Bike riders warned to avoid construction on PCH, a bike a week stolen in WeHo, and driving drunk on the SaMo bike path

Bicyclists are being urged to avoid PCH between Deer Creek Road and Sycamore Canyon Road for the next two days.

The roadway will be reduced to a single lane for construction work from 9 am to 2 pm, with traffic allowed through in alternate directions, while the bike lanes will be completely blocked.

However, there’s no word on what road conditions will be like if you arrive before or after that five-hour time period.

It’s also questionable whether bikes can be prohibited from using PCH during those hours, since California allows bicycles on any public road where cars are allowed, with the exception of limited access highways in most urban areas.

Whether it would be smart to put yourself in that situation is another matter.

West Hollywood sheriff’s deputies report that crime was up a whopping 137% in the city last year. Fifty-two bicycles reported stolen, a rate of one per week; just over half were classified as grand theft with a value in excess of $950.

Five bikes have been stolen in WeHo so far this year.

Both of those totals are undoubtedly higher, since the majority of bike thefts never get reported to the police.

There’s a special place in hell for a group of Georgia teens who terrorized a young kid by surrounding him as he rode his bike on a golf cart path, then shot him repeatedly with liquid-filled splatter pellets in yet another harmful TikTok challenge; the boy escaped with a bloodied nose and pellet gun wounds to his torso.

But sometimes, it’s the people on two wheels behaving badly.

An English man was busted for bicycling under the influence after crashing into a woman, who suffered minor injuries when she was knocked to the ground.

Police in the UK are looking for a hit-and-run bicyclist who fled the scene after crashing into a 75-year old bike rider, leaving the man fighting for his life with a critical head injury.

Los Angeles is installing bright red bus lanes in East Hollywood and DTLA, with others coming soon on Alvarado and La Brea; LA interprets state law as allowing bike riders to use bus-only lanes, though some other cities may disagree.

An Atwater Village elementary school is working with the PE Learn-To-Ride program sponsored by All Kids Bike to teach the youngest students how to ride using balance bikes, after a teacher discovered no one really wanted to win a bicycle as a reward for good behavior.

It looks like protected bike lanes on Pasadena’s Union Street could soon bcomee a reality, after the city council formally blessed a contract for a 1.5 mile lane reduction with traffic island and bollard-protected bike lanes; the project also includes a short bike boulevard on Holliston Ave.

Hermosa Beach police used bait bikes to bust a pair of bike thieves, while making sure the bikes had a value of more than $950 so it would count as felony theft. Which serves as yet another reminder that the LAPD still doesn’t use bait bikes to cut high theft rates, thanks to a misguided opinion from the city attorney’s office concluding they could be seen as entrapment; meanwhile, that same city attorney wants your vote for LA mayor

A San Francisco op-ed says gas prices aren’t high enough, and should be $15 a gallon to include the associated costs of global warming, military, traffic and crashes.

Around 250 people turned out for a weekend rally in Berkeley calling for a carfree Telegraph Avenue, and blocking traffic to show what the street could be like.

San Raphael residents are complaining about plans to remove a traffic lane on Point San Pedro Road to install a buffered bike lane, even though the bike lane was mandated as part of a 1971 permit agreement, but never built.

But at least he’ll be forbidden from driving for five years — even though it should be a lifetime ban.

A British man is being tried for manslaughter for the death of a teenager outside a nightclub; the fight began when he and his companions started kicking and riding the victim’s bicycle. Two other men have already pled guilty in the case.

New book says accidents aren’t accidents, WeHo considers protected bike lanes, and keeping deadly drivers on the road

She gets it.

The New York Times’ Peter Coy talks with journalist Jessie Singer about her new book, which concludes that there are no accidents, just events that could have been prevented.

And that too often, it’s the marginalized members of society who pay the price.

On the other hand, Coy clearly doesn’t get it.

Coy: …Anyway, is it possible to go too far in preventing accidents? It wouldn’t make sense to limit cars to going 30 miles per hour.

Singer: It is our moral and ethical imperative to do everything in our power to protect human life. When people talk about the nanny state, what they’re doing is making excuses for deeply preventable, deeply racialized and class-divided causes of death.

If we look at places that do everything in their power to protect human life, from Sweden’s Vision Zero traffic safety policies to Portugal’s harm-reduction overdose prevention policies, we see that countless lives could be saved just by putting people first.

Never mind that cities across the world have successfully reduced the frequency and severity of collisions by cutting speed limits below 30 mph.

