ghost Tire Memorial was inspired by the Ghost Bike: a bicycle roadside memorial placed where a cyclist has been killed or severely injured by the driver of a motor vehicle. Ghost Tires are tires painted white and placed on the side of a road with the name and date of the person killed. Ghost Tires were created by the road safety advocacy organization Streets Are For Everyone, sometimes called by its acronym, SAFE.

You can do your part by signing the petition to demand a public forum with the mayor to hear our complaints about the dangers Pipé and the rest of us face just walking and biking in Los Angeles.

Unbelievable.

Life is cheap in Hilo, Hawaii, where a 70-year old man faces a maximum of a 15 years behind bars for negligent homicide and hit-and-run — even though prosecutors say he intentionally killed a woman riding a recumbent bike because she was “going too slow all the time.”

The judge ordered him to undergo a mental health exam, which is probably a good idea under the circumstances.

They should also give one to the prosecutors who undercharged what should have been a murder case.

Fallen standup comic Kenny DeForest continued to make an impact after his death riding an ebike near Brooklyn’s Prospect Park, donating seven of his organs to five people, to give them a second chance at life.

DeForest died a week after he reportedly rode his ebike into a parked car, suffering serious head injuries.

That could have happened for a number of reasons, from distraction to excess speed resulting from the ebike, or being crowded out by a driver’s too-close pass.

‘Tis the season.

Electrek suggests last minute stocking stuffers and gear for ebike enthusiasts. I’d settle for getting the ebike vouchers we were promised, and that California taxpayers have already paid for. 

Slate offers a gift guide for bike riders, saying no drivers allowed.

‘Sweet’ Alice Harris continued a 40-year tradition of giving for the holidays, helping ensure 300 students from Watts and Compton area got new bicycles, toys and backpacks filled with school supplies and other essential items.

A Maui bicycling group teamed with a “grassroots movement dedicated to bringing joy to children and families impacted by the Maui wildfires” to bring holiday gifts and entertainment to local families, and distribute 80 bicycles to kids who had requested one.

Fayetteville, Arkansas revived the city’s long-running “Bicycle Man” bicycle giveaway program for underprivileged kids, which gave away over 60,000 bicycles over a 33-year period.

A local website says don’t let anyone tell you New Bedford, Massachusetts sucks, after a nine-year old boy gets his stolen bike back in what they call a Christmas miracle.

London bike riders brought Christmas shopping on the city’s iconic Oxford Circle to a standstill with their annual Santa ride.

No bias here. The Port of San Diego is now banning all ebikes, e-scooters, hoverboards and most pedicabs, even though non-electric versions of all of the above are still allowed.

It takes a major schmuck to vandalize the ghost bike for a Colorado triathlete and soon-to-be father — not once, but twice.

No bias here, either. An elderly man in Glasgow, Scotland man says he’s afraid to leave his house due to busy and confusing streets, construction barriers, trash everywhere and people biking on the sidewalks — but a British tabloid only frames it in terms of irresponsible ebike-riding food delivery workers blighting the neighborhood.

Someone has been deliberately sabotaging a London bike lane for over a year, repeatedly spreading drawing pins in an apparent attempt to puncture riders’ tires. While it may sound like a harmless prank, a sudden flat could lead to serious injury, as well as needless expense and inconvenience. 

Police in Birmingham, England insist they’re really trying to arrest the people responsible for violent robbery attacks on bike riders, after coming under fire for merely advising a crime victim to ride somewhere else.

But sometimes, its the people on two wheels behaving badly.

Clean Technica says let’s not overreact to the dark side of ebikes, after her bike is somehow blamed for the actions of a Canadian porch pirate.

A kindhearted cop in my bike-friendly Colorado hometown worked with a local used bike shop to give a 13-year old boy a new bike after his was stolen in a burglary.

Police in Golden, Colorado are looking for two people who ran away from their abandoned car after running down three people riding bicycles, and injuring two of the victims — one seriously. No word on whether the crash may have been intentional.

A Texas bicyclist is able to fight the insurance company and win after he got right hooked, in part because he had front and rear bike cams.

This is who we share the road with. A Texas hit-and-run driver slammed into a pedestrian, then drove 38 miles to a Jack in the Box with the victim’s dead body in his car, after he went through the driver’s windshield; the man claimed he though he hit an animal. Sure, let’s go with that.

There’s a special place in hell for whoever stole a three-wheeled bike an Indianapolis mom bought for her autistic son for Christmas, before she could even give it to him.

Speaking of a special place in hell, that’s where whoever threatened a 13-year old New York girl with physical harm and stole her bike in a strong-arm robbery belongs.

The Washington Post looks at the effort in Congress to belatedly honor Black cycling legend Major Taylor, 124 years after he became world champion.

A Florida man shot a neighbor in the leg with a shotgun after the victim strayed onto his property looking for his stolen bicycle; the man said he shot him because he tried to break into his RV — even though police found the shotgun shell 150 yards away.

Three men responsible for robbing a number of South African bike riders have been arrested; the gang is accused of stealing their bikes and belongings, and fatally stabbing one man.

Interesting idea. Singapore hopes to promote bicycling by creating a “bike village” under a viaduct next to a transit station, in an area already popular with bicyclists, where they can shop for bicycle gear, grab a bite or meetup for rides.

This is why elections matter. The new Transport Minister for the newly conservative government in New Zealand has slammed the brakes on dozens of bike, pedestrian and public transit projects across the country.

LADOT is hosting a virtual workshop to discuss building bikeways connecting neighborhoods on the Westside, which they could find in the city’s decade-old mobility plan, if they bothered to dust it off.

However, judging by their tweet/post, the actual time is on a need to know basis. But since you may need to know, it starts at 5:30 pm.

The other event takes on a sadder tone, as street safety nonprofit SAFE — aka Streets Are For Everyone — will place a ghost bike for fallen Hollywood producer Bob George, who was killed in a dooring in East Hollywood last month.

No bias here. After a dump truck driver struck and killed a Louisiana bike rider, state troopers and the local media were quick to remove any agency from the killer driver, while blaming the victim for “colliding” with the truck.

But sometimes, it’s the people on two wheels behaving badly.

That feeling when the cops chase a bike-riding known felon through the streets of Red Bluff CA, where the local press apparently doesn’t know the difference between road and rode. Never mind that the police need probable cause to stop someone, let alone chase them, and “known felon” isn’t enough. 

A Texas man faces charges for repeatedly stabbing another man in a dispute over a bicycle, after he had taken the victim’s bike earlier in the day and returned without it.

CleanTechnica explains how ebikes can make using a bike for transportation practical, or even pleasurable. To which Californians still waiting for the state’s long-delayed ebike rebate program responded, “We wouldn’t know.”

A new organization co-founded by a Portland phys-ed teacher is dedicated to helping kids and parents form bike buses throughout the US.

That’s more like it. An Iowa woman was sentenced to 20 years behind bars for the drunken crash that killed two men and injured another when she somehow mistook a bike path for a freeway onramp; she’ll have to spend at least 17 years behind bars before she’s eligible for parole. Which should give her plenty of time to sober up. 

That’s more like it. Several members of the Dallas, Texas city council rode their bikes to work as the city works on its first new bike plan in a decade; one council member said he only felt safe on about half of his ride. Which is probably more than many of the city’s bike riders could say. 

The Kaitlin Armstrong murder trial continued in Austin, Texas, with testimony from two of her friends who heard her threaten to kill gravel cyclist Moriah “Mo” Wilson, in a jealous rage over a perceived love triangle with pro cyclist Colin Strickland; a former prosecutor warns the case is built on circumstantial evidence.

Streetsblog introduces real New Yorkers who rely on ebikes, in an effort to get politicians to stop demonizing them; meanwhile, Curbed says licensing New York ebikes won’t make the sidewalks any safer.

Bicycles could be restricted, if not banned, under new rules proposed for the iconic Blue Ridge Parkway stretching through Virginia and North Carolina.

A student advocacy group at North Carolina’s Duke University took matters into their own hands, and striped their own DIY bike lanes using duct tape and temporary paint.

You’ve got to be kidding. Life is really cheap in Georgia, where a 28-year old man walked without a day behind bars for the hit-and-run crash that left a 60-year old man riding a bicycle with life-threatening injuries; he jumped a raised median with his car, striking the victim from behind and kept going despite literally running the man over. If you wonder why people keep dying on our streets, this is Exhibit A.

Momentum suggests a dozen ways a bicycle could supercharge your life in the city.

Police in London say halting a rash of bike muggings is “among” their priorities, as a number of bike riders report being attacked for their bicycles. Not that they want to get carried away and stick their necks out or anything.