Let alone the worldwide 20 Is Plenty movement to reduce the risk of collisions as well as the risk of death or serious injury by slowing drivers to 20 mph in populated areas.

So yeah, it does make sense to lower speed limits to 30 mph, or less. Because the convenience of drivers should never outweigh the lives and safety of those around them.

There may be hope for WeHo bike riders yet.

Streets For All reports that a pair of studies could result in protected bike lanes on Fountain and Santa Monica Blvd, respectively.

Either one would be a game changer.

Together, they would provide the first safe bicycling route through the city, from La Brea in the east to Beverly Hills in the west.

Let’s just hope they both get the go ahead.

Today’s common theme is the lenient courts and government officials who inexplicably keep dangerous drivers on the road until they kill someone.

Like the heartbreaking news from New York, where a 99-year old Holocaust survivor was killed by a reckless driver with a long record of speeding and red light violations.

Or the Florida hit-and-run driver who killed a 70-year old man riding a bicycle, and was somehow still on the road despite five previous DUIs; he was caught after two days, which presumably gave him plenty of time to sober up before he was busted.

A Florida city puts the entire obligation for safety on bike riders by requiring lights and bells on their bikes. But there’s not a bike bell made that will do a damn thing to stop aggressive, speeding and/or distracted drivers.

A new bill from bike-riding La Cañada Flintridge State Senator Anthony Portantino would require cities and counties to identify a High Injury Network of their most dangerous roads and intersections, and create a plan to correct them within 15 years. But do we really want to let them keep killing people for another 15 years? Cut the timeline to five years, and I’m all in.

Streetsblog offers more details on SB 922, which would permanently exempt bike lanes and other environmentally friendly transportation projects from lengthy environmental reviews. Which are too often abused to halt or delay bike, pedestrian and transit projects that would benefit the environment.

San Diego belatedly begins work on building a separated bikeway along Pershing Drive through Balboa Park, after a bike commuter and a scooter rider were killed on the existing bike lanes last year. Meanwhile, the family of noted architect Laura Shinn, who was killed by an allegedly stoned driver while riding her bike to work, have filed suit against the city. Bad news from Livermore, where a woman was killed when her bike was hit head-on by a driver after they both crossed the yellow line while rounding a curve from opposite directions.

A Pittsburgh CA man was sentenced to 28 years to life behind bars for fatally shooting man as he was stealing the victim’s bike; the shooter bizarrely claimed self-defense, claiming he felt threatened by the victim’s attempt to get his bike back. Thanks again to Phillip Young.

In a question that answers itself, Streetsblog asks if America needs a Mobility Bill of Rights, after a group of Washington nonprofits author one for their state. Los Angeles bike advocates created a Cyclists’ Bill of Rights over a dozen years ago, which was sort-of approved by the city council, until it wasn’t, and then promptly forgotten, which was probably the city’s intent all along.

Popular Science says don’t buy an ebike, just build one using the bike in your garage.

Cycling Utah talks with our own Peter Flax, who offers a “look at racial justice issues through the lens of his deep and nuanced understanding of the various facets of bike culture.”

The Boston Globe questions whether the city will keep up the pandemic momentum that spurred bike lane creation throughout the area. Unlike Los Angeles, which squandered the opportunity presented by light pandemic traffic by failing to build a single new bike lane that wasn’t already in the works.

A Brooklyn councilmember tries, and fails, to successfully navigate a street without leaving the bike lane, missing out on the $100 challenge due to an array of drivers blocking it.

Life is cheap in the UK, where a careless driver walked without a single day behind bars for killing a man riding his bicycle; she was sentenced to 280 hours of community service and lost her license for a lousy 14 months.

A study from Belgian ebike brand Cowboy confirms previous studies showing ebikes offer the same fitness benefits as regular bicycles.

WeHo gets ebike rules wrong, SCAG wants your opinion on walkable cities, and La Brea gets bus (and bike) lanes

Sometimes, I don’t even know where to start.

West Hollywood announced that sheriff’s deputies will conduct a bicycle and pedestrian safety operation throughout the month of September.

They will ticket anyone who commits a violation that could endanger someone walking or riding, regardless of who commits it.

So ride to the letter of the law until you cross the city limits, so you’re not the one who gets ticketed.

Nothing unusual there.

But then the city added this highly problematic paragraph.

In addition, users of dockless mobility devices are reminded that only one person is allowed on a device at a time and e-scooters and e-bikes must be ridden on the road, never on the sidewalk – riding dockless mobility devices on the sidewalk is subject to citation. Users of e-scooters and e-bikes must have a valid driver license or instructional permit and must wear a helmet while riding. Users are advised to ride as far to the right side of traffic lane or in designated and marked bike lanes whenever possible and users must always ride in the direction of traffic. Dockless mobility devices should never be parked in a way that blocks pedestrian activity and access. Concerns about dockless mobility devices may be submitted to the City through its website or through the West Hollywood Official City App, which is available as a free download for iPhone users on the App Store and for Android users on Google Play. Feedback may be submitted by email, as well, at parkingconcerns@weho.org or by phone at (213) 247-7720.

Yes, dockless e-scooter users are required to have a driver’s license or learner’s permit, since the state somehow equates riding a tiny scooter with operating a deadly multi-ton machine.

But there is no license requirement for ebikes, dockless or otherwise, unless they are throttle controlled and capable of going up to 30 mph. And there is no helmet requirement for anyone over 18 years old.

In addition, people on bicycles are only required to ride as far to the right as practicable.

Which means you’re allowed to ride outside the door zone, and take the full lane on any street where the right lane is too narrow to safely share with a motor vehicle, while providing at least a three-foot passing distance.

It’s more than a little frightening when the people responsible for the laws don’t seem to know them.

Don’t hold your breath waiting for bike lanes on La Brea Ave in Los Angeles.

But newly announced plans call for a nearly 6-mile, part-time bus lane on the busy corridor from Sunset Blvd to Coliseum Street, which bike riders are free to use during the limited times they’re in operation, as long as you don’t mind a bus running up your ass.

Maybe someday Los Angeles will get serious about getting people out of their cars, and make bus lanes 24 hours a day, seven days a week, just like a real city.

Or not.

Police in Yorkshire, England evidently have better things to do than deal with a teenage driver who hit a woman on a bicycle, then stole her phone to keep her from taking pictures after the crash; the cops said she should have just swapped information with him and left them out of it. And let him keep her phone, evidently.

But sometimes, it’s the people on two wheels behaving badly.

Police are looking for a pair of men who rode their ebikes onto the UC San Diego campus, and shot someone multiple times with a BB gun.

More proof that bike riders are tougher than most people think, as a Goleta man rode his bicycle to the hospital after he was stabbed by another man; his would-be killer was arrested a few hours later for attempted murder.

A plan to improve safety and add bus lanes and bike lanes to a pair of Mountain View streets has hit a roadblock, after it was revealed that the project would require removing 120 trees, including 27 irreplaceable heritage trees. Maybe they should consider removing parking spaces or traffic lanes before they start chopping down trees.

Cycling News recommends their picks for the best gravel bike helmets to protect you on and off the road.

Great idea. An advocacy group in my Colorado hometown is asking the public to contribute a new bike and helmet worth $150 in an effort to give a bicycle to every second grader in the city’s six public elementary schools.

The co-founder of Better Streets Chicago describes being part of a people-protected bike lane to call attention to the need for safer streets.

Cambridge, Massachusetts is installing new flexpost-protected bike lanes on one main street, in response to a new requirement to build out the city’s bike network within five years. That compares to Los Angeles, which gave itself 25 years to build a bike network, while considering the whole thing just “aspirational.”

New York Streetsblog examines the many failures that allowed a dangerous driver to remain on the road until it was too late, despite dozens of traffic violations and a suspended driver’s license; he kept driving anyway, and killed a three-month old baby while driving the wrong way.

Meanwhile, a writer for Streetsblog wants to know why existing concrete barriers lining the city’s Addabbo Bridge can’t be moved a few feet to the left to create a protected bike lane.

Treehugger’s Lloyd Alter offers an excerpt from his new book, Living the 1.5 Degree Lifestyle, arguing all that’s needed for an ebike revolution is “good affordable bikes, a safe place to ride, and a secure place to park.”

Boy, does he get it. A Toronto writer says there’s not much hope for the city’s Vision Zero program when the city council’s “collective head is so far up the tailpipe of motorists.” Couldn’t have said it better myself, except here in Los Angeles, too.

An Irish walker and sometimes bicyclist says put a bell on your bike, already. I’m not a fan of bike bells, since all they tell you is a bike rider is nearby, and an angel just got its wings. Use your voice instead, and politely tell pedestrians what side you’re passing on, or ask them to move one way or the other.

An Indian man has ridden his bicycle nearly 5,000 miles across the country in what began as a tribute to his late father, but took on a life of its own, delivering him new friends and experiences while gaining 69,000 followers on YouTube — and 82,000 on Instagram.