The sister of a fallen Welsh bike rider and two of his friends have refurbished the historic village pub where he used to hang out, and are re-opening it in his honor. Although someone should tell the Welsh news site about this nifty new invention called paragraphs, which would make stories like this much easier to read.

A new patent show Shimano may be trying to cut the weight on e-bike motor systems for gravel bikes and roadies.

A new ebike radar system developed by a 75-year old Japanese company uses an AI algorithm to worn of vehicles approaching from the rear that could pose a risk, as well as a multi-stage brake light for enhanced visibility.

Three climate activists who halted this year’s Men’s Elite Road Race at the UCI Cycling World Championships in Scotland by gluing their hands to the narrow roadway got off with a firm admonishment from the local sheriff, while the fourth was fined the equivalent of $307.19.

Heavy bikes need a heavy duty bike stand and lift system. That feeling when low-cost Costco techwear is almost, sort of, but not quite as good as the name brand mountain bike stuff.

Die-in driven from news by mass shooting, LA Vision Zero a “totally unfunny self-parody,” and voters say no to De León

Three-hundred-twelve lives needlessly lost to traffic violence.

Most of them bike riders and pedestrians, many lower income, as Los Angeles set a record for the most traffic deaths in at least the last two decades.

Yet almost as heartbreaking as the lives lost to traffic violence in the City of Angels last year was the way Saturday’s die-in at City Hall to protest the deaths was shoved out of the headlines by yet another mass shooting.

The protest, which drew around one hundred participants, appeared to be covered by a number of news outlets.

Yet the only news story that’s been posted online so far came from Fox11.

And even they couldn’t be bothered to identify California Senator Anthony Portantino as the prone bicyclist shown gripping his handlebars in the story’s top photo.

Oops.

When your lead photo shows a state senator participating in a large protest, maybe it would be nice to identify him. Just saying.

 

The brief story attempts to put LA’s unacceptable rate of traffic deaths in perspective.

Yet somehow fails to mention that even one death is one too many.

How does that compare to other cities across the state, or even nationally? LA’s 312 traffic fatalities equate to just over eight deaths per 100,000, nearly twice that of San Francisco (4.5 deaths per 100,000 in 2022), but fewer than San Diego, which saw just less than nine traffic deaths per 100,000 people in 2022. In Cook County, Illinois, home to Chicago, there were roughly 7.8 traffic deaths per 100,000 people in 2022.

It ends with an all-too-brief mention of just what the assembled protestors were demanding.

Protesters organizing Saturday, want the city to do more to help curb traffic deaths in LA. They’re asking Mayor Karen Bass to declare a state of emergency on traffic violence; for more funding for the LA Department of Transportation and initiatives like VisionZero; and the passage of legislation that would allow for automated speed enforcement on dangerous roads.

“Throwing only $50.6 million at road safety issues in a city this big, especially considering how many lives are being lost, is a joke,” SAFE’s report concludes.

All of which was great.

But in addition to failing to identify Portantino, the station also failed to mention that Assembly Transportation Chair Laura Friedman took part, as did CD3 Councilmember Bob Blumenfield.

Not to mention leaders from Streets Are For Everyone, Families For Safe Streets, Streets For All, LA Walks and BikeLA — formerly the Los Angeles County Bicycle Coalition — among others.

Even then, the story was gone by morning, as LA’s news outlets went with wall-to-wall coverage of the Monterey Park shootings.

Leaving the reaction to the city’s horrendous death toll forgotten on the newsroom floor, just a blip in the weekend news.

I’ll have more tomorrow, after I have a chance to sift through all the many photos I took of the event.

Meanwhile, the Los Angeles Times Letters Editor Paul Thornton introduced responses to LA’s rising toll of traffic violence with a headline calling the city’s Vision Zero failure a “totally unfunny self-parody.”

All along, the city’s primary tool to achieving its Vision Zero goals has been redesigning roads to reduce vehicle speeds and allocate more and safer spaces to cyclists and pedestrians. What we’ve gotten since 2015 are bike lanes removed from street widening projects, quashed “complete street” proposals, a thriving Lincoln Heights street market shut down by the city, and a reopened 6th Street Viaduct used as a drag strip. Something tells me we’ll be much worse off on Vision Zero in 2025 than we were in 2015.

Although naturally, one letter writer felt the need to remind us that streets are for cars, and everyone and everything else doesn’t belong there.

Nope. No bias there.

And while we’re on the subject of letters to the editor of the Los Angeles Times, the expected complaints about ebikes in the paper’s recent article about their supposed invasion of Orange County Beach cities, a Huntington Beach man says what the outrage over ebikes really points out is the lack of safe bike infrastructure.

Well said.

No surprise here.

The LA Times is reporting that CD14 voters have turned sharply against incumbent Councilmember Kevin de León in the wake of his comments on a racist and otherwise offensive recording that has already led to the resignation of the former council president and one of LA’s most powerful labor leaders.

The turnaround comes just two years after those same voters overwhelmingly installed De León to replace disgraced Jose Huizar, who pled guilty to racketeering last week.

…By a wide margin, voters said De León puts his own political self-interest ahead of the people he represents. Even reliable supporters who voted for him in the past have lost faith, the poll found.

Only 23% of the voters surveyed approved of the job De León is doing, compared with 48% who disapproved, the poll found. Just over half think he should resign, compared with fewer than a quarter who want him to stay in office and 18% who were undecided; 9% did not answer the question.

If a recall were to qualify for the ballot — an effort to qualify one is currently circulating petitions — 58% would support recalling him from office, compared with 25% who would be opposed and 17% undecided, the survey found.

That comes after De León was heard on the leaked recording comparing the Black adopted son of former Councilmember Mike Bonin to a Luis Vuitton purse, and discussed how Latino councilmembers could mute the influence of their Black peers on the council, as well as their constituents.

Yet De León continues to ignore calls to resign, apparently thinking there is some pathway that will allow him to rehabilitate his image before facing the voters again in 2024.

Or sooner, if the recall petitions currently circling in his district qualify for the ballot.

De León had shown promise when it came to supporting bike and safety improvements in his district, including selecting the resident-designed Beautiful Boulevard option for the NoHo to Pasadena Bus Rapid Transit route through Eagle Rock.

But whatever good he promised came to a quick end the moment he was heard on that infamous recording.

It’s time for De León to read the writing on the wall — and in the pages of the Times — and resign.

CD14 deserves a leader who can more effectively represent all the people, including those of us who travel on two wheels.

Although the long-delayed Mark Bixby Memorial Bicycle Pedestrian Path over the new Long Beach International Gateway Bridge, better known as the replacement for the Gerald Desmond Bridge, should help.

The Chicago Sun-Times probably didn’t mean it when they placed an ad about the warning signs of dementia in a story about a man riding 60 miles across the frozen wintery city to meet with other similar-minded viking bikers. But still.

This is why people keep dying on our streets. A road raging British driver was found not guilty of punching and choking a man riding a bike after claiming self-defense because the bike rider punched his car after the driver “clipped” him.

This is what “clipped” looks like, as an Australian truck driver sideswipes a bike rider, then keeps going, possibly unaware he’d even hit someone.

But sometimes, it’s the people on two wheels behaving badly.

Seriously, if you’re carrying guns and a large amount or narcotics on your bike, make sure the damn thing is up to the vehicle code.

Streets For All is calling for more support for the heavy rail option to extend the Metro train system through the Sepulveda Pass, including a Metro station on the UCLA campus, at an in-person meeting on Tuesday and a virtual meeting on Thursday. Bel Air residents are demanding an impractical monorail through the center of the 405 because it wouldn’t, you know, inconvenience the rich people.

An insurance company issued an urgent warning to British bicyclists about the crumbling state of the country’s roads, as 21% of bike riders suffered pothole-related injuries. Although I imagine what they really mean is 21% of bicycling injuries are related to potholes. But what do I know?

Once again, a driver has claimed multiple victims, as a British driver faces charges for the hit-and-run death of two men who were riding their bikes, before abandoning his car and fleeing on foot. Although even more frightening is how the local weekly paper seems to accept the horrific crash, mentioning it almost in passing.

A history website tells the story of Peter Masters, an Austrian Jew who escaped the Nazis, then returned as a bike-riding British commando during the D-Day invasion.

Horrible story from India, where a 70-year old man was killed when he was struck by a hit-and-run driver while riding his bike, then desperately clung to the drivers hood before he was thrown off and run over when the driver finally hit the brakes.

A New Zealand man’s planned three-day bike ride to babysit his granddaughter took a detour when his ride was interrupted by Cyclone Hale.