An Aussie website offers tips on how to pick the right bicycle for beginning riders. Although the right bike when you’re starting out may not be a few months later.

Man injured in Show Low vehicular attack dies, and Phil Gaimon and fiancé threatened by road raging LA driver

Heartbreaking news from Arizona, where one of the victims of last month’s vehicular assault on a senior’s bike race has died.

Fifty-eight-year old Jeremy Barrett took a turn for the worse after initially showing improvement following the crash, and passed away on Saturday.

Barrett had been flown to a hospital in Flagstaff suffering from internal injuries, and was due to be transferred to a hospital in Tucson before suffering a stroke and deteriorating in the days that followed.

He was described by friends as someone who went out of his way to help others, and frequently hosted touring bicyclists in his home.

A police spokesperson says that additional charges are likely to be filed in the wake of Barrett’s death, on top of the 20 felony counts already faced by 36-year old driver Shawn Michael Chock for the alleged intentional attack.

You really hate to see this.

Everyone’s favorite retired pro cyclist and his fiancé had an ugly run-in with a road raging driver, who apparently couldn’t be bothered to slow his Porsche down on his way to the golf course.

While Phil Gaimon and Emily may not be able to make a case for assault with a deadly weapon, the driver could and should be charged with battery after allegedly shoving the petite woman confronting him.

It’s also a textbook case for LA’s bicyclist anti-harassment ordinance, which allows for a civil case with an award of three times the actual monetary damages or $1,000, whichever is higher.

And the driver could be required to pay any attorney’s fees they may incur while preparing the case.

West Hollywood offers advice on how bike riders and pedestrians can avoid getting run over by motorists.

But sadly, not one word for drivers on how to avoid running over anyone.

Overall, though, their tips for people on bikes aren’t bad.

Although someone should remind them that signaling while stopping isn’t a great idea for people with hand brakes. And you should stop signaling before starting a turn so you can have both hands on the handlebars.

Maybe they finally get it. The new federal infrastructure plan includes a focus on smart infrastructure and Vision Zero to maybe actually build and fix roads so they don’t kill people, along with $20 billion specifically earmarked to improving safety for bike riders and pedestrians. Now let’s hope it can somehow get through our hopelessly divided and dysfunctional Congress.

Hundreds of retired and active duty police officers will ride nearly 1,000 miles around Indiana, visiting twelve cities across the state to honor fallen officers and law enforcement survivors.

Germany’s version of the Auto Club is now offering roadside assistance to bike riders in Berlin and Brandenburg, with plans to expand the service throughout the country. AAA offers similar services in someparts of the US, but not in Southern California, where the group prefers to pretend that its members don’t ride bicycles.

Researchers at Australia’s Monash University will work with experts in machine learning to develop new technologies to capture data on dangerous interactions between bike riders and motorists, in order to map where bicyclists are most at risk.

After a record-setting run of stage wins in this year’s Tour de France, Britain’s Mark Cavendish has no plans to retire anytime soon.

With the yellow jersey seemingly wrapped up already, Bicycling considers what else there is to look forward to in the final week of the Tour. Cavendish, anyone? As usual, read it on Yahoo if Bicycling blocks you. 

Rouleur considers the youngest and oldest riders in this year’s Tour, and how they rank in the race’s history; at 41, Alejandro Valverde would be the oldest stage winner ever if he claims one this year, while 22-year old Brit cyclist Fred Wright is the youngest rider in the peloton.

Bicycling asks how high Colorado’s Sepp Kuss can climb after winning his first stage in the Tour, suggesting he could win a Grand Tour one day — if he really wants it. WeHo proposes protected bike lanes on Santa Monica and Fountain, and witness looks for West LA bike crash victim

This could be a literal life saver.

West Hollywood is considering a motion to study how protected bike lanes can be installed on Santa Monica Blvd and Fountain Avenue at next Monday’s meeting.

As Streets For All notes, WeHo already has bike lanes on Santa Monica from Doheny to La Cienega. Even if you have to dodge drivers double parked in the bike lane, or pulling in or out of parking spaces.

On the other hand, bicyclists had to settle for sharrows on Fountain, which isn’t exactly the most comfortable place to ride, thanks to impatient, aggressive and often speeding drivers.

Well-designed protected bike lanes could make a big difference on both, providing safe and bikeable routes through the city, as well as better comfort and livability for everyone along the streets.