British pro Simon Yates won an uphill battle to claim the final stage of the Tour Down Under, as Aussie Jay Vine took the GC title to win his first WorldTour race.

Bryan Coquard claimed his first WorldTour stage win in Saturday’s stage four of the Tour Down Under, 11 years after he joined the top pro circuit.

Rising Dutch ‘cross star Shirin van Anrooij had to sit one out after thieves stole her race bike from the parking lot while she was doing recon on the course in Costa Blanca, Spain.

Zimbabwean mountain biker Pressmore Musundi is aiming to compete in this year’s African Games, despite being born with no toes on either foot, following first and third place finishes in a pair of South Africa’s top mountain bike races.

If a cop stops you for driving under the influence, try not to bite his finger off trying to get away. And we may have to deal with aggressive LA drivers, but at least we don’t have to worry about leopard attacks.

Sierra Madre removes bike lane for parking, LA County safety meeting Friday, and 7th Street bike lanes taking shape

Let’s start today by amplifying a message sent by our old friend John Lloyd to the Pasadena Complete Streets Coalition.

If you know anyone who lives, attends school, works, or bikes in Sierra Madre please help spread the word that the city has removed a portion of the bike lane on eastbound Sierra Madre Blvd. between Grove and Lima, so they could replace parallel parking with angled parking in front of the public library. Mind you the library has ample parking in a lot behind the building, but it’s a few more steps to the front door. They also already have handicapped parking spaces right in front along the library driveway. The city has replaced the bike lane with sharrows that now require a stressful merge into the travel lane with 35mph traffic when the bike lane abruptly ends, and creates an additional hazard from drivers backing out of the angled parking. This creates a danger for drivers and particularly for cyclists. The city has thus created a hazardous and stressful situation for people on bikes. They have traded safety for a couple of unnecessary parking spaces.

I will be giving public comment and asking the city to RESTORE THE LIBRARY BIKE LANE at next week’s city council meeting. I would love it if folks could help spread the word if you know anyone who cares about this issue. They need to know this isn’t okay. Public comments are at the beginning of the meeting and are limited to 3 min each.

By removing the bike lanes, not only has the city increased the risk for people on bicycles, but they’ve also assumed full liability for any bike rider who gets injured there, from this day forward.

Two men reportedly broke into the Raleigh New Company Store in Santa Monica on Monday, stealing six bicycles and e-mountain bikes retailing for approximately $5,000 each; a day earlier, police arrested a 60-year old man for the theft of multiple ebikes locked together near the beach, including one with the AirTag that led to his capture.

South Bay letter writers argue over ebikes, infrastructure and bicycle education in response to a fallen 13-year old ebike rider, with predictable results — including the mistaken comment that ebikes are motorcycles, and require a drivers license. Streets Are For Everyone, aka SAFE, is working in conjunction with the family of fallen bicyclist Jeff Knopp to raise funds for a permanent memorial where he was killed on Foothill Blvd.

At this writing, the crowdfunding campaign is just $130 short of the $3,500 goal.

If this one goes up, maybe we could see these spread across the city as permanent memorials to take the place of ghost bikes after they’re removed.

Nice to see some good come from a heartbreaking tragedy.

After 27-year old Wisconsin bicyclist Tyler Droeger was killed by a Utah driver on the last leg of a 4,000-mile ride through the American Southwest to raise funds for Navajo children, his crowdfunding page brought in over $27,000 — far surpassing the modest $4,000 goal.

Now that money will be used to create an after school mountain biking program for disadvantaged kids on the Navajo Nation east of Flagstaff, Arizona.

The war on cars may be a myth, but the war on bikes just keeps on going.

An Everette, Washington letter writer complains that local transit has gone from “being insufficient and inconvenient to being insufficient, inconvenient and unsafe,” and assumes the same is true for bicycling. So he opposes a bike lane that would make it more sufficient, convenient and safer.

A Wisconsin letter writer says move bike lanes off main streets onto quieter side streets. Because evidently, bike riders don’t need to go to those places where all those apparently more important people in cars need to go. And don’t need red lights or otherwise safe crossings to get across busy streets.

No bias here. A New Jersey man tries to demonstrate that bike riders have a right to ride safely in the roadway. But to the New York Post, he’s a disgruntled bicyclist who pisses everyone off by dangerously pedaling into traffic.

Police in England are looking for a driver who intentionally rammed into a bike rider, after the victim apparently struck the driver’s passenger-side mirror.

But sometimes, it’s the people on two wheels behaving badly.

In a story that makes no sense, an Oceanside cop was injured in a fight with a bike rider, who crashed while fleeing from the officer, who wasn’t even trying to make a stop, then attacked the cop when he stopped to help after the crash.

Talk about not getting it. The editorial board of the Seattle Times says dropping the county’s mandatory bike helmet law was a wrong-headed decision — even though it disproportionately targeted people of color and disadvantaged riders who couldn’t afford to pay. And even though studies show helmet laws depress bicycling rates.

Kindhearted Salt Lake City cops bought a new bike and helmet for an 11-year old boy whose bike was stolen by a thief while he was riding it to school. Now let’s see that here in Los Angeles.

To the surprise of no one, Slovenia’s Primož Roglič won the Paris-Nice stage race, though he had to hold off a furious challenge from Simon Yates on the final stage, with the help of ‘cross star Wout van Aert.

Luxembourg national champ Kevin Geniets was forced to abandon Paris-Nice following a freak accident when a sponsor sign toppled in a gust of wind, and landed on top of him.

New Zealand national champ and Into The Lion’s Den Crit winner Olivia Ray has apparently been dropped by women’s WorldTour team Human Powered Health amid allegations of doping, as well as concerns that she was a victim of domestic violence.

Streets Are For Everyone, aka SAFE, is living up to its name by hosting the free USA Cycling “Let’s Ride” Camp.

The camp is being held in conjunction with the East Side Riders Bike Club and the Bahati Foundation to get more kids on bikes, and teach them to ride safely.

And who knows, maybe your precocious kid will get discovered by one of those Olympians or team reps, and set on a path to become LA’s next bicycling superstar.

It could happen.

Bizarre crime in Brentwood CA (scroll down), where a man hopped out of a pickup and sprayed a bike rider in the face with mace outside a local brewery, in an apparently random attack, before riding off on a skateboard.

But sometimes, it’s the people on two wheels behaving badly.

Police in Kuantan, Malaysia, are looking for a bike rider caught on dashcam video drafting a truck; he could face up to the equivalent an $80 fine if he’s caught, or $229 for a repeat offender.

The Los Angeles Times urges Newsom to sign AB 1238 to decriminalize jaywalking and let people cross the street when it’s safe, without having to worry about getting a ticket — especially in Black communities where jaywalking is too often used as a pretext for police stops. Seriously? A Seattle website offers tips on how to get around the city without a car. But the first two suggestions still recommend using someone else’s car, whether through carshare or a ride hailing service. Which is the exact opposite of not using a car, even if it’s not yours.

Horrible news from Utah, where a man on a bicycle was critically injured when he was struck by an older driver, who then repeatedly backed up and drove forward again and again, running over the victim twice. Yet witnesses inexplicably insisted she didn’t seem to realize she’d hit anything, despite what sounds like an intentional attack.

A Kansas woman is back behind bars where she belongs after her bail was revoked for leaving the state over the weekend; she’s charged with running down a man on a bicycle with her van, then getting out and fatally shooting him as he lay injured on the street.

Chicago announced the largest bike lane expansion in the city’s history, with a commitment to install 100 miles of new and upgraded bike lanes over the next two years at a cost of $17 million.

Tragic news from New Hampshire, where a retired police sergeant was found dead in a ditch nine hours after she was struck by a hit-and-run driver while training for a Police Unity bike tour. The driver should be charged with murder for making a conscious decision to flee once he or she is caught, rather than getting the help that might have saved her life.

Massachusetts police respond to complaints by taking steps to stop kids on bicycles from “harassing and endangering the public” by riding their bikes erratically around drivers and pedestrians.

Life is cheap in upstate New York, where an 84-year old woman got a lousy traffic ticket for killing a bike rider. Yet another example of keeping an older driver on the road until it’s too late.

New York is set to unveil a redesigned Queens Blvd next month, including a bike lane and wider medians and pedestrian crossings, making it the centerpiece of the city’s Vision Zero program; the so-called Boulevard of Death saw 23 people killed or severely injured over a four-year period.

The DC city auditor is opening a 10-month investigation into the city’s Vision Zero program to determine why deaths have gone up every year but one since it was adopted in 2015. Maybe they can do Los Angeles next, which hasn’t fared much better. 