Morning Links: Charges increased in Frederick “Woon” Frazier death, and WeHo drag queen run down on purpose

Maybe there will be justice for Woon after all.

I received the following email from an anonymous correspondent at yesterday’s scheduled prelim for Mariah Kandise Banks, charged with the hit-and-run death of Frederick “Woon” Frazier and the attempted coverup that followed.

The People have filed an amended complaint against Ms. Banks in which the charge of misdemeanor vehicular manslaughter with gross negligence has been upgraded to felony.

Judge Lynne Hobbs thanked Ms. Banks for being on time this morning. Alas, the prelim was trailed yet again.

The judge inquired about the prosecution’s previous request for an increase in bail due to the accused’s alleged harassment of the victim’s family (and frankly, she seemed willing and prepared to grant it). The prosecutor stated that she had spoken to the victim’s family two days ago and had received no further reports of harassment, so the bail stands as-is.

Ms. Banks was her usual muttery self as she exited the courtroom.

The increased charges mean Banks now faces six years for felony vehicular manslaughter, rather than one year for the misdemeanor count.

That’s in addition to a possible four years for felony hit-and-run.

However, it’s unlikely she’ll serve anywhere near that. The LA district attorney’s office has a well-deserved reputation for bargaining charges down to avoid a trial.

If Banks is smart, she’ll drop the attitude and cop a plea. And maybe get out in a couple years, rather than risk serving the full dime behind bars.

A popular West Hollywood drag queen says a driver fled the scene after apparently running him down on purpose as he was leaving a bar with friends two weeks ago.

The victim, Sasha Markgraf, says he was the only member of the group dressed in an effeminate manner.

In addition to being a drag performer and singer, Markgraf is also a costume designer. When he left the bar with his friends to cross Larrabee Street after 2 a.m. he was wearing high heels and suspects the driver may have intentionally hit him.

“It’s sad to say but I think he was coming straight for us. He didn’t have to go right. He didn’t have to veer to the right,” Markgraf says.

A crowdfunding page says the driver turned on his car as Markgraf stepped off the curb and revved his engine before plowing into him. So far, it’s raised just $2,100 of the $50,000 goal.

Unfortunately, the only description of the car is a silver Honda Civic. There’s no description available for the driver.

Lets hope they catch this jerk before he or she tries to kill someone else.

And maybe succeeds next time.

Another crowdfunding page is raising money to buy a new bike for an Active SGV staff member whose bike was stolen, along with her panniers, wallet and clothes, at last Sunday’s CicLAvia.

So far it’s raised nearly $300 of the modest $500 goal.

There’s no shortage of bighearted people in today’s news.

When the bike a Salem, Oregon man used as his primary form of transportation was stolen, his friends in the trading card community pitched in to buy him a new one.

The bike an Ohio man used as transpiration for himself and his one-year old daughter was stolen just two days into his new job, so his Walmart coworkers dug into their own pockets to buy a new bike and trailer for someone they barely knew, and most had never met.

A Pennsylvania man rode his bike across the US, raising $11,000 for a pair of small-town animal rescues.

Great piece about a British Columbia bike shop owner and inventor who earned the Lanterne Rouge in the 1955 Tour de France, joining another rider as the first British cyclists to finish the tour; after moving to Canada, he built the wheelchair used on an around-the-world journey, as well as refurbishing bicycles to give to those in need. Sadly, he died of cancer on Saturday.

Then again, some people would rather help themselves. After a thief stole the bicycle a nine-year old English boy got for his birthday, he set out to do odd jobs around town until he earned enough to buy a new one.

The student newspaper at San Diego State University says the school made a bad decision in banning e-scooters and other micromobility devices, based on bad data and with little student input.

A Santa Barbara man was critically injured when he was hit head-on rounding a curve after allegedly drifting onto the wrong side of the road; fortunately, he’s expected to make a full recovery.

Bicycling hosts a debate on whether someone on a bicycle is a cyclist or a biker. Apparently, a person riding a bicycle wasn’t an option.

A Houston man is dead after a cop driving at high speed — and without lights and sirens — slammed into him in a crash caught on dashboard video from a car parked nearby. In a tragic irony, the city launched a prescheduled campaign just hours later, calling on drivers to watch out for vulnerable road users.

A Minnesota man just finished riding every public street in his county

A Pittsburgh man is making his third official attempt to set a new handcycle 24-hour record. The paraplegic athlete set an unofficial record of 407.7 miles in 2016, breaking the existing record of 403.8; however, the track wasn’t certified by the Guinness Book of World Records, so it didn’t count.

Life is cheap in Pennsylvania, where a 73-year old woman was killed in a left cross collision, and the driver walked with a lousy traffic ticket. There’s something seriously wrong when needlessly taking the life of another person amounts to nothing more than a simple traffic violation.

Cycling Tips says a British Columbia bikemaker is setting a new standard for environmental sustainability in the bicycle industry.

Heartbreaking story from Hamilton, Ontario, where a 14-year old boy was stabbed to death by a pair of brothers as his mother watched, after he had confronted the other boys for allegedly stealing his bicycle.

Life is cheap in Wales, too, where a woman got off with just 27 months behind bars for drunkenly driving “like a maniac” and plowing into four members of a family out for a bike ride, then fleeing the scene; one of her victims was lucky to survive. So naturally, she blamed the entire thing on her boyfriend.

A British truck driver was convicted of careless driving in the death of a bike-riding doctorhis view was obstructed by a dashboard tray full of ornaments and other items.

In news for my fellow diabetics, a new Australian study shows that while diabetics are prone to heatstroke, you can reduce your risk by training in the heat for a week in advance.

Baltimore will host a one-day ProSeries race — one rung below the WorldTour — for the next three years.

Cycling’s governing body says it’s going to work with riders to improve safety in time for next year’s cycling season. If they really want to improve safety, they’ll get team cars and race motorcycles out of the peloton, and require riders to wait until someone can catch up for assistance.

Nothing like circus friends to borrow a bike from. Apparently, there’s no bike lane that can’t be turned into a parking lot.

And nothing like turning a Santa Clarita bike path into your personal brass knuckle fight club.

Un-effing-believable.

A man riding to work on Santa Monica Blvd was repeatedly harassed, brake checked, and physically assaulted by a driver in an unmitigated display of road rage that lasted over 6 minutes.

All for the crime of riding a bike, legally and exactly where he was supposed to be.

And to top it off, she accused him of scratching her car after she blocked his bike against another car, and proceeded to door him multiple times.

Seriously, watch the whole thing — with the sound up.

According to KCBS2/KCAL9, the road rage attack took place two years ago. The poster child for road rage driver was arrested after the victim called 911, and was recently sentenced to 450 hours of community service.

Which is why he’s just releasing the bike cam video now.

Hopefully, that will be enough to get her road rage temper under control. And help her realize that bikes do, in fact, belong on the streets.

The LAPD is stepping up efforts to find the heartless coward who slammed into a 15-year kid riding legally in a South LA crosswalk, and left him lying crushed and bleeding in the street.

Meanwhile, advocacy nonprofit SAFE — Streets Are For Everyone — is hostingMarch for Safety and Healing – In Honor of Roberto Diaz this Saturday.

Diaz is the victim of the crash, who remains hospitalized.

Evidently, the mayor of West Hollywood is perfectly okay with mail carriers and delivery drivers blocking the city’s few bike lanes.

Which isn’t much of a problem.

Unless you’ve ever had to go around someone blocking the bike lane in heavy traffic on Santa Monica Blvd.

Because it’s apparently just too much to ask them to remove a parking space or two to create a loading zone.

Oh wait. Maybe I wasn’t the first one to say that.

After all, it’s much easier to accuse people of “outrage culture” than to take a small step to protect human lives.

WeHo can clearly do better than that. And should.

In fact, it does, no thanks to the mayor, apparently.

No surprise here.

After the the Insurance Institute for Highway Safety (IIHS) released a study questioning the safety of some protected bike lanes, John Pucher and Ralph Buehler, two of North America’s leading bicycling academics, say it ain’t necessarily so.

According to a Forbes piece by British bicycle historian Carlton Reid, this is how Pucher responded in an email.

“Finding problematic intersection design of cycle tracks here and there in three U.S. cities does not at all negate the overwhelming evidence that protected bike lanes are both safer, in fact, than unprotected lanes or no facilities at all, and that the vast majority of cyclists and potential cyclists overwhelmingly prefer such protected facilities and feel safer on such facilities, thus leading to sharp increases in cycling rates.”

Pucher stresses:

“The IIHS study focuses on the dangerous intersections, but overall, cycle tracks are definitely safer. I agree, however, that intersection design is absolutely crucial to the safety of cycle track systems, and that special intersection, roadway markings, traffic signs, and traffic signals are necessary.”

So don’t stop fighting for protected bike lanes.

Just make sure they’re designed properly.

But they begin their piece this way.