A Georgia man has named a state legislator and a local police chief in a wrongful death suit, accusing them of covering up a hit-and-run collision that killed the man’s bike-riding son; instead of dialing 911, the driver called his buddy the legislator, who called the police chief, neither of whom got help for the victim or charged the driver.

Brian Laundrie is one of us. The “person of interest” in the murder of his fiancée Gabby Petito was seen going for a casual bike ride with his mother after returning to his Florida home alone from an extended road trip with Petito, with no explanation.

 

International

Life is cheap in the UK, where a distracted cab driver got less than three years behind bars for killing a bike rider while driving 70 mph and using his cellphone; he tried to cover up the crime by wiping the data on his phone.

A bike advocacy group said it was shocked when the Belfast, Northern Ireland transportation agency called for removing all the city’s popup bike lanes, or converting them to use by people on four wheels, as well as on two.

The number of people commuting to work by bicycle in Brussels dropped by a third since the pandemic began, but the distance they’re riding went up; 14 percent of commuters now bike to work, compared to 21 percent pre-ppandemic. Los Angeles would have to see a nearly ten time increase to reach the current level, let alone the previous one.

Great to see veteran German cyclist Tony Martin end his career on a high note by winning the mixed relay race at the world championships in his last race before retiring, after finishing sixth in Sunday’s individual time trial.

Seventeen-year old Austrian junior cyclist Leila Gschwentner was injured in a collision with a public bus in Leuven, Belgium, while training for Saturday’s junior road cycling world championship; no word on how badly she was hurt.

UCI is stepping in to tame the Wild West of gravel bike racing, metaphorically pinning on its own marshal’s badge to impose structure and a world championship on the formerly unregulated racing events.

 

Finally…

If you’re going to have a “brutal” mountain bike crash, make sure there’s an ER doc on the trail with you. That feeling when a rude ‘roo shows his lack of gratitude for being saved from drowning by attacking a passing bike rider.

And we may have to deal with aggressive LA drivers, but at least we don’t have to worry about getting attacked by a rabid beaver.

Remembering traffic victims and the failure of Vision Zero in LA, fatal hit-and-run in DTLA, and Joe Biden is one of us

Members of SAFE — Streets Are For Everyone — turned out in South LA yesterday to mark the World Day of Remembrance for traffic victims.

The group demonstrated at the intersection of Slauson and Western, one of the deadliest locations in all of Los Angeles, according to the city’s High Injury Network.

And one that has yet to see any significant attempt to make it safer.

In other words, pretty much like the rest of LA’s seemingly forgotten Vision Zero program.

According to CBS2/KCAL9,

…police say there has been a staggering 29% increase in traffic-caused fatalities and injuries in South L.A. this year so far in 2020 compared to 2019.

Additionally, there have been close to 5,000 hit-and-run collisions in 2020, police said.

There are few people who haven’t been touched by traffic violence in some way.

I’ve lost two people close to me, both at the hands of drunk drivers.

A friend I’d known since kindergarten was killed just weeks before our senior year of high school when a drunk woman somehow jumped the wide median on an interstate highway, and hit his car head-on, killing him and a friend instantly.

She walked away unharmed, with just a slap on the wrist for murdering two strangers.

The other was my cousin, who was killed when she was thrown from her own father’s car, and was run over by him.

And once again, there were no real consequences. Unless you consider the guilt and self-loathing he lived with for the rest of his life.

That’s not counting the hundred of people I’ve written about here who have needlessly lost their lives on the mean streets of Southern California — most at the hands and on the bumpers of drivers.

It has to stop.

It looked, for a short time, as if the City of Los Angeles was actually going to do something about it when Vision Zero was announced with great fanfare just five years ago.

But then it got hard when the city ran into resistance from auto-centric NIMBYs. And LA’s mayor got distracted by the shiny object of national ambitions, with far too many Wormtongues whispering in his ear.

And so Vision Zero was shoved onto a cold back burner, just another page on the LADOT website, with a handful of piecemeal projects here and there, rather than the massive road safety overhaul we were promised.

Never mind the now laughable goal of eliminating traffic deaths in the city by 2025.

Less than five years from now.

Which leaves us waiting for the mayor and the city’s recalcitrant councilmembers to be termed out, so we can finally replace them with leaders who will hopefully have the courage and political will to make the hard decisions necessary to save lives.

And not just talk about it, for a change.