No, you don’t have to wear a bike helmet. If you were to, say, get hit by a garbage truck on your commute, a small piece of foam and molded plastic is not going to make much of a difference. But since this is America and not Copenhagen, where cyclists are demonized for taking a sliver of space away from precious steel boxes and commuters are regularly in fear of their lives, it’s best to hedge your bets. Wear a helmet. (But whatever you do, please don’t helmet shame those who prefer to let their locks flow.)

The LAPD is responding to CD5 Councilmember Paul Koretz’ recent anti-scooter campaign by establishing a special task force to ticket e-scooter users riding on the sidewalk along Beverly Blvd, Melrose Ave and 3rd Street. Apparently, he’d much rather they get their asses run over on those narrow, busy streets that don’t offer any other place to ride. Or just not ride scooters, which is what he really has in mind.

Sad news from Bakersfield, where a woman was killed trying to ride her bike in a crosswalk; the CHP immediately absolved the driver of blame because it was dark. Apparently, Dodge Challenger’s like the one the driver had don’t have headlights, and the CHP has never heard of the state’s basic speed law, which prohibits driving too fast for current conditions. Like when it’s too dark to see what’s in the road directly ahead of your car.

A pair of men were busted for making off with six bikes worth $30,000 from a Santa Cruz bike shop after they were observed by a witness.

A car thief received the maximum sentence for plowing into a San Francisco bike cop as he attempted to flee from the police; Willie Flanigan was convicted on charges of “assault with a deadly weapon, hit-and-run, evading and resisting an officer, fleeing the scene of an accident, receiving stolen property and being an unlicensed driver.” Yet somehow, despite all those charges, the maximum sentence was just 12 years and 8 months.

Seventy-five-year old Courtney Rudin was convicted of misdemeanor vehicular manslaughter for the head-collision that killed a woman riding in a Sonoma County charity ride when he made dangerously ill-advised passed around a slower vehicle; he faces just one year behind bars. Seriously, killing another human being should never be a misdemeanor, intentionally or not.

An 85-year old Los Osos man was critically injured after he suffered some sort of medical issue and fell off his ebike, even though he was wearing a helmet.

Bike Lawyer Bob Mionske says excusing careless drivers by blaming their victims just ensures that other drivers will keep driving that way.

This is what happens when you take Vision Zero seriously.

A DC councilmember has introduced a 25-point bill to achieve to curb rising traffic deaths.

The Vision Zero bill ranges from mandating protects bike lanes in any new developments, to banning right turns on red lights throughout the city, as well as cutting speed limits to 25 mph on minor arterial streets.

The proposal would also require the addition of protected bike lanes when streets are repaired, impound vehicles blocking bike lanes or sidewalks, and allow bike rider to report bike lane parking violations by taking photos of the offending vehicles, with police ticketing the owners of the vehicles as a result.

A pair of companion bills would require curb extensions in all new road improvement projects, and make bike-related rules part of the district’s driving test.

Maybe someday Los Angeles will follow DC’s lead, and finally get serious about Vision Zero.

Because it sure as hell hasn’t happened yet.

Morning Links: Koretz proposes ban on e-scooters in Los Angeles, and keeping drivers on the road until it’s too late

In a move that probably shouldn’t have surprised anyone, LA’s self-proclaimed environmentalist councilmember has called for a temporary ban on dockless e-scooters.

Yes, Paul Koretz, the councilmember who singlehandedly blocked desperately needed bike lanes on Westwood Blvd — as well as on other major corridors throughout the Westside — has taken action to force people of their e-scooters and back into their cars, rather than allowing a viable first mile/last mile solution to take root.

This is the same councilman who has called for a Climate Emergency Mobilization Department. Yet can’t seem to see the logical disconnect in fighting alternative forms of transportation while paying lip service to climate change.

Then again, he doesn’t seem to see any problem with blocking increased density, either.

Evidently, he’s all for emergency action to address climate change, as long as it’s in someone else’s district.

Never mind that, as someone else pointed out, blocking bike lanes is just climate change denial in action.

Then there’s this disconnect, from the report by KFI radio.

“When we had a hearing in our Transportation Committee, at the time I had seen about three of them and I thought it wasn’t a big deal,” Koretz said. “I’ve probably seen a thousand since just on Beverly Boulevard where I live, and 100 percent have no helmet usage. … I’ve seen probably 20 go by with double on the scooter, which is very dangerous. On the commercial streets, everyone is illegally on the sidewalk.”

As for the public’s reaction, Koretz said he believed most residents want the scooters off the streets. He said his office has receive hundreds of complaints about them in recent weeks.

Yes, that is the scientific way to gauge public opinion, especially since people who support the scooters aren’t likely to call to say so without some compelling reason.

Like a stupid proposal to ban them, for instance.

And how is it that “hundreds of complaints” somehow outweighs thousands of users — by his own observation?

As for Koretz’ “better safe than sorry” concerns, there’s this from the Hollywood Reporter’s overview of the response, legal and otherwise, to e-scooters in the LA area.

Scooters have shown to pose safety hazards while operational and parked. According to injury attorney Catherine Lerer of L.A.’s McGee Lerer & Associates, who has written extensively about electric scooters, the top two seen in her office are people hurt when a scooter malfunctions — when a brake line is cut by disgruntled L.A. residents, for instance, or the scooter’s main post collapses — and pedestrians tripping over the scooters. “I’ve gotten calls from elderly people exiting businesses…people leave them right outside the front door,” Lerer notes.

Doesn’t exactly sound like a disaster in the making. Especially when one of the leading causes of injuries is sabotage by scooter-hating NIMBY terrorists.

The proposal was seconded by San Fernando Valley Councilmember Mitch Englander, who has also proposed a ban on dockless bikeshare until the city can work out a permitting process.

This follows the misguided bans on e-scooters in West Hollywood and Beverly Hills; the latter banning even riding bikeshare bikes or e-scooters through the city, which most likely violates state law.

Of course, this kind of hysteria about a new form of transportation is nothing new.

And something tells me Koretz would have been one of the first to call for a ban on bicycles had he lived in the 1890s. Although he probably would have been fine with the Model T chasing everyone else off the roads.

Of course, Los Angeles could take a more rational approach, like working with Lime and Bird to address any issues while they work the bugs out, as Culver City and Long Beach are doing.

But that would make too much sense.

Especially for an environmentalist who seems determined to keep Angelenos in their smog and greenhouse gas-belching cars.

Life is cheap in British Columbia, where a driver gets just 45 days behind bars for killing a van driver while speeding, tailgating and driving recklessly — despite receiving 40 tickets over the last 20 years.

And a Tuskegee University football player will never play the game again, after his leg was severed when a friend’s car he was helping to jump was hit by a driver with a “criminal history dating to 1989 (that) ‘shows a pattern of driving offenses and felony arrests.'”

Just two more examples of authorities keeping dangerous drivers on the road until it’s too late.

Curbed looks at 14 gorgeous carfree cities around the world. Anyone one of which I’m just about ready to move to. Although bike riding on the Venice canals might be a bit of a challenge.

No surprise here, as a study shows the noxious fumes in London’s air disappeared during the annual carfree Ride London event.

A British lawyer who calls himself Mr. Loophole suggests revising the country’s traffic laws, including requiring all bike riders to pass a proficiency test, and have their bicycles inspected annually for safety violations (aka an MoT, or Ministry of Transport exam).

Talk about lessons not learned. Bike Biz reprints a speech in the British parliament that calls for a revival of bicycling in the national interest — which was given sixty years ago. And clearly not acted on.

For a few short hours, we seemed to have a real scoop.

This morning, Steve S forwarded a photo showing hundreds of LimeBike dockless bikeshare bikes massed on the Cal State Northridge campus, apparently being readied for distribution.

While we speculated on just what they were doing there, I scrambled to figure out what council district they were in, assuming one of the San Fernando Valley’s councilmembers had made a deal with LimeBike for a pilot bikeshare program, like Joe Buscaino had in the Southside’s 15th District.

But before I could get a response, it turned out the bikes were on the CSUN campus because that was their destination.

According to an article in the school’s CSUN Today, the university is rolling out 400 of the app-based bikes to be spread out across the campus, and available to check out from any existing bike rack.

The bikes’ GPS system will also be used to track where they are used to determine the best routes for new bike lanes on the campus.

But unlike shopping carts, the wheels don’t lock when they reach the edge of the university. So it will be interesting to see where the bikes actually end up.

Maybe they’ll go far enough off campus to spur approval of dockless bikeshare throughout the Valley.

And maybe even encourage more and better bikeways for students, and the rest of us, as well.

Big bikeshare news in West Hollywood, too, where the city’s WeHo Pedals will soon be interoperable with other Westside bikeshares — and could one day be free.

Meanwhile, the bikeshare program has been losing money in its first year of operation, bringing in only 19% of projections.

Which begs the question of how they intend to pay for the possible free usage for city residents.
